    Parish Council Report from April 2013

    Public ForumThere was 1 member of the public present, together with District Councillor Atkinson, District

    Councillor Oakley and County Councillor Perry.

    Jenny Buckley, Chair of the Earlswood and Forshaw Heath Residents Association raised a

    number of issues: she asked if our representative was bringing up any issues at the

    forthcoming Lakes Partnership meeting? Jenny also asked if anyone could help her out with

    identifying the shooting noises which are going off at all times around the Parish. Jenny was

    interested in if it would possible for the Parish Council to produce a monthly newsletter which

    would reach people who had no alternative ways of obtaining information. After discussion it

    was agreed that this would be placed on the agenda of the next Finance and General Purpose

    Committee for discussion.

    Councillor Keogh said that on a Friday the bus is full by the time it reaches Earlswood and

    wondered if it would be possible to have a bus just for Tanworth and Earlswood.

    Report from County Councillor PerryCouncillor Perry said that he will follow up the enquiry from Councillor Keogh regarding the

    bus.

    Councillor Perry said that The Causeway is on the works programme to be resurfaced.

    The double yellow lines in Malthouse Lane keyhole are in hand. A survey is due to be carried

    out soon.

    The Parish Council had previously enquired if WCC would be prepared to install bollards in

    the keyhole in Malthouse Lane if the Parish Council were minded to purchase them. The

    reason that the Parish Council asked this question was because concern was raised over

    whether any services ran below the grass verge. Councillor Perry said that WCC would not be

    able to install bollards purchased by the Parish Council but he could get the utility drawings

    for the Parish Council if required. He said that if there is an accident someone has to be

    responsible. He suggested that we wait until the yellow lines are installed to see how effective

    they are.

    The speed limit in Cut Throat Lane is going to be reduced to 50mph. WCC are looking at

    putting red tarmac in by Flower Knott Cottage. Regarding the black ice problems in Cut

    Throat Lane, ice signs will be put out when necessary.

    The Police and Crime Commissioner are looking to recruit Community Safety Ambassadors

    who will be paid around 800 per annum. They are also looking to recruit members on to theAudit Committee and are trying to get funding to have more Special Constables.

    Councillor OBrien enquired if there has ever been financial auditing on pot holes as it would

    appear that they are repaired quickly but the repair lasts very long. Councillor Perry said that

    the criterion was getting the pot hole fixed quickly, but he would make enquiries.

    Councillor Perry stated that the 30mph signs for the Common are still on order.

    Councillor Oakley asked Councillor Perry about the imminent closure of Warwickshire

    Domestic Violence Support Services which is a refuge centre for victims of domestic violence.

    He said that he would appreciate it if Councillor Perry could look at the case. Councillor Perry

    agreed to make enquiries.

    Report from District Councillor AtkinsonFollowing the Appeal decision for the housing development in Shottery, the Inspector has

    indicated that the housing projection for the district should be increased from 800 to 1200.

    The change of use for units at Poplars Farm went to Planning Committee and the application

    was nothing to do with the previously proposed bio-diesel business. The decision can only be

    made on an application as it stands and it was a unanimous decision to support the application.

    Wychaven District Council has had a planning proposal made for up to 380 dwellings which

    straddles the administrative area of Stratford District Council and there has been a fullconsultation with SDC which is what is in the National Planning Policy Framework requires.

    The bungalow called Newburn in Bates Lane has had an application granted to change it back

    in to two bungalows but there has been no Permitted Development Rights withdrawn because

    this can only happen when special circumstances are demonstrated.

    Councillor OBrien enquired if barn conversions are permitted within the Greenbelt.

    Councillor Atkinson said that they are allowed for residential purposes where the barn is not in

    a settlement or they can be converted to a holiday let or business proposal.

    Councillor OBrien asked if Stratford District Council had been in discussion with

    Bromsgrove District Council about taking Greenbelt in certain areas. Councillor Atkinson

    said that he was not aware of an agreement between SDC and Bromsgrove.

    Report from District Oakley CouncillorCouncillor reported that at a recent meeting of the Planning Committee an application for an

    agricultural workers dwelling was thrown out. At this site many of the outbuildings had been

    converted and then the owner wanted to build a new dwelling. This was not in the Greenbelt.

    Councillor Oakley said that he was trying to raise with Warwickshire the dissatisfaction over

    planning applications where the issue of traffic is not looked at when considering an

    application.

    The housing target will be in the public domain soon. There will still be a problem with the

    land bank as the land supply will be insufficient.

    The issue of cross border co-operation is a thorny one in relation to the Local Plan. Councillor

    Oakley is still trying to establish what co-operation there has or hasnt been. People are being

    told different things and it is difficult to establish the real position. The Coventry Local Plan

    has been rejected by the Inspector.

    Councillor Oakley said that the causeway across Earlswood Lakes has a 2 tonne limit as it is

    a Georgian rammed-earth dam but he has recently seen many large vehicles going across it.

    He also mentioned that as there is more building about to start in Dickens Heath, there should

    be a sign placed at Engine House saying No Dickens Heath Traffic.

    Councillor OBrien reported that he had made representation at the Planning Committee

    (West) about Poplars Farm as he had wanted to highlight Parish Council concerns about the

    possibility of a bio-diesel plant moving on to the site. After the meeting he had beenapproached by the owner of the site who informed him that the bio-diesel company was no

    longer required at the unit and he suggested that if we had similar concerns in the future we

    approach him direct. This suggestion was discussed and it was agreed that in line with usual

    policy we wait until we receive a planning application and make representation in the usual

    manner.

    Councillor Ross reported that he had received an anonymous note about work being carried

    out at Alpine Lodge in Poolhead Lane. The Clerk confirmed that she too had received a note

    and had reported it to Lech Kocon at SDC.

    The Parish Council were given the minutes of the past two meetings of the Neighbourhood Plan

    Sub-Committee.Councillor Ross reported that minutes of the Neighbourhood Plan Sub-Committee

    were being presented to Full Council so that they could keep abreast with whats being discussed.

    At the last meeting it was agreed that we would decide which area is to be covered by theNeighbourhood Development Plan and we should also be looking at applying for grants. Councillor

    Ross also reported that at a recent meeting with Dave Nash at SDC he confirmed that Planning

    Greenbelt PolicyPPG2 has been swept away with the National Planning Policy Framework (NPPF),

    but most of what was contained in PPG2 is in the NPPF.

    Councillor Oakley said that there was a lot of enthusiasm to twin our village with

    Sommesous in France to Commemorate the First World War Centenary. The British

    Legion and local schools are very interested. Councillor Oakley feels that a group of

    interested parties needs to be formed but he felt that it would be nice if the Parish Councilwere a figurehead and nominally oversaw the group. Councillor Oakley felt that it would be

    nice to include Cheswick Green and St Patricks School in the commemorations.

    Councillor Fitzpatrick reported that the Government still had not released the details of howit intends to mark the centenary of the outbreak of World War I.

    Councillor Willmott proposed that the Parish Council gives the proposal of twinning our

    parish including Cheswick Green, St Patricks and Hockley Heath full support.

    The Parish Council decided that they wouldnt be purchasing bollards for the keyhole in

    Malthouse Lane due to the insurance implications.

    Work reported around the parish requiring attention:

    Councillor Cunningham enquired about whether there should be cross border co-operation for waste reception centres. Councillor Willmott said that cross border co-

    operation did not apply to waste reception centres.
