The FCArequirements.........Under FCA guidance, all advisors whocarry out regulated activities must beappropriately supervised. In addition, supervisors of investment advisers notassessed as competent must:
‘have the necessary coaching andassessment skills as well as technicalknowledge and experience to act as acompetent supervisor and assessor.’ (TC2.1.4G)
For existing supervisors, they must be ableto show this competence has beenmaintained (TC2.1.12R)
To quote the FSA in Consultation paper10/12;‘For the avoidance of doubt: a file checkis not supervision’.
What about other regulatory areas….?
Of course, within other regulated activitiessuch as mortgages and general insurance, there are no specific supervisorrequirements. However, supervisors withinthese activities are still expected to becompetent and should be able todemonstrate coaching and assessmentskills.
Other regulatory pressures….?
There are other regulatory pressures totake into account as well – ranging fromthe need to have adequate systems andcontrols post RDR, to Treating CustomersFairly (TCF). These too can place apremium on having first-rate supervisoryskills. For example:
..all of us found the day interesting, informative and effective. The facilitationof the day was refreshingly straight anddetailed feedback was excellent.
Richard Mahon, T&C OfficerCompliance, Aon Consulting Limited
You are always reluctant to go on thingslike this as you have so much todo - normally, but I found it veryrefreshing indeed and came away with acouple of good points, that will beadopted into the company. Thank you verymuch for that.

The challenges……..How do you show that new supervisors candemonstrate their competence before actingin this role? How do you do it in a way thatsupports the business?
How do you ensure existing supervisorsdevelop their skills? As a minimum, could youdemonstrate they have maintained theircompetence?
Last but not least, how can you do all of thisin a way that develops your business?
Our approach tosupervisor training….Any T&C scheme is only as good as itssupervisors. More than this, we believe thatgood supervision is an essential businessdriver. High performing businesses have greatpeople managers and a client-centricapproach. It’s not just about monitoring andrecord keeping; lasting value comes from thedevelopment of skills and confidence.
