    WHAT IS SURIA 1000 PROGRAMME?

    SURIA 1000 is a national programme by the Malaysia Building Integrated Photovoltaic (MBIPV) Project funded by theGovernment of Malaysia with support from United Nations Development Programme (UNDP), Global EnvironmentFacility (GEF), Suruhanjaya Tenaga and the private sector. The programme targets at least 1,000 kWp of buildingintegrated photovoltaic (BIPV) installations at residential and commercial buildings. These BIPV systems will allow thebuildings owners to generate their own electricity from the solar energy.

    SURIA 1000 operates on a bidding process in which the call for bidding will be open twice a year, starting from 1st

    December 2006 and will be repeated every six months (every June and December) ending in 2009. The programme isapplicable to all existing and new premises, but limited to grid-connected BIPV applications.

    This final call (from 1st

    July 2009 to 1st

    December 2009) is applicable to residential houses (min 3 to max 10kWp)and commercial buildings (min 3 to max 30kWp). The total PV capacity offered in the f inal call is 340 kWp.

    Step 1: Read thoroughly this form including theTerms & Conditions, Guideline forApplication (Annex 1) and Procedure &Flow chart (Annex 2).

    Step 2: Contact any of the Listed PV ServiceProviders.

    Step 3: Obtain a Project Brief and a Quotationfrom the PV Service Provider.

    Step 4: Once agreed with the Project Brief andQuotation, determine the bidding price(Part B-Application form). Authorize thePV Service Provider to complete andsubmit the Application on your behalf.

    Terms and Conditions of Applications

    1. The following provisions are to be deemed notice to the Applicant in so far as they may affect the processing andapproval of the application of the Applicant and shall also be deemed to form part of the conditions of any contract ifany is made with the Applicant or the basis or conditions upon which any approval is made or granted.

    2. The Applicant should prior to submitting the Application Form and required documents study the Annexes hereunderto ensure that his/her application comply with the terms and conditions of these Annexes.

    3. The Applicant is to bear all cost and expenses in the preparation of the submission in order to ascertain and satisfythemselves as to the extent, risk and obligations required on this exercise.

    4. PTM/MBIPV is not bound to accept or approve this application and no reasons need to be assigned for any rejectionof this application.

    5. The Application Form and the Annexes shall not be detached one from the other and no alteration or deletion (otherthan filing up of the blanks) shall be made in any documents attached thereto.

    6. The terms and conditions appearing herein and in the Annexes shall not be deemed to be comprehensive orexhaustive and that PTM/MBIPV may at any time and from time to time supplement or add any reasonableadditional terms and conditions hereto.

    7. Should there be any doubt or inconsistencies as to the meaning of any part of the Application Form and theAnnexes or as to anything whatsoever related to the application herein, the Applicant shall before the submission ofthe Application Form write to (for required clarifications):

    8. Nothing in the Application Form and Annexes shall be deemed and or construed as a representation, warranty orundertaking of any kind in the favour of the Applicant. No misstatement any facts and figures contained herein shallbe deemed to be a misrepresentation or breach of any warranty or undertaking by PTM/MBIPV.

    9. The Applicant shall be solely responsible in the selection and appointment of the PV Service Provider. PTM has notand will not be deemed to warrant in any whatsoever the performance ability or quality of the PV Service Provider.

    10. PTM/MBIPV shall be entitled to review the approval of this Application at anytime and from time to time if theApplicant shall fail, refuse and or neglect to comply with the terms and conditions contained herein or the Annexes.

    11. The Application Form and the process thereafter shall be governed by and construed in all respects in accordancewith Malaysian law.

    12. The approval of this application is not capable of being transferred or assigned without obtaining the prior writtenconsent of PTM/MBIPV.

    13. All decisions in processing of this Application shall not be capable of being reviewed or appealed against.

    ANNEX 1: Guidelines for Application SURIA 1000 Programme

    1. General information:

    A minimum of **1,000 kWp capacity will be offeredunder the SURIA 1000 programme throughout theproject period.

    Application is opened to the public twice a yearuntil year 2009 through a bidding process.

    Application form can be obtained from the MBIPVProject website (www.mbipv.net.my).

    Up to 75 % financial support (based on thereference BIPV price/kWp) for supply andinstallation of BIPV systems is available from theMBIPV Project. The financial incentives decreasein the subsequent years as per Table 1 below.

    SURIA 1000 is applicable to any site in Malaysia. Only for BIPV (integrated or retrofitted) grid-

    connected applications. Selection for award to technically qualified

    proposals will be based on the least financial

    contribution (bidding price/kWp) from the MBIPVProject. A five percent (5%) advantage of thebidding price will be given to an integrated BIPVsystem against a retrofitted BIPV system.

    MBIPV Project will provide technicaladvice/assistance as appropriate.

    MBIPV Project will assist for TNB interconnectionon net-metering basis.

    Support from MBIPV Project for selected promotionand marketing activities of the BIPV systems.

    2. Selected/approved BIPV project(s) must fulfill thefollowing requirements:

    The system shall be BIPV (integrated orretrofitted).

    Each applicant can only submit one (1) applicationper location.

    Design and installation of the BIPV systems shallcomply to MS 1837: 2005 (Installation of grid-connected photovoltaic system).

    The installation shall be carried by the ApprovedPV Service Providers.

    The BIPV systems must be fully installed andcommissioned within the specified period from theapproval date:i. Existing building/residential house: 12 months.ii. New building/residential house: 24 months(further extension only for reason accepted by andat the discretion of MBIPV Project).

    The approved BIPV systems must be installed atthe indicated location as stated in the applicationform.

    MBIPV Project shall be informed if the BIPVsystem is to be altered, substituted or removedwithin three (3) year period from the systemcommissioning date.

    The BIPV system owner/operator shall cooperatewith the PV Monitoring Centre for the performancemonitoring programme for a minimum period ofthree (3) year from the system commissioningdate.

    MBIPV Project is allowed to publicise the BIPVinstallation without infringing the privacy of theowner/operator.

    The BIPV system owner/operator is expected toassist such further undertakings and covenants asrequired by MBIPV Project for the smoothimplementation of the SURIA 1000 programme,without infringing their rights.

    Step 2: The applicant has to contact and consult any of the ApprovedPV service provider (the list is available on the MBIPV Project website).

    Step 3: The applicant/PV service provider has to complete theapplication form including the project brief (site location, PV capacity,BIPV design/technical information and system quotation) and thebidding price/kWp.

    Each submission shall contain two separately sealed envelopes (clearlymarked with Technical Section and Financial Section respectively).The technical section shall contain the Application Form-Part A and theproject brief. The financial section shall contain the Application Form-Part B.

    Step 4: Applications will close on 1st

    December 2009 at 5.00 pm.

    Step 5: Applications will be short listed for mandatory requirements(technical section). Final selection will be based on the least financialcontribution (bidding price/kWp) from the MBIPV project. A five percent(5 %) advantage of the bidding price will be given to an integrated BIPVsystem against a retrofitted BIPV system.

    Step 6: The selection list shall be endorsed by the Committee and will

    be deemed final.

    Step 7: Announcement of award shall be made officially on localnewspaper.

    Step 8: The successful applicants shall be required to appoint his/herselected PV service provider to fully install and commission the BIPVsystem within the specified period from the result announcement date:i. Existing building/residential house: 12 months.ii. New building/residential house: 24 months (further extension onlyfor reason accepted by and at the discretion of MBIPV Project).: The successful applicant/PV service provider shall submit applicationform for TNB gridinterconnection (as applicable) and a workprogramme to MBIPV Project**.

    Step 9: The PV service provider shall activate delivery of equipment,complete system installation and commissioning (to be witnessed by

    MBIPV Project, TNB and PV Monitoring Centre).: The PV service provider shall prepare and submit a commissioningreport to MBIPV Project and TNB.

    Step 10: The successful applicant has to participate in systemmonitoring (for three years through the appointed PV MonitoringCentre).

    ** Successful PV service provider shall also be required to submit aprogress status summary to MBIPV Project and/or other appointedparty at an agreed interval.
