Personal Data Protection Bill

• It regulates use of an individual’s data by government

and private companies.

• Entities will have to maintain security safeguards to

protect personal data.

• They will fulfill a set of data protection obligations,

transparency, accountability measures.

• The Bill seeks to give users a set of rights over their

personal data.

• It creates an independent regulator: Data Protection

Authority (DPA).

Reason of bringing Bill:

• Supreme Court held that privacy is a fundamental

right in 2017 under Article 21.

o It includes privacy of personal data.

• Note: Justice B. N. Srikrishna Committee was set up to

examine issues related to data protection in India in

2017.

o It suggested for Draft Personal Data Protection

Bill.

• News Context: WhatsApp told Delhi HC, it will not

compel users to opt for new privacy policy till data

protection bill comes into force.

New population policy for 2021-30, U.P.

Objectives:

• To decrease total fertility rate from 2.7 to 2.1 by 2026

and 1.7 by 2030.

• To increase modern contraceptive prevalence rate.

• To increase male methods of contraception use.

• To decrease maternal mortality rate, infant mortality

rate.

• The couple having 2 or less children, will be beneficial

of:

o Promotions, Increments, Concessions in

housing schemes.

o Maternity or Paternity leave of 12 months etc.

‘Right to Repair’ Movement

• It is right of consumers to be able to repair their own

electronics and other products.

Objectives:

• To get companies to make spare parts, tools,

information on how to repair devices available to

customers.

• To make repair shops to increase lifespan of products.

Assam Cattle Preservation Bill, 2021

• It replaces Assam Cattle Preservation Act, 1950.

• It is to regulate ‘Slaughter, Consumption, Illegal

transportation’ of cattle.

• New bill bans cattle transportation within, to and from

Assam.

• It bans sale and purchase of beef or beef products in

predominantly inhabited areas by Hindu, Jain, Sikh

and other non beef-eating communities.

• It bans it, within a radius of 5 km of any temple or

sattra (Vaishnavite monasteries).

• Earlier Law: It was allowed slaughter of cattle above

age of 14 after approval from local veterinary officers.

Stand Up India Scheme, 2016

• It promotes entrepreneurship at grass-root level of

economic empowerment and job creation.

• Loans under this are available for only Greenfield

project.

• News Context: Government extends duration of this

Scheme up to 2025.

Scheme for Promotion of Flagging of Merchant Ships in India

• Under this, Rs.1624 crore over 5 years will be

provided to Indian Shipping companies in global

tenders.

• It includes ships who are involved in importing

Government cargo.

• Ships older than 20 years will not be under this

scheme.

maintained in their original form, which have

Strategic petroleum reserves (SPR) programme

• SPR are huge stockpiles of crude oil to deal with any

crude oil-related crisis.

• Like risk of supply disruption from natural disasters,

war, other calamities.

• Construction of Strategic Crude Oil Storage facilities

is being managed by Indian Strategic Petroleum Reserves

Limited (ISPRL), a Special Purpose Vehicle.

o Which is a wholly owned subsidiary of Oil

Industry Development Board (OIDB) under

Petroleum Ministry.

• Under Phase I of SPR programme, Government

established petroleum storage facilities of 5.33 Million

Metric Tonnes (MMT) at 3 locations:

facilities at Chandikhol and Padur of 6.5 MM storage

capacity to be established under phase-2 of SPR

Clean Ganga Fund

• It is setup as a trust under Indian Trust Act, 1882.

• It allows resident Indians, NRIs, Persons of Indian

Origins (PIOs), Corporates (Public and Private sector)

to contribute towards conservation of river Ganga.

• Contributions to CGF falls within Corporate Social

Responsibility (CSR) activity.

Commissions of Inquiry Act, 1952

• Under this act, a Commission set up by Government

shall have powers of a civil court.

o While trying a suit under Code of Civil

Procedure, 1908.

• It means, Commission has powers to summon and

enforce attendance of any person from any part of India

and examine her on oath, and receive evidence.

• It can order requisition of any public record or copy

from any court or office.

• Note: Commissions set up by Central Government can

make an inquiry into any matter relatable to any of

entries in Union, State List, Concurrent List.

News Context:

• West Bengal set up a Commission of Inquiry (Lokur

Commission), under this Act.

• It is to investigate alleged surveillance of phones using

Pegasus spyware developed by Israel.

Assam-Mizoram Border Dispute

• Mizoram was carved out of Assam as a UT in 1972.

o By 1987, it became a full-fledged state.

• These 2 states have disputes over this 164.6 km long

inter-state border.

• Dispute stems from 2 notifications passed under

British era:

o Notification of 1875, that differentiated

Lushai Hills from plains of Cachar.

• Notification of 1933, that demarcates a boundary

between Lushai Hills and Manipur.

Pradhan Mantri Jan Vikas Karyakaram (PMJVK), 2018

• Multi-sectoral Development Programme (MsDP) is

restructured and renamed as PMJVK for effective

implementation.

• It provides better socio-economic infrastructure

facilities to minority communities.

• Funds:

o 80% of resources would be for Education,

Health, Skill development.

o 33-40% of resources would be for women

centric projects.

Beneficiaries:

• Minority communities under Section 2 (c) of National

Commission for Minorities Act, 1992.

Essential Defence Services Bill

• It is 2nd country after Singapore to have BHIM-UPI

Unified Payments Interface (UPI)

• It is an instant real-time payment system.

• It allows users to transfer money on a real-time basis.

• It is used across multiple bank accounts without

revealing details of one’s bank account to other party.

Central bank digital currency (CBDC) (National Digital

Currency)

• It is digital form of a country’s fiat currency.

• Instead of printing paper currency or minting coins,

Central Bank issues electronic tokens.

• It is backed by Government.

• News Context: RBI to start pilot projects to assess

viability of using digital currency to make wholesale

and retail payments.

o It plans to start CBDC.

SC Garg Committee recommendations (2019):

• Ban anybody who mines, hold, transact or deal with

cryptocurrencies in any form.

• It proposed a monetary penalty of upto 3 times loss

over them.

• It has become 1st Green Industrial City in India to

Factoring Regulation (Amendment) Bill 2020

• Factoring is a transaction where an entity (like

MSMEs) ‘sells’ its receivables (dues from a customer)

to a 3rd party (a ‘factor’ like a bank or NBFC) for

immediate funds (partial or full).

• Currently, 7 NBFC factors do majority of factoring

through principal business condition.

Provisions of Bill:

• It has done away with threshold for NBFCs to get into

factoring business.

• It widens scope of financiers and to permit other

NBFC to undertake factoring business.

• To participate on Trade Receivables Discounting

System platform for discounting invoices of MSME.

• It reduces time period for registration of invoice and

satisfaction of charge upon it.

• In order to avoid possibility of dual financing.

• It empowers RBI to make regulations with respect to

factoring business.

Significance:

• Allowing Non-NBFC factors and other entities to

undertake factoring is expected to increase supply of

funds available to small businesses.

o This may bring down cost of funds.

• It enables greater access to credit-starved small

businesses, ensuring timely payments against their

receivables.

84 kos Parikrama Marg

• News Context: Government decided to declare it around

Ayodhya a national highway.

• All three parikramas in Ayodhya:

o 5 kos (around 15 km), 14 kos (42 km), 84 kos

(275 km) parikramas are linked to Lord Ram.

• Baal Kand of Valmiki Ramayana mentions that

Ayodhya was earlier known as Koshaldesh.

• It was initially spread over 48 kos and was later

expanded to 84 kos.

• 84 kos parikrama is a circumambulation of

Koshaldesh, touching all important places associated

with kingdom of Ram.

• Note: As per Hindu belief, 84 kos parikrama frees a

Academic Bank of Credit (ABC)

• It is proposed under National Education Policy (NEP)

2020.

• It is set-up by University Grants Commission (UGC).

• Under this, students will be given multiple entry and

exit options.

• It enables students to leave a degree or course.

• To get a corresponding certification.

• To rejoin studies after a certain time and can start from

where they had left.

• It will also provide students with flexibility to move

between institutes while pursuing one degree or leave a

course.

• It will keep records of academic credits of a student.

• It will not accept any credit course document directly

from students for any course they might be pursuing.

o But only from higher education institutes,

who will have to make deposits in students’

accounts.

• It will help in credit verification, credit accumulation,

credit transfer, redemption of students, promotion of

Telangana Dalit Bandhu Scheme

• It enables entrepreneurship among Dalits through a

direct benefit transfer of Rs 10 lakh per family.

• It is biggest cash transfer scheme in country.

• Under this, Telangana to start a system of reservation

• This includes wine shops, medical shops, fertiliser

Mahila Kisan Sashaktikaran Pariyojana (MKSP), 2011

• MKSP is a sub-component of Deendayal Antodaya

Yojana.

• It recognizes identity of Mahila as Kisan and strives to

build capacity of women in domain of agro-

Enviornment, Geography & Maps

Heat Dome

• It occurs when atmosphere traps hot ocean air like a

lid or cap.

• The scorching heat is ensnared in what is called a heat

dome.

• High-pressure circulation in atmosphere acts like a

dome or cap.

o It traps heat at surface and favour formation

of a heat wave.

• It happens when strong, high-pressure atmospheric

conditions combine with influences from La Nina.

• It creates vast areas of sweltering heat that gets

trapped under high-pressure ‘dome’.

• The main cause is a strong change (or gradient) in

ocean temperatures from west to east in tropical

Pacific Ocean.

• When gradient causes more warm air, heated by

ocean surface.

o It is known as convection.

• This rises over western Pacific.

o Then, it decreases convection over central

and eastern Pacific.

• As prevailing winds move the hot air east, northern

shifts of the jet stream trap the air.

• Thus, winds move it toward land, where it sinks,

resulting in heat waves.

• It is made from tannin-rich plant-based sources.

• Tropical plants containing tannins, bitter and

astringent chemical compounds, are known to

Benefits:

• It decreases population of protozoa microbes in rumen.

for reduction of CO2 to methane.

Commission for Air Quality Management in NCR and

Adjoining Areas Bill 2021

It provides constitution of:

• Commission for air quality management in NCR and

adjoining areas.

• 3 sub-committees will assist Commission:

o Including sub-committee on monitoring and

identification.

o Sub-committee on safeguarding and

enforcement.

o Sub-committee on research and development.

• Sources of air pollution in NCR consist of a variety of

factors.

o Which are beyond local limits.

• Therefore, special focus is required on all sources of air

pollution.

o Which are associated with different economic

sectors, including power, agriculture, transport,

industry, residential, construction.

• Commission will supersede bodies such as:

• Central and State pollution control boards of Delhi,

Punjab, Haryana, UP, Rajasthan.

• Chairperson: Government official (Rank of

Secretary or Chief Secretary).

o Tenure: 3 years or till the age of 70.

• VIPER is a mobile robot.

• It is 1st resource mapping mission on any other

celestial body.

• Objectives:

o To explore Moon’s South Pole region.

o To create lunar resource maps.

o To evaluate concentration of water and other

potential resources on its surface.

Flexible Fuel Vehicles (FFVs)

• It is a modified vehicle version that could run both on

gasoline and doped petrol with different levels of

ethanol blends.

• It allows vehicles to use all blend fuels (more than

84%).

• It aims to reduce polluting fossil fuels and emissions.

• It comes under Ethanol Blended Petrol (EBP) program.

• News Context: Government issues new guidelines for

this.

o It specifies engine configuration and changes

Monkey B Virus

• News Context: China reported 1st human infection case

with Monkey B virus.

• It was 1st identified in 1932.

• It is an alpha herpes virus enzootic in macaques of

UV-C Air Duct Disinfection System:

• It is developed by CSIR-CSIO (Central Scientific

Instruments Organisation).

• It fits into any existing air-ducts.

• Virus is deactivated in any aerosol particles by

calibrated levels of UV-C light.

• It is used in auditoriums, AC buses, Railways etc.

• No pilot licence required for micro drones (for non-

• It is informally used to refer Tamil Nadu region
