    Friend,

    This week has been a good one for the future health of San Francisco. For the last few years, Ive beendeeply involved in negotiations over a proposal by the California Pacific Medical Center (CPMC), anaffiliate of Sutter Health, to build a new world-class hospital on the corner of Van Ness and Geary (nextto the southwest corner of District 3) and to rebuild St. Lukes, the community-oriented hospital that isessential to the well being of many San Franciscans in the southeastern part of our City.

    This week, I joined two colleagues, Supervisors Mark Farrell and David Campos, as well as Mayor Leeand CPMC officials, to announce an agreement that vastly improves upon the deal that was brought tothe Board of Supervisors last summer - and which I could not support. The crux of the agreement is thatthe Cathedral Hill hospital will be almost half as large as previously proposed (up to 304 beds insteadof 555) and St. Lukes will be 50 percent larger (120 beds instead of 80). The deal also includes $80million in payments to the City for community benefits related to health care, transportation, workforcetraining, affordable housing and pedestrian safety.

    Since last fall, Ive spent countless hours working with my two colleagues and our outstandingmediator, Boudin Bakery owner and civic leader Lou Giraudo on the CPMC negotiations. Since Ivebeen in office, I have spent more time working on the rebuild of these CPMC hospitals than on anyother single project. I know that reaching this agreement would have been impossible without thededicated engagement of hundreds of community members concerned about the rebuild of the

    hospitals.

    A term sheet for the agreement wil l b e heard at the Board of Supervisors next Tuesday, March 12, at3:00 p.m., with more detailed items coming before the Board, the Planning Commission, and theMunicipal Transportation Agency between now and the en d of the summer.

    On a different note, we can also improve our health by getting out and enjoying the start of the 2013season of Sunday Streets, which returns to the Embarcadero this Sunday, March 10. Enjoy how we turnour streets into public space!

    District 3 Update

    Participatory Budgeting - Almost Time to VoteAs a part of my participatory budgeting pilot, community members came toge ther this past weekend toselect project ideas to put onto the ballot for voting later this month. These ideas reflect what ourresidents saw as the top needs and priorities for the district including cleaner and safer streets, jobopportunities for our youth and more resources for parks and recreation. The final phase of theparticipatory budgeting pilot will be the voting process during the week of March 25-31. Watch for afuture email update for more information on where and how you can cast your vote.     Residents Participate at the Chinatown YMCA

    Masonic Auditorium Pact AchievedAfter years of debate over the future of the Masonic Auditorium, the Nob Hill Coali tion and the Nob HillAssociation recently reached an agreement with the Freemasons of California, who own the building,and Live Nation, which manages performances in the space. After a project to remodel the facility wasapproved in 2010, the Nob Hill Coalition and the Nob Hill Association filed a lawsuit on environmental

    grounds, and a court ruled in their favor and ordered additional analysis. This legal settlement pavesthe way for the Masonic to be renovated in early 2014, upon completion of an Environmental ImpactReport later this year. Among other provisions, the agreement includes a cap on the number of liveentertainment events, controls on alcohol consumption, the establishment of a Huntington ParkPreservation Fund, and the sponsorship of a school music program in District 3. As this land use battleis resolved, this agreement will ensure that we are investing in the future of Nob Hill.

    Honoring David ChanWhile Chinese New Year is a great time for celebration, we often have seen a rise in crime aimed atshoppers and small businesses in Chinatown. Thats why the work of David Chan at San FranciscoSafety Awareness for Everyone (SF SAFE) has been so invaluable, and I was proud to honor him onthe occasion of his retirement from SF SAFE after 15 years of service. As the Public Safety Coordinator,David organized public safety awareness campaigns in partnership with the police department,

    David Chan was honored at the Board of Supervisors

    Polk Street Redesign and Upcoming MeetingSeveral months ago, the San Francisco Municipal Transportation Agency (SFMTA) began the planningprocess for a project to improve the safety and experience on Polk Street between McAllister andUnion, with a focus on pedestrians, transit riders and bicyclists. The redesign is intended to coincidewith the paving of the street in 2015. SFMTA staff has presented possible design ideas and receivedcommunity feedback at open houses and walks along the street an additional meeting will take placeon Monday, March 18, at 6:30 p.m. at Its a Grind, 1800 Polk at Washington (please check the MiddlePolk website for a possible location change).     Progress on Pagoda Extraction Plan for Central SubwayIn a significant win-win for North Beach merchants and residents, this week the Board of Supervisorsgave its final, unanimous approval to a Special Use District ordinance that is part of the larger effort bythe San Francisco Municipal Transportation Agency (SFMTA) to relocate the extraction of the Central

    Subways Tunnel Boring Machines from the middle of Columbus Avenue to the site of the formerPagoda Palace. After the Mayor signs the ordinance, the SFMTA needs to receive environmentalapproval from the Federal Transit Administration before demolition of the Pagoda building can begin,perhaps as early as April. Our office will continue to work with the SFMTA and the Office of EconomicDevelopment on outreach to nearby businesses and residents as construction p lans are finalized.

    Pier 27 James R. Herman Cruise Ship Terminal Becomes RealitySoon after I took office, I began working with the Port and others to make the vision of building a cruiseship terminal on our northeastern waterfront a reality. With an accelerated timeline driven by the

    Americas Cup regatta, I recently joined other City officials and community members in a celebration tomark the completion of Phase 1 of the James R. Herman Cruise Terminal at Pier 27 (Herman was aformer Port Commissioner and union leader). After the Americas Cup uses the beautiful new buildingas its headquarters this year, the Port will complete the project, which will include a 2.5 acre public park,and prepare for the arrival of 1,200 foot-long cruise ships with up to 5,000 passengers. As John Kingwrote in the Chronicle, the legacy of the Americas Cup will be much more substantial than just theregatta this summer.

    Legislation

    Looking Forward with Our Ten-Year Capital Plan and Five-Year Technology PlanThis week at the Board of Supervisors, I joined with the Mayor to introduce two long-term planningdocuments that reflect the work of the Capital Planning Committee and the Committee on InformationTechnology, two bodies that I serve on with numerous City Department heads. The Board ofSupervisors will review and approve the plans in the coming months.

    Our Ten-Year Capital Plan is the reason why its hard to walk around the City and not notice arevitalized park or recreation center, a new or renovated library, better roads, and other improvementstaking place in District 3 and throughout the City. Over the past five years, voters have approved $1.9billion in G.O. bonds for hospitals parks police and firefighters and streets. This is equivalent to theprevious 22 years of G.O. bonds combined. And were doing it in a responsible manner withoutincreasing tax rates. The Proposed Plan continues the commitment to the built environment byrecommending $25 bill ion to add ress critical seismic repairs and l ong-standing problems. This includesidentifying a permanent source for street repaving, funding critical Muni infrastructure, replacingessential components of the Citys 150-plus year old sewer system, investing in the waterfront, andrelocating staff and prisoners from the seismically vulnerable Hall of Justice.

    The Five-Year Information and Communication Technology (ICT) Plan provides a framework for howthe City should think about, plan for and invest in technology. Since taking office, Ive been working to

    get our local government out of 1999 when it comes to our technology. Were making progress, but westill have a long way to go. The plan identifies strategic goals and identifies significant needs must bemet through the Citys budget process. Major projects include replacing our financial system, taxsystem, and public safety radio equipment. Since there is a gap between the available funds and theprojected needs, we must work more efficiently and collaboratively to come up with alternative fundingsources if we want to have a City government worthy of the innovative City in which we live.

    Soft Story Legislation Heads to Land Use CommitteeAs reported by the Examiner, I recently introduced legislation along with Mayor Lee and SupervisorScott Wiener to require seismic retrofitting of the Citys most vulnerable buildings, specifically soft storywood-frame buildings. As we know from history, the Loma Prieta and Northridge earthquakes renderedover tens of thousands of soft story units uninhabitable. Because the next earthquake is projected to betwo to three times bigger, it is imperative that the city put measures in place to address the safety risksthat soft story buildings pose to our residents.

    Thats why our legislation requires approximately 3,000 soft story buildings be retrofitted so that the58,000 residents and 7,000 workers that live and work in these spaces will be protected in theoccurrence of a major earthquake. I know that we are asking our residents and building owners totackle a big challenge head-on, but I am confident that we can get the work done for the future of ourcity.     Improving Open Data for Smarter GovernmentIn collaboration with the Mayors Office, I introduced an ordinance to update San Franciscos landmarkOpen Data law, which will lead to even more and better data at the DataSF website. With Open Data,government makes more of its information available and facilitates the creation of tools that improvetransparency and accountability in areas ranging from law enforcement to restaurant health scores.

    Among other provisions, the legislation requires the City to appoi nt a Chief Data Officer to oversee theCitys efforts to make more and better data sets available.
