72% of Europe‟s citizens live in cities

80% of the EU‟s GDP is generated in

cities

40% of CO2 from road transport

70% of other pollutants from urban traffic

Millions of hours are spent in urban and

regional congestion

European Comission DG MOVE – Urban Transport

• Urban mobility is still reliant on fossil fuels

• Urban road congestion costs around 80 billion euros per

year

• 38% of the 28.000 road fatalities occur in urban areas

• A Eurobarometer survey indicated that the majority of

citizens consider UM problems a serious concern

– This differs a lot from country to country

– The “Mobility Gap”

The Urban Mobility Package (2013)

Ingredients:

• Better and integrated Sustainable Urban Mobility Planning

(SUMPs)

• Multi stakeholder partnerships (public-private)

– Logistics

– ITS

– Safety

– Access regulation and road charging

• Platform for knowledge exchange ELTIS www.eltis.org

• Continue with new experiments CIVITAS Laboratory

• Investment funds to improve the mobility system (ESI, EIB)

and European Transport network (TEN-T)

Main Conclusions from CIVITAS

Demonstration Activities

• Attitudes towards sustainable modes improved significantly in all CIVITAS Cities

• Citizens involvement at an early stage leads to wider public acceptance

• Clean vehicles are on the rise – latest diesel technology probably best in terms of environmental benefits

• SMART-measures for mobility management can be implemented relatively easy and are very effective

• Access restrictions and parking control contribute to better local travel conditions

• Organisational planning is of major importance

• Stakeholder partnerships have led to fruitful cooperation

• Solid evaluation is necessary to assess long-term impacts

Some conclusions regarding the future of

CIVITAS

1. Continue greening (urban) mobility

– Hybrid & electric vehicles

– Sustainable biofuels (biogas, diesels, algae, ..)

– Public transport modes

– Non-motorised modes

– Reduce the need to travel (land use)

Page 19: Sustainable Mobility Planning in Mumbai - Examples from Europe

Some conclusions regarding C2020

2. Explore new ways of using the mobility

system

– Shared mobility opportunities

– New mobility service providers entering the market

– Integrated information/payment systems

• Move from selling tickets to offering a mobility service

Page 20: Sustainable Mobility Planning in Mumbai - Examples from Europe

Some conclusions regarding C2020

3. Increase insight in mobility behaviour

– “Data Tsunami” provides great opportunities to

understand and influence (urban) mobility

• E.g. Insight in cycling behaviour

• E.g. Insight in multimodal trips in urban environment

– Societal trends influence decision making

• E.g. dropping car ownership rates in urban areas among

young people

• E.g. mode-choice becomes more flexible and adapted to

specific needs

Page 21: Sustainable Mobility Planning in Mumbai - Examples from Europe

Some conclusions regarding C2020

4. Continue improving Sustainable Urban

Mobility Plans (SUMPS)

– CIVITAS as „champions league‟ for SUMPs

– Integration of measures is key

– Not only focus on technology, simple measures can

be as effective

– SUMP leads to SUM!

Page 22: Sustainable Mobility Planning in Mumbai - Examples from Europe

Some conclusions regarding C2020

5. Continue to build partnerships

– Between public and private organisations

– Focus on exploitation beyond the lifetime of the

experiment itself

– Rethink leading / learning concepts towards mutual

development of knowledge

– Level of innovation should fit the environment
