T h e National Targeting Center (NTC) headquarters is housed (as of January 2003) in a former warehouse in Reston, V A , with much of the facility still undergoing construction. (For example, the second of the two floors was not viewed on the tour, and is not currently in use.) NTC technically became operational in novemeber 2001. [LES] The NTC mission is to support all "anti-terrorism activities" of the Bureau of Customs an d Border Protection (CBP). "Activities" means operations, not intel; i.e. support inspector in field real time. T he latter's mission is defined a s "detecting a nd preventing terrorists a nd terrorist weapons from entering the United States at and between the ports of entry while simultaneously facilitating legitimate trade an d travel." NTC and CBP utilize a risk management approach in carrying out their mission. NTC covers passenger and cargo operations high-risk entries, is concerned with air, land and sea modes of transportation, and addresses both inbound an d outbound movements. This is the first time there has been a national approach to analyzing and disseminating such information. [LES] A tour of the facility w as provided to the Commission staff. The National TargetingCenter (NTC) headquarters is housed (as of January 2003) in a former warehouse in Reston, VA,with m uch of the facility still unde rgoing construction. field operatives more aware of the cen ter and its capabilit ies, and b) provide h ead quarters with adeeper understanding of f ie ld perspectives.

[LES] Terrorism is the primary mission of NT C, bu t "legacy" missions (such as contrabandinterdiction and revenue collection) from the old Customs Service and INS are still present,

though are all mainly handled in the field by inspectors at the individual ports of entry. NTCseeks to coordinate CBP's anti-terrorism activities, and to support the inspectors in the field with

real-time inform ation and ICE investigations.

[LES] NTC is striving to maximize communicat ions an d avoid duplication with TSA, CostGuard and other relevant federal agencies. TSA and NTC have agreed to co-locate ce rtainpersonnel in each headquarters, as has the Coast Guard.

[LES] It is hoped that TTIC will f acilitate greater cooperation and coordination w ith the FBI.JTTF serves as the m eans for coordination between local port inspectors and FBI field offices.

[LES] In carrying out its risk management approach, NTC applies detailed Customs-derived"rules" for data-mining , to sort out anomalies and produce nam e m atches for passengers and

cargo which m eet the criteria set out by the policy side of NTC. (Not yet a single set of rules onthe passenger side.) The data set is especially valuable because it is based on multi-year recordsfrom Customs. It also draws upon a number of law enforcem ent databases including N CIC,TECS, ACS (commercial system), AES (export system), ACE, CIS (central ind ex), NAILS

(lookout), NIIS (nonimmigrant), NSEE RS, ENFORCE/IDENT (INS fingerprint an dapprehensions) an d IAFIS (FBI's automated fingerprint system). N TC then analyzes such

information and matches it up against APIS (ad vanced passenge r info rmation system).[LES] NTC's principal tool is the Automated Tracking System (ATS), which combines and sortsthe data, iden tifies (via prescribed "rules") high risk targets, an d presents the information in botha comprehensive and f lexible format to enable field inspectors to address specific threats.

[LES] ATS has program s for Passengers (ATS-P), inbound cargo (ATS-N) and ATS-AT (guns,critical technology such as dual use and weaponary). Hard copies of examples of generated

ATS-P an d ATS-N data were provided in hand-outs.

[LES] ATS -P is based on information from Combined Agency Border Information Network(CABIN ET; created in late 1980s and contains m anife st information, I-94/NIIS inform ation,Suspect and V iolator Indices and visa inform ation) and the Advanced Passenger Information

System (APIS; covers air and sea passengers and crew, with nam es, passport inform ation, gend erand flight or cruise identification num ber). APIS now mandated by Congress; was voluntary pre9/11. APIS information contains only inbound foreign carrier passenger information once

wheels up. ATS-P also interfaces with Treasury Law Enforceme nt Comm unications System

(TECS), NC IC, and the Air l ine Reservat ion M onitoring System (RESMO N). NTC is

considering interfacing with the Computer Assisted Passenger Prescreening System (CAPPS)

an d any successor (CAPPS II). Currently does not interface with CAPPS. NTC has mandatednational targeting "rules" for cargo, and will be d oing so for passengers in the near future. Port-

specific local "rules" are used in both cases.
