SCP - RE

• Promote and facilitate the extraction, processing and consumption of natural resources in a more environmentally sustainable way over the whole life cycle.

• In the achievement of this objective the SCP branch works towards ensuring that:

– Resource efficiency is increased and pollution is reduced over product life cycles and along supply chains;

– Investment in efficient, clean and safe industrial production methods is increased through public policies and private sector action;

– Consumer choice favors resource efficient and environmentally friendly products.

Why mainstream SCP?

• SCP is one key for sustainable development;• Coherent strategy for Resource Efficiency;• Integrates supply and demand-side activities and it can

support market strategies;• Makes use of Life Cycle Assessment, avoiding that problems

move to another areas/sectors;• Helps alleviating poverty and creating job and business

opportunities;• Seeks to achieve ‘win-win’ solutions & outcomes;

How to mainstream SCP

• Highly flexible approach (no perfect solution, it depends on the context);

• Link long-term vision to medium-term targets and short-term actions;

• Must be a process of continuous improvement and a multi-stakeholder process;

• National commitment and leadership;

• Based on comprehensive and reliable analysis; define objectives, targets, and develop monitoring mechanisms including SCP indicators;

• Build it from already existing national policies (e.g. National Environment Strategy) and Integrate it with existing national planning strategies such as NSDS, NEAP, UNDAF, PRSP;

Mauritius• Collaboration on mainstreaming SCP started in 2007;

• National Programme on Sustainable Consumption and Production “Achieving more with less”, approved by Cabinet in August 2008;

• 7 priority areas: Energy; Build. & Constr.; Water Use; Solid Waste Management and Recycling; Public Service Practices; Increase Market Supply and Demand for Sustainable Products; Education and Communication for SCP

• 44 projects in to be implemented by 14 leading agencies within a period of 5 years (2008-2013) ; implementation of 50% of the project has started;

• SCP coordination mechanism; SCP newsletter; National SCP indicator booklet;

• Several awareness raising and capacity building trainings and workshops aimed at different and divers stakeholders.

Cote d’Ivoire- SCP integrated in new National Sustainable Development Strategy

(NSDS),- UNEP provided advisory services and capacity building assistance;- Two capacity building workshop using the UNEP tools were

organized (September 2009 and May 2010) ;- Study “SCP in Cote d’Ivoire: challenges and opportunities”

complete the national SD diagnostic and to include an SCP pillar - in the NSDS;- The NSDS, developed with technical and financial assistance from

UNDP, (OIF) and UNEP, is in line with the national Poverty Reduction Strategy Paper -PRSP (2009-2013) and United Nations Development Assistance Framework-UNDAF (2009-2013).

- The validation of the NSDS is planned to take place by the end of 2010 and its implementation will cover 3- 5 years.

Mali• Joint work with PEI;• Study on synergies and linkages between Sustainable Consumption

and Production and the country’s poverty alleviation efforts; • Present new opportunities for the development of a green economy at country-level; • The outcomes of the study are being integrated in the on-going work done by PEI;• Outcomes will be used as inputs in the national planification

processes and sectoral and transversal strategies (national sustainable development strategy and poverty reduction strategy paper);

• SCP capacity building workshops are planed;

Burkina Faso• Joint collaboration with PEI;• National Sustainable Development Council conducted a study

on SCP looking into bottlenecks and opportunities for SCP;• Proposals for SCP related opportunities, which could assist the

Government of BF in their ongoing efforts for poverty alleviation.

• The study “10-year Framework for the implementation of SCP in BF” (10Y-FISCP-BF) has been restituted during a training workshop which was attended by representative from different ministerial departments, public sector and civil society.

• National ownership: The Ministry of Environment organized a national symposium on SCP.

• SCP has been included in the national Accelerated Growth and Sustainable Development Strategy which will be validated by end of October 2010.

• The 10Y-FISCP-BF will be adopted by the Ministerial Council and its implementation is scheduled to start in 2011.

Bhutan

• In Bhutan environment is integrated in all national strategies and plans and it is a main pillar of Gross National Happiness.

• UNEP has provided capacity building trainings for the District Environment Officers and other stakeholders from government and civil society using different “SCP-mainstreaming” tools (P4C, SCP indicators and Triple impact).

• UNEP also supported the study “Existing Good Practices of Sustainable Consumption and Production in Bhutan”.

Kazakhstan and Azerbaijan KZ: - 2006: “Concept of the transition of the Republic of Kazakhstan to

sustainable development for the period 2007-2024”. - Ministry of Environmental Protection and Ministry of Industry and Trade were designated to develop a Kazakh SCP model. - SCP model on energy, water and waste; was adopted by Cabinet in 2009. - Development of a full SCP programme is scheduled to start early 2011.

AZ:- Green Economy + SCP joined forces in the Republic of Azerbaijan;- Development of the “Green Economy Vision of the Republic of Azerbaijan

and Transition towards Sustainable Consumption and Production”;- Creation of a legislative and institutional framework for gradual shift

towards non-oil economy based on sustainable consumption and production principles and towards demonstration of innovative methods of economic activity as examples for replication.

Resource Panel

• The Resource Panel was set up in 2007 with the support of the European Commission.

• It supports the 2007 – 2013 ENRTP (Thematic Programme for Environment and sustainable management of Natural Resources, including energy).

• UNEP ensures that priorities of developing countries, which carry significant environmental burdens from global trade flows, are accounted for in the assessments are hence brought to the attention of decision makers.

• Terms of Reference– To provide independent, coherent and authoritative scientific assessments of

policy relevance on the sustainable use of natural resources and in particular their environmental impacts over the full life cycle;

– To contribute to a better understanding of how to decouple economic growth from environmental degradation.

– In short: To give decision-makers the information they need to respond to resource challenges

Eco-labelling and certification

• UNEP ecolabelling project: addressing the needs of developing countries through capacity building and technical assistance – for industries to comply with ecolabelling, and – for governments to create an enabling environment and

have better understanding to participate and contribute to international negotiations such as WTO, ISO

• Development of internationally accepted principles as a baseline against which sustainability claims are to be defined and communicated through a global consultation process.

19Marrakesh ProcessThe 10 Year Framework of Programmes on

SCP (10YFP)• The Marrakech Process, in broad consultation with stakeholders and in the

regions, has been developing input for a 10 YFP in support of regional and national initiatives to accelerate the shift towards sustainable consumption and production, as called for by the Johannesburg Plan of Implementation (JPOI).

• During CSD 18 (3rd-14th May 2010) the Marrakech Process was acknowledged by a number of countries, including groups such as the European Union and G77, as an important forum for dialogue on SCP, and there was a call to create a 10 YFP building on recent work on the national, sub-regional and regional strategies of the Marrakech Process.

• Regional Consultations have been held in order to identify priority programmes for the 10YFP;

Marrakesh ProcessThe 10 Year Framework of Programmes on

SCP (10YFP)• The European Commission has been providing comments on the input to the

10YFP as well as representing the UNECE region in the Marrakech Process Advisory Committee;

• Continued support and inputs will be required in further developing the 10YFP and especially in developing the programmes throughout the CSD process and also for UNEP’s Governing Council in February 2011, where SCP will be one of the main themes;

• Revision of 10YFP draft proposal and Development of the 10YFP Programmes (August - September 2010);

• Intersessional Meeting (1st-3rd November 2010),UNEP’s Governing Council – SCP as a main theme (21st-25th February 2011), CSD Intergovernmental Preparatory Meeting (IPM) 28th February-4th March 2011, CSD 19 – policy session (2nd-13th May 2011)

UNEP’s SPP Initiative (2011-2021)

In May 2010 at the 19th session of the Commission for Sustainable Development (CSD 19) UNEP will launch the SPP Initiative (SPPI).The SPPI will build on UNEP’s pilot SPP Project (2009-2011).

Assist new countries in Africa, Asia, Latin America and Europe design and implement SPP policy plans through the revised MTF Approach to SPPSupport SPP implementation in the first pilot countries (2009-2011)
