New Guidelines TR39:2015 for Freight Container Equipment Interchange

The Manufacturing Standards Committee (MSC) under the purview of the Singapore Standards Council (SSC), together with SPRING Singapore and Singapore Manufacturing Federation Standards Development Organisation (SMF-SDO) launched Technical Reference TR39:2015 for freight container equipment interchange receipt on 14 August 2015 at M Hotel Singapore. More than 120 industry players including logistics service providers, shippers, container depot operators

and hauliers attended.

The development of the new standard is supported by members in the Logistics Technical Committee under MSC. The committee comprises industry stakeholders namely Infocomm Development Authority of Singapore, Container Depot Association of

Singapore, Singapore Transport Association, Singapore Institute of Manufacturing Technology (SIMTech) and SLA.

TR39 aims to address a commonplace problem faced by the stakeholders in the container supply chain where there is a lack of industry-wide documentation of containers’ conditions, often resulting in disputes amongst parties involved. It provides a set of consensus guidelines to properly document and report the conditions of the containers at each interchange point. Implementation of the standard is expected to enhance containers’ traceability, minimise disputes over damage accountability and reduce supply chain downtime, giving rise to increased productivity.

Mr Gerry Tan – SLA Honorary Secretary and the SLA Secretariat team. The upgrading of the HKTDC’s presence in Singapore from a Representative Office to Branch Office aims to strengthen support for Hong Kong small and medium-sized enterprises entering ASEAN markets. Besides closer connectivity between economies in the region, HKTDC is looking for investment opportunities relating to the Central Government’s One Belt, One Road Initiative, with long term plans to strengthen business, financial and physical connectivity within Asia.

“The port visit is fantastic! The PSA guide is so good with his introduction on the history and future of port facilities. The view from the top of PSA Building overlooking the present and new port infrastructures is impressive. From this trip, we have a clearer and closer look on the quay and yard cranes as well as understand how the cranes work. The sight of different types of containers at the port and the various vessels berthed alongside the port is also amazing. It is an unforgettable trip and I would like to visit again if there is another chance.” - Mr Richard Tan, Assistant Manager for Logistics, Casio Singapore Pte Ltd
