The DDA has received enquiries

from members about whether

they can query their CQC ratings.

Our understanding is that

practices can request a rating

rev iew fo l lowing certa in

conditions:

The only grounds for requesting a

review is that the inspector did not follow the process for

awarding them properly, as described in published

policies and procedures.

A rating review cannot be requested on the basis that you

disagree with the judgments made by an inspector. Such

disagreements would have been dealt with through the

factual accuracy checks and Warning Notice

representations.

If you feel that the CQC has not followed the published

process properly and you wish to request a review of one

or more of your ratings, you must inform the CQC of your

intentions once the report is published.

The CQC will reply with full instructions on how to

request a review. You will have a single opportunity to

request a review of your inspection ratings.

In the request for review form, you must say which

rating (s) you want to be reviewed and all relevant

grounds and circumstances.

If the CQC does not uphold a request for review, you

cannot request a subsequent review of the ratings from

the same inspection report.

When the CQC receives a request for review, they will

explain on their website that the ratings in a published

report are being reviewed.

The request for a review will be handled by CQC staff who

were not involved in the original inspection, with access

to an independent reviewer.

The outcome of the review will be sent to the practice

following the final decision. Where a rating is changed as

a result of a review, the report and ratings will be

updated on the CQC website as soon as possible. It should

be noted that following the conclusion of the review,

ratings can go down as well as up.

I understand that some for of you are concerned that,

where inspections have been pharmacist-led, they were

CQC centrally.

The DDA has done a great deal of work with the CQC over

the last year to state to ensure that inspectors understand

dispensing practices and to provide good quality guidance

for our members to ensure compliance with inspections.

If you are a DDA member and you are following our DDA

Dispensing Guidance 2016, which is available on our

website, then CQC have informed us that you ought to

receive a ‘good’ rating. CQC saw that guidance in draft

form and made appropriate amendments to it. In addi-

tion, the DDA Chairman, Dr Richard West, spoke at one of

the CQC events for pharmacists and other inspectors to

explain the role of dispensing practices in primary care.

There ought to be no reason why CQC inspectors should

not be fully aware of the dispensing practices. If you are

encountering problems, and you are a DDA member,

I recently attended a financial

management study day about

the future of funding in general

practice .The way income into

general practice is paid will

inevitably change and this year

sees the first signs of

that .Everything will eventually

be part of the global sum,

currently £80.59 per patient

(weighted) for a GMS contract. This will make the

payment of practice income much simpler but the

monitoring of it more difficult.

The income generated by the dispensary will be more

important than ever and it is still possible to make or lose

a lot of money for the practice.

It is however a fast moving world and so in order to keep

on top of things you need to be aware of what is

happening NOW...Things have changed since the end of

last year and will no doubt change in 3 months’ time!

How do we stay up to date?

MDS (manufacturers discount schemes)

We have seen a return of the pharmaceutical company

rep. This is good news as they have generally been

absent for some years now. Get to know the reps...They

can be very useful! There are new products and they carry

a discount which is important. There are many new

inhalers available. This is a time to review respiratory pre-

scribing. There are cost savings and increased profits to be

made. This will help the NHS spend and your budget but

also bring income in to the practice.

The same is true for diabetes. There are new products

available which carry considerable discount. It’s time to

review diabetes prescribing.

It is very important to have a practice formulary. This

ensures that all clinicians prescribe the products that the

practice has chosen. Some pharmaceutical

discounts are from pack one which is fine but some are

volume related and so you want to order in the

maximum volume to maximise the income. If clinicians are

prescribing too many different makes of the same drug

income is potentially diluted.

Above all it is so important to have staff that

understand the job that they do;

How easily money can be lost and how to stop it

happening.

How buying correctly can increase income.

Why certain drugs are prescribed and others are not.

Staff training is so important. Let’s embrace it and

ensure that our GP Dispensaries up and down the

country remain for the convenience of our patients and as

viable ongoing businesses.

A fantastic group of GPs, PMs and DMs from DD surgeries

from the local area were in attendance, who drove a

fascinating and lively discussion on the pressing

concerns facing their surgeries and community. Lead by

the always excellent and incredibly knowledgeable

were asked;

What Factors Are Affecting Your Dispensary? What

Factors Can You Control?

The practices in attendance were certainly not shy and

came forward with a raft of issues including; EPS

Nominations and Patient Confusion, Discounts and MDS

Deals, Workload and Time, Losing Dispensing Patients

leading to decreased income, Different Requirements

from CCG and surgery/dispensary and 3 month

prescribing.

From here, possible solutions were discussed with input

from all involved, on how these issues can be overcome

with a concise plan of action in the Short, Medium and

Long terms.

this off the ground. Some of you were involved with the Beta testing we completed earlier in the year with a select

group of key accounts. The feedback from all trial accounts, not just DD but across the whole of Alliance customer

base, has been overwhelmingly positive and all feedback has been considered and input where possible. So a big thank

you all those involved for your assistance and input in making this service available.

The EOC is a truly transparent and effective service provided for all customers who have a valid Alliance Direct website

access. It offers up-to-date order confirmation, delivery date details, and out of stock information as well as a few

functional changes. We hope the EOC to have a big impact on your ease of stock control, service experience with

Alliance Healthcare as well as your patients experience at your surgery by offering the most accurate delivery

information available.
