The FCArequirements.........Under FCA guidance, all advisors whocarry out regulated activities must beappropriately supervised. In addition,supervisors of investment advisers notassessed as competent must:

‘have the necessary coaching andassessment skills as well as technicalknowledge and experience to act as acompetent supervisor and assessor.’ (TC2.1.4G)

For existing supervisors, they must be ableto show this competence has beenmaintained (TC2.1.12R)

To quote the FSA in Consultation paper10/12;‘For the avoidance of doubt: a file checkis not supervision’.

What about other regulatory areas….?

Of course, within other regulated activitiessuch as mortgages and general insurance,there are no specific supervisorrequirements. However, supervisors withinthese activities are still expected to becompetent and should be able todemonstrate coaching and assessmentskills.

Other regulatory pressures….?

There are other regulatory pressures totake into account as well – ranging fromthe need to have adequate systems andcontrols post RDR, to Treating CustomersFairly (TCF). These too can place apremium on having first-rate supervisoryskills. For example:
