JF?. A community 7here Gobstructions of usticeG stri9es a startling and star9 contrast to the

image it so des!erately embraces. A community !roud of it8s Gtough on crimeG udges, a

community of G!lain fol9sG and Amish, and a community settled in a beautiful landsca!e

abundant in an agricultural bounty. +his is not a community of com!romising integrity. r so it

    has been !erceived.

Judge 1alIall8s eBtremely controversial findings 7ere res!onsible for Pennsylvania8s o7ncrafting of the G&aurie /illG, the retaliation by the Common7ealth of Pennsylvania intended to

curb the Federal Courts interference 7ithin the res!ective state8s o7n urisdictions and

!roceedings. r 7as it a !olitical maneuver to close the lid on GPandora8s /oBG +he

Pennsylvania Attorney eneral and the &ancaster County 1istrict Attorney have both thro7n all

their might and all their muscle at turning the tides of Judge 1alIall8s findings. +his story and

Stan Caterbone8s rights have been violated and abused by some of the very same !rinci!als

that 7ere res!onsible for Judge 1alIall8s unsettling revelations. &ancaster County !rosecutors

7ere found to have engaged in one of the grossest acts of !rosecutorial misconduct Gfound in

the -nglish s!ea9ing languageG, 7hich allegedly occurred in this no7 famous &isa Michelle

&ambert case, a murder trial 7hich began in the summer of "::#. Subseuently, it is no7 in

the midst of a treacherous a!!eal !rocess convened by Judge 1alIall. And if so, by fate, in

Philadel!hia, Pennsylvania< the home of the GFreedom FightersG.

2t is this !ublic disclosure, that casts a ne7 light and sudden ho!e for freedom into Stan

Caterbone8s unbelievable and horrid story, that begun ust four years !rior to the murder of

&aurie Sho7. 2t is the decisive similarities of ho7 both victims 7ere subected to a very

calculated and !olitically motivated attem!ts to GframeG and Gfabricate circumstancesG to obtainthe results that ustified the means for illicit self=serving interests. +his very same conduct,

committed by !ublic servants, elected and enlisted to enforce the la7, to 7hich Judge 1alIell

found so a!!alling. Conduct, 7hich violated the very same rights their res!ective offices are

commissioned to !rotect. Conduct, 7hich stri9es the meaning of G3e +he Peo!leG from our

    nation8s very o7n Constitution.

Fortunately, Stan Caterbone8s story is laced 7ith a thread of faith, a faith in od. And because

of his faith, Stan Caterbone 7ill forever regard &isa Michelle &ambert ) and &aurie Sho7 as his

little GAngels of JusticeG, a odsend. An ans7er to his many !rayers, that for the first time in

ten years !rovided a small glimmer of ho!e, and a fe7 moments of solitude that have

materially ustified his o7n tragic eB!erience. +he realiIation that the truth is that much more

believable because of the trials and tribulations of &isa Michelle &ambert. 0nfortunately, this

revelation came at the unfortunate and untimely death of &aurie. Ho7ever, it ust may be od8s

    intentions of a Higher Pur!ose.

+his story 7as !er!etuated through a gross miscarriage of ustice* a tenure of malicious

7rongdoing by both the la7 enforcement community of &ancaster County and the

Common7ealth of Pennsylvania, as 7ell as community leaders. A !rocess that continues to

obstruct Stan Caterbone8s rights for ustice. 2t8s mannerisms reach into the inner soul of

!olitical and udicial corru!tion. All in the name of greed, and all in the honor of continuing the

status uo of the Good le /oy8sG club of &ancaster County. A !rocess obsessed 7ith 9ee!ing

    it8s disclosure from esca!ing beyond the confines of GPandora8s /oBG. 2t8s a tenure of !o7er that

evolved from the days of this country8s earliest settlers, but an evolution that has some7here

strayed a7ay from the intent of our constitution<

7ith total disregard for the la7, in total disres!ect for the Constitution, and void of many of our

civil liberties. +his atrocity, li9e the &ambert case, 7ould have made our founding forefathers

    AT ISSUE

+he central issue in this story is a cover u!, a cover u! of mass !ro!ortions, and of !er!leBing

design, 7ith national conseuences. +he fact of the matter is that this cover u! has had

ramifications throughout this 7orld< s!ecifically the Middle -ast +he cover u! 7ould be

em!hatically unbelievable 7ithout the 7ealth of evidence, es!ecially the recorded conversations

7ith Pennsylvania officials. A cover u! that !ermeates from 7hat 7ill later emerge as the Lth

largest financial fraud >/illion 1ollars@ in the history of the 0nited States cou!led 7ith the

covert sales of arms to 2ra. And five years after this cover u! began, these same munitions

7ere used against our o7n troo!s in the Persian ulf 3ar. And of course, there are admitted

ties to the Central 2ntelligence Agency >C2A@ and the ational Security Agency >SA@.. And this

cover u! and story, 7hich began in June of ":;', in &ancaster County, !receded criminal

indictments by the 0nited States Attorney eneral, the Federal /ureau of 2nvestigation >F/2@,

the 2nternal Revenue Service >2RS@, the 1e!artment of Justice and Commerce, and more. A

vast array of criminal activities cons!ired from the ultra conservative &ancaster County, 7here

od is su!!osedly su!reme, and it8s hard line a!!roach to crime is said to be !reeminent. 2n

June of ":;', &ancaster County 7as immersed in a dynamic t7ist of fate, 7ith a host of !layers

7hich may never be fully identified.

+he irony of this story is ho7 &ancaster County manages the disclosure of the very same

criminal activities that this story !roves that it condoned, !rior to the intervention of federal

authorities. 2t most dramatically 7ill !rove the nature of it8s integrity, or lac9 thereof.

2nternational Signal Control, >2SC@ is the controversial !layer in this 7eb of cons!iracy. 2n

    ":;', 2SC 7as the third largest em!loyer in &ancaster County, a non=discrete defense

!olicies or the activities of the 1e!artment of 1efense, or the vast agencies of the G2ntelligence

    CommunityG, es!ecially the C2A or the SA >ational Security Advisory@. 7ith regards to 2SC8s

foreign dealings. +rying to !rotect the 7orld of malicious and evil em!ires is a !rocess 7hich

never ends, and 7hose !layers are constantly changing. And our res!ective intelligence

agencies are continually challenged 7ith the tas9 of trying to ma9e a difference, in accordance

7ith !rotecting our national security. 0nfortunately, given the nature of their discrete activities,

and given the C2A8s history of avoiding congressional a!!roval in certain situations, our current

la7s are void of effectively dealing 7ith the !eri!heral catastro!hes of such activities that

inherently trans!ire. +he C2A remains immune, 7hile everyone outside suffers the

    conseuences.

+he fact that the C2A, or anyone of the other intelligence community, may have been involved,

does not grant a blan9et of immunity over activities 7hich 7ere not material to !rotecting our

national security. 2f a com!any !rovides a service to anyone in the intelligence community, our

constitution, our la7s, and it8s res!ective commercial regulatory authorities, must still have the

full sense of their urisdiction. +he intelligence community may not have the right of

intervention into the commercial enter!rise, or organiIation, circumventing the rights of its

em!loyees, shareholders, creditors, and customers. o 0nited States la7 or statute suggests

that there is any involuntary mandate that reuires any of the !receding to com!romise his or

her interests in the res!ective enter!rise for the sa9e of national security, or the res!ective

intelligence agency. +here must be considerations !aid to all involved for those rights and

interests that com!romise such a relationshi!. ther7ise, the C2A could effectively gain control

of any domestic cor!oration it so desires, 7ithout ever o7ning one share of its outstanding

stoc9, sim!ly by enlisting its !roduct or services for the sa9e of national security. +he C2A

reuires a formal vehicle to enlist the aid of our domestic commercial enter!rises. 2SC is a

!roven and unfortunate eBam!le of that.

Stan Caterbone 7as a shareholder of record of 2nternational Signal Control >2SC@ for the

!revious four years !rior to 7hen this tragic ordeal began. Stan Caterbone 7as to !urchase the

    stoc9 from no7 Re!ublican Pennsylvania Senator ib Armstrong, 7ho 7as in the bro9erage

business at the time and selling 2SC stoc9. +he stoc9 7as sold over the &ondon Securities

-Bchange, su!!osedly for reasons to su!!ress information. Stan Caterbone 7as interested in

the stoc9 because of his a!!etite for technology, and 7as more curious about the business of

2SC, than anything. 2n fact, Stan Caterbone had never made any inference to any of the illicit

dealings 7ith 2ra. Ho7ever, the !er!etrators of this story, attem!t to hide behind a vale of

Gnational security,G in an effort to find legal immunity from all 7rongdoing. 2n accordance, the

record 7ill !rove that this is merely a smo9e screen used to intimidate and obstruct Stan

Caterbone's access for due !rocess of the la7.

+he trials and tribulations of Stan Caterbone are un!recedented in terms of emotional and

!sychological duress, fortunately his indestructible faith in od, and his enduring belief in

himself and the truth, endures his life. +here 7as one attem!t on the his life, days 7ithin the

    >2SC@, 7hich +ed ?o!el re!orted on A/C e7s ightline, on May #), "::", L years after the

initial cover u! began. +his story 7ill de!ict a series of systematic and strategic offensive

attac9s u!on Stan Caterbone and his businesses that 7ill result failed business enter!rises, and

    a Holly7ood motion !icture, deserted. An im!eccable !rofessional re!utation and a fla7less

    credit rating !ur!osely sabotaged. Financial o!!ortunities, that in ":;', 7ere almost im!ossible

    to eBtra!olate, 5ast financial o!!ortunities and as!irations forever a !art of history. +his

horrendous Crime 7as !er!etrated for the interest of a cover u!, further !rotecting the corru!t

    enter!rises of &ancaster County8s 2nternational Signal Control >2SC@. A uest for ustice that

!olariIed every relationshi! Stan Caterbone maintained, in &ancaster County and beyond,

including friends and family. +his story demonstrates a methodology of his !er!etrators for

9ee!ing Stan Caterbone GuarantinedG from ustice and !ublic disclosure, through a malicious

means of GcredibilityG !ro!onents, and horrendously dece!tive tactics. Financial motives

!rominently dis!layed in the hands of all of the !er!etrators, 7hich absolves the burden for a

    traditional cons!iracy.

+he emotional res!onse to the truth of this story is com!elling, to say the least. Subseuently,

the startling 9een sense of !erce!tion that Stan Caterbone had demonstrated is even more

intriguing. 2t is this eBtraordinary uality that is res!onsible for saving his life, 7hile yet at the

same time !roviding his !er!etrators 7ith an alibi and a vehicle for discrediting his startling

allegations and his story. +his story embellishes a dichotomy of !erce!tion that had Holly7ood

!roducers from his film !roect call his 7or9 genius, 7hile his !er!etrators from the &ancaster

County Community conveniently and maliciously labeling him as GinsaneG and Gemotionally

    disturbed.G

    THE LANDSCAPE

+he !er!leBing uestion of Stan Caterbone's intelligence, or lac9 thereof, is best analyIed as a

uestion of !erce!tion. Ho7ever it terms of the legal conseuences of the activities contained

herein, they are of little if any relevancy. +he fact of the matter is that the Gmental deficienciesG

have very little relevancy to this story, other than serving as a means to discredit Stan

Caterbone, a vehicle to facilitate the cover u!, and a blan9et of immunity for all of the

    !er!etrators.

+he heart of Stan Caterbone8s legal dogma is best described as follo7s* 2f a !erson, is

!erceived to have a Gmental deficiencyG< yet 7hose actions and decisions are al7ays !roven to

be instinctually and amaIingly !rudent, al7ays abiding 7ithin the la7, and in the best interest

of his affairs, 7hat rights and !rotection do the la7s afford him from !ersons abusing that

!erce!tion, in order to yield !olitical and financial re7ards, as a direct conseuence of his

demise Furthermore, ho7 does the la7 !rotect his rights, if any and all malicious acts against

Stan Caterbone, are constantly and immediately disregarded because he is !erceived to not to

be GcredibleG As this story unfolds, these uestions 7ill become even more troubling and

a!!alling. Although Stan Caterbone could never describe the !ain of his trauma, he 7ould often

say that the closest situation that may com!are is that of a 7oman being continuously ra!ed,

night after night, hel!lessly !raying for relief, struggling to free herself from her ca!tor, all 7ith

no avail. He 7ould call it as being Gbrain f======G.

Stan Caterbone, coming from the lo7er middle class of &ancaster City, 7as only #: years old

7hen this tragedy began. Coming from a bro9en home, he 7as the third of siB boys. 3hile at a
