1. IntroductionIn June 2014, the Infrastructure Approval was provided for the CBD and South East Light Rail project, being the constructionand operation of a light rail service generally from Circular Quay to Kingsford and Randwick via Surry Hills and Moore Parkincluding approximately 20 light rail stops, interchanges at ferry, rail and bus stations along the route and the transformation ofa section of George Street between Hunter Street and Bathurst Street, Sydney into a pedestrian zone. The proposal alsoincludes:

facilities in Randwick and at Rozelle for light rail stabling and/ or maintenance interchanges with heavy rail, bus and ferry services at Circular Quay, Wynyard, Town Hall and Central stations integration with the existing light rail system bus interchanges at Rawson Place, Central Station, Queen Victoria Buidling, Town Hall, Kingsford, and Randwick stops and public domain improvements including concepts for paving, street trees, lighting and furniture

1.1 Background

The Sydney Light Rail project (SLR) is to be delivered by the ALTRAC Light Rail Partnership (ALR) with design and constructionobligations in respect of the CBD and South-East Light Rail (CSELR) passed down to a design and construct joint venture (D&CJV) consisting of ACCIONA Infrastructure Australia Pty Ltd (Acciona) and Alstom Transport Australia Pty Limited (Alstom). TheD&C JV will engage with various other pre-qualified design and construction sub-contractors.

The SLR project consists of:

1. the design, construction, manufacture, testing and commissioning of the CSELR:

A. a new light rail system to service the Sydney CBD and south east Sydney running from Circular Quay to CentralStation via George Street, and on to Kingsford and Randwick via Surry Hills and Moore Park. The CSELR include LRVs,CSELR Stops, terminus facilities, interchanges and facilities for the maintenance and stabling of LRVs;

B. public domain works, including a pedestrian zone in George Street from Hunter Street to Bathurst Street; andC. adjustments to existing public roads, existing Utility Services and private properties that are affected by the

construction of the CSELR;

1.2 Purpose and Scope

The purpose of the Network Management Plan is to identify appropriate measures and mitigations to manage the impacts ofchanged traffic patterns and operations as a result of the Sydney Light Rail. As noted in the EIS Technical Paper 2 this includesintersection modifications, traffic signal changes and traffic management measures that integrate to deliver the overallstrategy for network operations with CSELR in place. This work is ongoing and the modelling assessment undertaken, byTfNSW, to date represents the first stage in the development of the wider NMP. It is noted that the EIS identifies TfNSW andRMS as working together to develop an appropriate Network Management Plan (NMP) both during the construction andoperation phases.

The Network Management Plan operates as a subset of the Traffic and Transport Management Plan and is a requirement of thePlanning Approval dated 4th June 2014, condition B26 and the Modified Planning Approval dated 17th February 2015. Asidentified in the CTTMS this plan would operate in four main phases, with CSLER operations forming the final phase:

Phase 1 Planning Phase 2 Pre-Construction Phase 3 Construction Phase 4 Operation

This document details Phase 3 Construction.

1.3 Objective

The high level objectives of the Network Management Plan are to:

Maintain network journey times; Maintain congestion levels at acceptable levels and to Identify management and mitigation measures to manage the impacts of changed traffic patterns and operations as a

result of the construction of the Sydney Light Rail.

2. Planning Approval RequirementsPrior to works impacting on key intersections, unless otherwise agreed by the Secretary, the Applicant shall prepare a NetworkManagement Plan for the SSI, in consultation with the Traffic and Transport Liaison Group identified in section 2.8.2 of theConstruction Traffic and Transport Management Strategy (prepared by Booz and Co and dated 7 November 2013). The NMPshall determine appropriate measures and mitigations to manage the impacts of changed traffic patterns and operations as aresult of the SSI, both locally and regionally, to the satisfaction of RMS. The Network Management Plan shall include:

Details of construction and operational impacts to the network from closures, night works, diversions and trafficoperations required to accommodate the SSI.

Details of further appropriate network/ intersection modelling and analysis Consideration of cumulative impacts, both from internal and external sources Details regarding intersection upgrades, traffic management and mitigation measures by precinct including but not limited

to the following road intersection locations:

George Street and Ultimo Road, Alison Road/ Anzac Parade/ Dacey Avenue Junction Alison Road at John Street Anzac Parade / Moore Park Road Anzac Parade/ Day Street King Street/ John Street intersection Arthur St/ Botany St Arthur St/ Belmore Rd

3. LocationThis NMP specifically details the impacts associated with construction works in Areas 7 & 8. Areas 7 & 8 are defined as thesection of George Street between Park Street and Liverpool Street and is denoted by the area outlined in red in Figure 2.

4. Construction WorksThe construction works to be undertaken in Areas 7 & 8 include civil works associated with the ultimate design in the CBD andthe installation and operation of the Sydney Light Rail. The light rail will not have any catenary structures in these areas. Uponcompletion of the civil works, further works will be required including the signalling and power and communicationsconnections. This Network Management Plan is to cover the initial works. Any further changes to the operation of Areas 7 & 8including the adjoining roads will prompt a revision of this plan.

4.1 Impacts

Works within the subject area will be undertaken during approved construction hours (M-F 0600-1800; Sat 0800-1700). Forworks requiring rerouting of pedestrians and/ or changes to current driveway access, works may need to occur outside of thesehours. Works at intersections will be scheduled to occur over weekends/ nights unless agreed otherwise with the RoadAuthority.

5. Traffic Flow Summary

5.1.1 Operating ConditionsOn the 15 July 2016 Sydtrac will commence construction works in Areas 7 & 8. George Street between Park Street andLiverpool Street will be closed to general traffic. A single southbound controlled access lane will be provided. George Streetcontrolled access lane will have a minimum of width of 4m and a 20kph speed limit will be introduced.

To accompany the closure of the George Street to general traffic in Areas 7 & 8, the following changes to the road network willbe implemented –

I. The westbound left turn lane from Park Street to George St will be closed.II. The existing scramble pedestrian crossing at the George St / Park Street intersection will be removed.III. The left and right turn lanes on Bathurst Street approaching George Street will be closed leaving 3 eastbound

through lanes.IV. All northbound traffic on George Street will be forced to turn into Bathurst Street eastbound.V. Wilmont Street will be closed at George St. The existing access/egress from Pitt St will be maintained.VI. Central Street will be closed at George St. All access/egress will be from Pitt St. The signalised pedestrian

crossing will be maintained.VII. George Street northbound approaching Liverpool Street will be reduced from 3 lanes to 2, 1 left turn lane and 1

through lane. The lanes will shift laterally to ensure that the existing parking doesn’t impede queuing traffic.

5.1.2 Traffic ImpactsLocalised delays are expected for motorists in the Bathurst Street and George Street area during the first few weeks ofimplementation due to the closure of George Street access and public unfamiliarity of the road network.

It is noted that George Street is closed to the north (Area 6) of Areas 7 & 8 and as such the traffic volumes on George Street hassignificantly reduced since the commencement of the SLR project.

6. Cumulative impactsWorks being undertaken by TfNSW include the Rail Station refurbishments at Central, Museum, Town Hall and Wynyard willhave minor impact to Areas 7 & 8.

6.1 Special Events

Special events that will be impacted by the Areas 7 & 8 works include:

Sydney Harbour 10K City to Surf Sydney Running Festival New Years Eve

7. Enabling WorksThere are a number of measures being implemented or already installed by others due to the construction of the Sydney LightRail. RMS and TfNSW have commissioned these works to occur prior to and post the bus route changes within the CBD. Theseworks can be classed in the discrete categories as listed below.

7.1 Bus Changes in the CBD

Buses in the city centre will operate predominantly along new priority routes on Elizabeth Street, Castlereagh Street, ParkStreet, Druitt Street, Clarence Street and York Street. No buses will operate on George St during or after the construction of theCBD & South East Light Rail.

Some existing services will be extended to serve Walsh Bay and Barangaroo. Other routes will terminate close to their entrypoint in the CBD, adjacent to other public transport options.

The majority of bus routes in the CBD will change, with some stops being moved and/or renamed. There are also changes tostops at Parramatta Interchange and Rouse Hill Town Centre.

7.1.1 Bus Plan ProgramInstalling bus infrastructure and redesigning bus routes will deliver new and improved services that are more reliable, easier tounderstand and offer better flexibility for transfer with other modes. These changes, together with the commencement of theCBD and South East Light Rail, will mean 220 fewer peak hour buses will enter the city centre, relieving congestion.

This important work is part of the NSW Government’s Sydney City Centre Access Strategy to deliver a fully integrated transportnetwork in Sydney’s city centre that puts the customer first and meets the growing transport task.

The changes include:

New bus lanes, stops, bus zones and shelters Removing some existing bus stops and converting others to bus layover facilities Modifying kerbs and footpaths, line markings and medians Removing and relocating some taxi ranks, loading zones and parking spaces.

Appendix 2 contains the current combined bus plan and capacity improvement program.

7.2 Capacity Improvement Program

The Sydney City Centre Capacity Improvement Plan comprises a package of 17 road infrastructure projects within the CBD,from Broadway to Circular Quay. The program supports the implementation of other Sydney City Centre Access Strategyinitiatives by prioritising vehicle movements along particular corridors and at identified intersections.

The changes include:

Adjusting kerbs.

Modifying or removing some on-street parking

The Capacity Improvement Program (CIP) commenced in 2015 and will continue through to mid-2016. Appendix 2 contains thecurrent combined bus plan and capacity improvement program.

7.3 Cycleway Program

The cycleway program is anticipated for completion in early 2016. The cycleway program provides physically separatedcycleways along designated corridors and provides a full north south route through the CBD. The program for these works canbe found in Appendix 3.

7.4 Signposting

Numerous changes to signposting have been either developed or installed at the time of this report. The closure of GeorgeStreet (in general) will bring in a significant change to the way that Sydney operates. Traffic that currently utilises George Streetwill be required to use alternate routes and numerous businesses that rely on service provider deliveries will need to changetheir mode of operation.

7.4.1 Traffic RoutesCity bypass routes have been signposted to encourage the use of streets/ roads around the City Centre. These routes have hadnew wayfinding signage installed, which has been supplemented by construction signposting. Maps have been developed byTfNSW showing the preferred driving routes and these maps are included within Appendix 5.

TfNSW have also approached various Global Positioning System (GPS) companies with a view to altering their routing of vehiclemovements in the city centre.

7.4.2 Kerbside UseNumerous changes to signposting of kerbside usage have been implemented including the installation of loading zones and taxiranks to aid with service delivery in the Sydney CBD due to the closure of George Street. TfNSW have also developed a LoadingZone application which is available on the My Sydney website http://mysydney.nsw.gov.au/ .

New taxi ranks have also been installed with two “super” taxi ranks operating in the CBD. Once again TfNSW have developedmaps which are available to the general public on these facilities. These maps are included in Appendix 6.

7.5 Alternate Power and Communications for Traffic Signals

TfNSW have implemented alternate power and communications supply for traffic signals. These modifications allow continuedoperation of traffic signals in the event of existing power and communications failure. In the CBD, 64 intersections have beenupgraded; 7 in the Central Station precinct; 6 intersections along William Street leading into the CBD, 8 intersections in theBroadway area, 10 intersections along Anzac Parade in the Kensington/ Kingsford areas, 8 intersections in the Moore Park areaincluding all intersections along Anzac Parade, 2 intersections in the Randwick area and all signalised intersections along thelength of Cleveland Street. Appendix 7 contains a listing of all intersections with alternate power and communications asupgraded by RMS/ TfNSW.

8. Other Mitigation MeasuresThere are a number of measures being implemented in the lead up to the occupation of Area 3 and these measures aredetailed in the individual Traffic Management Plans and Local Access Plans.

8.1 Traffic Signal Plans

Refer to Table 1 below for the traffic signal modifications required for the initial occupation of Areas 7 & 8.

8.2 Access Changes

Any changes to access arrangements will be detailed in the relevant Local Access Plans. Any changes proposed will bediscussed with the property owner. Any temporary changes to access will be minimised with the previous access requirementsimplemented to the current conditions. It is not proposed to replicate that information within this report.

8.3 Communications

The CBD Coordination Office is now responsible for communications associated with the Sydney Light Rail. A comprehensivecampaign was launched to inform the public of the Light Rail works and to try and influence travel behaviour and trip planning.Communications has taken various forms including:

Media releases; Campaigns; Advertisements and Variable message signs

These communications will continue throughout the construction phase of the project.

8.4 Network Management

TfNSW and RMS have in place considerable systems, procedures, data, information and resources for monitoring and managingthe network impacts of these works. One part of these procedures includes tested Incident Response Plans (IRP) across thenetwork. These IRP also dictate the resources required and when/ where those resources will be deployed.

The network is also managed through various Intelligent Transport System installations including:

9. Design ElementsAs required under B27 of the Planning Conditions of Approval, OpCo will prepare as part of the design documentation, Accessand Design Plans. These plans will be provided to the Urban Domain Reference Group, Community Reference Group, BusinessReference Group and RMS for review.

These Access and Design Plans key objectives are to ensure all stops are designed to ensure safety, connectivity, efficiency, andconvenience is maximised. The Plans will include transport and access facilities and services connecting footpaths, cycleways,passenger facilities, parking, traffic and road changes and integration between current and proposed public domain.

It is not proposed to replicate that information in this report.

10. Other Matters

10.1 Sydney City Centre Access Strategy

The Sydney City Centre Access Strategy details the requirements to be implemented for the construction and operation of theSydney Light Rail.

10.2 Pedestrianised Zone

Monitoring of the pedestrian zone will be in place from the first day post the removal of the work sites associated with the civilworks.

10.3 Implementation Timeframes

This NMP commences from the 1 July 2016 and is applicable to the occupation of Areas 7 & 8.

10.4 Plan Submission Requirements

This NMP will be submitted to RMS. The NMP will be submitted to the Secretary prior to the commencement ofconstruction works as defined in the Planning and Modified Conditions of Approval.
