• He promoted Queensland’s investment environment featuring low tax, high growth, a highly skilled workforce and rich natural resources.

• He informed the Chairman of the huge development potential for nonferrous metals resources in Queensland and that the Queensland Government warmly welcomes investment from Chinese companies in the resource sectors, ranging from exploration to mineral processing.

• Arrow Energy is Australia’s largest coal seam gas acreage holder. It has significant CSG facilities in Queensland and operates 20% of Queensland’s gas supply together with 375 MW of net generation capacity.

• noted the work of Queensland's Translational Research Institute and its focus on significant and prevalent diseases such as cervical, prostate and breast cancer, obesity and diabetes as well as major tropical infectious diseases such as malaria;

• promoted QCTN's holding of its first Translational Research Excellence symposium called TRX09, in Brisbane, Australia, in October 2009.

• The Minister highlighted that QCTN's success in the Japan market will assist in further promoting the world class capabilities that Queensland has to offer in the biotech sector.

• He advised the attending companies on the advantages of conducting trials in Queensland and to also consider Queensland as a one-stop destination for their bio-tech needs.

• It was conveyed to the Minister that the Governor of Fukuoka Prefecture is planning to lead a trade mission to Australia with Austrade. • Seafarm Pty Ltd (prawn farms located in Cardwell, North Queensland) was introduced by Trade Queensland Japan to the most renowned Australian restaurant in Tokyo, Salt, owned by leading chef, Luke Mangan. The grand chef indicated he is very happy with the quality of the product

• The Minister noted that Trade Queensland Japan has also assisted Queensland companies Tender Plus Pty Ltd, MQ Foods Co Ltd and Wine Tree Co Ltd, whom were represented at this event.

• The Minister encouraged the journalists present at the dinner to visit Queensland as this would provide them with the opportunity to further feature Queensland food and produce. He instructed Trade Queensland Tokyo Office to follow up on this opportunity and assist in organizing a potential visit to Queensland in early 2010.

• The Minister attended a meeting with the New Energy and Industrial Technology Development Organization (NEDO) to discuss the projects that they have funded in Queensland and explore the possibilities for further collaboration between their partners and Queensland.

• The Minister reiterated that although Trade Queensland already has a number of areas of interaction with NEDO: Coal infrastructure research, Water and Renewable Energy, the Queensland Government seeks further collaborations with NEDO.

• During this meeting the Minister introduced the Queensland Renewable Energy Plan, which has been released by the Office of Clean Energy.

KEY POINTS

• NEDO briefed the Minister on coal trade with Queensland and infrastructure needs and thanked him for the support the Queensland Government offers to assist in relation to research programs and the sharing of information.

• Following Trade Queensland Japan's participation in the 4th New Energy World Expo that was held in June, further collaboration in this area between Japan and Queensland was discussed.

• The meeting was an opportunity to promote Queensland’s capabilities and the opportunities for investment in this sector by Japan.

• The meeting was also an opportunity to introduce the Queensland Renewable Energy Plan, which was released by the Office of Clean Energy in June 2009.

• It was conveyed to the Minister during the meeting that Mr Wakasa was planning to visit Queensland to discuss further opportunities for collaboration.

• The lunch meeting with JFE Engineering was an opportunity to encourage further investment into Queensland-based projects and receive an update of their involvement (in conjunction with Nomura Research Institute) in the Greensquare Building and Southbank Parkland project in cooperation with the Urban Water Security Research Alliance (UWSRA) of South East Queensland (SEQ).

KEY POINTS

• The Minister noted that JFE Engineering together with its strategic partner Nomura Research Institute (NRI) are working in cooperation with the Urban Water Security Water Alliance (UWSRA) to work on the feasibility and construction of the water supply system for Greensquare Building and Southbank Parkland in Queensland.

• The Minister also noted that the UWSRA is an alliance formed by four organisations, the Queensland Government, the Commonwealth Scientific and Industrial Research Organisation (CSIRO), the University of Queensland and Griffith University in 2007.

• The Minister discussed with Mr Kishimoto issues relating to JFE Engineering and NRI's collaboration with UWSRA to develop a research program focused on improving the reliability, safety, and effective use of urban water resources.

• Mr Kishimoto expressed his company's interest in geothermal and agriculture and the Minister encouraged him to follow up with the Trade Queensland Japan Office to discuss these opportunities further.

• The Minister indicated his support for the 48th Annual Australia-Japan Joint Business Conference in 2010. It is anticipated that approximately 110 to 130 Senior Japanese and 90 to 100 Senior Australian business delegates will attend, as well as other government and diplomatic representatives.

• The meeting provided an opportunity to discuss areas of cooperation between Queensland and Japan in the non-traditional sectors such as renewable energy.

• The Minister acknowledged and thanked Mr Mimura, President of JABCC and Chairman of Nippon Steel Cooperation, for his company's support of the Queensland coal industry. Nippon Steel is one of Queensland's largest buyers of coking coal.

• The Minister noted that Japan’s steel mills are Queensland’s largest buyers of coking coal and Queensland's commercial relationship with Nippon Steel was worth A$980 million in 2006-07, making it Queensland's second largest trading partner in Japan that year.

• The Minister noted that during her visit to Japan in April 2008, the Premier, the Honourable Anna Bligh MP, hosted a lunch for the major Japanese steel companies, including Nippon Steel. The Director of Nippon Steel, Mr Tooru Obata attended this lunch.

• The Minister noted that members of the JABCC are made up of representatives from Japan's largest and most influential public trading companies.

• The Minister made a short congratulatory speech acknowledging the close relationship between Incheon and Queensland before proposing a toast to commemorate this event.

KEY POINTS

• Incheon City hosted the Asian Pacific Cities Summit (APCS) from 15-17 September 2009. There were over 2,000 delegates, including mayors and local representatives from 151 cities. These included five Brisbane Sister Cities, three Australian and New Zealand Cities, 22 Korean Cities and 16 Chinese cities. Other participating cities include Singapore, Jakarta, Tel Aviv, Tokyo, New Deli, Kathmandu, Taipei, Burbank, Seattle, Honolulu, Kansas, Orange County, Philadelphia and Ho Chi Minh.

• The Right Honourable, the Lord Mayor of Brisbane, Councillor Campbell Newman, led the Lord Mayor's Greater Brisbane Region Delegation to attend the Summit.

• As a Partner of the Brisbane City Council, the Queensland Government was a strong supporter of these activities.

• Trade Queensland, who supported and encouraged Queensland companies to participate in the trade mission, provided on the ground support for the Lord Mayor's mission and participation in the APCS.

• Trade Queensland Special Representative to Korea, Japan and the Philippines, Ms Julie Boyd, attended the summit to provide on the ground support to the Lord Mayor's delegation and also represent Trade Queensland at activities during the summit.

• The Minister congratulated Mr Yu on SK Energy being selected as a preferred bidder for three Restricted Areas in North West Mineral Province in 2008.

• The Minister received a briefing on SK Energy's parent company, SK Corporation, and its future plans to develop a commercially viable gasification technology with POSCO and KORES, a Korean government agency. SK Energy's Daedeok R&D centre has initiated work on this 5 year pilot project. Mr Yu invited the Minister to visit its R&D Center.

• The Minister reinforced the Queensland Government’s commitment to fostering continued growth in the Queensland−Korea trade relationship, in particular, increasing Korea’s involvement in the State’s resources sector.

• The Minister advised Mr Yu that Queensland is becoming a world leader in developing clean coal technologies such as ZeroGen and the Callide Oxyfuel Project and he invited Mr Yu to visit both of the Queensland projects.

• Around 150 people attended, including 40 delegates from sister cities, 20 from APSA and the remainder were locally invited guests from the Trade Queensland Korea network.

KEY POINTS

• Dr Kim introduced the role of KHIDI in the improvement of the health care system in Korea, in particular its mission to turn Korea into a leading Bio-Nation by 2015.

• The Minister highlighted Queensland's expertise in the biotechnology field and introduced the four companies that attended and spoke at Bio Korea 2009 - Tetra Q, Q-Pharm, ERA Consulting and Clinical Network Services (CNS).

• Dr Kim explained that he would like more collaboration in broader areas between QCTN and KHIDI following the MOU signing in 2007. Dr Kim expects that the FTA between Korea and Australia will activate collaboration and exchange.

• Mr Tony Webber from CNS mentioned that the MOU between KHIDI and QCTN is substantial and that he expects Queensland will provide support to Korean pharmaceutical companies to advance into other countries such as the USA, Europe and Australia.

• Dr Kim would like to see more specific support from QCTN such as the exchange of training programs with QCTN.

• The Minister invited Dr Kim to visit Queensland's R&D Centres to view Queensland’s capability in Biotechnology.

• QIAMEA funding has supported the production of a high quality publication to promote Queensland artists at the event, and contribute toward exhibition and logistical costs associated with KIAF 2009.

• The Minister visited the Korea International Art Fair (KIAF) to heighten awareness in Korea of the potential commercial appeal of Queensland Indigenous art in Korea and potentially in wider Asian markets.

Visiting Beijing today Trade Minister Stephen Robertson announced Flight Training Australia has signed an agreement with China Eastern Airlines and the Civil Aviation University of China, Tianjin (CAUC), to train pilots. "The Queensland Government has promoted our State as a preferred location for international pilot training since 2002 and has been working to encourage the expansion of the industry in Brisbane and regional areas. "Based at Archerfield Flight Training Australia (FTA) this year became the only flight training organisation in Queensland, and one of only five in Australia, that holds the required approvals to train Chinese pilots. "The first 33 cadets are already in Australia and are just the tip of the iceberg, with Flight Training Australia expecting an additional 100 Chinese cadets before the end of 2010. "The Bligh Government supported FTA by providing market intelligence, arranging business meetings with potential clients, facilitating business discussions and attending aviation forums. "International demand for trained airline pilots is set to grow rapidly during the next decade as commercial aviation in Asia and the Middle-East expands and Queensland is well placed to capture more of this important education export market." Based in Shanghai, China Eastern is one of the three major airlines in China and operates a fleet of 287 jet aircraft with a network comprising more than 400 domestic and international routes, with 35,000 employees. CAUC is renowned as the cradle of talent for China's civil aviation industry with over 50,000 graduates serving the aviation industry and accounting for one-sixth of all civil aviation staff in China. Managing Director of Flight Training Australia Captain Peter Boughen said that Flight Training Australia was very proud to have been selected by both China Eastern and CAUC as their Australian flight training partner. New deal to boost Queensland's clinical trials industry Fukuoka: Queensland is breaking into one of the world's major markets for clinical trials of medical and pharmaceutical products and equipment. Trade Minister Stephen Robertson oversaw the signing of an agreement between Queensland Clinical Trials Network Inc. (QCTN) and the Kurume Research Park that will promote and further medical research collaborations between Queensland and Japan. "Queensland is creating a strong reputation for quality and accuracy for medical and pharmaceutical goods in Japan," Mr Robertson said. "This Memorandum of Understanding is a milestone in QCTN's continued push into overseas markets to attract clinical and preclinical trials to Queensland. "The new agreement will open the door for QCTN members to become the first choice for Kurume researchers. This means Queensland companies will now have a better chance to secure contracts to undertake the medical research and trials required to develop new therapeutic products being created by members of the Kurume Cluster. "The Kurume Research Park Medical Cluster includes 4 medical schools, Kurume University, Kyushu University, Fukuoka University, and University of Occupational and Environmental Health Japan." Japan is Queensland's number one export destination, receiving $16.5 billion worth of Queensland's total merchandise exports in 2008-09. Mr Robertson met with the Chief Executive Officer of Korea Electric Power Corporation (KEPCO), and also hosted a luncheon for key business and investment contacts in Seoul. "The Korean Government has recently announced a A$1.1billion fund to secure more resources for long term sustainable energy production in Korea," Mr Robertson said. "Korean resource and energy companies are looking for investment opportunities overseas that can help them secure a share of these funds." Mr Robertson said KEPCO is Korea's biggest energy provider and the largest single consumer of coal in Korea. Thirty-four per cent of its coal came from Australia last year. "This positions Queensland as a strong possible destination for further investment in coal projects," he said. "KEPCO understands global concerns relating to climate change and is currently advancing into renewable energy. There is strong potential for joint projects in Queensland in this area. New Trade Commissioner for Queensland in Korea Seoul: Trade Minister Stephen Robertson today took advantage of a visit to Seoul as part of a Queensland Government trade mission to officially announce the appointment of the new Trade and Investment Commissioner for Queensland in South Korea. "I am pleased to announce that, following a rigorous application and interview process, Mr Sang Min Woo has been appointed to the position of Queensland Trade and Investment Commissioner - Korea," Mr Robertson said. New provisional export figures for 2008-09 reveal that South Korea was the State's 3rd largest overseas export market in 2007-08, receiving more than $6.3 billion worth (11.3 per cent) of Queensland merchandise exports. Major export sectors included coal and metal ores, non-ferrous metals, meat and sugar. "Results such as this are exactly why the Bligh Government is committed to our network of overseas trade offices. More then $6 billion in exports to one market means jobs for Queenslanders and a significant boost to our economy," Mr Robertson said. "Mr Woo is well qualified for this important strategic position dedicated to assisting Queensland businesses to develop and capitalise on export and investment opportunities in South Korea. "He holds an MBA and a PhD in International Business and has extensive, high-level experience in trade and investment-related positions. "Over a 30-year career, Mr Woo has also worked in Korea for a number of major international companies including Hyundai Group, LEGO, LG Group and Bank of America. He also held a key marketing position with UNICEF for two years. "Mr Woo has represented the Government of Virginia (USA) in Korea for 16 years and was Chairman of the Association of American State Offices in Korea for a number of years. As part of his trade mission to Japan, Trade Minister Stephen Robertson hosted a dinner along with importers of Queensland produce to showcase the premium food and wine products Queensland has to offer. “Queensland has secured an international reputation for its quality and reliable food exports,” Mr Robertson said. “Industry events like this support and strengthen culinary relationships in Japan and grow our State’s food and wine exports to this vital trade destination.” As part of the promotion, premium farmed prawns from Cardwell company, Seafarm, were served along with premium beef and lamb from Tender Plus on the Gold Coast and quality antipasto from Hort Dry in Gin-Gin. Attendees washed the food down with a variety of wines from the Granite Belt wine region. The dinner was held at Salt, a popular Australian Cuisine restaurant in Tokyo owned by Luke Mangan, a world-renowned Australian chef. “Seafarm has received assistance from the Bligh Government’s export agency, Trade Queensland, to secure a deal to provide prawns to Salt in Tokyo, resulting in the company’s popular Crystal Bay Prawn becoming a regular on Salt’s menu,” Mr Robertson said. “Japan remains an extremely important and valuable export partner for Queensland’s food industries and this event will help to further enhance our reputation and showcase our product. “New provisional merchandise export figures show that Queensland exported more than $1.67 billion in meat products, made up mostly of prime beef, and almost $44 million worth of seafood for Japanese consumption in 2008-09. “This industry focussed event will help underscore our State’s strict food hygiene standards, coupled with our ability to deliver consistent amounts of high-quality produce internationally, giving Queensland a leading edge for food and wine exports to Japan,” Mr Robertson said. Trade Minister Stephen Robertson said the Korea International Art Fair, which opened today, is fast becoming one of the most prominent international art fairs in Asia. “I personally had the opportunity to visit the art fair today and was thoroughly impressed by the quality of work by artists Sally Gabori and Paula Paul,” Mr Robertson said. “Their works are being showcased by the Alcaston Gallery, one of five Australian galleries chosen to represent Australia as part of the official Australian Art Showcase at KIAF 2009. “The Alcaston Gallery has been instrumental in promoting Mornington Island artists and positioning them collectively as a significant contemporary art movement in Australian Indigenous art. “The art fair’s reputation in the contemporary international art market has grown markedly since its inception in 2002. The fair brings together Korean and international galleries to promote a viable market for the exchange of arts, culture and ideas. “An Austrade report in September 2008 commented that the South Korea visual arts industry is experiencing a healthy expansion, mirroring the wider financial success of the country.” QIAMEA, a team within Trade Queensland, has worked in partnership with the Alcaston Gallery to fund the production of a high quality publication to promote these Queensland artists at the event, and contribute to exhibition and logistical costs. QIAMEA is committed to assisting Indigenous artists to identify and grow markets for their work internationally. Mr Luo Jianchuan said that building on the long-term friendly relations between Chalco and Queensland Government is their long-standing desire. Chalco commits it self to doing effective business work to contribute to Queensland economic development, and attached great importance to the Aurukun Project, put a lot of manpower and resources, maintains a good relationship with local indigenous communities as well. The Honourable Stephen Robertson expressed his gratitude to Chalco for their contribution in economic development, training and employment among indigenous communities. Queensland government will continue to support Chalco’s development in Queensland, and appreciates a smooth, effective communication between both parties. They have exchange the views on low-carbon development and environmental protection, Mr Kang Yi said China should keep on to promote energy-saving emission reduction, resource utilization, and green economic development. Based on the comprehensive cooperative relationship between Australia and China, the two parties recognise their common and fundamental interests in the advancement of investment opportunities in resources, from exploration to mineral processing, hereunder agree to pursue further discussions with a view to jointly promoting and expanding effective and mutually beneficial cooperation in the areas of their common and fundamental interests via the following activities:

• Regular exchange of information on key projects of mutual interest;

• High-level two-way visits and assistance in pursuing investment opportunities;

• Facilitation of business to business contacts and the development of associated business programs; and

• Support of joint forums or workshops to exchange views on key projects.
