1 STORY
1.1 Introduction
Policies discussed here are general statements of direction and purpose that allow the Church to exercise good judgment in the daily operation of the church and promote the efficient use of resources in the congregation. It lists routine duties and answers questions that arise as duties are performed. The procedure section where applicable, gives step by step instructions for performing each task. This handbook is designed to help our leadership with the effective management of our church with decision-making, and with accountability. It contains information that will facilitate our management of legal risks and help us shield our church and its leaders from possible litigation. The Constitution of CAC Worldwide and Constitution of CAC Surrey Docks govern all policies contained herein. The CAC Surrey Docks Constitution supersedes all departmental policies. This handbook and policy statements shall be subject to interpretation in a manner that is consistent with the Church Constitution. This handbook also supersedes any previous handbook and/or written or unwritten policies. CAC Surrey Docks reserves the right to establish, administer, change or eliminate policies, guidelines, benefits and procedures at any time.
Policy
Policies explain what and why things are done, they define the authority required, boundaries set, responsibilities delegated, and guidelines established to carry out a function of the church. In other words, policies tell who does the task, why it is done, and, under what conditions it is done. Policies answer questions that arise during unique circumstances. Policies provide uniform treatment of a situation, thus achieving continuity of operation. Policies take personalities out of the picture. Decisions are based on the church policy not on the individual, and each situation is treated the same.
Procedure
Procedures explain how a task is done. A detailed listing is made of each step taken to complete the process. A step by step description of the process is used to complete the job. Policies and procedures are not meant to be restrictive, but to offer parameters within which we may organize and develop our common life and witness to the Gospel. We hope that these reflect our understanding that we are a faith community grounded in a covenant relationship with God and with one another that allows all to grow into full maturity. Our policies and procedures will also reflect our church’s vow to strive for justice and peace and to respect the dignity of every human being. It is hoped that every member will help in the continued development of these covenant agreements that grow out of the Constitution of CAC, our vision and mission statements and core values as well as the continued work of our Council and Ministry Leaders.
Intended audience
This handbook is produced only for the use of CAC Surrey Docks’ Council, Pastors, Evangelists, Deacons, Deaconesses and all workers and the congregation.

The policy may be reviewed or withdrawn by the Church Council.
Handbook Update
The Policy Handbook will be reviewed annually. All proposed revisions must be approved or amended by the Church Council and minute. - Revised policy statements will be issued to all handbook holders using print or electronic
means. The person responsible for maintaining the handbook and any policy statements held on the Internet, local area network or stand-alone PCs will keep a current list of all handbook holders.
- Operational leads and other equivalent leaders are owners of this handbook and responsible for identifying updates for their sections.

2 STATEMENTS
2.1 Church Aim
For advancement of the Christian faith and the spread of the gospel, of our Lord Jesus Christ.
2.2 Church Objective
For the advancement of religion by: 1. Propagating of Christianity as laid down in the Holy Bible purely in accordance with the great
prophetic revelations of our Lord Jesus Christ to the late Apostle Ayodele Babalola which led to the great revival of 1930 in Ilesha, Nigeria.
2. To organise revivals, Bible school, Christian fellowship and service. 3. To promote the spiritual teaching and the maintenance of the doctrines of Jesus Christ
especially as revealed to the late Apostle Joseph Ayodele Babalola. 4. To promote the observance of these doctrines and others which give Christianity expression
substance and meaning in the eyes of the world. 5. To support Ministers, Evangelists and all other Christian workers or organisations engaged in
any aspect of the Christian Ministry.
2.3 Vision Statement
"Empowering souls and imparting lives." The Biblical basis of this, is Luke 4:18-19.
2.4 Mission Statement
The Mission statements are derived from Matthew 18:18-28 and Acts 2:42 and anchored on five ministerial fields tagged; '5 Ws' namely: Witness, Worship, Word, Welfare and Warfare. These are as presented and expained below:
1. Word: To build a Pentecostal Church of dedicated and matured believers who are dynamic,
walking in the fruit of the Spirit and demonstrating the gifts of the Holy Spirit through the
application of God’s word.
2. Worship: To raise up winners, full of joy, holiness and assurance of salvation, irrespective
of their age, gender, colour, education, cultural or socio-economic status.
3. Welfare: To put into operation practical, purposeful, spiritual and community oriented
programmes/ministries.
4. Witness: To penetrate and saturate Great Britain, Europe and the rest of the World with the
Gospel of Jesus Christ.
5. Warfare: To maintain and to keep the unity of the Body of Christ with other Bible-believing
Church of Christ in our environment and around the world. (To raise people who love prayer
and are committed to praying both privately and publicly).
2.5 The Tenets of CAC
The CAC derives its doctrine from the Holy Scriptures, sermons, cooperation with other churches, and beliefs of the founding fathers and mothers. The Tenets of CAC are the Biblical truths which we must hold and maintain. CAC accepts the teachings of the Bible in its entirety, the Tenets are not intended to replace the Bible. They are necessary to guard against false teachings in a world of shifting morals and beliefs (II Pet 2: 1, Titus 1: 11).

1. The unity of the Godhead and the Trinity of the persons therein. 2. The utter depravity of human nature, the necessity for Repentance and Regeneration and
the Eternal Doom of the finally impenitent. 3. The Virgin Birth, Sinless life, Atoning Death, Triumphant Resurrection, Ascension and
Abiding Intercession of our Lord Jesus Christ; His Second Coming and Millennial Reign upon earth.
4. Justification and Sanctification of the Believers through the-finished work of Christ. 5. The Baptism of the Holy Spirit for Believers with signs following. 6. The Nine Gifts of the Holy Spirit for the edification, exhortation and comfort of the Church

2.6 Church History
In the early part of the year 1918, a prayer band was formed at the Saint Saviour’s Anglican Church, Ijebu Ode. The early pioneers of this movement were J. B. Esinsinade, D. O. Odubanjo and Miss Sophia Odunlami, all of St. Saviours Anglican Church, Ijebu Ode, Nigeria. This group aimed at purifying themselves and the church. Around this time, a young man by the name; Joseph Ayodele Babalola, already called of God, was doing exploits in Odo-Owa. Filled with the spirit, his fervent new religious approach captured the attention of everyone. Christ Apostolic Church (CAC) was founded in 1928 and was led with great signs, outstanding wonders and unusual miracles by Apostle Joseph Ayodele Babalola who slept in the Lord in 1959. Hundreds of people, men and women started to identify themselves as the followers of the new prophet. Prominent among them were Messrs. Joshua Adeniran Medaiyese, Abraham Omotoso, John Oye Ajilore, Daniel Orekoya, Philip Bangbade, Emmanuel Omotunde, Peter Olatunji, J.S.B. Odusona, J.A Babatope, John B. Orogun, D.O Babajide, A.O Olutimehin, and a host of others. These people began to exercise same religious faith in their homes, towns and villages. CAC has remained at the forefront of global Pentecostalism since then. CAC Surrey Docks was carved out of CAC Seven Sisters and founded in 1987 under the inspirational leadership of Pastor N. O Adeusi AGS and Pastor E.O Medaiyese, the church has witnessed a solid and steady growth leading to the inauguration of branches. The five branches of Surrey Docks are strategically located in Welling, Leyton, Swanscombe, Hastings and Brussels. The detailed Church history is in Annex to CAC Surrey Docks handbook

3 STRUCTURE
3.1 Governance
CAC Surrey Docks is led by several Godly leaders selected from the congregation for leadership direction, financial accountability, spiritual guidance, and Ministry implementation.

3.2 Ministers
Ordination
Ordination is the act of setting one apart to an office of leadership within the Christian Ministry. The responsibility and authority to ordain rests exclusively with the church. It is a public act of commitment in the presence of God's people on the part of the man who gives evidence of his surrender to God's call. On the part of the church, this ceremony is an act of approval and not of bestowal. It is an acknowledgment that God has already gifted and called the individual to service. Although the church should not be hasty in ordaining any individual, it should joyfully participate in the ordination of a man
who has first proved himself in call, gift, and dedication.
All minsters are expected to live in accordance to Biblical principles and qualities, many of which are established in 1 Timothy 3 and Titus 2 and 3 Their morals and ethics should not be open to attack, and their reputations should be clear. They should be self-controlled, avoiding extremes. Their thinking should balance mind and spirit. They are the examples of leadership to Surrey Docks and representatives of the Church to the world.
Church Membership
Membership shall be open to both male and female members of the public, of all nationalities, who accept the teachings of Our Lord Jesus Christ and the Holy Bible as reinforced by the great revelations made by Our Lord Jesus Christ to the Late Apostle Joseph Ayodele Babalola. Admission shall be free without any obligation.
Bands
Band Membership
The Church shall be organized on the basis that should be devoid of nepotism, tribalism or racism, or discrimination based on wealth or lack of it.

Members may join bands or be assigned to the band by the minister of God Full details of bands are contained in the Church Constitution. Creation of Bands The Church may create new bands as the need arises.
3.3 Voluntary Church Workers
Most of us know how essential volunteers are to making sure our church is effective as it need to be. Churches need to develop an ethos of valuing volunteers, but in order for churches to thrive, they would do best to raise volunteers who are leaders and choose leaders who have been volunteers. So, volunteers are a vital part of our church running smoothly. Something that makes them even more remarkable is that they often go unrecognized. Volunteers must be willing to humbly serve Christ and their brothers and sisters without ever expecting to shine in the spotlight. Whether a volunteer is overseeing an entire ministry, leading one small group, organizing donations to the church, lovingly caring for infants during a service, setting up chairs, or greeting guests with a smile at the door, volunteers are doing a key service for the church. The church could not function as it does without each and every one of them. Volunteer vs. paid? There is often a debate on this, but we believe churches ought to be hesitant in paying volunteers because it sends the signal that people should be paid for serving God. At CAC Surrey Docks we rely on workers who carry out their Christian service without financial remuneration. The CAC Surrey Docks District Workers Handbook has been produced as a guide and a reference point to the conduct of all the workers in CAC Surrey Docks District. It is informational and instructional and it governs all workers within the district. The Workers hand book supersedes all departmentally produced guidelines. In addition to the handbook, CAC Surrey Docks will also take guidelines below into consideration
Clarity about what a volunteer is being asked to do to assist the church. Thanking and appreciating volunteers is an important way of building relationships.
Sometimes this will be just a word, sometimes a thank you card for something particular, sometimes it could be a thank you celebration for a group of volunteers and some volunteers might appreciate a certificate thanking them for the number of hours that they have done in any given time. This can be particularly important for young volunteers, building a CV and wanting to provide evidence of what they have been doing. The type of certificate will depend on the volunteer but Microsoft Word and Publisher both have templates that can be adapted. Where human beings are involved, misunderstandings or challenges will inevitably arise. Recognizing this and dealing with difficulties well can help to build a strong team.
There are some formalities associated with working with those vulnerable, some of which (e.g. Safeguarding and Health and Safety) are legal requirements. Getting formalities in place that fit your context can be enormously helpful.
The church will support volunteers to develop.
One final note: Pastors and Church leaders should be cautious to never fall into believing that one volunteer role is better than another volunteer role, or valuing the volunteer who oversees the children’s ministry above the volunteer who takes out the trash. We are all humbly pouring ourselves out for others and for the church. Christ loves each of us equally.

As His life and example teaches us, true leadership is not about achieving the highest, most glamorous position. It is about getting down on our hands and knees in the middle of the mess and washing others’ feet. Our church could not reach the people they reach without our incredible teams of volunteers and we thank God for them.

Appointment and Tenure of Office
The Church has responsibility to appoint leaders to key areas within the Church and all operational leads.
The Church will review all serving Church officers on an annual basis and present/represent to the Church at the beginning of the year and pray for them.
All Church appointed leaders will serve a maximum of 4 years in any such post and can be moved around to other areas.
The Church authorities will consult with leaders in nominating succeeding team.
Conflict of Interest
Care will be taken in the operation and administration of the church to avoid any conflict of interest issues as well as properly documenting and disclosing related-party transactions, if any. It is not the intent of CAC Surrey Docks congregation, staff or family members of staff to financially benefit from providing services or related financial interactions between the congregation and church unless competitively justified and handled in an “arms-length” fashion. It is the policy of CAC that every Council Member, Officer, or Employee shall abstain from involvement, whether by voting or otherwise participating in the decision-making process, in those situations where they have or may have a conflict of interest.

A conflict of interest is deemed to exist where: The person has a substantive interest, whether direct or indirect, in the matter at hand or the
other party(ies) involved; The person is either a Council Member Pastor, or employee of the other party(ies) involved;
or The person’s spouse, children, parent, or siblings are in substantive relationships with the
other party (ies) involved. In those situations where a conflict of interest does exist or has the potential to exist, any Council Member, Pastor, or Employee aware of such shall notify the Pastor or a member of the Council. Council Members, Pastors, and Employees are encouraged to participate actively in community and professional activities. Council Members, Pastors and Employees may not always be fully aware of all interagency involvement(s), they should inform the Senior Pastor of any intentions to participate in any activity that could potentially give rise to a conflict of interest.
Confidentiality Agreement
During the course of voluntary work with CAC Surrey Docks, members may have access to information of a sensitive and/or confidential nature. This information could be contained in church records or databases, correspondence with church members and others, inter-office memoranda, and other similar documents, conversations, or telephone calls. Workers of CAC Surrey Docks serve in a position of trust, and they have an obligation to the church and to those persons to whom the church ministers to see that the confidentiality of this information is strictly maintained and protected. The church maintains information about its current and past paid staff/employees, ministers, leaders, volunteers, members, visitors and affiliates, as well as information concerning the church’s business operations and processes. The information is considered confidential or sensitive. The church restricts access to information for legitimate business purposes and requires those who have access to information: to access information solely for a legitimate business purpose as-needed, and not disclose information to any individual, group, media or organization. Unauthorized use or disclosure, even if inadvertent, compromises both the employee and the church and seriously erodes the confidence of others without which CAC Surrey docks could not effectively minister. Confidential information must not be disclosed, duplicated or used by employees except as required in the performance of their duties with the church. Failure to adhere to these standards will result in disciplinary action up to and including termination. The employee's obligation to preserve the confidentiality of information acquired during their employment continues even after the church no longer employs them. The employee may not disclose, after separation of their employment, any information that they were not permitted to disclose during their employment. See section 5.7.3 on Data Protection

3.4 Committees
Generally, a committee of 5 – 12 church members in good standing, will be nominated to serve in a committee as deemed fit by the Council. The Church Council is empowered by the constitution to set any committee(s) that may be needed for any special task as it may deem fit, including and not limited to:

Building Maintenance Committee
Responsibilities of a building committee include caring for the facilities used for worship, mission activities and fellowship. Members serving on the building committee have responsibility in an advisory role for routine maintenance of heating and plumbing systems, the buildings exterior, landscaping and the interior and health and safety issues. However, when capital improvements such as remodeling, rebuilding or renovation are involved, the building committee's work spans the entire project from a feasibility study to completion, including communication about its purpose and progress with the entire congregation.

Anniversary
It is the responsibility of the Anniversary Committee to ensure a fun-filled package of events to mark the church anniversary. This is done between September and October of every year in CAC Surrey Docks.
The committee is expected to plan well ahead of the anniversary
Inform church members a full year in advance. Create a membership list to help with raising funds for the event. Designate a team to locate members using a master list, and other people’s resources. It is important for each committee member to work together to have a fun and well-organized
celebration! The church with invite the community as a great way to bring others into the church family
and share God’s WORD! Plan a schedule of activities for the celebration for a whole week with different activities taking
place every day. Secure outside speakers, children and the youth to participate in events. Advertise celebration activities in church bulletin. Provide anniversary souvenirs, ornaments, pens, T-shirt, notebook, magnet, bookmark, or
bags to mark the occasion. Feature music, plays, presentations and award prizes during the anniversary.

5 STANDARDS, OPERATIONS, POLICIES AND PROCEDURE
5.1 Church Service / Events
Our services will generically follow the standards and sequence of the CAC Service handbook where applicable; there may be deviations at the discretion of the Minister.
Sunday School
Sunday school is held every Sunday for both adults, youth and the children. The adult and the youth have their Sunday school programmes together in the church for approximately one hour. Sunday school teachers will study the CAC Sunday School teacher’s manual before teaching any class. Sunday school is a church-based forum where topics around the Christian faith will be brought up for discussions with the congregation. Sunday school will take place every Sunday between 11:00am and 12:00pm A minister oversees the ongoing management and structure around Sunday school.
Bible Studies
Bible Study is a weekly programme overseen by a minister every Wednesday from 7:00pm – 9:00pm. It is a Church forum where attendees discuss various subject matters and topics within the Holy Bible. Bible Study will not take place during certain special programmes, any changes made to the weekly running of Bible Study programme will be communicated to the congregation accordingly.
Weddings
God has ordained marriage as the covenant relationship between a man and a woman, CAC Surrey Docks will only recognize marriages between a biological man and a biological woman. It is our position that (Biblical) marriage is sanctioned by God and that it joins one man and one woman in a single, exclusive union. For this church, and those authorized by this church, to solemnize any other sort of civil union or marriage (e.g., “same-sex marriage”) would be a violation of our beliefs and faith. The Ministers and members of CAC Surrey Docks shall therefore only participate in weddings and solemnize marriages between one man and one woman. All persons desiring to be married at CAC Surrey Docks or by a member of our Pastoral staff shall be required to complete pre-marital counselling and guidance with one of our Ministers. Couples must be willing to abide by Christian conduct as set forth in the Bible for unmarried couples. We require and expect the couple to be actively involved in Church worship (here or elsewhere) and demonstrate their loyalty and belief in God the Father, Son and Holy Ghost.

and then referred to the counselling and guidance team (G/Team).

To prepare the couple for the new journey they are about to embark on, the G/Team will arrange a date and take the couple through a period of biblical teaching regarding relationships and marriage before they are married. Topics covered include
The team will provide a ‘friend of the couple’ to hand hold the couple through the various requirements and stages they will need to go through to fulfil both the Church and their own requirements for a successful marriage at CAC Surrey Docks.
The philosophy underlying the policies for weddings is that Christian emphasis be encouraged and that members relate the ceremony to Christian family commitment.
All weddings shall be scheduled on the master church calendar with priority being given to church members.
The Pastor, Staff, and the worship team are available upon appointment to assist in all weddings.
Guest ministers shall be approved by the Pastor. Guest organist shall be approved by the Music Minister.

5.1.3.1 What are the legal requirements for a church wedding?
You can marry in a church from the age of 18 onwards in a church wedding ceremony in England, Wales and Northern Ireland. If you’re aged 16 or 17, you will need your parents’ approval in England and Wales, but not in Scotland where it’s legal without consent providing there are two witnesses. Church wedding ceremonies must take place between 8am and 6pm and be witnessed by at least two people. You’ve probably heard about ‘having your banns read’ in connection to a church wedding – this is required before the marriage takes place as it signifies your intention to marry. Your banns will be read out in the church where each of you worship as well as in the church where you’re planning on marrying for three Sundays during the three months leading up to the wedding.
5.1.3.2 How far in advance should I book my church wedding ceremony?
It works the same way as booking a civil wedding ceremony in that places will get booked up months in advance. Talk to your Pastor or the church office as soon as possible, particularly if you’re hoping to marry in peak wedding season.

5.1.3.3 How much does a church wedding ceremony cost?

Naming Ceremony
Naming ceremonies within CAC are held 8 days after the birth of the child at the Church or alternative location as agreed. In the case of extenuating circumstances regarding the child or parent’s health, arrangements can be made to have the ceremony at a later date. It is advised that the church is informed of this to allow enough time to book use of the church.
Baptism
We believe in baptism by immersion as a public profession of faith in Christ. It is symbolic of the
death, burial, and resurrection of Christ. It is a declaration to the world that we have died to sin
and have been raised with Christ to walk in newness of life. All believers in Christ, signifying new
life and devotion to Him as Saviour and Lord; at CAC Surrey Docks undergo baptism after
attending regular baptism classes, upon completion and further examination, candidates will be
recommended to the ministerial council for baptism.
Discipleship Class
Grower’s class is the natural progression from Baptismal class at CAC Surrey Docks and is held
every Sunday at the same time as baptismal class.
After attending regular growers’ class, upon completion and further examination, candidates will
be recommended to join the voluntary works within the Church.
For anyone to be a worker at Christ Apostolic Church Surrey Docks they MUST complete
Growers Class.
Holy Communion
Communion is a primary ongoing expression of remembrance and thanksgiving for the atoning
death and resurrection life of Jesus Christ. Communion consists of two elements: the bread and
the cup. These elements are symbolic of the Body and the Blood of Christ. Communion is a
memorial of Christ’s sufferings on the cross and a celebration of our salvation
The Church will serve the Holy Communion every last Sunday of the month and this will
commence immediately after the combined service.
Funeral
CAC Surrey Docks will be there to help you through one of life’s most difficult times. We will give support before, during and after the service, for as long as it’s needed. When a death occurs, the Pastor or Minister can be consulted immediately because he or she is uniquely equipped to give those Christian services the bereaved family needs at that time. There will be important decisions that the family has to make at this time that the minister is able to discuss objectively with love and compassion. The Minister will need to meet with the family also to arrange

the funeral service. All Christ Apostolic Churches do not hold funeral services in their churches in which case the body of the deceased will not be allowed into the church. Services will be held at another premises or hall where the funeral will take place and the Pastors perform the funeral rites at the cemetery where the body of the deceased is kept.
5.2 COUNSELLING
CAC Surrey Docks is committed to the nurturing, protection and safekeeping of its members, it is the responsibility of each one of us to care for one another and to seek to help others when they are experiencing hardship or problems that, for the moment, seem beyond their ability to cope. Help provided may involve the use of counselling skills. Such counselling is provided free, informal, unstructured care and ministry relating to a particular concern of an individual seeking help of the church. There may be regular meetings with the person and records may be kept of issues discussed, where records are kept, the counsellor is encouraged to inform the counselee of the records of the counseling session. The Counsellor should also make the counselee aware of any limits of expertise and the areas of competence to provide counseling. The Counsellor should ensure to define the relationship and boundary Counsellors are expected to have received training in counselling skills from CAC and apply Biblical ethos in counselling. Pastoral counseling should only be on matters in which one is competent on by prior education, training and experience. All counsellors are encouraged to maintain their counseling skills through continuing education provided by CAC.
5.3 COMMUNICATION
At CAC Surrey Docks, we appreciate the importance of effective communication within the church and the essential role that media can play in providing different avenues of spreading the gospel and marketing. We are committed to protecting the identity of our congregation from the media on church property, unless specifically stated otherwise. In order to achieve this, the following policies shall be implemented (this does not apply to media or video recorded by members of the church):
1. Any person from the media seeking to conduct an interview and/or any outside organization requesting a speaker from the church shall be directed to the Church Council.
2. Any person or department wishing to contact the media on behalf of the church must first obtain approval from the Church Council.
3. In the event any person from the media seek to take pictures, videos or conduct interviews with members of the church during service or on church property, they must put their reasons in writing to the Church Council and await an outcome.
4. All church members shall be informed of any media presence prior to the service or event. 5. No visual images shall be recorded, and no pictures shall be taken by any member or non-
member of the church during Holy Communion service. Members are unable to take pictures or recordings without pre approval.
6. CAC Surrey Docks will accept for any church publication only those advertisements that are in good taste and respectful of our community with the final approval of this being from the Church Council.
7. Material published on the Church’s website shall identify individuals only where appropriate and then, only with their permission. Permissions will be obtained from the individuals concerned prior to publishing personal information such as home or work addresses, email addresses and phone numbers.
8. No messages with derogatory or inflammatory remarks about any individual’s race, age, disability, religion, national origin or physical attributes shall be transmitted through the church’s email or internet system. This is inclusive but not limited to any abusive, profane, or offensive language.

9. All software developed on behalf of the Church is the exclusive property of the Church. Personnel have no proprietary interest in any such programs they develop. All programming effort and documentation is the exclusive property of the church as long as the hardware or software used belongs to the Church.
CAC Surrey Docks holds data about our congregation members and will work towards compliance with the new EU General Data Protection Regulations (GDPR) which came into force on 25 May 2018 and replaced the current Data Protection Act (1998).
5.4 OUR RECEPTION
Ushering
The Church usher will work collectively work as a team to creating a warm and welcomed environment for members and visitors at CAC Surrey Docks by providing assistance to other ministries, service and events and taking responsibility for the list below. The Ushers are responsible for Greet people before and after worship services. Seat people during the service.
o Seat people only at times when their entrance will not disturb the service. o Walk slowly down the aisle. o Stop at the pew where the people are to be seated and form a gate into the pew by
placing the hand on the back of the pew in front. Give the church bulletin or other materials to the worshipper before he is seated. Be aware of where places to seat people are. This will save time in seating people. Provide information to persons concerning church services, programs, and facilities. Protocol Team
The Protocol team will oversee the official procedure and necessities to ensure the smooth running of ministerial visits to and from Surrey Docks and the welfare of visiting ministers while on official duty to CAC Surrey Docks.
Hospitality
The Church hospitality will ensure a friendly and generous reception and entertainment of members, guests, visitors to the Church.
Visitors
It is our intention to provide support for new members to the Church and make them feel welcomed in their Father’s house.
5.5 HEALTH AND SAFTY, SAFE GUIDING AND SECURITY
As CAC Surrey Docks, we recognise the importance and our responsibility as a church of ensuring we put in place procedures that will help protect all members within the church and those at risk (children, disabled, elderly). We are committed to their safekeeping and nurturing. Detailed

procedures of how we guarantee the health and safety of members of the church are below and our aim is to implement these policies and procedures as effectively and efficiently as we can.
Safeguarding (Child Protection)
We acknowledge that there are an increasing number of children and young people involved in our church's activities. It recognises its responsibility to take all reasonable steps to promote safe practice and to protect children from harm, abuse and exploitation. The Church is fully committed to safeguarding the welfare of all children and young people in its care. The Church workers will endeavour to work together to encourage the development of an ethos which embraces difference and diversity and respects the rights of children, young people and adults. Security
While the use of photography and videography is a part of our weekly church services and events (see Ethics) CAC Surrey Docks may monitor individuals also with the use of CCTV. CAC Surrey Docks will not, however retain such data for any longer than necessary.
Under unique circumstances, CAC Surrey Docks may monitor covertly. This would be appropriate where there is or could potentially be damage to the church or its members by the activity being monitored. Covert monitoring will only take place with the approval of the Church Council.
In the case of large scale events such as crossover service, church anniversary etc. members of security are in place to ensure safety both inside and outside the church premises. This involves crowd control, parking and the safety of all members
Church Trips/Outings
There are specific considerations that need to be made for trips and outings especially those involving children:
First, church authorities must be informed of any and all outings. A risk assessment must be carried out before going on the trip/outing Consent forms must be completed in the case of children Safety is ensured: it is the responsibility of the workers/activity leaders to know the
whereabouts of every individual on the trip and to keep a headcount at the beginning, during and after activities and at the end. Transport: these guidelines applies to drivers involved with the transportation within the church especially those at risk (this does not apply to any private arrangements made e.g. friends):
All drivers will have read the safeguarding and health and safety policy and agree to abide by it.
Driver will be above the age of 21 and hold a full driving license for more than 2 years. Driver must ensure themselves and the vehicle has adequate insurance cover as well as the
vehicle being road worthy. In the case of children:
Parental consent will be given All children, young people should be returned to an agreed drop off point. Ensure children are
not left alone at collection/drop off points; they should be collected by an appropriate adult. At least 2 workers should be present at all arranged trips or outings.

Consent forms We understand that adult members of the church and young people are able to give consent
for their own involvement in activities, inclusion in photography and videography and medical treatment. However, in the case of children a consent form will be provided for parent/carers to fill out.
Each consent form will clearly state the destination of the trip/outing and the transport provided, which would require the parent/carer to sign.
Risk Assessment Before organising or partaking in any activities, trips or outings with children and adults at risk,
the group/team leader will ensure that a full risk assessment is carried out at the intended destination. One member will be placed in charge of this.
Fire Safety
ALL fire exits must be kept clear always. It is the responsibility and legal requirement of ALL department and group leaders to be aware
of where all fire exits are and the fire procedure in the case of an alarm. Department/group leaders within the building should ensure the safety of themselves and
those that are in their care. Evacuation procedures are placed around the church fire exit’s explaining both the meeting
point and what to do in case of a fire hazard. Fire extinguishers are placed near the fire exits and are accessible to use by those trained to
do so (mainly department/group leaders)
First Aid Training (Accessible First Aid Boxes)
The Church has a list of first aiders available. These are displayed on the church noticeboard in the case of any incidents.
The Church will ensure that there are a number of sufficient trained first aiders present at events and activities.
First aid boxes are located within the church premises.
Incident Management (including recovery & emergency)
For the purpose of this handbook an incident is any incident/accident, near miss or unpleasant event, which had, or may have had the potential to cause harm, dissatisfaction or injury to persons, loss or damage to property i.e. result in an adverse outcome. This definition includes hazards, accidents, ill health, dangerous occurrences and near misses. CAC Surrey Docks will endeavour to capture all incidents, learn and share lessons from them to reduce the chance of similar incident happening again, we will take appropriate action to protect the congregation, minster and visitors from harm. Every incident should be logged into the Church’s ‘Incident report book’ detailing the incident
and the first aider on call. The external events first aid box is to be carried on every trip/outing by a designated member. Regular checks of first aid box equipment should be carried out monthly. First Aiders and rapid response team should be identified and roles made clear.
Service Continuity
CAC Surrey Docks policy is to maintain the continuity of its weekly service, activities, facilities and processes and where these are disrupted by any event to enable it to return to ‘normal’ operations as soon as possible.

The Council and Rapid response team will develop and maintain a communication plan to ensure that all members can be contacted in case of disruption (e.g. Church closure as a result of snow or any other local incident)
Arrangements to allow congregation to attend service at nearest branch if CAC Surrey Docks is not accessible.
Evacuation policy
CAC Surrey Docks is committed to providing a safe environment for all who attend its premises.
• a plan is in place to manage emergency situations in a way that reduces risk to those present on the premises
• ensure effective procedures are in place to manage emergency incidents during services
• ensure an appropriate response during and following emergency incidents to meet the needs of the children and all congregation members.
5.5.8.1 Evacuation Plan
In the case of a fire below are the steps that ALL must adhere to in order to ensure the safety of all members/workers within the church.
➢ When a fire is discovered you must isolate the fire by closing all the doors as you make your way to the exit.
➢ Notify those around you. ➢ Sound the alarm (There are fire alarms located around the church both in the auditorium,
upstairs and the hall ways leading to the restrooms with instructions on how to set them off, there are also fire extinguishers located beside them)
➢ Once the alarm has been set off proceed with this evacuation plan. ➢ The fire alarm will ring continuously indicating that it is not a test. ➢ Get to a safe place and CALL 9-9-9 to report the fire. ➢ Leave ALL belongings and make your way calmly to the nearest primary and secondary
evacuation routes (there are luminous signs that indicate where these exits are located) ➢ There are THREE fire exits located in the auditorium and TWO upstairs with there being
an exit by the hall. ➢ ALL employees/workers should ensure the safety of those that are vulnerable (children,
elderly and disabled) making sure they are assisted where needed to the fire exits.
The assembly point is located opposite the church behind Ilderton Primary School and all will wait there to be accounted for and until further information has been given
5.6 CHURCH FACILITIES
Building /Premise Management
Facility use will not be permitted to persons or groups holding, advancing, or advocating beliefs, or practices that conflict with the Church’s faith or moral teachings, which are summarised in, among other places, the Church’s constitution and belief. Nor may facilities be used for activities that contradict or are deemed by the Pastor as inconsistent. The Pastor, or his official designee, is the final decision-maker on whether a person or group is allowed to use Church facilities. This restricted facility use policy is necessary for two important reasons. First, the church may not, in good conscience, materially cooperate in activities or beliefs that are contrary to its faith. Allowing its facilities to be used for purposes that contradict the church’s beliefs would be material cooperation with that activity and would be a grave violation of the church’s faith and religious practice. See 2 Corinthians 6:14; 1 Thessalonians 5:22.

Second, it is very important to the Church that it presents a consistent message to the community, which the church staff and members conscientiously maintain as part of their witness to the Gospel of Jesus Christ. To allow facilities to be used by groups or persons who express beliefs or engage in practices contrary to the church’s faith would have a severe negative impact on the message that the church strives to promote. It could also be a source of confusion and scandal to church members and the community because they may reasonably perceive that by allowing use of our facilities, the church is in agreement with the beliefs or practices of the persons or groups using church facilities. Therefore, in no event shall persons or groups who engage in practices that contradict the church’s faith use any church facility. This policy applies to all church facilities. The Church facilities are available to the community for a variety of Social, Civic and Educational events, whose purposes are congruent with that of the church. The Church Council shall determine priority based on the ongoing ministries and programs. Some events will require facility and service fees that must be paid in advance. Facilities are defined as:
- The Sanctuary (Altar), - Fellowship hall (includes kitchen), - Meeting rooms or any classrooms. Equipment is defined as any Church property that can be removed from the premises with approval of the Senior Pastors, Board of Trustees.
5.6.1.1 General Guidelines for all Groups using the CAC Surrey Docks Facilities:
1. Groups obtaining permission for use of specific rooms shall restrict their activities to those rooms and the nearest hallway and Toilets. Organisational leaders using any portion of the facilities shall not allow guests to roam freely outside of the immediate area. All children and youth organisations utilising the Church facilities must be supervised by two /three adults at all times. Each organization must review the CAC Surrey Docks Safeguarding policy provided to them when making arrangement for building use and agree to adhere to the requirements.
2. All persons using the facilities shall adhere to our policy of no alcoholic beverages on the premises. Premises are defined as the building or in any of the church compound.
3. Fees for use and any security deposits must be paid with application. The fee will be returned in full if the application is denied
4. Decorations shall not be attached anywhere on the premises in a manner that will leave any damage. They must be removed upon completion of the activity. It is expected that the building and grounds will be left in the same condition in which they were found, including replacement of any furnishings (tables, chairs, etc). Any damage must be immediately reported to the church representative present, the church staff or a trustee.
5. All functions and activities sponsored by CAC Surrey Docks will have priority in use of facilities. Non-members’ reservations will not be accepted for more than Three months prior to the event (unless approved by Pastor or official designee).
6. Organisation/individual shall be held responsible for any damage incurred to the facility while it is in their use.
7. Organisation/individual is responsible for removing personal items, floral equipment and other items immediately after event or wedding. All decorations and plans must be discussed with the Church Representative, prior to the wedding or event.
8. Organisation/individual may not move, detach or borrow any CAC Surrey Docks property without prior approval.
9. Alcohol Policy: No alcohol may be served in church facilities; it is against the church doctrine. 10. Smoking Policy: Smoking in any indoor or around the church facilities is prohibited. 11. Groups are restricted to only those areas of the facility that the group has reserved. 12. Food and beverages in Worship space are not allowed and restricted to certain areas of the
facility.

13. Church equipment, such as tables and chairs, must be returned to original placement, unless arranged otherwise prior to the event.
14. Health and Safety Policy: All lights /gas equipment must be turned off and doors locked upon departure. In case of any fire outbreak, please follow escape route sign.
15. The placement of inflammable equipment must be approved by Church Representative and used with extreme caution with flame and wax damage.
16. Church video equipment cannot be used for recording weddings or other private events without the Church authority. Individuals/groups must provide their own videographer. Only Church approved sound technicians can be used weddings and other events.
17. Clean-up: This is the responsibility of those who have hired the facility but can also be allocated to the Church approved cleaner.
18. Abusive or foul language, violent behaviour, and drug and alcohol use are strictly prohibited on church premises. Any person exhibiting such behaviour will be required to leave premises immediately.
19. Any person or group must sign the “Church Reservation Request and Agreement form” prior to reservation of church facilities.
20. Individuals using facilities will meet with the Church Representative before their event. 21. Use of Church facilities is subject to a use and maintenance fee to pay for the up keep and
cleaning of Church facilities. 22. ALL FEES MUST BE PAID AT THE TIME OF RESERVATION APPROVAL.
5.6.1.2 Approved Users and Priority of Use.
The Pastor or official designee must approve all uses of church facilities. Priority shall generally be given to members of the church, their immediate families, and organised groups that are part of the ministry, organisations, or sponsored activities of the church. Church facilities and equipment will be made available to non-members or outside groups meeting the following qualifications: Groups or persons requesting facility use must affirm that their beliefs and practices and planned uses of the facilities are in harmony with the church’s faith and practice. The group or person seeking facility use must submit a signed “Church Facility Reservation Request and Agreement” form. The group or person seeking facility use must be willing to take responsibility for the facilities and equipment used and must agree to abide by the church’s rules of conduct for facility use, as stated below and as described in any additional instructions by church representative. Facility Use Hours Facilities are available until 23:00 hours. Use outside these hours may be approved by the Church representative. Scheduling Events Requests for facility use may be made to building committee representative/church office or assembly pastor by submitting the “Church Facility Reservation Request and Agreement” form. The event will be reserved and placed on the church calendar only when the Pastor or official designee approves the use. Building Use/Facilities Fees Use of Church facilities is subject to a use and maintenance fee to be advised by the church representative during booking. Church bands members are required to pay a discounted fee for usage of the Hall during their Anniversary reception. (See facility form)

5.7 ETHICS

These ethical guidelines were created to ensure that as a church our vision to be inclusive of all backgrounds and nationalities are met as well as ensuring the confidentiality of those who choose to worship
with us.
Confidentiality
CAC Surrey Docks will inform each individual that their data is being held: The type of information that is kept about him/her The purpose of which the information is used for The types of organisation that it may be passed to, unless made self-evident All data that is no longer needed or has been requested to be removed by the person is carried
out by the data controller within CAC management and will be destroyed.
Privacy
The Church does not sell, share or transfer personal data collected. We keep personal data as safe and secure as possible and protect against loss, unauthorised disclosure or access.
Data Protection (inc Personal Data & Data Retention)
The new EU General Data Protection Regulations (GDPR) will replace the current Data Protection Act (1998). CAC Surrey Docks holds data about our congregation members and will work towards compliance with the new regulation
Although data may be handled by individual employees ALL personal data received from
members of the church will be stored and controlled under CAC Surrey Docks. Under the Data Protection Act 1998 there are principles that are put in place that our
employers follow in regard to personal data: Acquire and process all personal data for one or more specified and lawful purposes (i.e. use
personal information only for specified agreed purposes and should not be shared unless consent is provided)
Personal data must be processed fairly and lawfully Ensure that data is sufficient, relevant and not excessive (i.e. do not store more information
than necessary about a person) only need to know information should be requested. Data should be processed in accordance with the rights of the individual (i.e. rights of the
subject access) Do not keep data for any longer than necessary (delete data when it is no longer needed) Data must be kept safe and secure Our primary aim within the church is to ensure these procedures are carried out effectively

All workers (paid and voluntary) have one set of goals, we all aim to be a STAR at CAC Surrey Docks:

Social Media Policy
The church social media handlers should reflect only the church’s views and not the personal views of the handlers. All information posted on social medial will reflect the Biblical facts as appropriate and not personal views.
Conflict Management
If a concern is raised in regard to any forms of abuse or conflict going on towards a child or adult, the church worker (paid or voluntary) should:
Recognise that there may be a problem taking place Respond to the concern raised Record all the information observed and given Report the concern to department leader or minister in Charge.
In the case of allegations made against workers within the church (paid and voluntary) speak directly to the Minister in Charge. The church encourages an atmosphere of mutual accountability, holding one another to the highest standard of safeguarding practice.
When reporting: Follow the usual safeguarding procedure (safeguarding policy) Once allegation is reported to Minister in Charge they will know how to handle the situation in
regard to liaising with the right department leaders.
Bullying is a form of abuse and can be both verbal and physical. This can happen to children and adults. Bullying is usually defined as repeated patterns of behaviour with the intention of causing emotional or physical harm to another person, or to exercise power over them.
CAC does not tolerate bullying by no means.
In order to prevent such, CAC have put in place procedures that workers (unpaid and voluntary) must adopt within the church:
Children and Young people must agree to a code of conduct within their groups, which makes clear that bullying is unacceptable. This will also be displayed somewhere visible for all members of the church to see.
The church will display signs stating the importance of respecting and valuing each other even in disagreements and this will be practically rooted into the leadership approach to others.
All allegations of bullying will be treated seriously, and all details will be checked carefully before any action is taken. (See safe guarding policy).

Legal matters
In accordance with 1 Corinthians 6 7-8 which states “7 Now therefore, it is already an utter failure for you that you go to law against one another. Why do you not rather accept wrong? Why do you not rather let yourselves be cheated? 8 No, you yourselves do wrong and cheat, and you do these things to your brethren!” CAC Surrey Docks, as much as it depends on the Church will refrain from pursuing lawsuits that do not glory the ministry.
5.8 FINANCE/BUDGETARY CONTROL
CAC Church Surrey Docks is committed to ensuring that we deal with money in a responsible and reputable manner making sure that there is transparency and visibility within the church as to how money is collected, recorded and spent.
1. To accurately record all finance the church takes in every Sunday and mid-week service. This includes but is not limited to:
Sunday School Offering General Offering Special Thanksgiving Birthday Month thanksgiving Building Fund Missionary Fund TV Offering Children’s Offering
2. Cash count sheets for the counting of Sunday offerings will be signed by two people involved
in the count 3. We will accurately record all finance the church takes in every Sunday and mid-week service
on a chosen reliable database, on a computer service or platform, or to be safely drafted into an accounting book with limited accessibility.
4. Budgeted expenses shall be duly paid in the correct amount to the relevant bodies/individuals at the agreed intervals
5. Non-budgeted expenses shall be processed through funding requests and shall follow the procedure listed below
Funding requests should be filled in and handed into the Council no less than 2 weeks before payment is needed
Funding requests shall contain as much information as possible in order to provide an explanation of the expense
Requests containing insufficient information, or missing information or signatures will be returned to the requestor for completion.
If further information or explanation is required in regard to any item on the request form a member of the council will seek this from the requestor or any other relevant person
If approved a member from the council will sign the form and will authorise a cheque, bank transfer or cash in hand payment to the said department.
Said department must have a pre-approved budget
Honorarium
A variety of situations arise in the church where guest speakers, preachers, mission representatives and others are invited to our church, Guest speakers will receive an honorarium for services provided. The honorarium may be handed discreetly to the minister or moderator immediately prior to or after the service or meeting in an appropriate location by a member of the session.

All intentions to give an Honorarium must be discussed with the Council and Minister in Charge
5.9 DOCUMENTATION AND RECORDS
CAC Surrey Docks is committed to ensuring all relevant documentation and records of the church and its members are kept safely and securely by the appointed members ensuring no church members details are compromised in any way shape or manner.
1. Records of safeguarding allegations, concerns or disclosures shall be passed onto the relevant persons and kept on file for at least 10 years.
2. Records of all incidents accidental or grievous within the church facility shall be passed onto the relevant persons and kept on file for at least 5 years
3. Personal details of all church members within the adult, youth and children departments shall be safely kept and stored within them and shall be a live document updated at regular intervals when need be (refer to confidentiality 6.5.1)
4. Church attendance numbers shall be read out to the congregation every Sunday during the announcements segment of each service
5. Records of donations given to the church by its members or non-members including but not limited to:
o Equipment o General upkeep o Uniform o Maintenance
Shall be kept confidential unless otherwise stated 6. Although the personal records of individuals within the adult youth and children department
are to be kept separate, information can be extracted from them by members outside of them if it is deemed reasonable or necessary by the leaders in that department.

To put into operation practical, purposeful, spiritual and community-oriented program / ministries CAC Surrey Docks is concerned with the wholeness and wellbeing of all its members, we will endeavor to create a fun and inviting church atmosphere and be our brethren’s keeper. 6.3 WORSHIP
To raise up winners, full of joy, holiness and assurance of salvation, irrespective of their age, gender, color, education, cultural or socio-economic status. Worship in its broad sense is concerned with the believer's response of all that they are (mind, emotions, will, body) to what God is and says and does, it is the highest and noblest activity of which man, by the grace of God, is gifted. Worship in this section of the hand book is concerned with worshiping God with music, hymns, songs of praises and songs of worship At CAC Surrey Docks we worship in accordance with Psalm 150 – We will praise God according to His excellent greatness! We will praise Him with our voices, with our dance with our musical instruments and with all our breath we will Praise the Lord! The Worship minster and Choir leader will work together with other choirs in the Church to develop and implement music programs that would encourage the entire congregation to fulfil the Gospel message of Christ. 6.7.2.1 CAC Men’s Association (CACMA)
The CAC Men’s Association is the umbrella responsible for the spiritual and nonspiritual welfare of men in the Church. CACMA will organize programs consistent with improving standard of Spiritual and non-spiritual lives of its members.

6.7.2.3 Young Christian Fellowship (YCF)
The YCF group is open to all members of the church and district from the age of 21years. It is the intention of the group to bring youths in the church and district together for fellowship, social interaction, networking, camaraderie and above all, evangelism. The group and its members shall be led by the spirit of God; the words of God as written in the Holy Bible shall be the ultimate and underlying guiding principles but to ensure orderliness, transparency, accountability. 6.7.2.4 Youth & Young Adults
CAC Surrey Docks is committed to creating a safe and healthy environment in which young people can learn about and experience God’s love. We will provide supervision for all activities involving youth and employ practices that provide for the safety of all youth participants as well as teachers, leaders or helpers who serve in these ministries It is our goal to provide high quality, fun youth program that teaches the principles of Christianity and critical thinking in a supportive environment. We will provide Sunday school classes, for youth aged 13 – 19 and young adults (19+) and outings, vacation bible school and other events may be scheduled as needed or desired.
6.7.2.5 Children
CAC Surrey Docks intends to teach the children aged between 2 and 12 the Christian doctrine as an instruction for righteousness in accordance with the Holy Bible. CAC Surrey Docks is committed to creating a safe and healthy environment in which young people can learn about and experience God’s love. We acknowledge that there are an increasing number of children and young people involved in our church's activities. It recognizes its responsibility to take all reasonable steps to promote safe practice and to protect children from harm, abuse and exploitation. The Church is fully committed to safeguarding the welfare of all children and young people in its care. The Church workers will endeavor to work together to encourage the development of an ethos which embraces difference and diversity and respects the rights of children, young people and adults. Our safe guarding procedure is included in Annex to CAC Surrey Docks handbook Learning takes place best when everyone feels safe and accepted. In order to provide the best learning environment possible for all students in the Children’s Sunday school; a code of conduct and discipline plan are now in place and attached at annex G

6. Hirer's Warranty and Indemnity (a) The Hirer warrants that it has obtained the permission of all copyright owners to stage the
event at the Venue, and that the event does not contain any defamatory material to the Hirer's knowledge, and the Hirer indemnifies CAC Surrey Docks against any and all claims, costs, actions and damages brought or suffered as a result of breach of this warranty.
(b) The Hirer indemnifies CAC Surrey Docks and agrees to keep CAC Surrey Docks indemnified against all costs, expenses, claims and liabilities arising from loss or damage to property or injury or death of-persons from or during the term of hire.
7. Cancellation (a) CAC Surrey Docks must be given 30 days’ notice if the Hirer wishes to cancel the hiring of the
Hall (b) Cancellations with less notice will incur the loss of the deposit under clause 3(a). (c) Even if the Hall is re-hired by another party for this term of hire, CAC Surrey Docks will not
refund the forfeited deposit to the Hirer. 8. Termination (a) CAC Surrey Docks may terminate this agreement and retain the deposit, if any, if the Hirer
has not paid any instalment of the hire fee within 7 days of the due date under clause 3. (b) If a party is in breach of their obligations under clauses 4 and 5, the other party may give the
party at fault written notice of the breach and give 7 days’ within which to remedy the said breach. If the breach remains un-remedied the agreement may be terminated.
9. Entire agreement This agreement constitutes the entire agreement between the parties and may be amended only in writing and signed by both parties. 10. Disputes The parties will submit any dispute which arises out of this agreement the Church Office, The church believes disputes are to be worked out between parties without recourse to the courts. See, generally, Matthew 18 and 1 Corinthians 6. Accordingly, users of the facility agree to attempt resolution through Christian mediation, or any other mutually acceptable arbitration service. . Extension of Term The term of hire may be extended with the written consent of both parties I affirm that: I understand that the church does not allow its facilities to be used in a way that contradicts its faith or by persons or groups holding beliefs that contradict the church’s faith. To the best of my knowledge the purpose for which I am requesting use of church facilities will not contradict the church’s faith, and I commit to promptly disclose any potential conflict for which I am aware or become aware to church staff. I understand that the church does not allow its facilities to be generally available to the public, and that my use of these facilities is subject to the pastor’s approval, which is conditioned in part on my
