REGION/DISTRICT/COUNCIL

CONTINUING EDUCATION WORKSHOP

PROCEDURES FOR NASW

Choosing the Topic and Presenter(s) Region/District/Council leadership has primary responsibility for selecting topics and presenters who meet

the criteria set by NASW Continuing Education Committee (enclosed). Contracts and/or letters of

agreement will be the responsibility of the group holding the event.

The workshop presenter will complete the enclosed “Instructor Application” and return it to the

Region/District/Council event coordinator. This application, with other required materials listed below, must

be sent to the chapter office by the Region/District/Council event coordinator within two weeks of the completion of the event.

Selecting the Site and Date

Region/District/Council leadership has responsibility for selecting the date and event site that

must meet ADA accessibility requirements.

Dates should be selected so as not to conflict with other NASW events in the same geographic

area, to the greatest degree possible.

Setting Registration Fees and Processing Registrations

Region/District/Council leadership has responsibility for setting fees, obtaining a registration form and

collecting fees from each attendee.

Registration fees are determined by developing a budget (enclosed). This fee will be collected either by

pre-registration or on-site registration. The Region/District/Council may charge an additional fee. Groups

are encouraged to charge additional fees with the purpose of building a reserve to fund ongoing programs.

All monies collected for an event must be sent to the Chapter for deposit within two weeks after the event.

Checks are preferred and should be made out to NASW.

Sign In Sheets, Registration Forms, evaluations, income and invoices will be submitted to the Chapter Office

within 14 days of the event.

Marketing/Promoting the Event

Promotional materials are the responsibility of the Region/District/Council holding the event. A camera-

ready flyer can be sent to the Chapter where it will be copied, printed and mailed. These costs should be computed as part of the overall event cost.

Mailing labels for NASW members can be obtained through the chapter office.

Articles may be submitted to the Currents for publicizing the event at no cost.

The publicity materials must include the following information: The statement “This workshop has been approved by Washington State Chapter, NASW, for

#_____ Continuing Education Units - Provider #1975-25”.

Registration Lists, Sign-In Sheets, Evaluation Forms, Certificates

The Chapter Office Staff will provide a master copy of the event budget form, registration forms, sign-in sheets,

evaluations and certificates of attendance. These masters may be copied and used for each event, with the Region/District/Council completing specific event information for each occasion. (Enclosed)

Presenter Handout Materials Payment for copying course materials is the responsibility of the Region/District/Council and should be budgeted

accordingly.

Continuing Education Certificates of Attendance

Certificates should be distributed on site at the end of the program, after participants return their completed evaluation forms. The Region/District/Council representative/chair should sign the certificates.

Administering the Event On Site

Region/District/Council leadership has primary responsibility to administer on site logistics, with volunteer assistance provided by the host group, as necessary. Region/District/Councils leadership will identify members

to assist with sign-in, introductions, and collection of evaluation forms, distribution of CE certificates at the end

of the program.

Revenue and Expenses All revenue and invoices must be submitted to the chapter office within two weeks of the event. The

Region/District/Council will receive credit for all revenue received from an event (through the Chapter’s

bookkeeping system) and the Region/District/Council's budget will be used for payment of all event expenses.

Documentation and Record keeping Chapter staff has ultimate responsibility for documentation and record keeping of all continuing education

events. Region/District/Council leadership will return required documentation

All income, registration forms, sign-in sheets and evaluations.

HIGHLIGHTS OF THE NEW LICENSURE BILL.

ESSB 5877 licenses social workers at two levels: Licensed Independent Clinical Social Worker (LICSW),

and Licensed Advanced Social Worker (LASW), and Licensed Mental Health Counselors and Licensed Marriage

and Family Therapists.

LASW requirements The requirements for the Licensed Advanced Social Worker (LASW) are designed for social workers that

use independent judgment but practice in settings where they have direct supervision. The eligibility requirements for this license include:

Graduation from a master or doctorate social work education program accredited by the Council on Social Work Education and approved by the secretary based upon nationally recognized standards;

Successful completion of an approved examination (the ASWB advanced or clinical exam); 3200 hours of post-graduate supervised experience over a two-year period;

90 supervision hours must include:

40 hours in one-to-one supervision; 50 additional hours may be in either one-to-one or group supervision with a LICSW or LASW

40 of these hours may be through distance supervision with a LICSW, LASW or other equally qualified licensed mental health practitioner;

800 hours of experience must be in individual client contact; Successful completion of continuing education requirements of thirty-six hours, with six in professional

ethics.

LICSW requirements

The requirements for the Licensed Independent Clinical Social Worker (LICSW) (third party payment eligibility) are:

Graduation from a master's or doctorate social work education program accredited by the Council on Social Work Education and approved by the secretary, based upon nationally recognized standards;

Successful completion of an approved examination (the ASWB clinical exam); 4000 hours of post-graduate supervised experience over a three-year period;

130 supervision hours must include: 70 hours with a licensed independent clinical social worker (LICSW);

60 with an equally qualified licensed mental health practitioner (or LICSW);

60 of these hours must be in one-to-one supervision; 70 of these hours may be in one-to-one or group supervision;

Distance supervision is limited to sixty supervision hours. Successful completion of continuing education requirements of thirty-six hours, with six in professional

ethics.

CONTINUING EDUCATION

CONTENT AND PRESENTER CRITERIA A. Eligibility for Provider status:

Individuals, agencies, organization, training centers who want to have their courses, workshops or

conferences qualify for NASW Continuing Education approval, must submit an application with supporting materials for review and approval prior to advertising NASW’s approval.

B. Course Content Requirements

A provider shall ensure that the content of a course shall be relevant to social work, mental health or

marriage and family practice. The content of a course shall be related to direct or indirect patient/client care or other areas of social work practice such as research, community organization,

administration/supervision, and policy planning and advocacy. 1. Direct patient/client care courses cover specialty areas of therapy, e.g., theoretical frameworks for

clinical practice, assessment, diagnosis and intervention techniques with individuals, couples, families, groups, case management, chemical dependency, multicultural issues, etc.

2. Indirect patient/client care courses cover pragmatic aspects of clinical practice (e.g., legal or ethical

issues, consultation, record keeping, insurance risks and benefits, managed care issues, research obligations, supervision, and client advocacy with internal and external systems.)

3. Other social work continuing education courses may cover mezzo and macro levels of social work practice such as research, community organization, administration/supervision, policy planning and

advocacy training. These areas of practice may not be directly or indirectly related to individual

clients but are part of the broader social work systems approach to person-in-environment as influenced by organizations, larger communities, social structures, and socio/economic/political

conditions. These courses may be structured more generally or otherwise differently than direct/indirect practice modules, but must still incorporate diversity content and advanced training

at the post graduate level. 4. The course must be at least one hour (60 minutes) in length.

5. A provider shall ensure that a course has specific objectives that are measurable and that an

evaluation mechanism is used at the end of the course. 6. Courses shall be designed for an individual who is entering the profession, at post-graduate level.

C. Scope of Practice

Issues of diversity as it relates to the subject matter must be included in the content of the

program.

The course must be at least one hour (60 minutes) in length.

A provider shall ensure that a course has specific objectives that are measurable and that an

evaluation mechanism is used at the end of the course. Courses must be designed for individual at the post-graduate level.

1. Licensed social work involves direct and indirect practice at the micro, mezzo, and macro levels, including:

the professional application of social work values, principles and methods by individuals trained in

accredited social work graduate programs; knowledge of human development and behavior, including biological, psychological and social

development;

knowledge of social systems and social resources;

support and enhancement of biopsychosocial strengths and functioning;

organizational, community, and policy practice to influence systems and social conditions:

an adherence to the code of ethics of NASW and the Clinical Social Work Federation;

knowledge of and sensitivity to human diversity, including ethnic minority populations.

Social work practice includes, but is not limited to:

evaluation, assessment and treatment of psychopathology, including mental and emotional

disorders and developmental disabilities, and other issues of adjustment, coping, and recovery due to illness or injury, trauma, abuse/neglect, violence, crisis, family conflict, chemical dependency,

legal difficulties, discrimination, or other problems affecting individual or family well being ; consultation and clinical supervision;

case management

psychotherapy and counseling* with individuals, couples, families and groups;

prevention and educational services;

administration, supervision and organizational practice;

policy analysis, development, planning, advocacy, and decision making;

research;

community assessment, mobilization, organizing, alliance and coalition building.

2. Practice of Marriage and Family Therapy

The practice of marriage and family therapy is that aspect of counseling* that involves the

rendering of professional marriage and family therapy services to individuals, couples and families, singly or in groups, whether such services are offered directly to the general public or through

organizations, either public or private, for a fee, monetary or otherwise; "Marriage and family therapy" means the diagnosis and treatment of mental and emotional

disorders, whether cognitive, affective, or behavioral, within the context of marriage and family

systems.

Marriage and family therapy involves the professional application of family systems theories and

techniques in the delivery of services to individuals, couples, and families for the purpose of treating such disorders.

3. Licensed Mental Health Counseling Practice:

That aspect of counseling* that involves the provision of professional mental health counseling

services to individuals, couples, and families, singly or in groups, whether the services are offered directly to the general public or through organizations either public or private, for a fee, monetary

or otherwise;

"Licensed mental health counseling" means the application of principles of human development,

learning theory, group dynamics, and etiology of mental illness and dysfunctional behavior to individuals, couples, families, groups, and organizations, for the purpose of treating mental

disorders and promoting optimal mental health and functionality; Licensed mental health counseling also includes, but is not limited to, the assessment, diagnosis,

and treatment of mental and emotional disorders, educational techniques developed to prevent

such disorders, as well as the application of a wellness model of mental health.

D. Requirement: An instructor teaching a course must have at least two of the following minimum

qualifications: 1. A license, registration, or certificate in an area related to the subject matter of the course. The

license, registration, or certificate shall be current, valid, and free from restrictions due to disciplinary action by this board or any other health care regulatory agency;

2. A master’s or higher degree from an educational institution in an area related to the subject matter

of the course; 3. Training, certification, or experience in teaching subject matter related to the subject matter of the

course; or 4. At least five years’ experience in an area related to the subject matter of the course.

The State of Washington defines "counseling" as any therapeutic techniques, including but not limited

to social work, mental health counseling, marriage and family therapy, and hypnotherapy, employed for a fee that offer, assist, or attempt to assist an individual or individuals in the amelioration or adjustment of mental,

emotional, or behavioral problems, and includes therapeutic techniques to achieve sensitivity and awareness of self and others and the development of human potential.

DISTRICT DEVELOPMENT & MEETING PLANNING

Helpful Hints for Region and District Development

Development of Districts according to bylaws Article X, B.4

I. Role of the Region Representative to Districts

A. Consult with District Chairs on the development of activity at the District level; B. Seek input from District Chairs regarding local problems and concerns. For example: employment

changes in the area, declassification, service issues to local clients, policy, etc.

C. Secure and report feedback on legislative activity to the Board and VP Political and Social Action. D. Consult with District Chairs on the development of recruitment and retention activities.

II. Organization and Structure

A. Local Districts are designated geographical areas established within Regions for the purpose of developing and implementing program and professional activities consistent with the bylaws, policies

and priorities of the Board of Directors of the Chapter and NASW.

B. Any group of members in one city, county, group of cities, group of counties, metropolitan area or workplace, may petition the Region Representative to be recognized as a local unit. Boundaries of

local districts must be defined and approved by the Board. All NASW members within the boundaries will be considered members of that District.

C. District Governing Committees shall be established to consist of a Chair and two Program Activity

members. These positions will be filled by a vote of District members. D. Recommend that elections be held at least every two years in the spring at a regularly scheduled

District meeting or by ballot. Advance notices must be publicized in that meeting’s notice. New officers take office on July 1st.

E. Each District is encouraged to schedule programs and activities that meet the needs of its members. Financial start up assistance may be requested from the Region allocation if available in the budget.

(See Chapter Financial Policy and Procedures, IV.5 and Recapture Policy, VI) F. All District activities are expected to be self-supporting through their own sponsored fund raising

projects.

G. Districts within the Region may raise funds for their exclusive use. The bookkeeper shall earmark a District’s funds exclusively for its use, subject to the Chapter’s fiscal policies and controls.

H. Meetings must be regularly scheduled and, when possible, should be held at the same location. In

addition to presenting programs and guest speakers, meetings should include: Region Representative’s report, financial report and other pertinent Chapter news, especially LAC

information. I. Where it becomes evident to the Region Representative that a District has become inactive, as

measured by no regular meetings being held or brought to staff attention, in carrying forward its program, it is the responsibility of the Region Representative to declare vacant position(s) and call for

the positions to be filled via a local vote.

III. Responsibilities of the District Governing Committee

In order to encourage the highest level of membership participation in Districts, the Governing Committee will hold regularly scheduled meetings, appoint committee chairs and encourage program activities.

Additional responsibilities may include:

A. Reporting/securing feedback on legislative activity to the Region Representative or LAC Chair. B. Communicating with membership regarding Region and Chapter activities;

C. Representing NASW at various social, professional or political functions as appropriate; D. Maintaining contact with local and state officials within the District’s geographical area;

E. Conducting membership recruitment and retention activities and;

F. Convening local program meetings on practice, education or social issues of concern to members.

GUIDELINES

PLANNING CALENDAR – For a 2 hour Meeting

Five (or more) weeks before the event 1. Make your decision about what kind of program will draw the greatest attendance and be the most

beneficial to the District membership.

2. Prepare an "event budget" and submit to Chapter office for start up funds to cover event. Check with the Region Representative regarding the status of the Region budget. The expectation is that

events will be self-supporting in the least and make some excess revenue to be used to support future District programs. Use the “Event Budget Sheet” when developing your program.

3. Give the information about your event to the Chapter Office before the Currents deadlines. Set date and time and general area (within your district)

4. Locate and reserve ADA accessible meeting place. Meeting in facilities that won't charge a fee can

contain costs. 5. Prepare an agenda for the meeting so it can be advertised.

6. Schedule speaker for a one-hour (1 CEU) program. See Table of Content in the front of this manual for instruction on how to develop a CE program.

a. To be able to give a continuing education credit for a one-hour professional presentation,

give your speaker the “Instructor Application” to complete so that you have it at least five weeks before the event.

b. Event coordinator is to complete the verification of event and submit it to the Chapter Office about five weeks before the event.

c. Speakers can be (if you have money in your budget) reimbursed for materials up to $10.00 by submitting a request with receipts. Speaker is to prepare his/her own copies.

d. Speaker mileage is reimbursable at $.31/mile (if you have money in your budget).

Four weeks before the event. 1. Flyer, camera ready, to Chapter office for copying and mailing. If you are unable to send it camera

ready, Chapter staff may be able to design your flyer, if given five weeks instead of four. 2. Obtain legislative information for meeting from the Vice President of Social Policy and Political Action

or from the Legislative Action Committee Chair.

3. Call all unit members and invite them personally. (See attached phone script) Three weeks before the event. ...

1. Copy "certificates", evaluation forms, sign in sheets and registration forms (see attachments that you can copy and use)

2. Confirm with the speaker and give him/her all logistical information.

NASW EVENTS and PROJECT IDEAS

Social Work Month events, receptions, open house at agencies, hospital or other work places.

Annual Awards given within Regions and Districts (in the fall). These awardees then can be

nominated for the next state awards (usually after the first of the year).

Hold a continuing education workshop meeting. Some areas hold a breakfast meeting. Others at

lunch or after work.

Make an appointment at the nearest school of social work and offer to make an NASW presentation to a group of students and/or faculty 3-4 times during the year. The students have

requested this kind of information and visibility by NASW members.

Members are encouraged to offer to make a professional presentation(s) about their area of

practice to the schools of social work. The students have requested this kind of information and visibility by NASW members.

Invite students to every meeting and event held near a school of social work.

Identify a community event, march, protest, run/walk, voter registration, etc. and invite local social workers to take part.

Become politically involved by hosting a coffee for your elected officials: local and state.

Hold an “advocacy” training for your local area social workers and possibly include your agency client base, when appropriate.

Hold a “getting to know you” social event – with a special invitation to new members.

Hold a meeting to see if there is interest in starting a local “mentorship program” for recent social work graduates or others needing and seeking mentoring.

Hold a “job search” or “job change” meeting or workshop.

Develop monthly “case presentations” at a hospital for NASW members, potential members and other clinical professionals.

Hold an event that would focus on a specific “special interest group” to interest those attending

to start a “Council” under NASW auspices. Especially interested could be under represented groups (gay/lesbian, ethnic groups, rural social workers, social workers with disabilities, retired,

women’s issues, diversity in general, international and national peace & social justice, etc.).

Hold a meeting on how to increase the visibility and viability of the social worker in your

community.

Develop a training (ask the Chapter for help) on how to work effectively with the media.

Set up a system to make a personal contact to each new or transferred member and invite them

to the next NASW event.

Partner with a local hospital, agency or school of social work to offer a half or full day educational event that could bring in extra revenue for your Region or District.

FINANCIAL POLICIES THAT EFFECT REGIONS, DISTRICTS, COUNCILS From

Chapter Financial Policy and Procedures

(approved 6/25/99)

VI. REGIONS A. The Board of Directors may allocate funds to Regions to support region programs and

communications. This allocation will be fixed at the time of the development of the FY budget each

spring. B. The Region Representative may reallocate a portion of this money to local Districts. Region and

District funds are primarily spent for postage, printing, telephone and seed money to put on events. C. Regions are expected to be self-supporting through their own sponsored fund raising projects.

D. All funds allocated top Regions by the Chapter and all funds raised by Regions shall be subject to the Chapter's financial policies and guidelines. No Region shall collect, retain and disburse funds without

Chapter authorization. Region accounts are managed through the Chapter. Region Representatives

are responsible for ensuring Region adherence to Chapter program and fiscal policies.

VII. DISTRICTS A. Districts established within their respective Regions, will obtain their “start up” money from their

Region budget.

B. *Districts are expected to be self-supporting through their own sponsored fund raising projects. C. All funds allocated to the Districts through their Region and all funds raised by Districts shall be

subject to the Chapter’s financial policies and guidelines. No District shall collect, retain and disburse funds without Chapter authorization (and only managed through Chapter approved accounts).

Region Representatives are responsible for ensuring District adherence to Chapter program and fiscal policies.

VIII. REGION AND DISTRICT FUND RAISING A. Regions and local Districts are encouraged to engage in local fund raising projects through continuing

education workshops, conferences or other identified means. B. The Region Representative shall send all revenue raised by such efforts to the Chapter Office or

chairperson where it shall promptly be deposited in the Chapter account and credited to the

appropriate Region and District. C. No Region or District may open or maintain any account separate from the Chapter account.

D. Region Representative will complete a regular monthly reconciliation of Region accounts

IX. REGION AND DISTRICT EVENT CHAIRPERSONS HAVE THE FOLLOWING RESPONSIBILITIES:

A. Develop a budget that reflects at least a “break even” financial status.

B. Accountability of all cash receipts for an event (“receipt forms” will be provided). C. Mail such receipts and “receipts form” to the Chapter Office and a copy of the “receipt form” to the

Region Representative within 7 days after the event.

X. STATE COUNCILS

A. State Councils, established by Board action may be allocated “start up” money from Chapter funds as reflected in the annual budget.

B. State Councils are encouraged to become self-supporting through Council sponsored fund raising projects.

C. All funds allocated to Councils by the Chapter and all funds raised by Councils shall be subject to the

Chapter’s financial policies and guidelines. No Council shall collect, retain and disburse funds without Chapter authorization (and managed only through Chapter approved accounts). State Council

Chairpersons are responsible for ensuring council adherence to Chapter program and fiscal policies.

XI. WORKSHOPS, CONTINUING EDUCATION, AND OTHER FUND RAISING ACTIVITIES.

A. All workshops, continuing education and other fund raising events planned by any unit of the Chapter shall set fees at a level that assures the event will be self-supporting to the fullest extent possible.

B. The Executive Director shall administer and the Treasurer shall oversee fiscal activities in accordance with Board adopted policy on workshops and conference fees.

C. The Executive Director in consultation with the Continuing Education Committee Chair and Con-

ference Chair shall determine cancellation fees, transfers of registration and/or fees, and other administrative fees.

XII. RECAPTURE POLICY

A. Chapter allocations to Regions, Councils and Districts, which are unexpended by the end of the fiscal year, shall revert to the Chapter General Fund account.

A. In computing allocation surpluses, it will be assumed that Chapter allocations are expended first and

Region and Council generated revenues are expended last. B. Region or Council generated funds carry over into the new fiscal year as a beginning fund balance.

There is no cap on what Regions and Councils can accrue. (Ex: If the Region account starts with $150 allocated by the Chapter, and it made excess revenue of $75, the $75 would be carried over

into the next fiscal year in addition to a new Chapter allocation of $75). They would start the year

with $150. If the Regional account starts with $150 allocated by the Chapter, and it made excess revenue of $300, the $300 would be carried over into the next fiscal year. The Chapter would make

no additional allocation.)
