EXPRESSION OF INTEREST: SUPPLIERS INTERESTED IN PROVIDING THEIR
RESEARCH AND ECONOMIC MODELLING CAPABILITIES
1. INTRODUCTION
The Coega Development Corporation (Pty) Ltd (“the CDC”) is a company that is wholly owned by
the South African Government. Located within the Nelson Mandela Bay Municipality (NMBM) near
Port Elizabeth, the multi-billion dollar IDZ is the South Africa’s premier location for new industrial
investments covering 11 000 hectares of land. The CDC is mandated to develop and operate the
Coega IDZ, therefore contributing to the socio-economic upliftment of the Eastern Cape (EC).
The development of the IDZ has led to a fair amount of skills and expertise be attracted to the CDC,
in various areas such as business development and advisory research. Formed in 2008, the
Research Unit (RU) provides insight and foresight to the CDC in attracting investors in the IDZ, with
a view to attract Foreign Direct Investments (FDIs), create jobs and contribute to the
industrialisation of the EC province. Aligned to the CDC vision of bringing about economic
development to the EC, the RU has extended its service offering to partner with public entities
2. INVITATIONS
The CDC is inviting capable and competent Service Providers, under qualifying categories, to
express their interest in providing part or all projects for sectoral research, editing of publications
and building of econometrics models. The successful respondents should have the capabilities and
experience to meet the requirements of the CDC in as far as these services are concerned.
One original of the completed Expression of Interest (EOI) shall be placed in a sealed envelope
and clearly marked CDC/405/14 - Suppliers Interested in Providing their Research and
Economic Modelling Capabilities. The closing date and time for the receipt of completed
tenders is 12h00 on Friday , 16 May 2014 at the following physical address:-

3 SCOPE OF WORK AND CRITERIA FOR ASSESSMENT
3.1 Requirements
In the course of discharging its activities, the RU requires from time to time the services of service
providers in specialist fields, conform to the global economic environment, investment promotion
with a view to develop the IDZ and economic modelling for policy making and decisions based on
analytics. The scope of work for the 2014/15 FY encompasses the following:
1. Eastern Cape Local Competitive Location Benchmarking study;
2. Production and edition of the Perspectives Journal;
3. Editing of reports produced;
4. Workshop: Time Series analysis and Panel data;
5. Workshop: Report writing; and
6. Develop statistical, mathematical and econometrics models: I/O, SAM & CGE
Service providers need to demonstrate their capabilities to provide any of the above services in
order to strengthen the CDC value proposition and business cases.
3.1.1 Eastern Cape Local Competitive Location benchmarking Study
The LCLB covers multiple sectors of the economy. The key differentiators of the EC compared to
other SA provinces will form part of a “sales pitch” that will be developed as a component of the
provincial investment promotion strategy. The study will focus on:
• A market scan (supply, demand, trends, opportunities, threats, major players, etc) and value
chain analysis for each sub-sector;
• A competitive positioning analysis of the EC compared to other provinces in South Africa; and
• The development of a unique value proposition for the EC with a view to assist the
development of a focus IP strategy.
The sectors under consideration for this study are listed below. It is expected that each sub-sector
will be priced separately as budgetary consideration will determine the extent of the adjudication.
• Agro-processing (4 sub-sectors): aquaculture, edible oil, mohair, food processing &
packaging;
• Chemicals: pharmaceutical;
• Renewable energy: solar panels and wind turbines;
• Logistics: ship building & maintenance

3.1.2 Production and Edition of the 6th Issue of the Perspectives Journal
The Perspectives journal seeks to stimulate debate among professionals, specialists and
academics on issues of industrial and economic development relevant to the international,
domestic and local economies. The journal is an initiative of the Coega Development Corporation
(CDC), in partnership with research institutions, professionals, public entity and the broader
society.
The service provider is expected to provide the following services:
• Academic rigour in selecting articles;
• Review and edit articles
• Guide in the themes
• Participate in the Perspective Journal breakfast meeting
3.1.3 Edition of the Socio-Economic Outlook and Sectoral Reports
Annually, the RU produces the EC Socio-Economic Analysis & Forecast (SEAF), which is a
provincial statistical research document that enables socio-economic intelligence and knowledge
management of key industries (Agro-processing, Construction, Automotive, Tourism, etc), in order
to support strategic decision making. Together with a range of cross-country statistics, the outlook
provides a unique tool to keep abreast of global and regional economic developments, medium
terms challenges to potential growth, unemployment and rural development.
The service provider is expected to:
• Consider the flow of argument, the coherence of the overall analysis, and ensuring that the
layout, tables, figures and other graphical material is both accessible to policy makers and the
informed public.
• A complete technical and grammatical editing intervention in regard to the core text, and all
accompanying annexures and textual material will be undertaken.
3.1.4 Workshop: Time Series Analysis & Panel Data
The issue of skills in critical areas is at the centre piece of government’s strategy to turn the fortune
of millions and increased the employability of youths. In this context, the development of the
necessary economic intelligence to further improve the macro-economic modelling of the EC
economy is an imperative.
The CDC requires the services of qualified service providers to present an econometrics workshop
to EC professionals. The course should cover time series analysis, panel data, all developed on the
econometric software package Eviews 7. The econometric training will discuss the following items:
• An introduction to Eviews;
• Simple & Multiple regressions;
• Time series analysis;

• Co-integration and vector auto-regressive models; and
• Panel data analysis
3.1.5 Workshop on Report Writing
The RU has over the past years developed various capabilities that have added value to the Coega
Project with limited resources. These include the following:
• Built a good track record in research complexity by increasing capacity and skills;
• Increased awareness and reputation internally and externally;
• Developed partnerships with various external experts and institutions;
• Encouraged the publishing of articles by professionals which gives the province credibility on
thought leadership on issues of development
RU interns like their CDC fellows are placed for a period of 18 months with a view to increasing
their chance of employment. RU has identified the report writing workshop as part of the training
that will improve interns’ writing skills and assist them in discharging their role for the CDC and
ultimately in their professional life.
The service provider is expected to provide the following services:
• Written input (workshop manual) and power-point supported presentations on
o fundamental writing skills, and
o special requirements of report writing.
• Guided practice concerning
o fundamental writing skills, and
o special requirements of report writing.
• Experience of a peer review process where they practice the skills of critical reading.
• Input from expert critical readers.
• Proofreading and editing of their reports by an expert language editor.
3.1.6 Development of Statistical and Econometrics Models: I/O, SAM & CGE
This project entails the development and modelling of a set of models for South Africa and
provinces. I/O models give a breakdown of the national accounts, with the advantage thereof being
that the economy can be analysed on a sectoral basis. It is possible to determine the economic
structure of a country at a specific point of time, but, through the inter-industry linkages, it is also
possible to determine what the contribution of each one of the economic sectors, both direct and
indirect, is in terms of different economic variables. The relationship between the initial spending
and the total effects generated by the spending is known as the multiplier effect of the sector.
CGE modeling reproduces - in the most possible realistic manner - the structure of the whole
economy and therefore the nature of all existing economic transactions among diverse economic

agents (productive sectors, households, and the government, among others). Moreover, CGE
analysis, in comparison to other available techniques, captures a wider set of economic impacts
derived from a shock or the implementation of a specific policy reform. In that sense, the CGE
approach is especially useful when the expected effects of policy implementation are complex and
materialise through different transmission channels.
In order to be considered, service providers must be able to demonstrate application/applicability of
such models; academic credential and a training component in their value proposition.
3.3 Responsiveness Assessment
The Service Providers who comply with CDC requirements as stated in the EoI document will be
added to the CDC Register of Service Providers. The RU will use the register to invite the service
providers to tender/quote for the various projects that required sectoral and economic research
acumen. The CDC will reserve the right to allocate work to short-listed entities in an effort to
distribute work and thereby reduce CDC risk.

Friday, the 25th
April 2014, at no cost.
2. EOI Documents can also be downloaded from our website at www.coega.co.za.
3. No tender briefing meeting will be held.
4. One original of the completed EOI shall be placed in a sealed envelope clearly marked: “CDC-
405-14: EXPRESSION OF INTEREST FOR SUPPLIERS INTERESTED IN PROVIDING
THEIR RESEARCH AND ECONOMIC CAPABILITIES.”
5. The closing date and time for the receipt of completed EOIs is Friday, the 16th
May 2014,
12h00 at the CDC Head Office, Corner Alcyon & Zibuko Street, Zone 1, Coega IDZ, Port
Elizabeth 6100. EOI will not be opened in Public. No late submissions will be considered.
Respondents must include an original, valid SARS Tax Compliance Certificate in their
submissions in order to be considered.
Telegraphic, telexed, facsimiled or e-mailed submissions will not be accepted.
No telephonic communication with any CDC member of staff relating to this EOI will be
permitted. All enquiries regarding this EOI must be in writing only, and must be directed to:

4. INSTRUCTIONS TO BIDDERS
4.1 Terms and Conditions
(a) All submissions must be received by the CDC no later than 12H00 on 16 May 2014. Any
EOI received after the closing time will not be considered. The CDC reserves, under
exceptional circumstances, the right to extend the closing date. All EOI and all subsequent
information received from respondents will become the property of the CDC and will not
be returned.
(b) The successful respondents will be added to the CDC register for a period of 12 months (1
year), with effect from the date of confirmation; this appointment could be extended for a
further 24 months;
(c) The CDC will create a register of preferred Service Providers and the criteria of inviting
tenderers will be based on availability of projects in the various clusters;
(d) If the CDC selects a Bidder, the CDC reserves the right to negotiate the content of the
EOI, the scope of services, including financial terms.

(e) The CDC reserves the right not to accept any EOI. If the CDC does not accept any EOI it
will declare the EOI call process to be closed, to proceed on a completely different basis,
or not to proceed with the Contract.
(f) Submission of an EOI by a respondent, and all the subsequent opening and adjudication
process, does not represent a commitment on the part of the CDC to proceed further with
that or with any Bidder.
(g) The CDC will not accept any responsibility for costs incurred by Bidders in preparing and
submitting EOI.
(h) The CDC reserves the right:-
(i) Not to appoint some or all in the event it deems the EOI not appropriate;
(ii) Appoint more than one entity in the event that it deems it appropriate; and
(iii) To engage in processes to validate all claims made in the EOI
(i) The respondent shall comply fully with the requirements of this EOI but may propose
modifications and/or alternatives, which enhance the process from either a technical,
financial or programme/schedule perspective. Any particular experience and expertise that
a respondent offers which will enhance the process will be given due consideration in the
evaluation of the EOI.
(j) The respondent shall treat as confidential all documentation, if any outside party should
request information, the respondent shall report the request in writing to the CDC.
(k) When doing Service, only original equipment manufacturing parts to be used to ensure the
machines are 100% secure and safe to use.
5 DISQUALIFICATION
(a) It must be stressed that any queries relating to this request must be in writing, and must be
addressed only to the Acting Supply Chain Manager who is identified as a contact person for
this contract.
(b) Respondents are not to communicate in any manner or form whatsoever with members of
CDC personnel about the EoI until the preferred service provider (s) have been selected and
such selection has been formally communicated to the public.
(c) Respondents are advised that should there be any contact with CDC staff and the
Adjudication Team which could in any way be seen or deemed to constitute a conflict of
interest, bribe or otherwise influence the process and the outcome thereof, will result in
immediate disqualification.
(d) Any misrepresentation of information or fraudulent information submitted, will lead to
immediate to disqualification of the respondent, whether discovered during adjudication
process or afterwards when the project is being executed.
(e) Any misrepresentation of information or fraudulent or misleading information or report or
claim submitted anytime during the course of executing the contract will lead to immediate
cancellation of the contract

7. CONFIDENTIALITY AND MEDIA PROTOCOL
Any information relating to the submissions, through the process or otherwise shall be treated in
strict confidence. The CDC reserves the right to announce the names of Bidders to the media.
In submitting a response, a Bidder agrees that it shall not be entitled to any information disclosed
by another applicant to the CDC, which the CDC has determined to be of a confidential nature.
The content and details of the evaluation of submissions will remain confidential to the CDC.

CERTIFICATE OF INDEPENDENT BID DETERMINATION (SBD-9)
1 This Standard Bidding Document (SBD) must form part of all bids¹ invited.
2 Section 4 (1) (b) (iii) of the Competition Act No. 89 of 1998, as amended, prohibits an
agreement between, or concerted practice by, firms, or a decision by an association of firms, if it
is between parties in a horizontal relationship and if it involves collusive bidding (or bid rigging).²
Collusive bidding is a pe se prohibition meaning that it cannot be justified under any grounds.
3 Treasury Regulation 16A9 prescribes that accounting officers and accounting authorities must
take all reasonable steps to prevent abuse of the supply chain management system and
authorizes accounting officers and accounting authorities to:
a. disregard the bid of any bidder if that bidder, or any of its directors have abused the
institution’s supply chain management system and or committed fraud or any other
improper conduct in relation to such system.
b. cancel a contract awarded to a supplier of goods and services if the supplier committed
any corrupt or fraudulent act during the bidding process or the execution of that contract.
4 This SBD serves as a certificate of declaration that would be used by institutions to ensure that,
when bids are considered, reasonable steps are taken to prevent any form of bid-rigging.
5 In order to give effect to the above, the attached Certificate of Bid Determination (SBD 9) must be
completed and submitted with the bid:
¹ Includes price quotations, advertised competitive bids, limited bids and proposals.
² Bid rigging (or collusive bidding) occurs when businesses, that would otherwise be expected to compete, secretly
conspire to raise prices or lower the quality of goods and / or services for purchasers who wish to acquire goods and / or
services through a bidding process. Bid rigging is, therefore, an agreement between competitors not to compete.

6. The bidder has arrived at the accompanying bid independently from, and without consultation,
communication, agreement or arrangement with any competitor. However communication
between partners in a joint venture or consortium³ will not be construed as collusive bidding.
7. In particular, without limiting the generality of paragraphs 6 above, there has been no
consultation, communication, agreement or arrangement with any competitor regarding:
(a) prices;
(b) geographical area where product or service will be rendered (market allocation)
(c) methods, factors or formulas used to calculate prices;
(d) the intention or decision to submit or not to submit, a bid;
(e) the submission of a bid which does not meet the specifications and conditions of
the bid; or
(f) bidding with the intention not to win the bid.
8. In addition, there have been no consultations, communications, agreements or arrangements
with any competitor regarding the quality, quantity, specifications and conditions or delivery
particulars of the products or services to which this bid invitation relates.
9. The terms of the accompanying bid have not been, and will not be, disclosed by the bidder,
directly or indirectly, to any competitor, prior to the date and time of the official bid opening or of
the awarding of the contract.
10. I am aware that, in addition and without prejudice to any other remedy provided to combat any
restrictive practices related to bids and contracts, bids that are suspicious will be reported to the
Competition Commission for investigation and possible imposition of administrative penalties in
terms of section 59 of the Competition Act No 89 of 1998 and or may be reported to the National
Prosecuting Authority (NPA) for criminal investigation and or may be restricted from conducting
business with the public sector for a period not exceeding ten (10) years in terms of the
Prevention and Combating of Corrupt Activities Act No 12 of 2004 or any other applicable
legislation.
