The village hall is a registered charity available for hire for community related recreational activities. It is located in Hobbyhorse Lane (post code OX14 4BB). It has a large main hall, a smaller meeting room and kitchen. There are regular activities that take place on some weekday evenings. PARISH COUNCIL NEWS

Annual Meeting of the Parish Council

The annual meeting of the Council took place on 1st May. Cllr. Michael Jenkins has been elected Chairman for the forthcoming year, with Cllr. Christopher Campbell as Vice-Chairman. The Council has representatives on the WRG Landfill site committee, RWE Power Station, and Culham site Committees. It also attends meetings of the Harwell Campus, and MEPC when relevant. If anyone has issues or questions relating to these sites, then please contact the Clerk who can pass on the information to the appropriate person.

Thames Water – Sutton Courtenay sewer update

Thames Water has advised the Parish Council that they are currently completing flow monitoring of the existing foul sewer network in Sutton Courtenay to enable it to update its existing hydraulic model. The process can take several weeks, and is weather dependant as they need reasonable flows in the network to capture the data. Once completed, they will move onto reviewing the findings to allow them to understand what kind of solution is required, and then complete the final design before construction. Thames Water will attend a future meeting of the Parish Council to present their findings, once their studies are complete, and once they have a recommended solution to put forward.

Vale of White Horse District Council - grants

In February 2017, the District Council set aside £200,000 for 2017/18, for awards within capital grants, and New Homes Bonus grant funding. There was a small amount left in the funds as at the end of the financial year. This has gone back into the “pot” to be carried forward. Local organisations are reminded of the existence of small amounts of funding from the Vale of White Horse District Council for projects.

Residents can use Milton Park buses

MEPC, the management company for Milton Park, are making their Milton Park Shuttle Bus (between the Park and Didcot Parkway) available for use by local residents as a cost of £20 per year for an annual bus pass. This will give you unlimited journeys on the shuttle bus. The bus runs on week days between 7 am and 7 pm and to the Orchard Centre at lunchtimes. A full timetable, route map and bus stops can be found on the Milton Park website at www.miltonpark.co.uk/travel.

Village Green

Works to the village green area to improve the car parking space available, by clearing debris and cleaning, have been carried out. The intention is now to paint white lines to mark the parking bays. This will be done in due course.

The following planning applications have been considered :

P18/V0647/FUL Variation of Condition 2 of permission P16/V1111/FUL to change the location of the houses (Erection of 3 houses with associated landscaping, access and car parking) Peewit Farm, 95 Drayton Road. Council considered that the impact on nearby dwellings should be taken into account, with adequate screening needed.

P18/V0663/FUL Proposed replacement chalet style dwelling with first floor accommodation at 75 Milton Road. Council had no objections but requested first floor roof lights to have obscure glazing or cill heights at 1.8m

P18/V0719/LB Minor amendments to existing Listed Building Consent including re-design of foul drainage system, new gutters, and down pipes, and acoustic floor insulation T u d o r House, 20-22 Church Street. Council had no objections.

P18/V0510HH Small extension to join existing conservatories to provide boot room at 62 Milton Road. Council had no objections.

P18/V0110/HH Revised application for rear kitchen extension to include parapet wall at roof level and amended lantern arrangement to replace consented scheme at 42 Lady Place. The Council could not find any significant difference between the current plan, and the last amendment it considered recently. The Council itself did not have objections, but was aware of the concerns of local residents.

P18/V0340/O Demolition of existing buildings, and erection of 310 residential units, and facilities on land rear of Harwell Road. The Council continued to maintain its earlier objections, and also referred to the County Council’s traffic studies which confirmed that Sutton bridge was at capacity at peak times.

P18/V0965/HH Two storey side extension 90 Bradstocks Way. Council thought the parking arrangements were ambitious, and requested that there be no overlooking of the adjacent property.

Consultation to become an Academy

Over the past few months, the leadership and Governors of Sutton Courtenay Church of England Primary School

have been considering the possibility of the school becoming an academy. An important part of the process involves a consultation with everyone involved, and we are holding this consultation between Tuesday 8th May and Tuesday 12th June. The current Government’s view is that all schools should become academies over time, and we have been mindful of this in our deliberations. In considering the various possibilities open to Sutton Courtenay Church of England Primary School, we have kept the following at the forefront of our thinking: 1. The best interests of the children in our school, both now,

and looking ahead to those who will attend in future years.

2. Preserving the school’s distinctive Christian ethos and continuing to adhere to our vision of “Love life; love learning; love one another”.

3. Maintaining a balance where we can work with local partners to share expertise and experience, whilst still retaining a degree of independence.

As Governors and Headteacher, we have looked in detail at the options available to us and we have agreed that becoming an academy, as part of the Ridgeway Education Trust (RET), is the best solution. This is the family of schools which contains Didcot Girls’ School and St Birinus School. Therefore, we are now embarking on the next stage to hear everyone’s views and explore the opportunity in more detail to establish whether this would be the best way to safeguard the distinctive education offered by Sutton Courtenay Church of England Primary School, which we value so much.

We believe that the best way to serve the future of this school is to join RET as an academy, because:

RET has a strong, moral ethos of service, striving for excellent outcomes for all children, regardless of prior educational attainment, specific educational needs or background.

RET is locally based and will therefore enable us to work closely with our colleagues to drive progress.

We will be the first primary school to join RET, which provides an exciting opportunity to shape direction and ensure alignment with our values. The trust is looking to expand to include more primary schools in the near future.

There are many exciting opportunities for the children in formally working together with a group of local schools. We have already enjoyed the support of teachers in English and Maths from Didcot Girls’ School working with our older pupils in recent months, and we will be able to extend this support to other subjects such as in foreign languages. There will also be opportunities to access facilities within RET such as sports, arts and technology.

Didcot Girls’ School is rated Outstanding by Ofsted, and St Birinus School is Good. Both schools will be able to provide excellent support for our own school priority which is to increase our effectiveness in ensuring best outcomes for all our pupils.

Since the Ofsted inspection, RET, including its executive headteacher, have been working with us on a goodwill basis to improve outcomes in school, and we have already established supportive relationships.

Financially, becoming part of an academy trust will enable us to work together with our partners to make best use of our ever-scarcer resources.

This is a very exciting time for our school, and we feel

honoured to work with so many inspirational colleagues.

All saints’ church

From the Ministry Team

The former Liverpool Manager Bill Shankly famously said, ‘Some people believe football is a matter of life and

death, I am very disappointed with that attitude. I can assure you it is much, much more important than that!’

This month sees the start of the World Cup in Russia; a truly global event watched by billions on television – even by though of us who wouldn’t describe ourselves as football fans. And this competition illustrates some key points about the Christian life. As Paul writes: ‘But one thing I do: forgetting what is behind and straining towards what is ahead, I press on towards the goal to win the prize for which God has called me heavenwards in Christ Jesus.’ (Philippians 3:13b,14).

A prize to be won: The dream of every player in the competition is to be able to hold up the World Cup themselves. For us the

prize is the eternal life, God’s gift of relationship with him for now and eternity through Jesus. But there’s an important difference between football and the Christian faith. To win the World Cup you have to be good enough, while Christ’s love for us is underserved and is not dependent on how well we’ve done.

Training to be undertaken: If a team is going to win the World Cup, they have to train hard beforehand. Our training, as Christians, starts the moment we accept the gift of God’s life. On a daily basis, we train ourselves to say no to the wrong things in our lives. As we build up our godly muscles we are better able to choose to do what is right in God’s eyes. To enable us to do all this we need to engage in the spiritual disciplines of prayer, studying the Bible and being part of a church and small group. How is your training going?

We send our condolences and the assurance of our prayers to the family and friends of the following people who have died recently:

Elizabeth Olwen Pritchard, known as Olwen, Mrs P or ‘De-De’, who died, aged 87, on 12th April 2018 grew up in Prestatyn, North Wales. She met and married her husband Derek when they were both studying in Liverpool and they brought up their children – Kate and Graham on the Wirral. A former teacher for children with special needs she moved with Derek to Sutton Courtenay in the 1980s. A deeply caring person she looked after many people, animals and children over the years – offering support and shelter whenever it was needed. She was always a very keen gardener and was a stalwart of the Vicar’s Fun Days running an incredible plant stall for many years. Her funeral was held at the South Oxfordshire District Crematorium and conducted by the Reverend Phil Sutton. Donations in her memory were made to Stadhampton Animal Sanctuary. She will be greatly missed by her family, neighbours and many friends in the village.

REST IN PEACE You Stay – We Pray! All Saints’ Church (now part of The DAMASCUS Parish) prays for all Sutton Courtenay residents who live and work in each road, on a weekly basis. As roads are of different lengths, some are prayed for twice (on consecutive weeks) and some for three weeks. There is a printed Rota in the Prayer Space of the Lady Chapel at All Saints. In addition to the Rector’s prayers as she travels round the village, the specific roads are prayed for by name at each Sunday Service and at each Wednesday’s Morning Prayer, and of course we can all remember each specific area as we move round Sutton Courtenay! Fathers Day curry lunch at Steventon Village Hall 12.45pm

Steventon and District Royal British Legion Branch, which includes Sutton Courtenay, Appleford, Drayton and Milton, are holding a special Curry Lunch on Sunday 17th June in Steventon Village Hall. Please put this in your diary now! The lunch, provided by Tiffins, will include chicken, lamb and vegetarian curry dishes with ice cream to follow. There will be a bar, kindly provided by the Steventon Sports and Social Club, and also a raffle. Everyone is welcome to come along regardless of whether or not you are a member of the Legion. Deal or No Deal?

There has been much talk of “The Growth Deal” – Government’s Deal with Oxfordshire County Council in which Oxfordshire will get £215m towards infrastructure and affordable housing in exchange for undertaking to build 100,000 homes by 2031. More than a quarter have already been built and 5 out of 6 District Councils have already signed up to build the rest in their Local Plans. So this is just extra money we didn’t know we were getting, isn’t it? At last we can get some infrastructure before the housing goes up. True, it is predicted we need around £1.5b of infrastructure by 2031 but there are several other pots of money that could well raise another £0.6b, and Government says that the £215m is only a downpayment. So it’s a pretty good deal, isn’t it?

Well, not everyone thinks so. The problem is that under the new NPPF (National Planning Policy Framework) Oxfordshire’s target should be around 65,000 new homes by 2031 – not 100,000. The District Council’s Local Plans were formed on the old NPPF figures. Although many tried to challenge them at the time on the grounds that extra housing numbers for economic growth were wildly exaggerated, we were not allowed to do so. So the government offer of £215m in return for building 35,000 more homes than their own figures say we need to, may not be quite the offer it first seemed. Have our Council Leaders sold us short? Given the dependence of Government on Growth in Oxfordshire, should we not have asked for far more?

It seems a number of things could derail the Growth Deal.

1. Government has demanded as part of their offer that all Local Plans are in place within a year. Recent developments in South Oxfordshire make that highly unlikely. Council Leaders are hoping that Government will give SODC more time.

2. It is not clear where the Deal would be if the “downpayment” turns out to be all there is. Could the District Council claim that they are no longer obliged to deliver the extra housing?

3. What if there is a change of Government? 2031 is a long way away.

As a result of Council Pressure, a new combined Scrutiny Committee with representatives from all Councils is being set up to scrutinize the Growth Deal and its progress. This is a most welcome development as too much has been discussed and decided behind closed doors. At last we should find out how the Deal was agreed, why it was signed and most importantly what the “get out” clauses say should happen if either side default.

Water on 2019 Reservoir Plan

1. Thank you for the opportunity to comment on your draft plan. I am glad to see that you have included other suggestions than simply going all out for that reservoir as you did last round. That is a great improvement, because local opinion is certainly hardening against the reservoir for some of the reasons set out below, and locals would much rather work with you constructively on implementation of much better solutions like Severn water transfer, reusing more purified river and sewage waste water, and including smaller additional water sources such as that TW are discussing with RWE to use up their license allocation now that Didcot A station is gone. 2. Summary arguments against reservoir: a. Massively too expensive when there are other and better ways to solve the problems of need for more water. b. Building such would cause a long period of disruption on local road and rail infrastructure both of which are already under great pressiUe in Oxon, and which so far the Govt. is currently only funding a very small proportion of the money needed on infrastructure. c.. Valuable good quality land would disappear for ever.

3. Better alternatives: a. The obvious ones of leakage repairs, and extending metering, and educating on better use of water. How good is the TW record on these? I am told it is not good on leakages especially, b. If water for London is the problem, there is always the option of more desalination, though expensive. c. I think the best option would be to drop the reservoir idea instead of having a long battle costing everyone time, effort and money, and concentrate on what I believe is the best option. i] Water transfer from Severn Trent now that water can be sold between water companies. I did see some detailed schemes of the water transfer worked out for the last resevoir enquiry; they could surely be expanded and updated. and ii] supplemented by more leakage activity, more use of recycling foul water, and new sources like Didcot A. This month I attended a meeting of Didcot First, an organisation that promotes Dicot positively and ensures it is a good place to work and live. Cold callers Police recently received a report of a cold caller, who approached elderly residents in the Faringdon area, offering to buy jewellery from them. The man was convincing with official looking brochures and was described as ‘charming but pushy’. The residents sold him a couple of pieces of jewellery, but their family were concerned about the man’s intent. Have you had a similar experience? Please report any similar incidents to the police by calling 101 with as much information as you can, including any business flyers, descriptions, vehicle details etc. Please be aware of anyone cold calling and follow the advice below if someone knocks at the door. Please talk to any elderly/vulnerable neighbours or family to also give them the following advice.

Look through the door-viewer if you have one, or the window, to see who is outside.

IF you decide to open the door use the door-chain.

Never leave callers unattended at the front door without securely closing or locking it.

Check the caller’s identity badge or card and, if you are unsure, ask them to wait and close the door.

Look up their organisation’s phone number and call to confirm the caller’s identity. DO NOT use any phone numbers the caller may give you.

Do not feel pressurised into buying items or services at the door. Always get three quotes for any work to be carried out.

Do not let callers into your house, and certainly do not allow any access to private rooms, such as bedrooms.

Do not give any information about where valuables may be kept.

Always remember that official visitors will be willing to wait while you check their identity, or to make an appointment to return at another time, when you could ask a family member or friend to be with you.

Is your dog microchipped? Having your dog microchipped can make a big difference when looking for, and trying to identify, a missing dog. In April 2016 it became a legal requirement for all dogs to be microchipped by 8 weeks of age.

Each microchip has a unique number that must be registered on a Government-approved database, along with information about your dog and you, as its owner. You can be fined if your dog is not registered on one of these databases. It’s important that the information is kept up-to-date so that if your dog does go missing you can be contacted at the correct address or telephone number. It’s also important to report it to the police as soon as possible, including making them aware of the microchip number, so that it can be recorded on the police database. This will make it easier for them to identify any dogs that are found, and to check whether they’ve been reported as missing or stolen. In 2016 the Dogs Trust recorded that, as a result of having a microchip with up-to-date details, 9,000 stray dogs were reunited with their owners If your dog is lost or stolen it’s recommended that you record it using online websites dedicated to finding them. These sites often work with police and other organisations, such as local Neighbourhood Watch groups and veterinary practices, to try to find the animals. Shed Oxford now warm and cosy thanks to support from Parish Council Shed Oxford, the community recycling and creative workshop at the Abbey, has been going from strength to strength in recent months. The Tractor Shed refurbishment is nearing completion and is now insulated, lined, electrified and illuminated, all with donated materials; in addition a woodburner has been installed, plus new shelving and storage space created. The club is now officially a charitable incorporated organisation (CIO) and has received much appreciated local financial support. A £100 start up grant was awarded by Sutton Courtenay Parish Council and a further £350 has been granted by Achilles from Milton Park to pay for insuring the Shed's activities. The group continues to meet regularly 3 times a week on

Mondays, Wednesdays and Fridays with around 10 active members attending on different days and 1 or 2 new members joining each month. Men from across the area are attending for company, camaraderie, practical work and, as the Shed becomes a more workable space, to pursue their own creative projects. Club members have wide and varied skills and experience and can count scientists, cabinet makers, engineers and electricians in their number. “Shed Oxford is open to anyone who wants to come along to enjoy working in the beautiful Abbey grounds. Whether you want to practise your craft or acquire new skills, you can be assured of a warm welcome.” says John Butler, chair of the group. The Shed will be staging an Open Day on Wednesday 20th June, 10.30 till 4.30. Anyone wondering what the Shed is all about is very welcome to come along and find out.

The mother bird laid 9 eggs in the end, and braved the cold spell and wind sitting on them to keep them warm. Finally, on the 9th May they hatched—well, seven of the eggs did, anyway. At first the chicks weren't quite sure how to eat, and were busy trying to stay warm. Since then they’ve been steadily growing and getting more demanding. Visit SCN’s website for updates and videos!

We have also been sent pictures from another bird box in the village by SCN reader Shirley Rance, showing another Tit family hatching out and growing. Thanks for sharing them with us, Shirley!

LOCAL CYCLING RIDES WITH CYCLING UK

Cycling UK is the UK’s national cyclists’ organization and the group based in Wantage organize regular rides in our area, all led by an experienced cyclist. The group caters for all types of recreational riders: beginners, families, and more experienced riders. Rides are graded with a star system and are always conducted at a pace to suit all participants. Café stops are usually included! Non-members are welcome to come and try. Most rides start in Grove.
