• The MTE teams all used the FFP funded Tufts Exit Strategies research as a guide
– Motivation, Capacity, Resources and Sometime Linkages
• Every activity had major problems with sustainability, despite a variety of approaches
• Some notable successes
• Some notable failures
• Some serious issues – more harm than good

• Limited coverage at community level
• Heavy reliance on volunteers = poor quality services
• Many of most vulnerable are excluded from producer groups – lack of land/resources
• VSLA loans are more short term (arbitrage) rather than longer term sustainable enterprises
• Systems thinking largely absent (seeds, water, service delivery, etc.)
• Variable quality and approach of training sessions

• Creating dependency – Entitlements vs Investments
• Livelihoods given up
• Insufficient attention to operation and maintenance costs
• Lack of linkages/information flow and sustained resources for risk reduction
• Lack of real sustainability strategy – “Hope is not a strategy!”
