Sh. Rajesh Kumar Goyal has sought information under RTI Act-2005 vide his

application dated 14.3.2C11, the point-wise details/ information sought by him as under:-

a. M\s Ardee City has not provided any piece of land suitable for 66 KV S\Stn in the

area developed by them. Although they have shown their interest but land suitable

for the 66 KV S\Stn has not been finalized/ given by them,

b. fv1\s Ardee City- the builder has offered land for the 66 KV S\Stn which was in a

triangle shape and there was gas / oil pipeline was passing under that piece of land,

The land was not found suitable due to less space for a 66 KV (GIS) S\Stn. The

intimation to this regard was given to M\s Ardee City by this office vide memo no-

1365 dated 27.7.2010 and by the 0\0 SE/ T S Circle, HVPNL, Gurgaon vide letter

Ch-39/Ardee City dated 2.8.2010 (Copy of the same is attached herewith).

c. The copy of the notices/ intimation of non suitability of land for 66 KV GIS S\Stn is

attached herewith along with the sketch.

d. The land requirement for the 66 KV (AIS) sub-station is 2.5--3.0 Acre (100/120mtr)

and for the 66 KV (GIS) sub-station, the land required is 0.75--1.0 Acre. The

document for the land requirement for the various type of sub-station is also

attached alongwith.

It is hereby intimated that two no. 66 KV GIS SIStn Sec-43 & See-51 have beenconstructed by HVPNL in Gurgaon and layout of 66 KV SjStn in the land of Mis Ardee City maybe got prepared by MIs ARDEE City in view of the layout of 66 KV SIStn See-43 & See-51Gurgaon. You have offered a piece of land which is triangular in shape and is about 112 Acre (2000sq yard) which is very small in size and HVPNL is not in a position to fit GIS GELO into it. As perlayout of 66 KV 8/8tn Sec-43 (1.04 Acre) & 'See-51 (1.24 Aere) Gurgaon ,around one acre of landpreferably rectangular in size in ratio 3:2 is required for the construction of 66 KV GIS S/stn. Theland requirement for various types of 8/Stn is already supplied to you issued by theCEjPlanning, HVPNL, Panchkula vide memo no. Ch-35/304/K-149jVol-II dated 6.3.2009. Sothis piece of land offered by you is not suitable for a 66 KV GIS SjStn as per the above details.Please give us another suitable land for Construction of 66KV GIS Sub-station in Ardee City,

'You are well aware that the licensee/private developer has certainr- '',z"o

obligations for creation *.;f;"(ilfrastructurewith regard to provision of basic services like

road, water supply, sewerage drainage and electricity & to transfer the same to th~ parent

organization mainly responsible for operation and maintenance of these assets.

As per the ultimate load requirement furnished by you for the area under

development /being developed by you, on 14.01.2006,the necessity of creation of a 66 KV

level Grid Sub-Station was emphasized. Nevertheless, a sufficient period of five years has

lapsed, your firm is yet to take any concrete action. Your firm lacking initiative in this

regard reflects from the fact that even the land of the substation has not ~een finalized

inspite of various ~tings & correspondenl:es, even, at the level of the Managing

found unsuitable for creation of 66 KV S/Stn. A triangular piece of about 0.5 acre land,

which was offeree: latest by you, was also found unsuitable for creation of a 66 KV GIS

SuLt;tatioll and the decision was conveyed to you vide this office memo No. Ch-39/ Ardee

City dated 02.08.2010. Vide the above letter, it was further requested to identify a suitable~

site for construction of 66 KV Substation as per the norms of HVPNL, already conveyed to

you, hut no alternate site/land has been identified and intimated to this office so far.

It reveals from the record and on the basis of the data of existing and

rrojected load $iven in your conununication that there is no escape for your firm other

than to mnstruct oae no. G6KVlevel Grid Sub-Station. It is gathered that presently your

area is being fed through some electrical connections from HVPNL Sub-Stations situated

in the proximity of your area. Albeit, the connections were released as interim

arrangement for your areas, but, the failure by you to construct the substation has resulted

inta release of bulk load from these substations of HVPN. HVPN system has come into

severe strain due to delay in construction of the Grid substation by you.

In view of the above, you are advised in your own interest to identify

and offer suitable land for creation of 66 KV S/Stn., as per the norms of HVPNL, wi~'1

two months from the date of issue of this letter. The land shall be handed over to HVPNL

within next three months and substation shall be constructed within a period of 18 months

from the date of approval by HVPNL.

With non initiation of any action of your end within the above time

,:;1' frame, the Power utilities may be compelled to take action in regulating the supply to your~".'.,-

areas by with drawing all the facilities provided as a temporary measure.
