1 INTRODUCTION

1.1 Scope

This document provides the equipment-specific Statement of Work (SOW) for the SWARM S-Band Subassembly. It applies in conjunction with the “Generic Statement of Work for Equipment”. This specific SOW details and amends the generic scope of work to be executed by the equipment subcontractor as defined in the generic Statement of work. In the case of conflict between the generic SOW and this specific SOW, this document shall take precedence.

The Subcontractor shall respond to this issue of the Statement of Work in conjunction with the generic Statement of Work with a proposal which expands and details the requirements contained herein. Tasks and deliverables specified herein and in the generic SOW are considered mandatory but not necessarily exhaustive.

The tasks given in this SOW are categorised into • the fixed baseline tasks

• the optional tasks

Both kinds of tasks may occur in this SOW. The task shall belong to the baseline tasks, unless otherwise identified.

This Statement of Work together with the generic SOW with all its attachments, applicable documents, and standards will become part of the Contract between the EADS-Astrium and the Subcontractor and all the requirements therein are applicable to the work to be performed by the Subcontractor.

The requirements of this SOW shall also be made applicable to the contractually specified Lower Level Subcontractors, as pertinent to their work shares. Therefore the word subcontractor shall be interpreted as “Subcontractor and Lower Level Subcontractors”, if not specifically restricted by appropriate formulations. Hardware and Software from other sources, such as COTS items, shall be procured according to the equivalent technical, quality and safety related requirements.

1.2 Definition of the Equipment

A brief description of the Swarm mission and operating scenario is given in [RD01]. The S-Band Subsystem will form the major part of the telecommand and telemetry communications link between each Swarm spacecraft and the ground-station. This subsystem will have dual-mode transmitter operating capability:

• Mode 1, low-power, for low-rate down-linking of housekeeping data • Mode 2, high-power, for high-rate down-linking of science data and housekeeping data

The elements of the Subassembly will comprise:

• Two S-Band receivers in hot redundancy • Two S-Band transmitters in cold redundancy • Two diplexers • A 3-dB combiner (4-port) to connect between diplexers and the spacecraft’s S-Band antennas • A harness interconnecting the receivers, transmitters and other components • Cables for connection to the two S-Band antennas

The antennas also form part of the complete Subsystem but are not included as part of this Subassembly ITT. They will be subject to a later, separate procurement.

The S-Band Subassembly should employ a high degree of integration and occupy as small an envelope as possible as accommodation on the spacecraft is a critical factor.

2 EQUIPMENT-SPECIFIC REFERENCES

The following documents amend the references presented in the generic statement of work by equipment specific documents. Cases of conflict between the requirements defined in the ADs with those of the specific or generic SOW shall be brought to the attention of EADS-Astrium for resolution. The order of precedence defined by the contract shall apply.

It is to be noted that reference identification numbering (AD x, RDxx) in this document is consecutive with those of the generic Statement of Work. For reference to applicable documents of the generic statement of work the numbering of the generic SOW is used.

3.1.2 Documents

The list of documents to be delivered is attached in section 7 Documents Requirement List (DRL), of this specific SOW. It is noted that some documents to be delivered and their delivery dates depend on the level of heritage associated with the subject equipment. The heritage categories A, B, C, and D are defined in the Generic SOW, section 3.2. Section 7 contains documents lists for each of these categories. Each listed document is defined by contents in the Document Contents Guidelines [AD 6]. The definitions of the document description given therein shall be considered as requirements. Improvements to these content descriptions or efficient and reasonable combination of several documents may be proposed by the supplier. Such deviations require the agreement of EADS-Astrium.

5 REVIEWS AND MILESTONES

The subcontractor shall plan for reviews as defined in the Generic SOW [AD 1], section 4 and in the applicable documents.

6 SPECIFIC TASKS

As further clarification to the tasks defined by the Generic SOW [AD 1], the supplier shall implement specific tasks as defined below.

6.1 Support of Activities at a Higher Level:

The supplier shall provide technical support to higher level activities, on an as-needed basis, as defined in section 11.1 of the Generic SOW [AD 1].

6.2 Interface Data:

The supplier shall provide mechanical, electrical, and operational data, where applicable for the Swarm S-Band Subassembly, in standardised formats as defined in Annex B of the Generic SOW [AD 1].

6.3 Phase E1 Support Tasks

The Phase E1 starts just after FAR. It will contain the preparation of the launch campaign, the LEOP and the commissioning. Phase E1 will be completed by the Commissioning Result Review (CRR) on system level which will take place 3 months after launch.

6.3.1 LEOP Tasks

The Sub-Contractor shall support to the LEOP, if required, by hot-line assistance (due to the actual launch date also over weekends or public holidays). LEOP will last nominally 4 (TBC) days.

6.4 Management

In the proposal the Sub-Contractor shall outline the company rules nominally applicable for hot-line assistance and working/traveling in/to ESOC. This shall include at the least the following elements:

• Working time

• Shift work

• Overtime/Overtime compensation

• Weekend work

• Any other regulations.
