.Summary
| 3EHA Annual National Association Meeting, Brussels, 22nd June 2010
Trends and challenges
| 3
.Increasing scarcity of fossil fuelsWorld demand grows and extraction becomes moreexpensive. The 97% oil dependency makes the transportsector very vulnerable to oil shocks.Environmental challenges Transport is the
sector with worst development trend in CO2 emissions.Congestion of infrastructure Growing
demand for mobility – many cities are congested and somecrucial infrastructures like ports and airports becomesaturated.Funding of transport We have entered an era
of budgetary consolidations and of increasing socialsecurity spending owing to the aging of society
| 4EHA Annual National Association Meeting, Brussels, 22nd June 2010
Trends and challenges
| 4
.Urbanisation („the last mile‟) Urban dimension of
transport crucial : 84% of Europeans will live in
urban areas in 2050
.Global trends (global solutions) It is estimated
that cars in the world will increase from around
700 million today to more than 3 billion in 2050
.Demography: By 2060 30% of population will be
over 60 (c.f. 17% today); increasing migration and
internal mobility
.Subsidiarity: all levels of governance need to
meet the challenges (local, national, EU)

Recent Commission Transport Policy Initiatives
. Freight Transport Logistics Action Plan;
. European Economic Recovery Plan
. Action plan for the deployment of Intelligent Transport Systems in Europe
. Green Paper - TEN-T: A policy review - Towards a better integrated trans-european transport network…
. Green Paper “A sustainable future for transport…”
. Action Plan on Urban Mobility
| 6EHA Annual National Association Meeting, Brussels, 22nd June 2010
The White Paper on Transport
.The White Paper will define a strategy and an actionplan for transport policy over the next decade that isinspired by the long-term challenges
.Scheduled for adoption at the end of 2010
.The aim is to achieve transport sustainability, whichrequires actions to promote competitiveness, reduceenvironmental impact and enhance quality ofservices and jobs

The Strategy
| 7
Single Transport SystemUse less energy by exploiting the strength of each mode
Eliminating residual obstaclesEffective market opening in all modes
Getting prices rightInternalisation of external costs, subsidies
Enhancing interoperabilityTechnical standards, Single transport document
Informing users, shaping behaviourIntegrated ticketing, soft incentives, labels
Less
congestion
More use of
rail and
waterborne
Higher
resilience
Clean transport fuelsUse cleaner energy to end oil dependency
Setting long-term targetsShare of alternative fuels, Efficiency standards
Incentives and public procurementClean Vehicles Directive, Company car taxation
Supporting research & innovationTechnical standards, Demonstration projects
InfrastructureRefuelling stations, Smart grids
Security of
supply
Low-carbon
energy
Certainty for
investors
Better infrastructureExploit existing infrastructure more efficiently
Deploying ITSMultimodal traffic management systems
Establishing Green CorridorsCo-modality and advanced technology
Integrating modesTranshipment platforms and multimodal hubs
Revising transport funding
Single funding framework
A transport
system that is:
Multi-modal
Intelligent
Efficient

Perspectives for Alternative Fuels
Market shareAim for full substitution of oil in the long term
Consistent step-up process required
Biofuels: Domestic resource base; mature for the broad market
Broadening of resource base with 2nd generation biofuels
Political support, economic incentives, pilot plants
Hydrogen: Diversification of resource base as energy carrier
Improvement of energy efficiency with fuel cells
Research + development, demonstration projects
Electricity: Diversification of resource base as energy carrier
Improvement of energy efficiency with electric motors
Demonstration, early markets, research + development

Action Plan on Urban Mobility
.Green Paper on Urban Mobility in 2007 gave new
impetus to debate on urban transport in Europe
.Extensive stakeholder consultation helped identify 20
concrete EU-level actions in six thematic areas for
implementation until 2012
.The Action Plan on Urban Mobility of September 2009
provides a coherent framework for these action
.Actions do not impose on-size-fits-all solutions but
support and complement local efforts.Review in 2012
| 13EHA Annual National Association Meeting, Brussels, 22nd June 2010
Action Plan : Six themes and 20 actions
.Promoting integrated policies.Focusing on citizens.Greening urban transport.Strengthening funding.Sharing experience and knowledge.Optimising urban mobility
| 14EHA Annual National Association Meeting, Brussels, 22nd June 2010
Civitas – Developing tomorrow’s solutions
| 14
.Development of new technologies and integrated
concepts for urban mobility in demonstration projects
.City-led cooperation and information exchange across
Europe
.Promoting an integrated approach
.Funded by EU Research Framework Programme
.Keyfigures:
» 58 demonstration cities
» Over 170 network cities
» 180 M€ funding since 2002
| 15EHA Annual National Association Meeting, Brussels, 22nd June 2010
EU Funding Instruments – Examples I
. EU Research Framework Programme- Total of 4.16 B€ committed to transport theme in FP7. Structural and cohesion funds
- Approx. 8 B€ allocated to clean urban transport
- Provide e.g. financial support for 'transport investments and
integrated strategies for clean transport’ and for 'promoting clean
and sustainable public transport, particularly in urban areas.‘
. Public Private Partnerships- e.g. Green Cars Initiative of the European Economic Recovery
Plan with a budget of 5 B€ (1 B€ RTD grants + 4 B€ EIB loans)
| 16EHA Annual National Association Meeting, Brussels, 22nd June 2010
EU Funding Instruments – Examples II
. Marguerite - the 2020 European Fund for Energy,
Climate Change and Infrastructure
- joint initiative of Europe’s leading public financial institutions ,
including EIB
- supports green field investments in a number of target sectors,
including transport . Other instruments and programmes: STEER,
MARCO POLO, …
. General grants and tenders (e.g. for studies)

Summary
• Growing need for oil substitution in transport• Concerns on security of energy supply• Necessity of CO2 emission reductions in transport
• Package of new policy initiatives and actions
• Support to R&D – technologies, policy,
• Promotion of market introduction; public procurement• Market regulation (targets on energy, CO2, pollutants)
• EIB loans; Structural Funds; State aid; tax relief
• Transition to multiple fuel mix expected
• Progressive oil substitution with combinations of new fuels
• Biofuels, natural gas, electricity, hydrogen
• Planned, integrated approach to infrastructure build up – exploit synergies for production, distribution and storage
| 18EHA Annual National Association Meeting, Brussels, 22nd June 2010

Internalisation is important
| 20
.Take into account all externalities and provide
fairer comparison with other sectors
.Give incentives to „right‟ behaviour
.Promote the „right‟ technologies
.Provide signals for investments
.Collect resources for better transport
