The world economic landscape has been changing dramatically as a result of economic, social and environment challenges. Critical issues have emerged at the global level that require a strong commitment and a joint effort by the international community.

Meanwhile, the general debate on trade, investment and development has been increasingly agitated with a need for reforms and to some extent a change in mindset.

As emphasized by the theme of UNCTAD XIV “from decision to action”, the way forward is to transform current assessments, discussions and decisions into policies and measures to achieve sustainable development and inclusive growth.

With the same rationale, this Trade and Development Regional Forum 2016, hosted by International Institute for Trade and Development (ITD), will capture the new world economic reality to formulate a set of recommendations for concrete actions in the context of developing and emerging economies in Asia.

Now it’s “Time for Actions”.

  

 

   To identify actions, policies and measures that must be implemented to stimulate trade and investment in Asia.

   To encourage countries in the region to collaborate in elaborating coherent trade and investment strategies to support SDGs.

  To raise awareness on the complexity of the global economic agenda and the necessity for policymakers and relevant stakeholders to act without delay in order to meet the SDGs by 2030.

  

 

 

This forum is opened to policy makers, business communities, academics, civil society organizations, community leaders and the general public to update and debate on the prospects, impacts and challenges of trade and investment in Asia. It is expected that about 300 participants will take part in this forum.

Day 1: Wednesday 21st September 2016

Session I: How to Deliver on the Nairobi Maafikiano? Theme: The Nairobi Maafikiano, which has focused on four main areas and how UNCTAD is supposed to help its members in moving towards an inclusive and equitable global economic environment for trade and development. The panel discussion will look into ways and means UNCTAD and the wider development community can deliver on each area.

 

SIM Sokheng began his government career at Ministry of Commerce since 1998. He has served at the Ministry of Commerce management level since 2003, initially as Deputy Head of Division, then from early 2008 as Deputy Director of Department of Intellectual Property and in early July 2012 as Acting Director of Department of International Cooperation. In early January 2015, he was appointed as Director of Department of Intellectual Property and become the President of Secretariat of National Committee for Intellectual Property Rights of Cambodia. In early May 2016, he was appointed as Director-General for International Trade. He is the National Focal Point/Coordinator of World Intellectual Property Organization, ASEAN-EU project, Member of ASEAN Working Group on Intellectual Property Cooperation and Member of ASEAN Senior Economic Official. He is a member of Inter-Ministerial Committee to update the Cambodia Trade. Integration Strategy 2013-2018 and also a National Consultant for the World Intellectual Property Organization on Drafting Cambodian National Intellectual Property Strategy. He is the speaker and negotiator on Intellectual Property and Trade in international fora. He used to be in projects implementation management team of the World Bank in respect to Intellectual Property (IP) and Trade. Besides government working hours, he also teaches Intellectual Property Law from mid 2009 till present at Pannasastra University of Cambodia and Royal University of Law and Economics, Phnom Penh. He holds two Master degrees, one in Law from Kyushu University, Japan, and another one in Business Administration from the University of the Thai Chamber of Commerce in Bangkok and two Bachelor degrees, in law and business, from Royal University of Law and Economics and National University of Management in Phnom Penh.

Mr. Sim Sokheng, Ministry of Commerce, Cambodia

 

H.E. Somchith Inthamith, Deputy Minister, Ministry of Industry and Commerce, Lao PDR 

Mr. Somchith Inthamith currently is appointed as Deputy Minister of Industry and Commerce since 2014. He has obtained his degree from Economic Faculty, Martin Luther University, Halle, Germany. Before appointed in Ministry of Industry and Commerce, he was appointed as Deputy Minister of Planning and Investment during 2011-2014 and leaded a huge role in oversee International Cooperation. During his assignment with Ministry of Planning and Investment, he has accomplished many assignments from the government of Lao PDR. With his long lists of extensive experiences and international background, he was assigned as assistant to Deputy Minister of Trade, Ministry of Trade and External Economic Relation from 1989 to 1990 and appointed as Deputy Director General in 1990 a year later. In his engaging in Economic Cooperation, he was assigned as Deputy Director General for Bilateral Economic Development, State Committee for Planning and Cooperation in 1994 and promoted to Director General in 1996 as ASEAN Economic Cooperation Department under Ministry of Trade. From 1997-2005, he had shown outstanding performances and commitment, hence he was appointed as Lao senior economic official leader to ASEAN, and taking a challenge role of deputy chief of Lao negotiation for WTO accession.

Moderator

 

Dr. Susan Stone joined the UN Economic and Social Commission for Asia and the Pacific (ESCAP) as Director, Trade, Investment and Innovation Division, in June 2015. In this capacity, Dr. Stone oversees the implementation of the Commission’s work programme in the areas of trade, trade facilitation, regional trade agreements, foreign direct investment, SME development, technology and technology transfer and innovation. Dr. Stone has worked extensively in the area of trade and investment policy and their interaction with various economic outcomes, including employment, global value chains, poverty reduction, the environment, gender and the digital economy. Her work has been published as national and international government reports, edited volumes, as well as in peer reviewed journals. Prior to joining ESCAP, Dr. Stone was Senior Trade Policy Analyst in the Trade and Agriculture Directorate of the Organisation for Economic Cooperation and Development (OECD). She has also worked for the Asian Development Bank Institute, the Australian Productivity Commission and the US Environmental Protection Agency. Dr. Stone was born in the US. She holds a PhD in Economics from Drexel University, in the United States.

Mr. Sven Sylvain Callebaut, ITD

Sven is a trade economist specialized in LDCs economies. He has advised trade ministries in Bhutan, Cambodia, Comoros, Lao PDR, Myanmar and Tanzania on trade and development, trade mainstreaming, aid-for-trade and resource mobilization strategies, first as a regional adviser for UNCTAD and later as a Ministry adviser. He has been advising the Cambodian Ministry of Commerce for 13 years where he was instrumental in setting up the first Sector-Wide Approach on trade (aka Trade SWAp) and mobilizing Aid-for-Trade resources from donors and private sector alike. His current functions include advising the Trade Ministries in Cambodia, where he is based, and Myanmar on trade development strategies, advising UNCTAD on their new eTrade for all initiative, advising ITD on its international outreach. He is also supporting the ASEAN-led Initiative for ASEAN Integration by writing studies on liberalization of services trade in CLMV countries. He holds a Master Degree in Economics from La Sorbonne University in Paris and recently completed the Harvard Kennedy School “Mastering Trade Policy” Executive Programme. Sven is a regular contributor to ARTNeT, the WTO Chair Programme, the EIF partnership, and a guest lecturer in the Korea University and several Cambodian academic institutions

Session II: A Regional Perspective: Asian Response to the Nairobi Maafikiano Theme: a very dynamic Asian region holds a multitude of different national development strategies, from landlocked LDCs to developed economies. How to ensure equitable growth across the continents and how countries are adapting their trade development to rapidly changing integration scenarios.

Philipp Dupuis is since August 2015 Head of the Economic and Trade Section of the Delegation of the European Union in Thailand. He also covers Cambodia, Laos and Myanmar. Between August 2009 and July 2015, Philipp Dupuis has been Deputy Head of the Unit in charge of the trade relations with North America in the Directorate General for Trade of the European Commission in Brussels. In parallel, he was EU deputy chief negotiator for the EU-Canada Comprehensive Economic and Trade Agreement (CETA). He was previously Deputy Head of the Units responsible for the trade relations with the Americas, the Middle East and the management of the Generalised System of Preferences (GSP). From 2001 to 2005 Philipp Dupuis was assigned to the Delegation of the European Commission in Mexico as Head of the Economic and Trade Section, covering, until 2003, also Cuba. Before moving to Mexico, he worked in the anti-dumping department of the Directorate General for Trade of the European Commission, was co-ordinator for the bilateral trade relations with Iran and Iraq in the same DG and was head of section in the public procurement unit of the Commission Administration. Before joining the European Commission in 1995, Philipp Dupuis was a consultant for Andersen Consulting in Frankfurt/Germany carrying out projects in the financial sector. He studied Business Administration and, as subsidiary major, Political Sciences at the University of Mannheim in Germany and made a Banking Apprenticeship at the Deutsche Bank in Darmstadt/Germany.

Mr. Shinichi Nakabayashi, Asian Development Bank Institute

Mr. Shinichi Nakabayashi is the Director for Administration, Management, and Coordination at the Asian Development Bank Institute since June 2015. Before joining ADBI, Mr. Nakabayashi was International Consultant Economist at the IMF – Singapore Regional Training Institute from 2011 to 2015, where he taught macroeconomic policy to government officials in Asia. He was a professor of international finance and public economics at the Graduate School of Public Policy, University of Tokyo, from 2008 to 2011. He has considerable experience in the design and implementation of public policy, having worked as a senior official at the Japanese Ministry of Finance (Director of Economic Policy Research Office), the OECD in Paris (First Secretary of Japan’s Permanent Delegation), and the IMF (Advisor, Asia and Pacific Department). In July 2010, Mr. Nakabayashi coauthored a book on The Analysis of the World Economy from the Perspective of Currencies: Dollar, Euro, RMB, and Yen. He published another book titled The Economics of G20: International Policy Coordination and the Growth Strategy for Japan in January 2012. Mr. Nakabayashi has a M. Phil. degree in Economics from the University of Oxford and a B.A. from the University of Tokyo.

Mr. Masanari Yanagiuchi, Japan International Cooperation Agency, Thailand Office

Mr. Masanari Yanagiuchi was appointed as Senior Representative of JICA Thailand Office on June 2015. He is currently in charge of project implementation in Thailand such as railway cooperation, climate change issues, and industrial human resource development. Before this position, he served as Deputy Director of Evaluation Department, Southeast Asia and Pacific Department, General Affairs Department of Japan International Cooperation Agency (JICA) since October 2008. As these positions, he was in charge of ex-post evaluation & impact evaluation, project formation of loan & technical cooperation projects in Philippines, human resources, budget, and organizational issues at JICA. Mr. Yanagiuchi has over 15 years of professional experience in public bilateral institutions in Japan since he started his professional career in Japan Bank for International Cooperation (JBIC) in 2000. He held several positions in divisions in JBIC. Before joining to JICA in 2008, Mr. Yanagiuchi was the officer of JBIC where his responsibilities included loan operation in India, sovereign risk assessment, research topic of conjecture between FDI and development. He also served as Representative of JBIC/JICA Representative Office in Colombo, Democratic Socialist Republic of Sri Lanka. Mr. Yanagiuchi obtained his Bachelor’s degree from the Faculty of Economics at Hitotsubashi University, Japan in 2000.

 

Mr. Paisan Rupanichkij, Deputy Director-General Thailand International Cooperation Agency

Mr. Paisan Rupanichkij is a Deputy Director-General of Thailand International Cooperation Agency (TICA), Ministry of Foreign Affairs. Joining diplomatic service in 1989, Mr. Rupanichkij has previously served as a Director of ASEAN ll Division, Department of ASEAN Affairs in 2011 and a Director of International Economic Policy Division, Department of International Economic Affairs in 2015. Mr. Rupanichkij was posted as a first secretary at the Royal Thai Embassy in Ankara, Turkey in 1999 and a Minister-Counsellor at the Permanent Mission of Thailand to the United Nations, New York, in 2012. Mr. Rupanichkij holds a Ph.D. in Economics from the Australian National University (ANU).

Session III: Mega Trade Agreement: Opportunity or Threat for Multilateralism

Theme: The multilateral trading system remains the obvious framework for trade growth and to drive trade benefits towards sustainable and inclusive development. However, the weakness of the multilateral agenda under WTO in recent years has led to the development of alternatives such as mega-regionals or other forms of plurilaterals. Do they represent an inevitable step towards a healthier multilateral outcome or a risk of fragmentation of the world trading system?

Dr. Suthad Setboonsang, Former ASEAN Secretariat

Dr. Suthad Setboonsarng is currently serving as a Board Member of the Bank of Thailand, Banpu Public List Company and a Board of Trustee of International Rice Research Institute (IRRI). He was the chairman of a Sub-committee on International Economic Relations, National Reform Council of Thailand (NRCT 2015), a Thailand Trade Representative (2009-2011), a Partner at PricewaterhouseCoopers (during 2000-2008) and the first Thai Deputy Secretary General of ASEAN (1997-2000). Prior to that, he was an Associate Professor, Asian Institute of Technology (AIT), a Research Fellow at Thailand Development Research Institute (TDRI); Research Fellow, East-West Resource System Institute and a Lecturer at the Faculty of Economics, Thammasat University. He received his Bachelor of Arts degree in Economics from the Thammasat University, Thailand, and his Master of Arts degree in Agricultural Economics from the University of Hawaii. He completed his PhD in Economics at the University of Hawaii under a scholarship from the East-West Center, Hawaii.

Mr. Manuel Montes, South Centre

Manuel F. Montes, Senior Advisor on Finance and Development at the South Centre in Geneva, was previously Chief of Development Strategies, United Nations Department of Economic and Social Affairs (UNDESA) where he led the team that produced the World Economic and Social Survey (WESS). Before that, he was Chief of Policy Analysis and Development in the UN's Financing for Development Office; UNDP Regional Programme Coordinator, Asia Pacific Trade and Investment Initiative based at the Regional Centre in Colombo, Sri Lanka; Programme Officer for International Economic Policy at the Ford Foundation in New York, 1999-2005; Senior Fellow and Coordinator for economics studies at the East-West Centre in Honolulu, 1989-1999; and Associate Professor of Economics at the University of The Philippines, 1981-1989. He holds a PhD in Economics from Stanford University His recent publications have been in areas of macroeconomic policy, development strategy, income inequality, climate change financing and industrial policy. Two recent chapters in collected volumes are: “The MDGs versus an Enabling Global Environment for Development: Issues for the Post-2015 Development Agenda” (January 2016) and “Throwing Away Industrial Development Tools: Investment Protection Treaties and Performance Requirements”.(November 2015, with KInda Mohamadieh).

Mr. Shintaro Hamanaka, Institute of Developing Economies, Japan 

Shintaro Hamanaka joined the Institute of Developing Economies of Japan External Trade Organization (IDE-JETRO) in 2016. At Inter-disciplinary Studies Center, he is conducting a wide range of researches on regional integration from multi-disciplinary angles, including international relations, politics, economics and international laws. Prior to this, he worked for the Asian Development Bank (ADB) for 8 years as Economist at Office of Regional Economic Integration and Economic Research Department. Between 2006 and 2008, he was involved in the Doha Round services trade negotiations at the Japanese Mission to World Trade Organization (WTO) in Geneva. He also worked for Bank of Japan for 8 years and was involved in economic research and policy making on regional financial cooperation in Asia soon after the Asian financial crisis. His research interests include international political economy (IPE), regionalism, free trade agreements (FTAs), bilateral investment treaties (BITs), international financial institutions, trade in services and trade facilitation. He authors several books and numerous journal articles in the field of international relations, political science, economics and international economic law. He is the author of Asian Regionalism and Japan: The Politics of Membership in Regional Diplomatic, Financial and Trade Groups (Routledge, 2009), and Asian Free Trade Agreements and WTO Compatibility: Goods, Services, Trade Facilitation and Economic Cooperation (World Scientific, 2014). He has PhD from University of Sheffield.

Mr. Carlos Kuriyama, Asia-Pacific Economic Cooperation

Carlos Kuriyama is currently Senior Analyst at the APEC Secretariat, Policy Support Unit, working mainly on topics concerning trade and investment liberalization, regulatory and structural reforms. Previously, Carlos was government official at Peru’s Ministry of Foreign Trade and Tourism, where he served as Chief Negotiator of the Peru-China FTA negotiations, General Coordinator of the Peru-Singapore FTA negotiations and Advisor to the Deputy Minister of Foreign Trade. He also led the design of Peru’s trade negotiations agenda and implemented Peru’s trade strategy with Asia and Oceania countries. In the academic sector, Carlos was Associate Researcher and Lecturer in Economics at Universidad del Pacifico (Lima, Peru), where he wrote extensively and participated in several research projects on trade, investment and integration issues for several domestic and international institutions. He holds a Master of International Affairs from the School of International and Public Affairs at Columbia University (New York, U.S.) and a Bachelor’s Degree on Economics from Universidad del Pacífico (Lima, Peru).

Ms. Sanya Reid Smith, Third World Network 

Sanya Reid Smith is a legal advisor and senior researcher with Third World Network. She has law and science degrees and also studied economics at the University of Oxford. She analyses the implications of trade and investment agreements on economic sectors, laws and policies in developing countries. Most recently she has been looking at the Trans-Pacific Partnership Agreement where she attended 27 negotiating rounds as a stakeholder; the Regional Comprehensive Economic Partnership, where she has attended two rounds as a stakeholder; European Union free trade agreements with developing countries and the Trade In Services Agreement. Third World Network is a grouping of organisations and individuals involved in development issues. Its international secretariat is in Malaysia and it has offices in various regions, including in Geneva where she works.’

Mr. Vincent Chauvet, ITD  

Vincent Chauvet is currently International Adviser for the International Institute for Trade and Development (ITD). Previously, he worked at the representation of the Department of International Trade Promotion, Thai Ministry of Commerce, in Paris, France. In this position, he was in charge of trade promotion activities, market analysis/monitoring and liaison with concerned stakeholders including government agencies, trade associations and international organizations. He graduated from University of Reading, UK, with a Master’s degree in Economic Development and International Trade with a specialization on Southeast Asian economies. He also holds a Master’s degree in Political Economy from the Université des Sciences Sociales, Toulouse, France.

Day 2: Thursday, 22nd September 2016

Session IV: Global and Regional Trends in Investment and Policy: Implications for Investment Policy Reform Theme: This session focuses on investment policy reform at the national and international level based on some key issues highlighted in the recent WIR 2016 in which it is obvious that “national investment policies continue to geared toward investment liberalization and promotion” while International investment policies through the IIAs are subjected to reform since numerous countries are reviewing their IIA network. Reform is also to bring the IIA regime in line with today’s sustainable development imperative. The WIR 2015 laid out a comprehensive action menu and a roadmap for IIA reform. It is interesting to see the way forward, about the what, how and the extent of such reform in the region.

Ms. Elisabeth Tuerk, UNCTAD

Elisabeth Tuerk is a Legal Expert in UNCTAD's Section on International Investment Agreements (IIA) in UNCTAD's Division on Investment and Enterprise.In her previous UNCTAD assignment, Ms. Tuerk worked as an Economic Affairs Officer at UNCTAD's Trade Negotiations and Commercial Diplomacy Branch (TNCDB) in UNCTAD's Division on International Trade in Goods and Services, and Commodities. In this function, she was engaged in economic, legal and policy analysis on WTO negotiations, regional trade agreements (RTAs) and domestic trade regulations, with a focus on trade in services. She regularly advised developing country and LDC trade negotiators and policy makers on issues in the Doha Work Program, WTO accessions and RTA negotiations with particular attention given to assessing the implications of negotiating proposals in terms of legal, policy, negotiating strategy and developmental impacts. Prior to joining UNCTAD, Ms Tuerk worked a staff attorney for the Trade and Investment Program of the Center for International Environmental Law (CIEL, Geneva). She holds a Magistra Degree in Law and a Magistra Degree in International Management from the Karl-Franzens University, Graz, Austria as well as a Masters Degree (MILE, Master of International Law and Economics) from the World Trade Institute (WTI) in Bern, Switzerland. Ms. Tuerk is author or co-author of numerous articles on trade in services, investment and development. She has participated as a speaker in numerous academic and policy events on issues related to the interface between trade liberalisation, investment and development, and has extensive experience in university lecturing and training programmes for policy makers. Ms. Tuerk is a national of Austria.

Astrit Sulstarova: Chief, Trends and Data Section, Division of Investment and Enterprise, United Nations Conference on Trade and Development (UNCTAD), United Nations in Geneva. He is member of the team preparing World Investment Report, particularly with regard to global and regional foreign direct investment (FDI) trends and prospects. Mr. Sulstarova with his team manage UNCTAD's database on FDI and multinational enterprises (MNEs) – one of the most authoritative sources for FDI in the world. He is also actively involved in UNCTAD technical assistance aiming at helping different countries to enhance their institutional capacity as regards the compilation, dissemination and analysis of data on FDI and the operations of MNEs. He obtained a degree as Mathematician from Tirana University in Albania; Master of Arts in Applied Economics from the Institute for Advanced Studies in Vienna, Austria and Ph.D. in International Economics from Graduate Institute for International Studies in Geneva, Switzerland. Main publications outside the United Nations include articles published in major professional journals including Journal of International Money and Finance, Journal of International Management and Journal of East-West Business.

Mr. Chokedee Kaewsang, Board of Investment Thailand  

Mr. Chokedee Kaewsang is a deputy secretary general of Thailand Board of Investment (BOI). He has more than 30 years of experience in investment promotion in various capacity; both inward and outward investment. He received a bachelor degree in Economics, from Thammasat University. He was awarded a Lee Kuan Yew’s scholarship and graduated from National University of Singapore with a master degree in Public Management. He also participated in Lee Kuan Yew’s Fellowship Program in Public Management, Kennedy School of Government, Harvard University, U.S.A.

 

Mr. Marc Proksch has a Master Degrees from the Free University of Amsterdam in political science, international relations and of the London School of Economics in international political economy with specializations in foreign investment and international trade. After working in the private sector in the UK as a research analyst at a management consultancy, he joined the United Nations as a permanent staff member in 1990 working in the areas of industrial development, small and medium-sized enterprises, privatization and private sector development, industrial finance and promotion of foreign direct investment in the Economic and Social Commission for Asia and the Pacific (ESCAP) in Bangkok. From 2000 until 2010, Mr. Proksch worked in ESCAP’s Trade Policy Section of the Trade and Investment Division, with particular interest in the multilateral trading system and Doha Development Agenda, in particular agricultural trade, trade and investment and competition policy, intellectual property rights, as well as on regional and bilateral trade agreements and their relationship with the multilateral trading system. Mr. Proksch is currently Chief of the Business and Development Section in the Trade, Investment and Innovation Division and manages the work of the Section in the areas of development of small and medium-sized enterprises, promotion and facilitation of investment for development and the promotion of responsible business practices.

Sufian Jusoh is the Senior Fellow at the Institute of Malaysia and International Studies, Universiti Kebangsaan Malaysia and External Fellow of the World Trade Institute, University of Bern, Switzerland. Sufian Jusoh is also a Distinguished Fellow at the Institute of Diplomacy and Foreign Relations, Ministry of Foreign Affairs, Malaysia. Sufian is now an Investment Law Expert for the World Bank. Sufian is an expert in international trade and international investment, ASEAN Economic Integration and intellectual property management especially in Biotechnology and Green Technology. Sufian is a Barrister-at-Law (England and Wales) of Lincoln’s Inn, London. Sufian holds an LL.B from Cardiff Law School, an LL.M (Merit), University College London and a Doctor in Law (summa Cum Laude) from University of Bern, Switzerland. Sufian has been a consultant to many countries and international organisations such as the Malaysian Biotechnology Corporation, the South Centre in Geneva, the World Intellectual Property Organisation, APEC High Level Policy Dialogue on Biotechnology, Asian Development Bank, World Bank, ASEAN and the Ad Hoc Committee on Biofuel at the United Nations’ Conference on Trade and Development.  

Suon Sophal became Director of Public Relations and Promotion of Private Investment at the Council for the Development of Cambodia (CDC) since February 2014. He involves in regional economic cooperation, including the Greater Mekong Sub-region (GMS) as Officer in Charge at the GMS National Secretariat. He is representing Cambodia in the UNESCAP Asia-Pacific Foreign Direct Investment (FDI) Network. Suon Sophal had served as Cambodia Lead Negotiator for investment agreements with ASEAN member states and its dialogue partners: Australia, China, India, Japan, Korea, and New Zealand to negotiate for various agreements including ASEAN Comprehensive Investment Agreement (ACIA), ASEAN-Australia-New Zealand FTA (Investment Chapter), ASEAN-China Investment Agreement, ASEAN-India Investment Agreement, ASEAN-Japan CEP (Investment Chapter) and Regional Comprehensive Economic Partnership (investment chapter in RCEP). He served as Chairman of the ASEAN Coordinating Committee on Investment in 2012-2013. He was selected as Young Business Leader by the Forum for East Asia and Latin America Cooperation (FEALAC) encountered in Tokyo in 2004. He served as a member of Think-Tank for East Asia Economic Cooperation and East Asia Vision Group. Prior to assuming his career at the CDC, Suon Sophal was an Officer in Charge of Public Procurement, the Ministry of Economy and Finance. He joined the Cambodia Credit Committee for Rural Development in early 1996 as Junior Economist and Analyst. He used to work in banking sector including World Bank, ADB and the Investment Bank Berlin (IBB) based in Germany. He was Chief Accountant in 1997 at Cambodia’s branch of United Parcel Services. Suon Sophal is a graduate of National University of Singapore, Lee Kuan Yew School of Public Policy, and Harvard Kennedy School of Government.

Assoc. Prof. Michael Ewing-Chow, National University of Singapore

Prof. Michael Ewing-Chow is the WTO Chair at the Faculty of Law, National University of Singapore (NUS). He has a First Class Honours degree in law from NUS and a Masters from Harvard Law School. Michael worked in Allen & Gledhill before joining NUS where he started the first World Trade Law course in Singapore and was involved in the negotiations for some of Singapore's early FTAs. He has been a consultant to the Singapore Government, the ADB, ASEAN, UNCTAD, the World Bank and the WTO. Michael has advised government officials all over the world on trade and investment law as well as governance. He also assisted the Singapore Company Law Reform and Frameworks Committee in 2001 with a major overhaul of corporate law and in 2008 was appointed to a Working Group of the Steering Committee to review of the Companies Act. He continues to be involved in corporate law reform in his role as an advisor to the Registrar of Companies as a Member of the Institute of Corporate Law. He has taught in a number of universities in Asia, Europe and Latin America. He has published papers on governance, trade law and investment law and is on the Editorial Board of the Journal of International Economic Law. He has been also consulted as an expert for UNCTAD’s World Investment Report over the last decade. His latest book is “International Trade and Food Security: Exploring Collective Food Security in Asia”. Michael also co-founded aidha, an NGO which provides financial education and microfinance opportunities for domestic migrant workers. For his work, he was the awarded the Social Entrepreneur of the Year 2007. He has received several Teaching Excellence Awards and was awarded the Inspiring

Theme: It is becoming increasingly difficult to determine the nationality of multinational enterprises due to their more and more complex ownership structures. This has a significant impact on the effectiveness and suitability of ownership-based investment policies with the alternative for policymakers either to bear the administrative burden of looking deeper and deeper in ownership or to switch to other mechanisms in investment policy areas such as competition, tax and industrial development.

Dr. Kamalinne Pinitpuvadol is an Executive Director of the International Institute for Trade and development (ITD), a public organization jointly set up under the cooperation agreement between the Government of Thailand and the United Nations Conference on Trade and development (UNCTAD) during the 10th Session of UNCTAD held in Bangkok, Thailand. Before joining the ITD in 2015, he taught at the Faculty of Law, Chulalongkorn University, Thailand. He served as Vice-Rector for Research Affairs at the Eastern Asia University, Thailand and as Deputy Director of the Knowledge Network Institute of Thailand. His areas of interest include international law, investment law, International commercial law, European Union Law, children rights, higher education, university governance, trade policy and sustainable development. He received his “Docteur en droit” in international law from the University of Strasbourg, France.

Dr. Diana Barrowclough, UNCTAD 

Diana Barrowclough is a Senior Economist in the United Nations Conference for Trade and Development, Division on Globalization and Development Strategies. Before joining the UN, she lectured economics at the University of Cambridge, where she was a Fellow of St John’s College. She was educated at the University of Cambridge (PhD Economics) and the University of Auckland (MA Economics and Political Science). Her research interests focus on the interface between public and private sectors and the role of multilateral policy measures to help address global problems. Currently she is a contributing author to the UN Trade and Development Report, the manager of a two-year multi-country Development Account project 'Strengthening pro-growth macroeconomic management capacities for enhanced regional financial and monetarycooperation…' and GDS focal point for presentations and trainings

Mr. Suon Vichea is a Director of Trade Training and Research Institute (TTRI), Ministry of Commerce, Cambodia. He earned LLM. (Master) in Intellectual Property from WIPO-ITC-Turin University in Italy; Post graduate Diploma in Economic Development from IDE-JETRO in Japan; MBA in International Business from UTCC in Thailand; MBA from Norton University incorporation with Ateneo de Manila University; Bachelor of Business Administration from Royal University in Cambodia; and Associate Degree on Business from National Institute of Business. He obtained many certificates from various countries. Mr. Suon Vichea has experienced 11 year of teaching at different universities in Cambodia in subject of Intellectual Property Law; Economic; Macroeconomic; Micro Economic, International Economic, International Business, Management, Marketing, Organization Behavior, Business Finance, Financial Management and Financial Institution. Mr. Suon Vichea is processing progressive working experience of “15 years” at Intellectual Property Department, directly engaging in International Cooperation and Legal Affairs for two years which responsible for cooperation inside and outside country with concerned institution, international organizations and other countries on Intellectual Property Affairs and coordinate to promote and monitor the implementation of all Intellectual obligations committed by Cambodia during the accession to the WTO. Examine the Cambodian obligation on Intellectual Property through promotion of drafting laws related to the implementation of the agreements in which Cambodia is a contracting party, and coordinates to conduct study research on treaties, conventions, and any agreements administered by WIPO and WTO in order to determine its effects and benefit prior to the accession of Cambodia as a member, and cooperate with concerned institution to receive Technical Assistance of International Communities and International Organization.

Mr. Xaysomphet Norasingh, Economic Research Institute for Trade, Lao

Xaysomphet Norasingh is Deputy Director General of Economic Research Institute for Trade. He obtained Bachelor in Marketing in Australia, and Master degree in Marketing in University of Illinois at Urbana-Champaign 2005, USA. He extended his research skill via attending research methodology workshops, and joint paper with various professors and external research institutes. His research specialization is in SME focusing on product development, innovation, business analysis and production process. His recently paper published in Asia Journal on FID and technology transfer to local factory in Laos, 2013 supported by IDE-Jetro Bangkok. He also supervised Lao Trade Research Digest Journal for Economic Research Institute for Trade, MoIC. The early 2014 - 2016 papers were fruit processing in Laos, Industry modernization, Trade strategy 2016 - 2025 with vision 2030 for Lao PDR and Industry strategy 2030 Lao at cross road joint paper with ERIA.

THE INTERNATIONAL INSTITUTE FOR TRADE AND DEVELOPMENT (PUBLIC ORGANIZATION)

During the Tenth Session of the United Nations Conference on Trade and Development (UNCTAD X) held in Bangkok in February 2000, the Royal Thai Government and UNCTAD signed a Cooperation Agreement establishing the International institute for Trade and Development (ITD) on 17th February 2000 with the following objectives:- 1. To provide knowledge to participants from countries in the Asia region and beyond

through training and research programmes in the area of international trade, finance, investment, development and other relevant areas,

2. To assist developing countries in the region in building their capacities, 3. To promote and strengthen regional economic cooperation and integration, and 4. To serve as a focal point and provide forum for training and capacity building activities

by UNCTAD and other interested organizations. ITD is a non-profit and independent organization established under the Royal Decree on the Establishment of the International institute for Trade and Development (Public Organization) B.E. 2544 (2001) and officially inaugurated on 1st May 2002 during the Mid-Term Review Conference of UNCTAD X, hosted by the Thai Government.
