• All proposers allowed opportunity to update Staffing Planby February 16, 2018
• Investigation by Third-Party Forensic Data Expert
• Continued Investigation by the Greater Orlando AviationAuthority

Focus of Additional Investigation: Was there an existence, or at a minimum the appearance, of a conflict of interest and other irregularities stemming from PMA’s role as GOAA’s OAR and PMA’s teaming with Jervis B. Webb
on the BP-S000132 STC BHS DBOM Procurement?
Staffing Plan Updates
• At the February 9, 2018 PSC Meeting, Jervis B. Webbstated they would be excluding PMA from their StaffingPlan
• PMA likewise indicated they would not object if theywere excluded
• On February 16, 2018, Jervis B. Webb submitted aRevised Staffing Plan that did not include PMA
• Neither Glidepath nor Vanderlande submitted an updatedStaffing Plan

Main Considerations for Supplemental Investigation
To provide a comprehensive review giventhe two-week timeframe that minimizesdelay to the South Terminal C project,since BHS is on the critical path
To address the privacy and public recordsconcerns associated with the reviewmethods of different devices and content

“Revised Protocol” GOAA, with the cooperation of PMA and Jervis B. Webb,
created a protocol to guide the investigation by the forensicdata consultant (Data Analyzers LLC) and GOAA
Provides a realistic scope for a forensic data investigationin the allotted timeframe
Requires PMA to supplement the forensic datainvestigation with emails from PMA email server betweenPMA and Jervis B. Webb, and emails between NoelAlvarez and Martin Ineichen
Requires PMA and Jervis B. Webb to retain a third-partyconsultant to preserve forensic copies of the cell phonespossibly used in connection with this procurement

Notable Findings
No evidence in the metadata and system artifactssuggest that Jervis B. Webb had in its possessionany of the Technical and Design Proposalspreviewed or downloaded by Mr. Martin Ineichen
The Technical and Design Proposals previewed anddownloaded by Mr. Ineichen were not found on anycomputer system examined by Data Analyzers
