1.0 Objective

This document was prepared to provide a comparative analysis of the three leading candidates of the 2014 Osun State Governorship Election. The methodology used for the comparison is the SWOT Analysis tool. This document is not intended or designed to favour any particular candidate.

2.0 Executive Summary

Osun State is an inland state in south-western Nigeria. Its capital is Osogbo. It is bounded in the north by Kwara State, in the east partly by Ekiti State and partly by Ondo State, in the south by Ogun State and in the west by Oyo State. The state's current governor is Rauf Aregbesola, who was declared as the winner of 2007 election by Appeal Court in Ibadan on 26 November 2010. Osun State is home to several of Nigeria's most famous landmarks, including the campus of Obafemi Awolowo University, Nigeria's pre-eminent institution of higher learning. The university is also located in the ancient town of Ile-Ifẹ, an important early center of political and religious development for Yoruba culture. Other important cities and towns include the ancient kingdom-capitals of Oke-Ila Orangun, Ila Orangun, Ijebu-Jesa, Ede, Iwo, Ejigbo, Modakeke, Ibokun, Ifetedo, Esa-Oke and Ilesa.

The modern Osun State was created in 1991 from part of the old Oyo State. The state's name is derived from the River Osun, the venerated natural spring that is the manifestation of the Yoruba goddess of the same name. 1

2014 is a very important year for Osun State, South-West Nigeria and even the Nation as a whole. This is because the Osun State Governorship Election is scheduled to hold on the 9th August. This election will probably be extremely keenly contested. This is because there are three major political parties putting forward strong candidates towards the elections. There are however 20 political parties fielding candidates in the election. As of the time of the writing of this document, most of the candidates of these parties have not been made public. Due to the dominance of some political parties in Nigeria there are three likely front-runners, which are the focus of this document. The parties given the greatest hope of succeeding in the

election are All Progressives Congress (APC), Labour Party (LP) and People’s Democratic Party (PDP). Each of these parties is a major political force to contend with and thus this creates the stage for an exciting and stimulating election.

The purpose of this document is to take a look at the candidates, their political parties and conduct a SWOT Analysis of each of them. Traditionally a SWOT analysis (alternately SWOT Matrix) is a strategic planning method used to evaluate the Strengths, Weaknesses/Limitations, Opportunities, and Threats involved in a project or in a business venture. It involves specifying the objective of the business venture or project and identifying the internal and external factors that are favorable and unfavorable to achieve that objective. The technique is credited to Albert Humphrey, who led a convention at the Stanford Research Institute (now SRI International) in the 1960s and 1970s using data from Fortune 500 companies. However this document seeks to apply the SWOT methodology to the candidates and their political parties. A summary of how this will be done is as follows:

Strengths: Characteristics of the candidates and their political parties that gives them an advantage over others.

Weaknesses (or Limitations): Are characteristics that place the candidates and their political parties at a disadvantage relative to others.

Opportunities: External chances to improve performance in the environment.

Threats: External elements in the environment that could pose as challenges for the candidates and their political parties.2

3.1 Historical Development

The former Governor Oyinlola launched and laid the foundation for the groundbreaking of Osun State University with six campuses (Osogbo, Okuku, Ikire, Ejigbo, Ifetedo, and Ipetu-Ijesha) strategically located across the state. Important cultural events in the state include the Ori Oke and Egungun festival in Iragbiji, Olojo in Ife and the Osun Osogbo festival.

Every year, adherents and non-adherents of Osun, one of the Orisa (the traditional deities of the Yoruba people), travel from all over the world to attend the annual Osun-Osogbo festival in August. Visitors include nationals of Brazil, Cuba, Trinidad, Grenada, and other nations in the Americas with a significant Yoruba cultural heritage. Annual traditional festivities and invocations of the Osun goddess are held along the

banks of the river bearing her name into which - according to Yoruba Oratory traditions - she transformed.

Ọṣun-Ọṣogbo Grove, the shrine of the annual rites of the deity and an important artistic center, was declared a World Heritage Site in 2005.

The major sub-ethnic groups in Ọṣun State are Ife, Ijesha, Oyo, Ibolo and Igbomina of the Yoruba people, although there are also people from other parts of Nigeria. Yoruba and English are the official languages. People of Osun State practice Islam, Christianity and paganism called traditional faith.

3.2 Location

Osun State is situated in the tropical rain forest zone. It covers an area of approximately 14,875 sq km and lies between latitude 7° 30′ 0″ N and longitude 4° 30′ 0″ E. Though a landlocked state, it is blessed with presence of many rivers and streams which serves the water needs of the state. The state is within the tropical rain forest with abundance of resources. Minerals resources found in the state include gold, kaolin and others which are being extracted for the benefit of the state and the people Osun state also has many hills in towns like Ikirun, Iragbiji, Ilesha, Ikire and Ile-Ife. These hills were fortresses for the people during the Yoruba wars and the Fulani expansionist period. Presently, they serve as beautiful sceneries and landscape to look upon when visiting or passing through these towns.

3.3 Administrative Areas

The apex of the administrative structure is the state headquarters, Oshogbo. There are thirty LGAs in Osun State. The 30 LGAs are listed below:

 4.0 Profile of the Candidates

4.1 Ogbeni Rauf Adesoji Aregbesola

4.1.1 Brief Profile  

Ogbeni Rauf Adesoji Aregbesola, Governor of the State of Osun, Nigeria is an engineer and political activist. He was born on the 25 May 1957. Engr. Rauf Adesoji Aregbesola had his primary and secondary education in Ondo State, and later attended The Polytechnic, Ibadan, where he studied Mechanical Engineering and graduated in 1980. As a pupil in the primary school, Rauf was a centre-point around whom his mates hovered for guidance and direction. As a student, he was focused for remarkable performance which he made distinctively and seamlessly. In the Polytechnic, he positioned himself to conquer his environment by engaging in prolific studies.

Governor Aregbesola is a Fellow of the Nigerian Institute of Management (FNIM), Fellow of Nigerian Society of Engineers (FNSE), Fellow of the Nigerian Association of Technological Engineers (FNATE) and Fellow of the Certified Marketing Communications Institute of Nigeria (FCMCIN). Rauf Aregbesola has a wealth of experience garnered through wide exposure in the private sector, such as the Nigerian External Telecommunications, now renamed Nigerian Telecommunications Ltd. and Lagos Airport Hotel, before establishing his own Engineering Services Company, Aurora Nigeria Limited, in 1986. The company had handled numerous major projects for both government and private organisations in most States of the Federation.

4.1.2 Career

Rauf Aregbesola as a pro-democracy and human rights activist was a major participant in the demilitarization and pro-democracy struggles of the 1990s. Prior to his appointment as the Lagos State Commissioner for Works and Infrastructure (1999-2007) he was Director of the Bola Ahmed Tinubu Campaign Organization (BATCO), which engineered the electoral victory of Asiwaju Bola Ahmed Tinubu as the Governor of Lagos State in 1999. He performed similar feat using the platform of Independent Campaign Group (ICG) to ensure the re-election of Asiwaju for a second term in office. Ogbeni Rauf Aregbesola was appointed the Commissioner for Works and Infrastructure by Governor

Tinubu on assumption of Office in 1999, and distinguished himself spectacularly from 1999 to 2007. He was responsible in large measure for the outstanding successes recorded by the Tinubu Administration especially in road rehabilitation/maintenance and street lighting. Aregbesola’s belief in the sanctity of the rule of law is exemplary. He contested for the Governorship of the State of Osun in the April 2007 Elections on the platform of the then Action Congress (AC), and won. To be so declared however, took close to four years of what must go down as one of the most titanic mandate recovery legal battles of all time, and a moment for the manifestation of the omnipotence of the Almighty God and his steadfastness in support of those who rely on him. He went through the tribunal of first instance, an appeal and a retrial tribunal, until finally, the second appeal court, on November 26, 2010, declared him the lawfully elected Governor of Osun and ordered he be sworn-in the next day Ogbeni Rauf Adesoji Aregbesola since assuming office as Governor of the State of Osun on 27th November 2010 has redefined the meaning of governance in the public sector not just with symbolic posturing, but real and sustainable interventions that will presently enhance the quality of life of everyone that lives, works and visits the State of Osun. Rebranding of the state as the Ipinle Omoluabi (State of the Virtuous) started from himself, adopting the title Ogbeni, simply Mister, in deference to the singular Excellency of the Almighty God. In just over a year, the chronicle of his achievements is astounding, and may be summarized as a chain of “O-Models”, the most astonishing being the engagement of 20,000 youths in the Osun Youth Empowerment Scheme (O-YES) within his first 100 days in office; an accomplishment without precedence that has become the model for others to follow. Other achievements include: Osun School Infrastructure Development Project (O-SCHOOL) which involves the construction of about 170 new ultra-modern schools, Osun Mid-Regional Market (O-HUB), Osun Rural Enterprise and Agriculture Programme (O-REAP), Osun Elementary School Feeding Programme (O-MEAL), Osun Tourism (O-TOURS), Osun Special Ambulance Scheme (O-AMBULANCE), Osun Local Government Creation Committee (O-LOCAL). The Aregbesola Administration recently embarked on the construction of over 1000km of roads in the State of Osun, an astonishing undertaking. He is a devout advocate of Fiscal Federalism as the true expression of the spirit of the Federal Republic of Nigeria, and ardent promoter of Regional Integration as the means of attaining sustainable economic development and national competitiveness. An exemplary family man, Rauf Aregbesola is a loving husband and caring father. Married to Mrs. Sherifat Aregbesola, he has nurtured his family with equal devotion and commitment. Aregbesola is a thinker, ardent performer, a visionary leader, a role model, an agent of strategic change, a man of the people, a man for the people. 4

4.2 Alhaji Fatai Akinade Akinbade

4.2.1 Brief Profile  

Alhaji Fatai Akinade Akinbade is a man of many faces. He is a thoroughly schooled Civil Engineer, a politician of no mean repute, an astute businessman and to cap it all, a man of the people.

The Prince of Agbowu from Ogbaagbaa in Ola-Oluwa Local Government Area of Osun State, was born to Alhaji and Mrs Bello Ajibade Akinbade on 2nd April, 1955. Like many in the world today, he was never born with a silver spoon. The frugal talking Ogbaagbaa born Prince was, however, determined to have formal education. He then attended St. James Anglican School, Ogbaagbaa between 1964 and 1969 and Catholic Commercial Secondary Modern School, Iwo between 1970 and 1973 and later Catholic Technical College, Ile-Ife between 1975 and 1978. To him, the difference between success and failure, is commitment.

Between 1973 and 1974, the ever serious minded Akinbade, was in Lagos in search of white- collar job. He was to be employed as a factory worker in one of the industries at the Ikeja Industrial Estate but his inability to grease the palm of those in charge of recruitment with a sum of #6.00 (six naira), cost him the job. This made him to venture into salesmanship (marketing drugs inside molue buses in Lagos). He started this job with the intention of using it as a platform for raising the six naira (#6.00) needed as gratification to secure a job in the factory. This was, however, never to be: as the high returns from the drug marketing made him to stay put on the salesmanship for almost two years (1973 to 1974).

Pa Akinbade, that is, his late father, had to persuade him out of the Molue drug business in order for him (Fatai) to pursue western education, a development that propelled him to return home to take a teaching appointment at the Methodist Primary School, Isero now in Ola-Oluwa Local Government Area. He left the teaching job for the Catholic Technical College, Ile Ife in 1975, where he studied Bricklaying and Concreting. It was in this college that his talent began to manifest as the school provided the young Akinbade the opportunity to put into practice, what he learnt in the classrooms. He was always in his khaki due to his active involvement in many building projects. Despite being a field man, he led his class throughout his school days in other academic engagements, by passing all his final papers in distinction. This thus, bears eloquent testimony to his academic brilliance.

The simple but detailed man who has today, become an issue in Osun politics, on completion of his course at the technical college, returned to Kaduna State for employment. It is instructive to note that he used to be in Kaduna for vacation jobs during his school days at the technical college and was always employed as a professional bricklayer. It was with ease, therefore, that he got employed as a full- fledged Supervisor by BenFobil Construction WA Limited, Kaduna. The company deployed him to Jos where he supervised to completion, the Plateau State Police Headquarters. He handled another major construction

work at the Nigeria Institute of Trypanosomiasis Research Centre in Vom near Jos.

The love for education and professionalism made him to resign from this company and came back home in 1980. He later got admitted into the famous Ibadan Polytechnic where he had his OND in Civil Engineering. On completion of this course, he joined Adold Engineering and Construction Limited Lagos, and later EFEL, Nigeria Limited, also in Lagos. It was while working with this company that he returned to the Polytechnic, Ibadan for his HND Programme in the year 1987 to 1989. To achieve this, he was shuttling between Lagos and Ibadan almost on daily basis. He effectively combined his job in Lagos and the academic works at school in Ibadan, both on full time basis. That is, full time academic works in addition to his official assignment at EFEL Nigeria Limited. He successfully managed the two, with none suffering for the other. At the end, he passed out with high grades. It is interesting to note that as Fatai was doing all these, his interest in party politics was equally flaring. As such, he was at different times, in the defunct National Party of Nigeria (NPN), National Republican Convention (NRC) and the Democratic Party of Nigeria (DPN).

4.2.2 Career Fatai is a well pronounced grassroots politician; and the fact that whichever party he finds himself , at any point in time, normally controls his local government and to a certain extent, the adjoining communities, bear eloquent testimony to this. The reason for this, he espoused, “Any Politician who is worth his/her calling without a base, is like a soldier without barracks”. Between 1979-1983, the vibrant Prince of Ogbaagbaa was the Chairman, Youth Wing, Iwo North Local Government of the NPN and a Chairmanship candidate of the NRC in Ola-Oluwa Local Government in 1990.

COMMISSIONERSHIP ERA

By 1994, he was appointed the Osun State Commissioner for Works, Transport, Lands and Physical Planning by Navy Captain Anthony Udofia(rtd). “Character” like Abraham Lincoln observed, “is a personal credentials and no man is a man of honour without it”. This probably informs why even when Colonel Anthony Uzoma Obi(rtd) took over from Udofia in 1996, Fatai was the only commissioner retained while the remaining were dropped. Similarly, by the time Obi left office in 1998, which saw the emergence of Colonel Theophilus Oladapo Bamgboye(rtd), the Ogbaagbaa born Prince was still retained. So, successfully, Akinbade served three military administrations in the state, spanning a period of four years as a commissioner.

Those four years could be described as the needed verve that brought to the fore, his political astuteness and managerial ability as he utilised the then World Bank Assisted Road Projects of the military administration to lay the firm foundation of the first class inter-city and inter-state road networks which Osun enjoys till date. Specifically, under the World Bank Assisted Road Projects, sixteen (16) inter- state/inter- city road projects were satisfactorily executed and completed.

Mention can be made of Awo–Ogbaagbaa-Iwo road, Osogbo-Ibokun-Oke Imesi-Ekiti road, Ada-Ibokun-Ilesa-Idominasi road, Ede-Ara-Ejigbo road, Apomu-Orile-Owu-Araromi Owu road, Ilesa-Ifewara road and

the celebrated Osogbo West By-Pass Dual Carriage Way, among others. In addition, the present residential quarters for commissioners at the GRA in Osogbo, was his idea and baby when he was in the works ministry. It is apt to state that Akinbade in his frugality, converted the huge allowances which the World Bank consultants would have collected for accommodation to the construction of commissioners’ quarters.

Akinbade held the position till he called it quit when the ovation was loudest in 1998 to join the People’s Democratic Party (PDP) where he rose to later become its State Chairman. Today, it is on record that Fatai was the first commissioner to resign honourably in the state. More importantly, even as a Commissioner, Fatai still craved to have more knowledge, which saw him going for his Post Graduate Diploma (PGD) in Civil Engineering at the Federal University of Technology, Akure (FUTA), between 1996 and 1998. His belief in this regard, is deeply rooted in the saying of the Talmud that, “He who adds not to his learning diminishes it”. Equally, this soft spoken man is of strong conviction like the B. B. King that, “The beautiful thing about learning is that nobody can take it away from you”.

AS PARTY CHAIRMAN

He was a foundation and financial member of the PDP. Fatai who was a member of the Youths Mobilisation Committee of the PDP at the National level, assumed the prestigious position of Chairmanship of the PDP in Osun State in 2001, a position he occupied robustly to the admiration of many within and outside the state. As the state chairman of the party, he employed his political wizardry to dislodge the government of Bisi Akande and so brought PDP to power on May 29, 2003. Afterwards, he became the Secretary to Osun State Government. It is important to note that he built the PDP from the scratch because as at the time he became the chairman, PDP had only one member in the State House of Assembly which incidentally he,Fatai, produced from his constituency in Ola-Oluwa. So from nothing, he took the party to an enviable olympian height, winning all the seats in the State House of Assembly, the 9 seats at the Federal House of Representatives, the 3 Senatorial seats and the governorship. This position really exposed him to the state and its people.

SSG DAYS

As the Secretary to the State Government, he integrated and implemented all matters of state policies. This role Akinbade played with a high sense of commitment, team work, candour and humility that baffled even his opponents. He was an SSG who cut off arrogance from political power. In the process, he succeeded in demonstrating to Nigerians how to have political power like a giant but never to use it as one. He strikes many as a boss who speaks less and acts more, talks less but listens the more. With these attributes, he has succeeded in endearing himself to the young and the old in Osun State. To say the people love, admire and respect him for these, is to be saying the obvious. His humility, approach to life and leadership style, have combined to bestow and as well, earned him greatness. This forthright and unassuming politician, was once a board member of the Delta Steel Company Aladja, Delta State. Akinbade was the Politician of the Year 2003 Award Winner of the OSBC Chapel of NUJ and the NTA Ile- Ife Merit Award 2004. In the same year 2004, he was admitted into the prestigious Hall of Fame of the Osun State Council of NUJ and honoured by the Ifetedo Klob 1984 with the award of Excellence in

GOVERNORSHIP ATTEMPTS

Akinbade is definitely not a rookie in the art of politics. He has been inching to govern the state since 1996, making this his fourth attempt. The first was during Sani Abacha Era when he prepared vigorously to run on the platform of Democratic Party of Nigeria (DPN). As a matter of fact, he was on the verge of clinching the gubernatorial ticket of the DPN, but for the botched process. Three days to the primaries when he had already camped his delegates at Iyaloja Motel in Erinle, Kwara State, Abacha died. This thus put paid to all political activities initiated by the deceased military ruler.

Again, the never- say die, Akinbade, in 1999 wanted to fly the flag of the PDP as its candidate, but the elders of the party led by Chief S.M Afolabi, persuaded him to step down for Dr Olu Alabi and Alhaji Shuaib Oyedokun who were from the same Osun Central like Chief Bisi Akande, the then Alliance for Democracy (AD) candidate. As a result, he heeded the advice of the elders by withdrawing and was later made the Deputy Governorship candidate to Dr Olu Alabi.

Thirdly, in preparation for the 2011 Governorship Election that never was, Akinbade once again rolled out his political machinery and held the biggest rally ever in the state. But the process was again truncated by the judgement that brought Rauf Aregbesola to power on November 26, 2010.

The current attempt thus makes it the fourth. However, the time is now, having been made by God to go through these experiences. He has been properly groomed on all fronts .Come August 9, 2014, the people of the state shall elect him as their governor with a view to giving the state and its people a new and better face of relief from all shackles of misrule that have been foisted on them by the ineptitude of those steering the ship of the state now.

He has had countless opportunities to be away from his people but had always said no to such offers. More so, when he believes like Thomas Sankara that, “A step with the people is better than a hundred without them”.

No wonder in the last 20 years, he has consistently served the state and its people satisfactorily. In and out of government, he has been unscathed and unblemished. No indictment from any quarters. This has helped to place him in a better stead above his other competitors, thus further serving as the needed impetus for the assignment ahead.

Like Bert ham Von Sutnner, he equally believes that, “After the verb “to love”, “to help” is the most beautiful verb in the world. Fatai’s passion for helping people regardless of their beliefs, creed, tribe, ideology or religion, has no equal. This explains why his admirers have continued to increase by the day. This is why he is now fondly referred to as Asoludero (the one who gives succour).

As a traditional chieftaincy title holder, Fatai is the Bada of Okuku as bestowed on him by his Royal Highness, Oba Abioye Oyelade Oyeronke I and as well as Mayegun of Ikire-Ile as conferred on him by his Royal Highness, Oba Karonwi Oyediran Ojubanire. He also holds the title of Bashorun Asoludero of Iba, conferred on him by the late Oba Ibrahim Bamigbade, the Eburu of Iba, the Olu-Omo of Iwoland,bestowed

on him by the late Oba Ashiru Olatubosun Tadese and Omolojuoba of the Source, as conferred on him by His Imperial Majesty, the Ooni of Ife, Oba Okunade Sijuwade.

He is a member of many professional bodies such as Nigerian Society of Engineers (NSE), Nigerian Association of Technology Engineers, Osogbo Chambers of Commerce Industries, Mines and Agriculture and Nigeria Institute of Building among others. Aside from having vested interest in AKFAT (Nig) and Agbowu Commercial Ventures, he also has interest in some other business ventures, such as hospitality, transportation and property, among others.

Against this backdrop, having been nurtured in the best traditions of due process, Akinbade with his deep knowledge in governance and the civil service as epitomised by the successes recorded as a Commissioner and SSG, spanning a period of eleven years of active service, coupled with his political astuteness paddled through his political sojourn so far, especially his midas touch as the PDP Chairman that won all the seats in 2003,among other political exploits, no doubt, stand him out as the man that can take Osun State out of its present woods and doldrums.

With this, there is no denying the fact that he has gone through the crucible: he has learnt through the ropes and has gone through the needed tutelages. Akinbade knows Osun like the palms of his hands. He is familiar with the terrain, with an amazing knowledge about needs of the 320 wards that make up the 30 local governments including the area office. As such, taking off for him as a governor, won’t be a difficult thing. 5

4.3 Senator Iyiola Ajani Omisore

4.3.1 Brief Profile   Senator Iyiola Ajani Omisore was born in Ile Ife, Osun state, on 15 September 1957 into a royal family line of the people of Ile-Ife, the cradle of the Yoruba race. He is the grandson of Lowa Omisore and his father is Oba David Olajide Omsiore of Ayepe, Olode, Ile-Ife. Senator Omisore is also the grandson of the Late Olufewara Kabiyesi Oba Titus Adetoba of the Oseganderuku ruling house in Ifewara where his mother, Princess Emila Adejola ruled as Regent until her death in 2006. Iyiola grew up in Ile-Ife, in a very large and extended family where diligence, integrity and community service were part of both his heritage and leadership responsibility as royalty. His parents were devout Christians and members of the SS Peter & Paul Catholic Church Lagere Ile Ife. Iyiola grew up and served as an altar boy to the priests, learning both the value of giving as well as tolerance for all religions and people. It was at this point that Iyiola started demonstrating the qualities of forthrightness; keen intellect and uprightness which not only set him apart from his peers but prepared him for community leadership and service. He had his primary education at the SS Peter and Paul Roman Catholic School in Ile-Ife and his secondary education at St. John Grammar School Ile Ife Osun State from 1972 – 1977, where he excelled. He later attended Federal Polytechnic Owo in Ondo State Nigeria. He later sat for and passed his Full Technological Certificate Examinations at the Technology College, Reading UK, and obtained a diploma Certificate in Electrical/Electronics Engineering. He also holds a Bachelor of Engineering Degree in Power and Machines from Brunnel University Uxbridge, United Kingdom, a postgraduate Certificate in Building service and Engineering Management and a Master of Science Degree in Building Services from the same University. Later, he went to Brunel University, Uxbridge, UK where he earned a Post Graduate Certificate in Mechanical Engineering and an M.Sc degree in Building Services Engineering. At present, the senator holds a Ph.D in Infrastructure Finance from the International School of Management, Paris, France and he is currently undergoing his DBA programme at the same institution. In his pursuit of excellence, the Senator who is equally a Fellow of the Institution of Mechanical Engineers, England and Wales underwent several courses in different high profile institutions. He did the Advanced Budgeting Course at the George Town University, Washington DC, USA; the Appropriations and Public Finance Course at the ABS Academy, Athens, Greece; the Advanced Leadership Course at the University of Carolina; The Innovation and Leadership Course at the West London College; the Public Finance Course at the Harvard University and the Aid Effectiveness and Donour Harmonization Course at the Internationale Weiterbildung und Entwicklung gGmbH, Germany.

In January 2013, he completed and was awarded a Doctorate Degree by the International School of Management in Paris. He majored in Procurement, Taxation, Corporate Governance, Infrastructure finance and Public Private Partnerships. The concept of Public Private Partnerships is a key part of the strategy that has been successfully used to provide affordable infrastructure that meets public needs. The concept combines the best capabilities of the Public and Private sectors for mutual benefit.

4.3.2 Career He is an embodiment of intelligence who has made the pursuit of excellence his trademark. Senator Iyiola Omisore is an engineer and politician of note, and an astute manager of resources whose attention to detail, calmness, and ability to simplify, and proffer solutions to complex issues is uncommon. In fact, his patriotic zeal and engineering acumen was brought to play tremendously when he was in the Senate between 2003 and 2011 and the country benefitted tremendously from this.

Engineering

He started his early professional life with the firm of Drake and Gordham while in the UK, in the early Eighties where he received on the job training and rose to top Management positions. The same firm Drake and Scull (Nig) Ltd took him back home to Nigeria where he worked on major Engineering projects, it was while working at Drake and Scull that his project management skills were horned. He later established his own Engineering firms; Mechelec Consultants –an Engineering Consultancy outfit and Chrisore Eng Ltd – an Electrical Engineering firm.

Omisore, a Fellow of the Chartered Institution of Building Services Engineers started his engineering career as project manager with Drake Gordham UK, Plc, in 1983 and was there up to 1985 before returning to Nigeria to join Drake and Scull Nig. Ltd. also as Project Manager. Here, he supervised the construction of 19 airfields including the Makurdi Air Force Base. Apart from these, he supervised other projects like the Sokoto and Makurdi Rice Mills, Taraku Oil Mill and the Sokoto University Teaching Hospital. He was elevated to the post of a General Manager in 1987 and as a General Manager there up till 1999, he handled such projects like the Federal Mortgage Bank Headquarters Building, Onitsha Flour Mills, Bank of The North (Now Unity Bank) Building, Podium Secretariat, Port Harcourt; Eternit, Sapele; World Bank Assisted Health Projects for Plateau, Benue and Nasarawa States and the Imiringi Rural Electrification project now in Bayelsa State.

Project Management

On the consultancy side he was involved in the execution of several World Bank assisted projects and ADB/ADF assisted projects in virtually every part of Nigeria. Chisore Engineering Ltd was also involved in the Execution of many projects for Blue Chip Companies, Banks, Embassies, Shipping Companies; just to mention but a few. He was very successful in his professional endeavour, he diversified and today has interest in several areas of the Economy. He was in the process of taking Chrisore Engineering to be listed on the stock Exchange before the duties of elective political office beckoned on him. Omisore went ahead to establish Chrisore Engineering Plc in 1989 as well as Mechelec Consultants Ltd. Between the time of its establishment and 1999, Chrisore Engineering of which he was the Chairman and CEO had executed

many projects.

These include the UACN Commercial Complex, Apapa; the Central Bank of Nigeria Governor’s residence including the residences of its 5 Deputies; Afribank Headquarters; Eko International Bank Headquarters; UACN Abuja Complex in addition to the Union Bank of Nigeria Headquarters.

Procurement and Infrastructure Finance

Also, in its ten years of existence, Mechelec Consultants where he was the Principal Partner had firmly registered itself in the construction industry. Projects executed successfully within this period included: African Development Bank financed projects across the states; World Bank financed projects in Enugu, Kaduna, Niger, Sokoto, Bauchi, Kwara and Imo States; World Bank Health System Fund II in Lagos State; World Bank Assisted Lagos Urban Transportation Project and the Pakistani Suppliers’ Credit on Rural Electrification in Ondo and Niger States.

Omisore’s involvement in politics started early in life as his family has always been involved in politics both at sub-national and national levels. He has also been active in international relations, representing Nigeria’s interest and position at various global processes and conferences. In the transition years of the Babangida Administration, he was involved in the Social Democratic Party (SDP) and later became a member of the Grassroots Democratic Movement (GDM), UNCP in the Abacha years, under the Gen. Abubakar transition years he got involved with the Pan Yoruba group Afenifere (a pre-democratic activist group largely in south west Nigeria), where he was caucus leader for Osun State and the south west region of Nigeria. It was natural for him to have been involved in the formation of People's Democratic Party (PDP), All People’s Party (APP) and finally Alliance for Democracy (AD) where he was a top financial backer.

Deputy Governor, Osun State (1999 – 2002)

Iyiola Omisore served as Deputy Governor of Osun State from 1999 -2002. Being highly focused and single minded in pursuing whatever goal he sets for himself. Omisore helped built up and funded an elaborate political machine to support his bid for Osun state Governorship as a candidate for the Alliance for Democracy AD in the 1999 election. However, the AD leadership preferred Chief Adebisi Akande as Governor, leaving Omisore as candidate for the deputy Governor position. The two men won, but their alliance fell apart when it became apparent that Akande would seek a second term rather than step aside in favour of Omisore, as initially agreed.

Several attempts were made to get rid of Omisore either through impeachment or otherwise; as some elements in the Government felt threatened by his emergence as the natural successor to the Governor, The impeachment of Iyiola Omisore was frustrated by Hon. Odunayo Olagbaju and some other legislators in Osun state House of Assembly.

Being the more outgoing between the Governor and his deputy, Iyiola Omisore had his loyalists and supporters in the then ruling party in Osun state (AD). Seeing the turn of events and the maltreatment of the Deputy Governor, the supporters of Iyiola Omisore in a highly strategic move decided to shift their allegiance to the PDP, while the Deputy Governor was still in the AD. The weeks preceding the Christmas of year 2001, were very tragic for Osun state. Hon. Odunayo Olagbaju was murdered in broad day light on 19 December while Chief Bola Ige, the federal Attorney General was killed in his house in Ibadan on 23 December 2001.

The events of the aftermath of Otunba Omisore’s impeachment and movement to the PDP resulted in his being wrongfully accused of involvement in the unfortunate murder of Chief Bola Ige (former Attorney General and Minister of Justice). Otunba Omisore was subsequently detained in prison from December, 2002 to .June 2004, when he was discharged and acquitted of the charges by the courts. It was during this period of Otunba Omisore’s detention in prison that he contested and won a senatorial seat to represent Osun East senatorial district in the Nigerian senate.

Omisore contested and won a seat in the Senate in 2003. At the Upper Chamber where he was between 2003 and 2011, he served meritoriously. He was Chairman, Senate Committee on Industries between 2004 and 2005, Chairman, Committee On Intergovernmental Affairs between 2005 and 2007, then served as Chairman, Committee On Culture and Tourism and later as Chairman, Committee On Appropriations. Besides, he was Chairman, UNDP/NASS Support Implementation Committee.

Legislative career

Dr. Iyiola Omisore was elected to the senate representing Osun East district in April 2003, a position he held for two terms until the June 2011.

During his tenure in the upper legislative chamber in Nigeria, Senator Omisore distinguished himself not only in name but also by the key positions he held and the achievements recorded during this period at all levels of governance.

5.0 SWOT Analysis of the Candidates

5.1 Why SWOT Analysis?

Traditionally a SWOT analysis (alternately SWOT Matrix) is a strategic planning method used to evaluate the Strengths, Weaknesses/Limitations, Opportunities, and Threats involved in a project or in a business venture. It involves specifying the objective of the business venture or project and identifying the internal and external factors that are favorable and unfavorable to achieve that objective. The technique is credited to Albert Humphrey, who led a convention at the Stanford Research Institute (now SRI International) in the 1960s and 1970s using data from Fortune 500 companies. However this document seeks to apply the SWOT methodology to the candidates and their political parties. This is because the 2014 Osun State Governorship Election is so keenly contested, only a tool such as the SWOT Analysis will help to clearly differentiate the positions and competencies of each candidate and their respective political parties as relates their chances of winning the election. A summary of how this will be done is as follows:

Strengths: characteristics of the candidates and their political parties that give them an advantage over others.

Weaknesses (or Limitations): are characteristics that place the candidates and their political parties at a disadvantage relative to others.

5.2 Ogbeni Rauf Adesoji Aregbesola (APC)

STRENGTHS

• Incumbency is clearly the greatest advantage of Ogbeni Rauf Aregbesola The current state of politics in Nigeria makes it very difficult to unseat an incumbent and this is a significant plus for Engineer Aregbesola, which can be fully exploited.

• The .APC is a very well funded party, which will be able to support Governor Aregbesola’s campaign fully which is critical in electoral success. According to media reports the APC has even temporarily shifted its headquarters to Oshogbo clearly showing its willingness to give the Governor’s second term bid maximum support.

• The APC is the dominant party in the south-west of the country with a very strong grassroots network which will prove invaluable in any election.

• There are some opinions that Governor Aregbesola has made some significant achievements (especially in the area of infrastructure, education, security etc) during his first term as governor. This is very useful because it provides a benchmark for the election.

• The Governor is very charismatic and known to be very close to the people and also an effective grassroots politician.

• He is a very experienced politician who has been involved in active politics for over 15 years.

WEAKNESSES

• He has had some challenges with some religious groups where he was perceived as being insensitive to religious differences of school pupils.

• There are reports that some salaries have been delayed of two months for some civil servants. Even though this has been explained by a member of his campaign organisation as been as a result of the reduced funds received from the federation account, the affected people may not always understand this.

• Media reports suggest that the educational tablet computer ‘Opon Imo’ has had challenges and has even been withdrawn. Considering the level of publicity associated with its launch, this cannot be a positive for the Governor.

• He fails from an LGA which has a significantly smaller voter population than his main rival (the PDP candidate) which happens to be in the same senatorial district.

OPPORTUNITIES

• Osun State is entirely controlled by the APC at all levels of government ranging from the state executive to federal and state legislatures to the local government chairmen. This offers a significant advantage for the candidacy of Engineer Aregbesola.

• Osun State was the only where the former ‘ACN’ won in the southwest in the 2011 presidential election. This clearly shows the dominance of APC in the state.

• The APC has not performed too well in the past few governorship elections. It is very likely that this will make Osun a must win state for the party boding favourably for the Governor.

THREATS

• The PDP is currently experiencing very positive momentum with its recent victory in the 2014 Ekiti State Governorship Election. This is a huge plus for the PDP who are the greatest challenge to the chances of the APC in the state.

5.3 Alhaji Fatai Akinade Akinbade (LP)

 

STRENGTHS

• He has tremendous political experience. He has been a Commissioner several times, Secretary to the State Government and state party chairman (PDP).

• He is a very well known candidate with a household name in the state.

• Being a former top member of the PDP provides him with strategic understanding into how the PDP functions which could be key during canvassing of voters and strategic planning of his campaign.

• He has been active in Osun state politics for over two decades clearly giving him great insight into the political terrain in the state.

• He is not associated much with scandals and negative perceptions, which would affect his standing with voters.

WEAKNESSES

• He may not likely be as well funded as some of his major opponents. This is not unlinked to the fact that the Labour Party cannot boast of the same financial muscle as the PDP or APC.

• The Labour Party which is fielding Alhaji Fatai Akinbade does not have the depth of grassroots structure that the APC and PDP have in Osun State.

OPPORTUNITIES

• For those voters who prefer a single term for the governorship seat, Alhaji Fatai Akinbade represents change.

THREATS

• The Osun 2014 Governorship Election is not just about Osun State but has huge implications for national politics. The APC would like to remain dominant in the south-west while the PDP would like to build from its success in Ekiti in the region. For this reason external influences will be very key in determining the winner of the election. Because LP is not a party having much influence on the national level, this power play may eventually overshadow Alhaji Akinbade’s chances at the polls.

5.4 Senator Iyiola Ajani Omisore (PDP)

 

 

STRENGTHS

• He has tremendous prior political experience in the state as a former deputy-governor (1999-2002) and senator (2003 to 2011).

• He hails from one of the most populated parts of the state, which gives him a strategic ‘numbers’ advantage over his opponents.

• He is well and widely educated as well as being a thoroughbred professional.

• The PDP is extremely well financed and from all indications, the party is supporting Senator Omisore’s candidacy maximally.

• The PDP has ubiquitous and well-organised grassroots structure across the state.

• He has deep understanding of the Osun political terrain positioning himself very favourably in the election.

WEAKNESSES

• There are a lot of ‘reports’ and ‘insinuations’ that he was involved in the death of the former Attorney-General of Nigeria, Chief Bola Ige. He has never been convicted for this but perceptions are very important in politics and sometimes could prove weightier than the facts.

• He is not the most charismatic politician out there, which could portend some challenges considering the fact that his main opponent is not only an incumbent but a popular one as well.

• His main rival (the APC candidate) hails from the same senatorial district (Osun East), which means likely shared votes.

OPPORTUNITIES

• The PDP won a landslide never before witnessed (since the incumbent was unable to win a single local government area) in the 2014 Ekiti State Governorship Election. This has reinvigorated the PDP and its base clearly providing the party with the impetus to go all out for the Osun election. This is very helpful for Senator Omisore as this will be strengthen his candidacy tremendously.

• For voters who want a change in government, Senator Omisore represents change since he is well educated and has a strong political antecedence.

• The current tense political climate in the country has made every political contest of great significance to every political party and stakeholder. For this reason, issues beyond character and track record of aspirants (such as the need for a party to win the 2015 presidential election) will have an impact on the governorship race.

THREATS

• The APC currently controls Osun politics almost exclusively. This is a huge threat to the PDP who have a significant challenge in successfully overcoming the strength of the incumbent.

• The negative perception and image of Senator Omisore (due to rumoured links with violence in the past), which is being capitalized upon by his opponents, could prove costly if it is emphasized upon and becomes engrained in the mind of the electorate.

• The PDP primaries resulted in popular candidates like former Governor Isiaka Adeleke and Alhaji Fatai Akinbade leaving the shore of the PDP. Both of these politicians carry significant weight and have loyalists. While the former crossed to the APC, the latter crossed to the LP. This will have some effect (the magnitude remains to be seen) on the PDP’s chances as these politicians would have decamped from the PDP with some of their loyal supporters as well.

 6.0 Strategic Requirements to win the Osun 2014 Governorship Election

6.1 Votes Cast on Election Day

In order for a candidate to win the governorship election he/she must be able to satisfy the following conditions:

a) Simple Majority: This means getting the highest number of total votes cast

b) Twenty-five percent (25%) of votes cast in two-thirds of the Local Government Areas: This means one-quarter of the total votes cast in at least 20 LGAs (since Osun State has 30 LGAs)

In order to achieve this, each candidate should focus on areas where they have strategic advantage and ensure these areas deliver on Election Day through aggressive campaigning and sensitization. Campaigns should also educate their supporters on the process of voting so as to keep voided votes to a minimum. A high percentage of voided votes could affect who wins or loses an election if the election is a close and keenly contested one such as the Osun 2014 Governorship Election.

It is germane that politicians spend a lot of their energies actually encouraging voters to come out and vote. All stakeholders including civil society, INEC, media and the electorate should leave no stone unturned to ensure a massive turnout at the polls.

6.2 Campaigning

As campaigning gains momentum, it is instructive that candidates secure their strongholds and ensure they give as little room as possible for their opponents to access their key support bases. Candidates should also ensure that quotes, snippets and segments from the debates are used for commercials to advance their position and show insincerity, falsehood or impossibility of their opponents’ positions (fact-checkers). This is key for successful positioning in the critical last stages of campaigning.

In conclusion this document restates that it is non-partisan and unbiased, however it has attempted to provide a basic understanding of the most hotly contested election in Nigeria since the 2011 Presidential Elections. The document has given a brief of Osun State, the three candidates from the three major political parties (.APC, LP and PDP), a SWOT Analysis of the candidates and requirements for winning the election.
