Check-in – Check-out For the check-in you need to sign the Agreement for Accommodation in the Dormitory and familiarize with the Internal rules of the dormitories of the University and commit to obey them at the receptionist’s desk (the first floor lobby) which works 24/7. For entrance to the dormitory a student uses an electronic entrance (RFID) card or Lithuanian Student Identity Card (LSIC). Student receives the RFID card from Dormitory’s Administrator and uses it until he/she gets a Lithuanian Student Identity Card or for the whole living in the dormitory period, if he/she does not have an LSIC. If a student uses LSIC, than RFID card must be returned to the dormitory’s administration. In case the RFID card is lost or damaged, a fine of 15 Euros must be paid. If the RFID card was stolen and the student gets a confirmation from the Police Department and presents it to the Dormitory’s administrator, he does not need to pay the fine. A student can move out of the VMU Dormitory on his/her own decision anytime during the semester. If the student wants to do so, before moving out he/she must inform the VMU Dormitory’s Administrator about this decision and follow the check-out procedure. The payment for the VMU Dormitory should be done for the current month regarding the conditions in the Agreement for Accommodation in the Dormitory.

work, essay), final exam and other examinations (laboratory work,
home work etc.). 50 percent of the grade is accumulated by
examinations and papers and other 50 percent is for final exam
(exception for foreign languages which final exam is 30 percent of
the whole grade).
Important! Students are allowed to retake final exam one more
time if they fail it. Note! If an exam was passed, student is not
allowed to retake it proposing to get a better mark.
If you have not participated in the final exam it will be graded 0
(zero) and you will be not allowed to retake this exam.

need to inform professor about that in advance and have a proof
about illness from the doctor.
Full degree students who fail 3 or more final exams during whole
study period are eliminated from students’ list and cannot continue
the studies at VMU.
An absolute ten-point grading scale is used to access the
knowledge of the university students. The ten-point grading system
is applied for the assessment of examinations, projects, homework,
tests and other tasks. Sufficient level of knowledge is indicated by
these marks:
Positive marks – 10, 9, 8, 7, 6 and 5.

SAFETY TIPS FOR INTERNATIONAL STUDENTS
Advices by Kaunas city chief Police office:
Spend your leisure time with persons whom you know and
trust.
Choose a company you trust especially when you drink
alcohol drinks and if you want to leave your belongings to
somebody. Do not leave your belongings (such as personal
documents, phone, wallet, photo or video cameras)
unattended even for a short period.
Watch your belongings in the crowded spaces, especially in
the public transport.
Take as much money as you need for the going out. Do not
take too much at once and keep it in several places.
Immediately call your bank for blocking your payment card if
it was lost or robbed. Do not take your payment card pin code
for going out.
Do not leave clubs / bars with unknown persons.
Be careful while crossing the street. Use the traffic light or
crossing area for pedestrians. Crossing area does not give the
preference to cross the street - pay attention that the car is
being decelerated, especially when the road is slippery. Cross
the street quickly without shambling. Wear the reflector
(given by VMU International Office) in the night.
Try to bypass remote dark city areas. Have a lighter or a
spotlight.
It is always recommended to take a taxi home if you stay
longer at your friend or in the club / bar.
Cross the street if you have some doubts of being followed.
Run to any public or more lighten place and call for the help.
P a g e | 30
Do not strain yourself in fighting if you were attacked by the
robber. Your life and health are more important than your
belongings.
Immediately call the police if you are attacked, robbed,
overreached, notice strangely behaving persons or get aware
about made or planned crime. Try to memorize the faces,
numbers, cars, colours, etc.
IMPORTANT! A person could get an administrative fine for a
violation or disturbance according to Lithuanian law:
It is forbidden to use drugs (marihuana, opium, heroin,
hashish, hallucinogen, synthetic drug) and other psycho-
tropical materials in Lithuania (various solvents, volatile stuff,
lenitive and sleeping pills, etc without the doctor
prescription).
It is not allowed to smoke in the bars, drink alcohol or to be
seen drunk in public places in Lithuania.
It is forbidden to loudly listen to the music, shout, insult and
assault people, make the mess or disturb public order in
other way.
Quiet hours in Lithuania extend from 10:00 pm to 7:00 am.
OR SIMPLY: BE CAREFUL AND RESPECT OTHERS

HEALTH CARE
Students from European Union countries for necessary medical care
services may use Health Insurance Card (EHIC). Card is valid in the
health care institutions belonging to the Lithuanian National
Health System. Recommended institutions’ list is provided in the
following page. Important issues to note (listed below) concerning
health care reimbursements with EHIC:
If you need to be reimbursed, present the paid bills or
documents proving the payment together with doctor’s
explanation form to your relevant institution when you return
home.
Remember: only the costs of necessary medical care are
reimbursed at your home country in case you have to pay for
the treatment.
EHIC holders are eligible to be reimbursed for the costs of
subsidised medicines prescribed for out-patient treatment
purposes. There are 4 reimbursement levels for medicines:
100%, 90%, 80% and 50% of reference price. Subsidised
medicines can only be obtained with a doctor’s prescription.
A person must show his EHIC and proof of identity in the
pharmacy.
Important! The doctor has the right to charge your visit if you do
not have an EHIC. Make sure you get a medical extract or doctor’s
explanation form (list of the health care services received).
Students from non European Union countries have to insure their
health privately before coming to Lithuania or immediately after
arrival. Students have to pay for all the health care services by
themselves. Insurance company reimburses the expenses under
receipt received for medical treatment afterwards.
P a g e | 32
Note! In case of illness you have missed examinations please
deliver a doctor’s note as proof of your illness to the teacher
otherwise you will not be allowed to retake exam.
Following shall be indicated in your private health insurance policy
or the letter from your insurance company:
number of health insurance contract (policy);
statement that you are covered for medical, hospitalization
and repatriation expenses;
particulars of the insurance company: name, address of
registered office, telephone or fax number;
full name of the insured person;
the amount of health insurance;
duration of health insurance contract (policy);
territorial coverage of health insurance contract (policy);
non-insured events;
the minimum coverage shall be 5800 EUR.
How to get hospital treatment?
In case of emergency you can go directly to the hospital. You have
to present your EHIC or proof of your private health insurance
policy together with an identification card or passport at the
reception desk. For scheduled hospital treatment, you will have to
consult with a general practitioner or a specialist.

PUBLIC TRANSPORT IN KAUNAS
Buses and Trolleybuses
Kaunas has 16 trolleybus routes and 36 bus routes, generally
running from 5:00 until 23:00, some run later as well. There are
night buses on weekends and festive days. The further you are from
the centre the less chance you have of catching a bus late at night.
Note that the entrance to bus or trolleybus is from the front door.
Public transport discount for International students
According to Lithuanian law 50% transport discount applies only
for International Exchange students (European Union citizens) and
International degree students studying at Lithuanian Universities
Bachelor or Master full degree programmes in English.
- Students, EU citizens (VMU exchange, degree students or
free movers), in order to get discounts and use public
transport can use International Student Identity Card
(www.isic.lt/en), together with ISIC they must always have
their ID cards.
- VMU Bachelor or Master Degree students, coming from non
EU countries, must order Lithuanian Student ID card
(www.lsp.lt/en) in order to get discounts for public
transport and must always have this card with them when
using public transport.
- For International Exchange students (non EU citizens)
public transport discount does not apply.
There are 2 types of the Kaunas public transport tickets:
1. Single-use paper tickets. Single-use paper ticket can be
bought after boarding the vehicle from the driver in the bus
or trolleybus (€0,35 with ISIC/LSIC or €0,70). You do not
need to mark it. Please note that for security reasons drivers
do not carry cash with them, so please be prepared to pay
the exact amount of money.
P a g e | 36
2. Single-use and periodic electronic tickets (E-ticket). There
are single-use, 7 days, 30 days, 92 days and 365 days
validity E-tickets. These tickets may be loaded into the E-
ticket plastic card which costs €1,74 (do not forget to write
your name and surname on the card!). E-ticket card and E-
tickets can be bought in the newspaper kiosks that are
located all around the city, most often next to the bus
stops. Inform the seller about the kind of the E-ticket
(single-use, 7 days and etc.), the price (full or discounted for
students) and quantity you want to load into E-ticket card.
It is recommended to save the receipt of the payment for
the whole time you use E-ticket.
E-ticket marking (scanning) and validation:
Single-use and 1 month E-tickets have to be scanned by
touching the yellow machine in the vehicle with your
E-ticket plastic card each time you board.
1 month E-ticket is valid for the current month if you buy
it untill 14th calendar day of that month. 1 month E-ticket
bought after 14th calendar day will be valid for the next
month.
Periodic E-tickets lasting 7, 30 or 92 days have to be
validated first when you start using them. In order to
validate your E-ticket, use the button “2” of the yellow
machine in the vehicle and touch the yellow machine with
your E-ticket plastic card afterwards.
Validated E-ticket has to be scanned by touching the
yellow machine in the vehicle with your plastic card each
time you board. The end of E-ticket validity period appears
in the screen: in Lithuanian “Registruotas iki:” 2014-xx-xx.
You may check E-ticket card’s balance by holding it for several
seconds close to the yellow machine: the word in Lithuanian “Liko”:
P a g e | 37
and the amount of the balance “€XX,XX” appears in the screen. The
words in Lithuanian “Nepakankamas likutis” mean that the E-card is
empty.

Minibuses
There are 7 minibus routes within city that are served by the
private carriers. Minibuses generally run from 5:00 to 23:00. You
can stop a minibus by raising a hand.
Single ride tickets can be purchased only from the driver. Ticket
price for a single-use ride is €0,90. Pay the driver as you get in.
When you reach the place where you want to get out, say Prašom
sustoti (Please, stop), add čia (here) or stotelėje (at the bus stop).
Taxi
It is recommended to call a taxi rather than to get one at a taxi
stand. This way you will be sure that pay is fair. It is also wise to
negotiate a price before getting into taxi. Drivers are obliged by
P a g e | 38
law to display their operating licenses and taximeters. A taxi
driver must issue a receipt if it is required by the passenger. Prices
are higher at night. Dispatchers generally can speak basic English
and Russian.
