Introduction This summary of the Sustainable Community Strategy for West Cheshire sets out a vision for the future social, economic and environmental wellbeing of our area. Government requires local authorities to produce a Sustainable Community Strategy for their area which will then guide the activities of the main organisations and groups working there.

West Cheshire’s Sustainable Community Strategy was developed during 2009 and the early part of 2010 by talking to our communities and partners about future challenges, aspirations and concerns for West Cheshire; by looking at the facts and statistics about how the area will change; and also by thinking about the resources we have available to us.  

In producing the Strategy, we worked closely with the Local Development Framework and Local Transport Plan teams to ensure that these key strategies are complementary. This document summarises the main challenges we identified and the commitments we have made to addressing them. More detail is available in the full Strategy which can be viewed at www.westcheshiretogether.org.uk

Our challenges We have a unique area with a great variety across our built and natural environments and our communities, including a mix of urban and rural communities, industrial and market towns, heavy industry and leading­edge new technology, thriving retail and an extensive agricultural base. We recognise that we have some major issues and challenges to address:

• in 2010 we still have some significant areas of disadvantage and deprivation which we must turn around

• our communities are ageing and we must make sure that we have the services in place to meet their needs

• our economic base has been challenged and must become more resilient

• we have a responsibility to respond to climate change issues.

In response, our Strategy guides us towards the sort of place we want West Cheshire to be by 2026. It is aspirational, we know that we need to aim high to make the progress that we are committed to delivering.

We realise that we can’t do everything so we have focused on the key themes where there is a clear need to bring together different groups and organisations from across our area to address issues for our collective future. The intention is that together, we can aim high and achieve our ambitions.

Our Vision

We are working towards a vision that:

by 2026 West Cheshire will be even more prosperous and attractive: a really great place to live, work, learn and visit. The borough will play a full role in the region and beyond, fulfilling our changing responsibilities and enabling our residents to benefit from the opportunities in the twenty first century.

Our commitments

In order that we can work towards this vision, we have identified a range of commitments to guide our work together. Our commitments are grouped under three main headings:­

A. Living well together

Together we will promote community spirit and support communities to care for themselves and others and the environment in which they live.

To achieve this we will focus on:

• recognising, celebrating and engaging with our diverse communities 

• building and developing the role of the third sector (i.e. voluntary, community, faith and other not for profit groups and organisations)

• increasing confidence in public services, enabling people to feel safe in their communities 

• working with our communities to address local issues, particularly around crime and disorder

• engaging with and supporting our communities to take positive action on climate change and sustainable living.

B. Right services, right place, right time

Together we will appreciate and respond positively to the many and varied needs of our communities.  We will provide accessible services in order to support thriving, involved and sustainable communities.  

To achieve this we will focus on:

• developing and promoting appropriate and accessible ways to increase people’s ability to influence decision­making

• reducing health inequalities and encouraging people to live longer, healthier and active lives 

• aiming to eliminate the impact of poverty and deprivation within our communities 

• anticipating and supporting the needs and aspirations of our ageing population 

• improving access to good quality and affordable homes. 

C. Seizing opportunities

Together we will continue to work as the West Cheshire Together partnership, embracing a shared vision and sharing resources in order to grasp the existing and the new opportunities for West Cheshire.  

To achieve this we will focus on:

• supporting the development of a sustainable and resilient economy, with thriving businesses 

• providing our workforce with access to locally relevant skills and training to achieve better paid employment

• valuing and promoting West Cheshire’s unique and diverse natural and built environments, and supporting the development of rich cultural opportunities 

• recognising and releasing the potential of young people to play a full and active part in the future of West Cheshire. 

• adapting built and natural environments to be resilient to climate change.

Our immediate priorities Whilst this strategy sets out the challenges for the next 15 years, our priorities for the next couple of years include:

• supporting businesses in order to increase the number of people in jobs and the number of young people in education, training or employment

• delivering our regeneration programmes in Chester, the Weaver Valley, Ellesmere Port and our rural area and providing a strong and sustainable cultural infrastructure as a catalyst for community revitalisation

• increasing the number of affordable homes and ensuring that all homes meet the decent homes standard, particularly in Ellesmere Port

• reducing health inequalities, particularly focusing on men living in the most deprived areas and older women

• reducing drug and alcohol­related problems, particularly in relation to crime, arson, anti­social behaviour and health inequalities

• working with older people to raise awareness of their needs and aspirations.

Making it happen

Most of the commitments identified in the Strategy are beyond the scope of any one organisation to deliver. The key to taking forward the Sustainable Community Strategy is organisations from across the public, private voluntary and community sectors working together in partnership.  

We have already made good progress in organising partnership working through West Cheshire Together, our local strategic partnership. This includes partners from the police, fire and health services, housing and learning providers, business networks, and representatives from voluntary and community sectors and regional government.  We will also work through our more local networks of Area Partnership Boards and Community Forums to address local needs and opportunities.
