DIXON – Tim McNinch got a phone call earlier this week asking if he was going to attend the Sauk Valley Area Chamber of Commerce dinner. He hesitated.

He wasn’t planning on it, but the call was made to ensure that he’d be there. McNinch had been selected as the inaugu-ral recipient of the Sauk Valley Area Chamber of Commerce Champion Award.

“This is a total surprise. Thank you very much,” he said after being given

the award Thursday night at The Brandywine. “Any time you run a business, if it’s your passion, it makes it a lot of fun. And I can’t say enough about the fact that my family has supported me.”

McNinch, a Sterling resident, is the owner of Airplay Sports & Espresso and The Rusty Fox, both in downtown Sterling.

This award will be given to an individual or orga-nization who has gone above and beyond in either professional or volunteer service to the community.

In addition to the busi-nesses, McNinch spon-sors and hosts national disc golf tournaments and is a member of Ster-ling Main Street. Accord-ing to the chamber’s

news release, he’s been a leader in the develop-ment of Fourth Fridays and the downtown Music Fest held in the summer.

R O C K F O R D – A n 8 1 - y e a r - o l d M o u n t Morris bicyclist is in serious condition today at a after being struck by a semitrailer in a hit-and-run Wednesday morning.

Michael Chizzo was rid-ing his bicycle through the snow just before 6 a.m. – part of his morn-ing routine, Ogle County Sheriff Brian VanVickle said – when he was hit in the 4000 block of state Route 64, east of Mount

Morris.The driver didn’t stop,

and even though there was a witness, VanVick-le said his department doesn’t have much to go on.

“It was snowing pretty bad at the time,” Van-Vickle said.

The semi was described as a tractor with a sleeper of an unknown color, and a box trailer of an unknown color, possibly with minor damage to the passenger-side front bumper.

Chizzo was taken to

KSB Hospital in Dixon then transferred to OSF St. Anthony Medical Center in Rockford.

Anyone with informa-tion about the hit-and-run is asked to call the sheriff’s department at 815-732-6666.

DIXON – It’s been an issue for a while: After the retaining wall out-side the old Lee County Courthouse collapsed in spring 2013, the city paid to clean up the debris. But who’s responsible for repairing it?

It’s a 2-year-old tale of he said, he said, he said, and it came up again at Tues-day’s County Board meet-ing.

The gist of the argument between the city of Dixon, the county, and Illinois Department of Transpor-tation is that back in the early ’90s, when the inter-section at Galena and Sec-ond avenues was expand-ed, the state bought some of the county’s property on the block that houses the courthouse, added a right-hand turn lane, and rebuilt a cement block retaining wall with a lime-stone facade.

When that happened, IDOT also entered into a maintenance agreement with the city that said the state will maintain its roadway, and the city will maintain the side-

walk and appurtenances, which basically means anything abutting the roadway.

In IDOT’s opinion, the wall is an appurtenance, IDOT engineer Kevin Marchek said.

As far as the city’s con-cerned, though – and as officials have brought up in talks with the coun-ty and state – the wall wasn’t built properly to begin with, street com-missioner Jeff Kuhn said.

“The limestone is a facade up against the cement blocks,” he said. “There was nothing in there for drainage, and with the hydraulic pres-sure ... the expansion pushed the cement block sideways, and that’s what knocked the limestone off the wall, which caused the problem.

“It was the state who came up with the draw-ings and paid for the wall to be built, but we feel it was not built correctly. ... There’s a lot of misunder-standing. There’s a lot of finger-pointing. If you’re going to find a solution, the three sides need to sit down and do it, but we’re not at that point yet.”

IDOT does not agree that the wall was built incorrectly.

“It was built in accor-dance with the plans,” Marchek said. “If there was water pressure behind the wall, or pushing the wall over, you would think the dirt behind the wall would come down with it, but now the dirt is still stand-ing.”

So where does the county come in?

“The courthouse is on that block,” Kuhn said. “And the wall goes around that building, so therefore I believe they should have ownership of it, too.”

According to state and county officials, repairing the fallen portion would cost $18,000 to $20,000. Replacing the entire wall likely would $500,000 to $600,000.

In the beginning, talks between the city, state, and county broached the idea of splitting the cost of the repair three ways, but that fell through because the county didn’t think just patching it would be sufficient, County Board Chairman Rick Ketchum said. He would consider bringing it to the board

only if the money would go toward repairing the entire wall, not just the segment that collapsed.

“The rest of [the wall] is leaning bad,” Ketchum said. “It’s going to fall, it’s just a matter of time.”

No talks between the three entities are sched-uled.

Also at Tuesday’s Lee County Board meeting, an intergovernmental agreement between the county and the city of Dixon regarding the depu-tization of nine city police officers was approved.

The agreement means police officers will work alongside sheriff’s depu-

ties during major crime investigations in the county.

City officers will con-tinue to be paid by the city, and deputies will continue to be paid by the county.

The agreement also was approved at Monday’s City Council meeting.

Gov. Bruce Rauner’s freeze on spending could have serious repercus-sions for municipalities and local agencies that count on grants for proj-ects and programs.

Among several local projects in limbo could be $2 million in state grants to pay 100 percent of Sterling’s eco-tourism riverfront project, and a $400,000 grant for Rock Falls to develop green space amid its waterfront development.

On Monday, Rauner signed an executive order for state agencies to halt nonessential spending, and to put grant and state contract activity on pause until July 1. Interstate con-struction projects and sur-plus state-owned proper-ties will also be put under the new administration’s microscope.

The order requires every executive branch agency to report to the Governor’s Office of Management and Budget to identify every contract awarded

or entered into by a state agency on or after Nov. 1, 2014, and every hiring decision taken by agencies on or after Nov. 1, 2014.

When the announce-ment was made, Rauner indicated that was the first step in what could be a long road to financial sta-bility.

“Years of bad decisions have put Illinois in a finan-cial crisis,” Rauner said in a news release. “Today we start the process of putting our state back on the road to fiscal stability by review-ing agency spending, stop-ping contracts and grants, and selling excess state property.”

In Sterling, the city is expecting more than $2 million in state grants to entirely fund its eco-tour-ism riverfront project. In September 2013, the city learned it would receive a $1.3 million EPA Green Infrastructure Grant and an additional $900,000 from the state’s Mud to Parks grant program to help move 60,000 cubic yards of dredged material from Lake County to be

used to cover the former Northwestern Steel & Wire Co. brownfield site.

The Mud to Parks grant was amended just ahead of the governor’s resolu-tion to include the Sterling Park District’s dredging of the Thomas Park pond and change soil locations and project deadlines.

City Manager Scott Shu-mard said he hasn’t heard anything specific that would warrant a change in plans.

“The state signed off on the amended agreement before the governor’s action,” Shumard said. “We had made a conscious effort to get that finished as soon as possible.”

S h u m a r d s a i d d i r t wouldn’t be moved until the weather improved any-way, but the city planned to start much earlier than the July 1 date in Rauner’s resolution. A contract has been signed for a compa-ny to do the dirt-moving work.

“I don’t know that there is a plan B for this proj-ect,” Shumard said. “This is entirely funded by state

grants, so I guess we would have to finance it ourself with bonds.”

Shumard said a big-ger concern might be any delays with the Stanley-National site cleanup pro-cess.

“We have a plan in place with EPA for remediation so we can sign off on the National property,” Shu-mard said.

Stanley has submitted a proposal for the com-pany’s part of the cleanup, which is mostly under-ground issues. The city is responsible for any build-ing contamination.

“Site remediation can take a couple months or well over a year,” Shumard said. “EPA can ask for more work to be done or additional samples taken. We are hoping to hear something this summer.”

In Rock Falls, the city’s biggest concern would be the $400,000 state grant it won to develop its green space project in the RB&W district. The city learned Jan. 3 it was one of 72 com-munities chosen to receive an award from the Open

Space Land Acquisition and Development pro-gram that is administered by the Illinois Department of Natural Resources.

The city is also start-ing work on a $1 million award through the Illinois Department of Commerce and Economic Opportu-nity Tourism Attraction Development Grant Pro-gram.

City Administrator Rob-bin Blackert said this isn’t the first time municipali-ties have dealt with grant freezes. Rock Falls was awarded a $330,000 grant in 2009 that finally came in from DCEO in 2013, after the project scope had changed and offi-cials were forced to jump through additional hoops. The money was eventu-ally used to put new roofs on the police department building and City Hall.

Blackert said grant delays would be more problem-atic for projects that would be interrupted midstream.

“Fortunately for us, we don’t have a shovel in the ground yet,” Blackert said. “This award is one-

tenth of our project cost, so while it’s nice to have, it won’t make or break it. It would be disappointing if the grant was what we needed to secure financ-ing.”

Grant delays could impact meetings the city has just started to secure bonds for the project.

“It could affect the pay-ments and delay the proj-ect,” Blackert said. “We’re trying to stay positive – it is what it is. We understand that some hard decisions need to be made, given the state’s financial situation.”

Blackert said the DCEO Tourism grant isn’t as much of a concern for her because of where the money comes from.

“That grant is different because it is funded with hotel/motel tax money, and although it can be fro-zen, the funding source is secure,” Blackert said. “I don’t believe Rock Falls has ever received this grant, and with all they have paid in, they deserve to have some of that money brought back here.”

better and lose weight are born from holiday binge-eating guilt and regret. Some of us actually eat more sweets and goodies and egg nog during the holidays than we ordinarily would, knowing that come the new year, we will be resolving to eat less.

The time has come. The time is here. The time is now. And the resolutions that we made so recently are withering and dying away.

Have no fear. We are here to help with an assortment of recipes that taste good and are good for you.

Beef with BroccoliYield: 4 servings8 ounces beef sirloin3/4 pound (12 ounces)

broccoli4 ounces button (white)

mushrooms2 cloves garlic1 tablespoon sake, dry

sherry or dry vermouth1 tablespoon rice vin-

egar1 tablespoon sesame oil1 tablespoon water1 tablespoon granulated

sugar2 teaspoons cornstarch1 tablespoon vegetable

oil1. With a sharp knife,

slice the beef into thin, bite-sized strips. Wash the broccoli and divide into florettes, discarding the rest of the broccoli

or reserving for another use. Wipe and trim the mushrooms and cut them in half. Peel the garlic and slice finely. In a small bowl, thoroughly mix together the sake, rice vinegar, sesame oil, water, sugar and corn-starch.

2. Heat the vegetable oil in a wok, large skillet or large saucepan over medium heat. Add garlic and cook until fragrant, 30 seconds to 1 minute.

3. Add the mushrooms and sauté lightly. Stir in the broccoli and beef and sauté to brown the beef. Cover and cook until broccoli is crisp-tender and beef is cooked through, about 5 min-utes.

4. Add the sake-corn-starch mixture and stir until sauce thickens.

Beef and Barley with Carrots and

MushroomsYield: 6 servings3 cups boiling water1 package (1/2 ounce)

dried porcini mush-rooms

1 pound beef top round steak, 3/4 inch thick

2 teaspoons olive oil, divided

1 tablespoon soy sauce8 ounces button (white)

mushrooms, sliced2 medium carrots,

peeled, cut lengthwise in half, then crosswise into !-inch thick slices

1 medium onion, finely chopped

1/2 teaspoon salt1/4 teaspoon ground

black pepper1/4 teaspoon dried

thyme1 1/2 cups pearl barley1 (14 1/2-ounce) can

chicken broth1/2 cup loosely packed

fresh parsley leaves1. Into medium bowl,

pour boiling water over porcini; let stand 10 min-utes or more.

2. Meanwhile, cut steak lengthwise in half. With knife held in slanted position, almost parallel to cutting surface, slice each half of steak cross-wise into 1/8-inch thick slices.

3. In a deep nonstick 12-inch skillet, heat 1 teaspoon of the oil over medium-high heat until very hot. Add half of steak slices and cook until they just lose their pink color, about 2 minutes, stirring con-stantly. Transfer steak to medium bowl; repeat with remaining oil and steak. Toss steak with soy sauce; set aside.

4. To same skillet, add white mushrooms, car-rots, onion, salt, pepper and thyme and cook over medium-high heat until vegetables are tender-crisp, about 10 minutes, stirring occasionally.

5. While vegetables are cooking, remove porcini from soaking water with slotted spoon, reserving the liquid. Rinse por-cini to remove any sand; coarsely chop. Strain soaking water through sieve lined with paper towel into medium bowl and set aside.

6. Add barley, broth, porcini and mushroom-soaking water to vegeta-bles in skillet; heat mix-ture to boiling over medi-um-high heat. Reduce heat to medium-low; cover and simmer until barley and vegetables are tender and most of the liquid has evaporated,

35 to 40 minutes, stirring occasionally. Stir in steak mixture and parsley; heat through.

2. Meanwhile, in a 2-quart saucepan, heat broth and water to boil-ing over high heat.

3. Add beans, tomatoes, garlic, sugar, salt and pepper to onion mixture; heat to boiling over high heat. Add broth mix-ture and pasta; heat to boiling. Reduce heat to medium and cook 5 min-utes. Add frozen spinach; cook, stirring frequently

to separate spinach, 3 to 4 minutes longer.

3. Return onions to the pot, along with stock and sherry. Raise heat and bring to a simmer. Taste, and add salt and pepper if needed. If soup is too sweet for your taste, add vinegar, 2 tablespoons at a time, until it is as sweet and sour as you like.
