1.AnentrantwhodoesnotcomplywiththeserulesmaybedisqualifiedfromparticipatingintheFestival.2.Inaclassinwhichanagelimitisprescribed,entrymustnotbeovertheprescribedageonthelastdayofDecemberprecedingtheFestival.3.(a)EntrantsmayenterolderagegroupsthantheiractualageinaSectionbutmustremainwithinthatagegroupforallentrieswithinthatSection.(b)Gradechoirsmayenteranolderlevelthantheiractualgrade.(c)Induetsandtrios,anentrantmayrisetohis/herpartner’sagelevelandmaintainhis/heractualageforsoloentriesinthesamesection.4. (a)Aparticipantmaycompete inonlyoneagegroup inany sectionas shown in theSyllabus, (b)Aparticipantinbrass,woodwindandpercussionsectionsmaycompeteinonlyonelevelinasectionbutmaycompeteatdifferentlevelsifheorsheisenteredinmorethanonesection.5.Conductorsmaybeeitherprofessionaloramateur.Aconductormayconductanynumberofgroupsinclassorinanynumberofclasses.Conductorsmaynotperformwiththegroupswhichtheyconduct. 6. InCHORALclasses,theminimumnumberofvoicesrequiredtocompeteistenunlessotherwisestated(e.g.SmallVocalEnsemble). 7.AGRADECHOIRisachoirconsistingofagroupofpupilsfromanyonegradeintheschool.8.Exceptwhereotherwiseprovided,classesarecompetitivewithmarksandpublicadjudication.9.CLASSROOMSINGINGshallbethetotalnumberofpupilsontheregisterofaclassroomoracombinationofclassroomswithinthesamegradeprovidedthetotalnumberofpupilsinanentrydoesnotexceedforty.10.CLASSROOMSINGINGwillbenon-competitivewithnomarksorindividualpublicadjudication.Privateadjudicationsheetswillbeavailable.11. Except where otherwise provided, Vocal, Piano and Instrumental Solo classes for entrants agedthirteenyearsandoverarecompetitive.12.Exceptwhereotherwiseprovided,Vocal,PianoandInstrumentSoloclassesforentrantsagedtwelveyearsandunderarenon-competitive.13.AnentrantinaVocalorChoralclasswhohasselectedasongwhichisinalanguageotherthanEnglishshallfileanEnglishtranslation,withthecopyprovidedfortheadjudicator.14. Vocal solo and choral test pieces may be transposed. The adjudicator must be notified of anytranspositionsbeforethebeginningoftheclass.

15.AllTestpiecesinmustbeperformedfrommemory.16.InBrass,WoodwindandStringsections,repeatsaretobeplayedwhereindicated.Inthepianoandvoicesections,repeatsshallnotbeplayedorsung;however,DaCaporepeatsshouldbeobserved.17. InStringclassesfor juniors,entrantsmayhavetheirown instrumentstunedbyateacherorotherperson.18.Thechordmaybegivenonthepianoatthecommencementofeachpieceofunaccompaniedmusic.19. An entrantwho is arranging for his or her own accompanist shall: (a) seek thewillingness of theaccompanisttoaccompanytheentrantbeforetheentrantenterstheaccompanist’snameontheentryform;(b)enterthenameoftheaccompanistontheentryform.Thisinformationisofgreatimportancetotheprogramcommittee. 20.Entriesmustbesubmittedontheofficialentryform.Theentryformmustbesignedbytheteacheroftheentrantand forwarded to theaddress specifiedon theentry formaccompaniedby theentry feesindicatedintheSyllabus.ChequesshouldbepayabletotheRotaryMusicFestivalInc.21. Entry formswhich do not give the requested information orwhich are improperly completed aresubjecttorejection.22.Entryfeescannotberefundedexceptwhereanentryisrejectedduetolateentry. 23.Incaseswhereanentranthasaconflictintimebetweentwoclasses,animmediatecallmightenabletheExecutiveSecretary to resolve theproblem. If not, the competitormustelect towithdraw fromsufficientclassesinordertoresolvetheconflict.(a)Entrantsshallperformintheclassorderindicatedintheprogram.TheChairreservestherighttochangetheorderwherecircumstanceswarrant,provideda teacherwhohasentries in sucha class isnotifiedpreviouslytothechange.Intheeventofillness,accidentorotheremergency,asubstitutemaybemadeinduets,duos,trios,quartets,quintetsorgroupclassesprovidedtheChairisnotifiedinwriting,givingthereasonsforthesubstitutionpriortothetimesetfortheperformance,andprovidedthesubstituteiseligibleundertherulesgoverningtheclass.24. The order of performance will not be changed to accommodate accompanists unless specialcircumstanceswarrant,inwhichcasetheChairmustbenotified. 25.Anadjudicatormaystopaperformanceatanytime.26.Themarksawardedbyanadjudicatorarefinal.27.Certificateswillbeawardedtothethreeentrantsgainingthehighestmarkineachcompetitiveclass,butacertificatewillnotbeawardedunlessthefollowingpercentagesofthepossiblemarkshavebeenobtained:(a)75%inchoral,orchestraandbandclasses.(b)80%inallotherclasses. 28.Anentrantmaybeinvitedtoperformatafinalconcertandshouldbepreparedtoappearifrequested.Thisshallbewithoutremunerationorpaymentforincidentalexpenses.

29.ComplaintsandprotestsshallbemadetotheChairinwritingandnottotheadjudicator.Acomplaintorprotestshallbeaccompaniedbyafeeequivalenttotheentryfeeoftheclassprotested.TheprotestfeewillberefundedifthecomplaintorprotestissustainedbytheChair.30.Inclassesinwhichanytestpieceisthecompetitor’sownchoice,themusicshouldbepassedintotheSecretarytotheAdjudicatoronthedayoftheperformance.Thefollowinginformationshouldbeprovidedonthecoversheetofthemusic:

a. ClassNumber/Descriptionb. Nameofparticipantc. Titleofselectionandpagenumberd. Lengthoftimetoperforme. Pleasenumberthefirstofeachlineinmusicscore.

31.Memorizationismandatoryforallfestivalclasses,exceptformulti-instrumentensembles,Bandsorinstrumentalgroups.Ifmusicisused,adjudicationmaybegivenbuttheentrantwillnotreceiveamark,beeligibleforawardsorcompeteintheRoseBowlCompetition.Note:ProvincialrulesstatethatinorderforparticipantstoberecommendedtoProvincials,theymusthaveperformedtheirconcertgroupfrommemory.32.LawsregardingcopyrightmustbefullyobservedbytheFestival.Accordingly,photocopiesmustnotbe used in the Festival. Please note that adjudicators are obligated to stop a performance wherephotocopiesarebeingused.33.Nocompetitormayparticipateinmorethan12classes.Sightreadingclassesareincludedinthisfigure.Anycompetitorexceeding the limit runs the riskofhaving theexcessentries refusedby the secretarybecauseofschedulingdifficulties.Noawardsaregivenonthebasisofthenumberofclassesentered.34. Vocalists shall not be over the age of 28. This is consistent with other disciplines and will beimplementedattheprovincialfestival.

AWARDS 1.AnentrantwhohasnotcompliedwiththeFestivalRulesisnoteligibleforanaward.2. Inthenon-competitivesoloclasses,scholarshipsareawardedtoentrantswho, intheopinionoftheadjudicators,showmostpromiseoffurtherdevelopmentmusically.3. In thecompetitiveclasses inwhichscholarshipsandawardsmaybepresented,85%of thepossiblemarks must be obtained in at least one performance class. (Sight reading is not considered as aperformanceclass.)4.Scholarshipswillbeannouncedatthefinalconcertandrecommendationsareattheabsolutediscretionoftheadjudicators.5. In Vocal, Piano and Instrumental classes, entrants must enter the sight-reading classes, as sightreadingisconsideredintheawardingofscholarshipandtrophyawardsincludingtheRoseBowl.

VOCAL, PIANO AND INSTRUMENTAL TROPHY AWARDS 1.InordertoqualifyfortheVocal,PianoandInstrumentalTrophyAwards,acompetitor:

a. Must have reached his or her 13th birthday on or before December 31 preceding theFestival.

b. Mustbeenteredinthefollowingclassesandreceiveamarknotlessthan85%inatleast

oneclassinthesesections:1. ConcertGroup2. OneotherclassMustalsobeenteredinsightreadingclass–SeeItem3above

2.Itwillbelefttothediscretionoftheadjudicatorsineachoftherelevantsectionswhethertomakearecommendationatall.Theadjudicatorswillconsiderthedegreeofdifficultyofmusicperformedaswellasthestandardofmusicianship.DRAMATICSPEECHTROPHYTheDramaticSpeechTrophymaybeawardedon the recommendationof theadjudicator for thebestoverallperformance.Tobeeligibleforthistrophy,theindividual/groupmusthaveenteredaminimumoftwoselectionsandmusthavereceivedamarkofnotlessthan85%inatleastone.Theadjudicatorswillconsiderthedegreeofdifficulty,standardandversatilityoftheselectionsperformed.

ROSE BOWL COMPETITION

InordertoqualifyfortheRoseBowlCompetition,acompetitormusthavereachedhisorher13thbirthdayonorbeforeDecember31priortoRotaryFestivalWeekaswellasenteringoneofthefollowingConcertGroups:Vocal,Piano,Brass,StringorWoodwindwithamarkofnotlessthan85inoneclass.SightreadingisalsoarequirementtoqualifyfortheRoseBowl.TheadjudicatorsareaskedtorecommendnotmorethantwosoloentrantsfromeachConcertGroupsection.Itistheabsolutediscretionoftheadjudicatorsineachoftherelevantsections:

1.whethertomakearecommendationatall2.whethertorecommendoneortwoentrants.

The adjudicators will consider the degree of difficulty ofmusic performed as well as the standard ofmusicianship.InordertoberecommendedforparticipationintheRoseBowlCompetition,anentrantmustreceiveamarkofnotlessthan85%inatleastoneclassinthesectionheorsheistorepresentandmusthaveperformedinmorethanoneclassinthesection.ThecompetitorsselectedforRoseBowlCompetitionwillperformanytwoofthesameconcertgroupselectionsasperformedinthecompetitivesessions.ThewinneroftheRoseBowlCompetitionwillbedecidedbyapaneloftheadjudicators.Thewinnerwillbeannouncedatthefinalconcertalongwiththewinnersofotherscholarshipsandawards. CHORAL TROPHY TheChoralTrophywillbegiveneachyearfortheannualchoralcompetition.Itwillbeawardedontherecommendationoftheadjudicatorforthebestoverallperformancebyachoirof20ormoresingersaged18yearsandunder. Tobeeligible for this trophy,achoirmustreceiveamarkof85% inaperformanceof twocontrastingselections,oneofwhichmustbesungintwoormoreparts.Oneofthetwoselectionsmaybeafolksong.Nosoloist isallowed.Theadjudicatorcanconsiderandrecommendthattheawardbemadetoachoirenteredinonlyoneclass,provideditcarriedouttheaboveregulations.Theadjudicatorswillconsiderthedegreeofdifficultyofmusicperformedandtheversatilityandstandardofmusicianshipdisplayedbyachoirintheclassesinwhichitperformed.

Thiscategoryisdesignedtobringenjoymenttothemusicianswhoplaytheseinstruments.Newfoundland and Labrador has a rich heritage in playing folk instruments. Irish, French and Scottishancestryisevidentinthestylethattunesareplayed.Themajorityofpeopleplayingtheseinstrumentshavelittleornoprofessionaltraining.Learningisdonebywatchingothersandmimickingtheirstyle.Thismethodoftencreatesslightdifferencesinthetuneswiththerenotbeingarightorwrong.Itisdifficulttoputthesestylesonpaper,sotunesareoftenpasseddownthroughgenerationsbyplayingwitheldersorlisteningtorecordings. Veryoftentheyareplayedfor jammingsessions,dances,kitchenpartiesandconcerts.
