Fresh off one round of budget cuts, the District 191 School Board wants to min-imize surprises before it cuts the budget again next year . The Burnsville-Eagan-Savage board voted unani-mously June 7 to have Su-perintendent Randy Clegg prepare a recommendation for possible cuts that could take effect in 2013-14 . The board said the rec-ommendation, due by Sept . 6, “should include, but not be limited to:” • Closing an elementary school . • Closing a junior high school . • Closing the district of-fice building, the Adminis-trative Services Center . • Consolidating use of district buildings and facili-ties . • Changing the school

For the past 15 years, Eagan nonprofit Caring-Bridge has connected loved ones online in times of medical crisis . Last week hundreds of families filled the Mall of America rotun-da to celebrate its anniver-sary . “It’s a really nice ser-vice,” said Atlanta resident Deb Cole, who used Car-ingBridge two years ago to stay informed when her cousin’s son, who lives in Minnesota, was diagnosed with lymphoma . Cole, who dropped by the June 7 event while visit-ing family in Minneapolis, said she particularly likes that CaringBridge provides a place to post updates and words of encouragement as well as automatic email feeds to family and friends . CaringBridge provides websites that enable friends and family to share infor-mation on their loved one’s medical condition . Guests were able to sam-ple treats from Cinnabon, have their picture taken with Vikings cheerleaders, listen to live music and sign a giant card congratulating CaringBridge . A nosedive in gradua-tion rates among English as a second language stu-dents in District 191 is a
key reason for a review of the ESL program that has district officials pledging to improve it . The review, which in-cluded on-site observations and interviews by state De-partment of Education of-ficials, was presented to the Burnsville-Eagan-Savage School Board on June 7 . It comes as a “slap in the
face,” Board Member Jim Schmid said . “There’s a lot of disturb-ing information in that re-port,” Board Member Bob VandenBoom said . The graduation rate among ESL students dropped steadily from 78 percent in 2007 to 32 per-cent in 2010 . It rebounded to 43 percent 2011 .
The statistics aren’t all gloomy . According to the report, District 191 is ahead of the state and three comparable districts in the percentage of students with limited English skills who meet proficiency standards on state reading tests . A to-tal of 45 .5 percent of tested students reached proficien-cy in 2011, ahead of limit-
ed-English students state-wide and in Bloomington, Mounds View and North St . Paul/Maplewood . But the number of stu-dents proficient in read-ing has improved only 5 percent since 2007, which calls for improvement, said kathy Funston, director of curriculum .

For the first time in three years, the Rose-mount-Apple Valley-Ea-gan School District will be able to balance its budget without reductions . “It’s so exciting to me that we are not cutting and that we are perform-ing better than in previous years,” Board Member Jackie Magnuson said . Officials estimate that the District 196 general fund budget will be $294 .8 million during the 2012-13 school year . This bud-get accounts for funds not allocated for specific purposes, such as special education or food service . Expenditures are slightly above that figure, but the school district can use general funds to bal-ance the budget . The general fund bal-ance is a projected $33 .2 million, 11 .03 percent of the general fund budget . This is above the district’s 8 percent goal . The district’s total budget is projected to be
$343 .1 million . Jeff Solomon, finance director for District 196, credits the balanced bud-get to the state’s efforts to reinstate k-12 funding and the district’s efforts to conserve its money . The state promised the district in July an extra $50 per pupil this school year and another $50 per pupil in 2012-13 . This amounts to $1 .5 million each year in addi-tional revenue . District 196 also will receive $2 .96 million in compensatory funding starting in 2012-13 . Legislators passed the one-time money for 20 districts with the larg-est enrollment aside from Minneapolis, St . Paul and Duluth . District 196 is expected to receive the largest sum of this money . The district also ex-pects to receive $1 .63 million in literacy aid for 2012-13 . The aid is based on literacy achievement

Ready, aim, letter! Trapshooters from Burnsville high School and members of three local gymnastics clubs won the right June 7 to earn BhS varsity letters. Students and parents from the 40-member 2012 Burnsville trap team ap-plauded after the Burns-ville-eagan-Savage School Board approved agreements with the nonschool clubs to authorize school letters. “it is a great opportunity
for more of our students to earn a varsity letter, which really is important, in some-thing they’re passionate about,” Board Member Jim Schmid said. Agreements were ap-proved with the Minnesota State high School Clay Tar-get League, Minneapolis Gun Club inc., and three gymnastics studios within District 191 — elite, Glea-son’s, and Minnesota Val-ley. Students must meet the organizations’ require-ments for a letter. Students
who have already met the requirements can get their letters right away, said Lisa Rider, the district’s business director. The district’s first outside letter agreement was in 2005 with the Burnsville-Minne-sota Valley Figure Skating Club. Last year it added an agreement with American Legion Post 435 for rifle target shooting.

Dakota electric, one of Farmington’s largest em-ployers, has been bringing darkness to light for 75 years. One of Minnesota’s 44 electrical cooperatives, the company is marking its anni-versary this year by ramping up its already strong commu-nity involvement, increasing volunteerism and includ-ing historic information on its website and in company newsletters. Steve krech, a 34-year Dakota electric employee with a penchant for history, sifted through old Dakota County Tribune newspapers and decades of Dakota elec-tric Board meeting minutes to assemble an impressive company history. his research, primarily conducted on his own time, assisted Dakota electric Public Relations Director Joe Miller to create an in-formative video history of the company, on its website www.dakotaelectric.com. krech also created four
large scrapbooks of news-paper articles detailing the company’s history, which are on display at the Dakota County historical Society. Started by farmers in 1936, the cooperative al-lowed rural areas of Dakota County to receive electricity, a change that amounted to a revolution in people’s lives. Many cities were then “electrified,” but area farm-ers still did chores by kero-sene lamp; housework was laborious and involved cook-ing on wood stoves, washing clothes by hand and pressing clothes with an iron heated on the stove. Ray nicolai of hampton said before electricity his family constantly was cutting wood for the fire and pump-ing water by hand. They canned fruit and vegetables because there was no refrig-eration and worried about fire hazards working by kero-sene lamp in hay-filled barns. On Feb. 21, 1938, the switch was thrown and in a historic moment when the lights came on for 356 co-op
members. That access to power liter-ally changed lives. krech said in 1940, Dako-ta electric hosted a national demonstration of electricity in rural areas, and the Da-kota County Tribune was filled with ads for electric ap-pliances. “it let the farmers know that this stuff can make your life so much easier, and it did,” krech said. By 1986, Dakota electric was the fastest growing co-operative in the nation. Miller said Dakota elec-tric serves about 102,000 accounts and delivers more than 1.9 billion kilowatt hours of electricity per year.
“i think Dakota electric really helped to make the county grow,” Miller said. “with all the farms spread out throughout the county and no electricity, there was not going to be population growth.” Throughout the years, Dakota electric has also pro-moted community involve-ment. its increased effort this year has brought Dakota electric volunteers to an ex-panded list of organizations, including Feed My Starv-
ing Children in eagan and YMCA Camp Streefland in Lakeville. Miller said Dakota elec-tric’s past efforts to help the community grow and pros-per will continue. “Dakota electric is really, really committed to assisting in the community and help-ing to make this area a great place to live and work,” Mill-er said.

Let’s admit graduates have it toughTo the editor: A couple of recent let-ters disparage a guest col-umnist who discussed the difficulty for college grads to find jobs commensurate with their education, the financial burden that edu-cation imposes on college graduates today, and the possibility that high school grads will not pursue high-er education because of those difficulties. Regardless of one’s opinion about the content of the column, the facts are that college students are in-curring enormous debt in obtaining that education, and the prospects of them making a salary that allows them to pay off the debt and start the rest of their lives are uncertain. Our current U.S. repre-sentative at one point op-posed lowering the interest rate on student loans and supports for-profit educa-tion over funding public colleges and universities, as do our state legislators. For them, it’s about private profit over public good. As for jobs, the presi-
dent doesn’t create jobs, and the private job creators aren’t creating them either. Graduates have to be per-sistent, patient and lucky to find good jobs today. I can see where it is hard to be optimistic. Rather than criticizing the writer, we could recog-nize that graduates need our support and we have a role and responsibility in setting things right. One thing we can do is support local candidates in November who believe in public education and sup-port the president’s policies to broaden and strengthen the economy. We need to elect Mike Obermueller to Congress and Jeff Wilfahrt to the Minnesota House, for jobs, for education, for all of us.

Zoo needs to support the walkers To the editor: I live in Apple Valley, and I have a huge problem with the Minnesota Zoo. Minnesota taxpay-ers fund 29 percent of the
zoo’s budget, which is over $20 million. I do support the zoo in general, but con-sidering “we” approved $15 million in bonds in 2010 for a new entrance, I had hoped the local resi-dents could get a cement
path from the street into the Minnesota Zoo park-ing lot. I would expect that a family-friendly business funded by the state would at least have a walking path so local members could walk to the zoo and not have to pay the $6 parking fee in addition to the $18 per adult to get in and the $12 per child ages 3 to 12 (not including the extra $4 to see the “Dinosaurs” ex-hibit, which is very nice). I love the zoo but I think taxpayers need to monitor where their money is spent. Can we finally get a cement path from the walking path on County Road 38 into the zoo parking lot so we
can walk to the zoo to save gas and money?

Kautz has done much for city To the editor: I was so pleased to see in the June 8 issue of Sun Thisweek that Mayor Eliza-beth Kautz is running for re-election. She has been the best ambassador for Burnsville we have ever had. Her pri-mary opponent, the man who lost races for city coun-cil, school board and mayor, seems fixated on Kautz’s length of service to the city.
The issue in this elec-tion is not about the time a person has been in a job, it is about performance, achievement and results. Just look around Burnsville and see many new business-es brought into Burnsville by Kautz. I have lived in Burnsville for 34 years and am grateful to Kautz for making Burnsville a safe, successful, beautiful and proud city. Vigilance, education will help prevent drownings

Widespread adoption of cell phones and computers helps explain a startling statistic: In the last decade, the number of Minnesota K-12 students attending char-ter public schools has increased more than 29,000, while the number of students at-tending district public schools has declined by more than 45,000. That’s according to a new study from the Center for School Change, based on data from the Minnesota Department of Education website. The re-port is available at www.centerforschool-change.org. What does this trend mean for families and for Minnesota public education? The majority of Minnesota young people still attend district public schools. However as with phones and computers, many families are looking for something different, and they hope, better. But neither district nor charter public schools are always “better.” The label “charter public school” like “district public school” tells you nothing about the curriculum, philosophy or in-structional approach. Comparing is about as useful as trying to decide which has bet-ter gas mileage, leased or purchased cars. Because there are enormous differences
within each category, the comparison does not make sense. But the charter movement has allowed educators and parents to create new, and in some cases more personalized, distinctive options. That has helped many students and provided valuable opportunities for educators. That’s in part why Minnesota charter K-12 enrollment rose in the last decade, while district K-12 enrollment declined. It also helps explain why charter enrollment in U.S. charters rose from less than 100 stu-dents 20 years ago, to more than 2 million in the 2011-12 school year. Many Minne-sota charters offer something “different.” For example: • lakes International offers an elemen-tary Chinese and Spanish immersion in Forest lake. • Swan River and World learner give elementary/middle school Montessori op-
tions in Monticello and Chaska, respec-tively. • Small, “classical” high schools are offered at Spectrum (high school in Elk River), Seven Hills (elementary school in Bloomington), St. Croix Prep (K-12 in Stillwater), and Cologne Academy in Co-logne. • Mainstream is an arts high school in Hopkins, and New Heights is a small, per-sonalized K-12 school in Stillwater. • Northwest Passage high school fea-tures extensive travel in Coon Rapids. • Trio/Wolf Creek is an online school based in Chisago City. Wise school districts have responded, in part, by offering distinctive programs. For example, School District196 offers the School of Environmental Studies for 11th- and 12th-graders. Anoka-Hennepin offers the Science and Technology Education Program for high school students. Forest lake has a Montessori option. Minnetonka provides a Chinese option. Edina offers a French immersion elemen-tary school. Cambridge/Isanti has School for Four Seasons and “the Minnesota Cen-ter” for middle school students. At least some of these, such as the Forest lake Montessori, were opened in response
to the possibility that parents and educa-tors would set up a charter if the district did not respond. The charter movement has helped some educators and districts recognize that there is no single perfect kind of school for all students. Some educators have recognized that identical does not mean not equal educa-tional opportunity. Saying “one size or format fits all” is like saying everyone can wear a Size 8 shoe comfortably. As Gov. Mark Dayton and Education Commissioner Brenda Cassellius have sug-gested, we should learn from the most ef-fective, while offering opportunities to de-velop new approaches (as has been done with phones and computers). Enrollment trends suggest that wise ed-ucators will look for more effective ways to organize learning and teaching. Students don’t need more district or charter public schools. The recent drowning of a 6-year-old at a supervised country club pool in Hopkins points out the need for more vigilance and knowledge on how to save a person from drowning. last year there were 50 drowning deaths in Minnesota, 19 of them in Hennepin County. Six persons drown every day in the United States. A third of them are children under 14. Children from 1 to 4 years of age drown more in residential swimming pools. On Wednesday, June 6, there was anoth-er tragic example in South Chisago lake Township of rural Chisago County where a 14-month-old infant girl drowned in the shallow end of an above ground pool. A recent study of Hennepin County drowning deaths by a task force, revealed
that last year the majority of drowning deaths happened in apartment complex pools. What’s more, the study showed that many of the residents had no idea how to react to a drowning. There isn’t much time to save someone who becomes unconscious after being submerged in water for two minutes or less and brain damaged after being under water four to six minutes. A new safety coalition, the Twin Cities Metro Water Safety Task Force, is so con-
cerned about drowning deaths, it has con-ducted three classes on water safety aimed at people who frequent private pools in apartment complexes. Sara Cwayna, a public safety education specialist for the city of Plymouth, noted that most people do not know the signs of someone drowning. Those people do not realize that drown-ing can be quick and silent, contrary to the misconception of victims jumping up and screaming for help. The first reaction of a bystander is to jump into the water and try to save the victim, who may climb on the rescuer’s back causing both to drown. The task force found there was safety equipment at the pools but no one knew how to use the equipment. They should use the ring buoy or a shepherd’s hook to save the person. The task force has put together a CD
in English and Spanish on how to prevent drowning deaths. It will be available soon on the a video-sharing website YouTube and on demand. A plastic poster in five languages that can be posted at swimming pools soon will be available at a cost of $65. The task force is hoping for donations to buy posters that can be placed in pools throughout the area. This effort deserves your support.

ily and friends to coordinate care of a loved one, and Am-plifier Hub, an online com-munity that gives volunteers an opportunity to connect, share and rally support for the nonprofit. CaringBridge was found-ed in 1997 by Sona Mehring after she faced the heart-breaking task of notifying loved ones of the prema-ture birth and later death of her close friend’s baby girl, Brighid. Mehring, a website con-sultant, thought an online site would be the most effi-cient way to notify people. From there, CaringBridge was born. Mehring chose the name CaringBridge as a way to il-lustrate how the site “bridg-es” loved ones. It was also a way to incor-porate Brighid’s name, since she was the inspiration, said Mehring, who was named a 2012 Dakota County Excep-tional Businesswoman by Sun Thisweek’s sister publi-cation, the Dakota County Tribune. CaringBridge started as a side project, while Mehring worked as an independent
consultant creating websites for small and medium-sized businesses. But as the organization quickly took on a life of its own, Mehring decided to quit her consulting career in 2002 to run CaringBridge full time as CEO. That same year, the organization was incorporated as a nonprofit. Much has changed since the organization’s inception. What began as a small side-project with 100 web-sites, has grown into a thriv-ing nonprofit with 80,000 sites for individuals from across the globe.
“And we’re always con-tinuing to grow,” Mehring said. In the past few years, CaringBridge has worked hard to keep up with ever changing technology and now offers features for smartphones and tablets. The inception of Face-book and other social media has presented a mixed bag for CaringBridge. “In some ways they are a competition,” Mehring said. “But our clients’ needs are often different than what they can find on Facebook. We let them know it’s a very
protected and private space.” When using Caring-Bridge, the client is able to control the level of privacy for each site, which includes photos, journal updates and an online guest book that allows loved ones to write words of encouragement. Unlike social networking sites, no membership is re-quired and there is no adver-tising, Mehring said. All sites are off-limits to search engines, she said. Though it strives to be unique from popular social media sites, CaringBridge turns to many of these sites for marketing. For much of its history, CaringBridge relied heavily on word-of-mouth, but now it is stepping up its market-ing efforts by reaching out to the community and hos-pitals. Mehring said her goal in the next year is to focus on improving marketing efforts and refining the site to at-tract more users. “We want to serve as many people in as many ways as we can,” she said.

calendar and/or school day. • Reducing transporta-tion services. • Eliminating specific programs and/or services. • Reducing the district’s “organizational and staff-ing structure.” “The transparency, actu-ally, I prefer,” Board Mem-ber Jim Schmid said. “This is now a matter of public record.” Calendar modification remains on the table after the board rejected a shorter school calendar with lon-ger school days as part of its 2012-13 budget cuts. Board members axed the administrative proposal to save $776,000 by cutting 17 school days after hearing strong objections from par-ents and teachers.
Board members ap-proved a cut list in May that’s reflected in the budget up for approval on June 21. The budget calls for $110.9 million in general-fund spending, compared with an estimated $114 million without the cuts. Citing stagnant state funding, growing costs and declining enrollment, the district is looking to save
about $15 million over the next three years. Recent months’ talk of closing a building has al-ready attracted some inter-est from potential buyers or renters. The two buildings that have drawn attention are well located: the Ad-ministrative Services Cen-ter, just east of Interstate 35W in northern Burns-ville, and Cedar School,
just east of Cedar Avenue on Diffley Road in Eagan. The board voted down June 7 an administration proposal to hire a broker to field queries about the administrative center. The district will continue to field the calls.

The City Council of the City of Eagandoes ordain:
Section 1. Eagan City Code Chapter Tenis hereby amended by adding the followingdefinition to Section 10.11, Subd. 1, to readas follows:
* * *Off-leash dog area means a city-desig-
nated area within a city park wherein dogsmay be permitted to be unrestrained incompliance with this Chapter and city parkregulations.
* * *Section 2. Eagan City Code Chapter Ten
is hereby amended by modifying Section10.11, Subd. 2, to read as follows:
Subd. 2. Running at large prohibited. Itis unlawful for the owner of any dog, cat,ferret, or horse to permit such animal to runat large. The police officer or animal con-trol officer may seize, impound or restrainany dog, cat, ferret, or horse found runningat large. Subdivision 4 and 5 shall apply toany dog, cat, ferret, or horse impoundedunder this subdivision. This subdivisionshall not apply to a dog running at largewithin the confines of an off-leash dog area,prov ided that the owner of the dog, asdefined herein, is present within the con-fines of the off-leash dog area and withinclose enough proximity to the dog to beable to physically restrain the dog whennecessary or if so directed by a policeofficer or animal control officer.
Section 3. Eagan City Code Chapter Tenis hereby amended by modifying Section10.23, Subd. 3 (B), to read as follows:
B. Bring any dog, cat or other creatureunless caged or kept on a leash not morethan six feet in length. This clause shall notapply to any dog within an off-leash dogarea, provided the following requirementsare met:
1. The owner of the dog is present withinthe confines of the off-leash dog area;
2. The owner of the dog is within closeenough proximity to the dog to be able tophysically restrain the dog when necessary;
3. An off-leash dog area permit for thedog has been issued by the City and isvalid and in effect for the current calendaryear;
4. The dog is wearing the city-issuedcollar for its off-leash dog area permit;
5. The owner of the dog and the dog arein compliance with all city park regulationsfor the off-leash dog area;
6. No person shall bring a dog declaredby the City or any other jurisdiction as adangerous dog or potentially dangerousdog, defined elsewhere in this Chapter, intoan off-leash dog area.
7. The dog has not been ordered by apolice officer or animal control officer to beremoved from the off-leash dog area;
If any of the above requirements is notmet, such noncompliance shall be deemedas a separate violation of this Section andaccordingly, unlawful.
The term "owner" shall have the meaninga s p r o v i d e d i n t h e g e n e r a l a n i m a lregu lat ions set forth elsewhere in thisChapter. The term "off-leash dog area"shall mean a city-designated area within acity park wherein dogs may be permitted tobe unrestrained in compliance with thisChapter and city park regulations.
Section 4. Eagan City Code Chapter 1entitled "General Provisions and DefinitionsApplicable to the Entire City Code Including'Penalty for Violation'" and Section 10.99,ent it led "V iolat ion a M isdemeanor" arehe reby adop ted in the i r en t i re t y byreference as though repeated verbatim.

The City Council of the City of Eagandoes ordain:
Section 1. Eagan City Code, Chapter 11,is hereby amended by adding Sect ion11.70, Subdivision 31, to read as follows:
Subd. 31. Minimum maintenance road -maximum density permitted. If sole accessto a parcel is from a minimum maintenancepublic road duly designated by the City,then no subdivision of the parcel nor anyimprovement which would allow more thanone (1) dwelling unit per parcel shall beallowed on or after the effective date of thisSection, unless the minimum maintenancepublic road is reconstructed to meet theCity's public street design standards as setforth in Chapter 13 of this Code or accessis from another public street that meets theCity's public street design standards as setforth in Chapter 13 of this Code.
Section 2. Eagan City Code Chapter 1entitled "General Provisions and DefinitionsApplicable to the Entire City Code Includ-ing 'Penalty for Violation'" and Section11.99, entitled "Violation a Misdemeanor"are hereby adopted in their entirety by ref-erence as though repeated verbatim.
Section 3. Effective Date. This ordinanceshall take effect upon its adoption and pub-lication according to law.

Grab your passport and ex-plore the artistic wonders across the globe in eagan. now in its 18th year, the eagan Art Festival will take guests on a journey June 23 and 24 to different cultures with its exhibits, music, food and dem-onstrations. “we hope people will enjoy looking at the variety of art and gain an appreciation for music and art from all cultures,” said wanda Borman, festival direc-tor. Those who attend event, which is from 10 a.m. to 5 p.m. each day, will be given passports at the event’s entrance at ea-gan’s Central Park, 1501 Central Parkway. The passports will be stamped at each tent, and the person with the most stamps can earn a prize. Attendees will be drawn to different continents while listen-ing to eastern, Celtic and Latin music. Artists in the experience tent will provide demonstrations in pottery, painting, fused glass, henna, and other crafts. Classic oil painter, Larry Landis of eagan, is the festival’s featured artist. Landis, a Vietnam and iraq
war veteran, took up painting while studying engineering in the mid-1970s at St. Paul College. A few years later, he began study-ing studio art at the university of Minnesota. Landis said in his biography on the festival’s Facebook page that he often turned to art while serving abroad. in 2004, Landis retired from the military and began studying under Thomas Stiltz, a popular contemporary artist in Califor-nia. “we try to have different me-diums on our cover,” Borman said. “it’s not often you find a classic oil painter, and he’s very talented.” Borman noted that Landis’ paintings are so detailed and clean they resemble photo-graphs. The festival will feature 98 artists who will exhibit a wide variety of pieces include paint-ing, weaving, sculptures, jewelry and photography. Multicultural activities won’t be limited to adults. Children will be able to learn about other cultures through a puppet show and by creating a mask. The eagan Art Festival has continued to grow every year. Borman said she expects the event will attract more than the 6,800 people who attended last year.

An opening recep-tion will be held from 6 to 8 p.m. Thursday, June 14. knutson, a 1979 gradu-ate of Burnsville high School, has been a com-mercial photographer based in Minneapolis for 25 years. Over the course of his career he has photographed 21 nobel Peace Laureates including Desmond Tutu, the Dalai Lama, Lech walesa and elie wiesel.

if you enjoy theater but prefer it in small doses, the Lakeville Area Arts Center has just the ticket this week-end. Fast Fest, the Minnesota Association of Community Theatres’ short-play festi-val, will take the stage of the arts center tomorrow (Saturday, June 16) with eight plays lasting no longer than 20 minutes each. The event features the-
ater troupes from across the state, including three based in Dakota County. The Da-kota Fine Arts Consortium will present the comedy “Love Always,” Lakeville-based The Play’s The Thing Productions is staging the drama “Loons,” and Ap-plause Community Theatre of Burnsville will perform “embers.” in a sense, actors and crew members of the the-ater groups involved will have to hustle – in addition

The state Class AA girls track and field standings had eagan well down the list in 19th place, but that didn’t stop coach Rob Graham from calling it the best team the school has had. if brainpower is factored into the equation, Graham’s argument becomes even more persuasive. eagan’s Danielle Ander-son and emerald egwim achieved All-State status by finishing in the top nine in their events last weekend at the state meet at hamline university. They also were among 19 eagan girls who made the Academic All-State team. Academic All-State ath-letes must have grade point averages of at least 3.6 and meet one of the following three criteria: be named all-conference, qualify for the state meet or meet the state coaches association honor roll standard. eagan athletes qualified for state in six events, four individual and two relays. Anderson, a junior, account-ed for 15 of eagan’s 16 team points by finishing second in the 3,200-meter run and fifth in the 1,600. egwim, a soph-omore, added a ninth place in the 200 dash. “For the 1-mile, i was hoping to run 5 minutes,” said Anderson, who finished the 1,600 in 5:01.63. “But i thought i had a really good meet.” Although Anderson was an All-State performer in cross country in the fall, she
wasn’t a favorite in the 3,200, not with three-time defend-ing state champion Jamie Piepenburg of Alexandria in the field. however, An-derson kicked past Piepen-burg on the final lap to finish second to Shakopee’s Maria hauger in 10:35.06. Piepen-burg placed third. “i wanted to stay with the front pack for as long as i could and hopefully hang on,” said Anderson, who was seventh in the 3,200 at state last year. her eighth-place fin-ish in the state Class AA cross country meet last fall, combined with her two top-five finishes in track, estab-lished Anderson as one of the state’s elite high school distance runners. She said she cut 30 seconds off her 3,200-meter time and 18 sec-onds off her 1,600 time this spring. This fall, she will lead an eagan cross country team that returns six of its top seven runners from a squad that finished ninth at state last year. She’ll still have to deal with hauger, who also will be a senior in the fall and is the three-time defend-ing Class AA cross country champion. Asked if she would like to be done with running against hauger, Anderson laughed and said, “no. i’m actually excited about running with her next year. i’m looking forward to the competition.” in the boys state meet, eagan senior Adam Peters cleared 14 feet to take sixth place in the pole vault and earn his school’s four team points. Another South Sub-urban Conference vaulter, Lakeville South’s Lee Bares, won the event by clearing 15-6.
Also among eagan’s state qualifiers was junior Sidney Speir, who finished 13th in the 3,200.
Eastview eastview was 35th in the boys and girls team stand-ings at the Class AA meet last weekend. Junior erica Bestul led eastview’s girls with a fifth-place finish in the 800. her time was 2:15.30. Allie Funk, also a junior, cleared 11-3 to finish sixth in the pole vault, just 3 inches short of the win-ning height. The Lightning’s Melita ware was 12th in the triple jump. eastview also had a medal winner in the boys pole vault, where senior Brendan Cole cleared 14-0 to tie for fourth place. The other Lightning athlete to score points at state was senior sprinter Leandre kennedy, who was eighth in the 100.
CDH’s Linder earns 3 medals eagan resident and Cretin-Derham hall sopho-more Megan Linder won the 400 dash at the girls Class AA finals and earned medals in the 100 and 200. She was the only girl in Class AA to quali-fy for state in all three sprints. Linder, who was eighth in the 400 at state last year, raced to victory in this year’s race in 56.53, more than half a sec-ond ahead of the runner-up, kianna Carter of irondale. Linder also was third in the 200 in 25.35 and fifth in the 100 in 12.32. She scored all of Cretin-Derham hall’s 25 team points at state.

Andrew koenen want-ed the state boys lacrosse title badly enough to take a shot in warmups on his thumb, watch it discolor and swell before his eyes, and not even think about asking out of the champi-onship game. his eastview high School boys team wanted the title badly enough to endure several weeks of riding buses last summer, going to camps and tour-naments to seek the best competition available. And when the state tour-nament arrived, eastview couldn’t be stopped. The Lightning defeated eden Prairie 10-4 on June 7 at Chanhassen high School for the school’s first state championship in a boys sport. The title capped a 16-1 season for eastview, which had been to the state tournament three other times, including a runner-up finish in 2009. eastview coach Tim Roche said the champion-ship was a tribute to the players’ dedication – and to the fact they could still put up with each other af-ter spending so much time on buses last summer. “Coach (Colin) Achen-bach went out with them, and i flew out later to meet them,” Roche said. “Then i rode back with them on the bus, and let me tell you, i’m never doing that again. Riding a bus for 26 hours is miserable. “But it was fun when we weren’t on the bus. we played in three tourna-ments on a 13-day trip, and it got us ready to play this season.” koenen, the Lightning goalie, said the no. 1 bene-fit of the trip was “it made us like a family. when you spend that much time on the road, you get to know people. You see people on their good days, and you see them when they’re down or mad, and you form a bond.”
“we did it because we wanted to be the best team in the state, and the best team we could be,” senior attack Jacob hep-pner said after eastview was awarded the champi-onship trophy. “we put in the time, and our parents put up the money so we could go on the trip. To-night, it all paid off.” koenen was asked if there is more passion for the sport at eastview than at some other high
schools. “i think so,” he replied. “At eastview, the expec-tation is the team is go-ing to be good every year, and that’s something we desire. when we didn’t get out of the section last year, it motivated us.” in the state champion-ship game, the Lightning started quickly and never let eden Prairie (15-3) back into it. eastview led 4-0 before the game was 10 minutes old.
heppner, named the state’s Mr. Lacrosse ear-lier in the week, had two goals and one assist in the first quarter. heppner said eastview noticed early in the game that eden Prairie seemed committed to taking away Ryan Mcnamara, the Lightning’s talented ju-nior attack. “Once we saw they were trying to lock out Mac, i felt like i had to step up a little,” heppner said.
heppner finished with two goals and two assists. Junior attack Tanner ha-mill scored twice in the second quarter after eden Prairie cut eastview’s lead to 4-2. Senior attack erik Gage had a goal and three assists. Mcnamara, Brett Sch-weiger, Mitch Beattie, Shane kenealey and Jake McGlocklin also scored for eastview in the cham-pionship game. koenen and the
eastview defense shut down an eden Prairie team that scored 15 goals in its state semifinal vic-tory over Totino-Grace. koenen stopped 16 of 20 shots and eden Prairie was held to one goal in each quarter. “Our goalie played out of his mind tonight,” Roche said. “we always knew we had a great goalie,” hep-pner said, “but no one gave him any respect.” Mcnamara had four goals and four assists as eastview defeated edina 15-6 in a semifinal game June 5. hamill scored three goals for the Light-ning, which scored nine of the game’s final 10 goals. After beating Minnetonka 16-15 in its season opener, eastview didn’t allow an opponent more than nine goals in any of its last 16 games. “i just think we all relaxed,” koenen said. “when we played Minnetonka, because it was our first game, we were probably a little tight. But we knew what we were supposed to do and we settled down.” not everything went smoothly for eastview this season. The Lightning lost senior midfielder Alex wohl to a torn knee liga-ment after he scored nine goals in the team’s first seven games. it also was missing a starting defend-er during the state tourna-ment because of an un-specified code violation. And the Lightning’s faith could have been shaken by a 9-8 loss to Lakeville north on May 8. instead, eastview won its final eight games. “Right after we lost to north, we knew why we lost,” Roche said. “And we made sure it never hap-pened again. That’s what i love about these guys.”

everything came togeth-er for the Burnsville girls rugby team last weekend. when the season began, the girls didn’t know if they would have enough players to field a team. During the season they often played shorthanded. But in the end, the girls won the Tier 2 state championship last week-end at Blake high School with a 20-12 victory over Faribault. Things started to look up when the girls defeated Chisago 40-0 in the first round. “it was easily their best performance of the year,” head coach Ron er-icksmoen said. “They fig-ured it out as a group. They got the ball out into the girls who could run well and let them do their thing.” Rugby is a sport with wild momentum swings, and Burnsville players were swinging it to their side when it mattered. “You could tell they wanted to win the champi-onship,” ericksmoen said. “in rugby, you can have your individuals that stand out and score, but it’s very much a team effort. There’s no one person who can run through all 15 of the oppo-sition’s players. it takes ev-eryone on the field working together.” Against a hard-hitting Faribault team, the girls had one fewer player on the field because of injury and their top scorer Sophie McCabe was sent to the sin box, the rugby version of the penalty box. up 15-12 late in the game, Burnsville was at a 13-to-15 player disadvan-tage. The girls held Faribault off and as soon as McCabe was set loose she scored
again, leading the team with three tries. “when the final whistle blew our whole team was ecstatic,” player emily Rada said.” A few girls cried tears of joy. it was awesome to let the seniors go with a state title.” McCabe was awarded the Player of the Match capping off a season in which she was the club’s top scorer with 23. “That’s an astounding number,” ericksmoen said. “i would venture to say there probably wasn’t an-other girl in the state that even hit double digits in tries.” McCabe, katie Reuder, Avery Mitchell Brown and Amber Rosswaag were named to the all-state team. The girls were used to playing shorthanded. when the season began, only 14 girls were on the roster for a sport that needs 15. “At the beginning we didn’t have a lot of girls, so we didn’t know if we’d even have a season,” Rada said. The players recruited a few more, but injuries side-lined some players along the way. The girls finished the season 4-2-1. “As you get some suc-cess there were a lot of girls that were showing up and friends started coming,” ericksmoen said. “There’s a whole group of girls who didn’t play this year and want to play next year. it’s a growing sport nationwide and Minnesota has a pretty good rugby league.” The rules are the same for boys and girls. “it’s one thing the girls really like,” ericksmoen said. “They play exactly the same way. There’s no check-ing in hockey and in lacrosse you can’t hit. in rugby, ev-erything is the same.” Rada said the aggressive nature of the sport looks
worse than it is. “A lot of people are afraid of it when they see people get tackled, but you learn how to get tackled safely,” she said. when you don’t wear pads and a helmet, players tend to be more careful. it’s rare when someone tries to hurt an opponent. “After the games both teams share a meal,” Rada said. “whatever problems you have you can talk it through. in the end we all just love the same sport and make friends with other teams.” Although the team is the Burnsville Rugby football club, it is the only girls team south of the river and draws players from high schools in Burnsville, Savage, eagan, Prior Lake, Lakeville and Apple Valley. “Rugby is so different than any other sport i’ve played,” Rada said. “One of the things i like is that it brings a lot of people to-gether and there’s a spot for everybody on the team. The girls are one big family. it’s cool because you have ties to different schools.” The girls aren’t done playing this summer. Mc-Cabe, Reuder and Tia er-iksmoen are playing with the Minnesota Select team, which will vie for the Mid-west Title in indiana. Youth shoot at Dakota County Gun Club The next free youth shoot at the Dakota Coun-ty Gun Club in Rosemount is scheduled for 10 a.m. to 2 p.m. Saturday. Boys and girls 16 and under are welcome. All equipment will be provid-ed free. Participants will be outfitted with .22-caliber rifles, 20-gauge shotguns, ammunition, hearing and eye protection, bows, ar-rows and arm protection. Participants will receive one-on-one instruction on how to handle firearms and archery equipment safely. Youth shoots this sum-mer are scheduled for June 16, July 7, July 21, Aug. 3 and Aug. 18. There will also be a free women’s shoot from 3 to 8 p.m. Aug. 18 to try rifles, handguns, muzzle-loading rifles and shotguns. Par-ticipants must be 16 or older. Zach ekstein and nich-ols will return to the singles lineup, and juniors Domi-nic Carlisano, Dylan Man-netter and Ryan Ossell also will be back next season.

Graduation rates are“allofourresponsibility,”shesaid. “Graduation rates arenot a direct reflection ofthe quality and expertiseofwhat’sgoingoninclass-roomswithourESLstaff,”shesaid.
Problems, fixes The Department ofEducation review is partofan internal reviewofaprogram that has alreadyundergone plenty of self-scrutinyinrecentyears. Still, the departmentfound problems in severalareas, including the waythedistrictadmitsandre-leases students from ESLand its level of communi-cationwithESLparents. Forexample,criteriaforidentifying ESL studentsare unclear and inconsis-tently applied throughoutthe district, the depart-mentsaid. Criteria and processesfor transitioning studentsout of ESL are also un-clearandinconsistent,and
based heavily on teacheropinion. The district lacks acomprehensive writtenplan of ESL services, thedepartment found.Exceptfor a cultural liaison atBurnsville High School,the district doesn’t havebilingual staffers to com-municatewithparents. And it has no plan toseek input from ESL par-ents,thedepartmentsaid. The district is pledgingimprovements, includingmoreacademicservicestostudentswithgreaterESLneeds, consistent proce-dures, a monitoring andevaluation system and astrongInternetpresenceinmultiplelanguages. tenuredteachershadmoreto do with changes at themiddle school level thanitsbudgetconstraints,saidTom Pederstuen, direc-torofhumanresourcesinDistrict196. In January 2011, theSchoolBoardunanimous-lyapproved shortening itsmiddle school scheduleto six periods in an effortto boost student achieve-ment,particularlyinmath,andsavemoney. Eliminating two classperiodsisexpectedtosaveanestimated$1.76millioneachyear. Inaddition to cuts, thedistrict looked to borrow-
ingasawaytobalancethebooks. The School Boardapproved opening a lineofcredit last summeranda$15millionaidanticipa-tionloan. This was the first timethe district opened a lineofcredit. State statute allowsschool districts to borrowup to 95 percent of theiraveragemonthlyexpenses. ForDistrict196, this is$24million.

An Eagan woman facesfelony arson charges afterallegedly writing her ownobituary and setting herhomeonfire. Patricia Joy klatt, 63,was charged on May 31 inDakota County DistrictCourt with first-degree ar-sonforallegedlysettingsev-eralfiresinherownhome. According to the crimi-nal complaint, police ar-rived at the home at about10:48p.m.March2afterre-ceivingacallfromaneigh-bor. Police located klatt atthe neighbor’s home whereshe had entered withoutpermission. The neighbor’s daughterwas on her way to klatt’shome to check on klatt’shusband and dog, whenshe yelled to the officersthatshesmelledsmokeand
couldhearsmokedetectorsgoingoff inklatt’shome. Officers notified theEagan Fire Departmentand briefly searched theburning home for peopleandpets,butfoundnoone.Officersnoticedthecurtainsin the living room were onfire as well as in a second-floorbedroom. Officers attempted tospeak with klatt who theydescribed as uncooperativeandsmellingofalcohol. klatt denied consumingalcohol and said her hus-bandwastryingtokillher.uponbeingaskedaddition-alquestions,klattcursedatofficers and said it wasn’ttheirbusiness. Officers discoveredklatt’shusbandhadleftthehome with their daughteraround midnight the priordayafterapreviousdomes-ticdisputecall.klattalleg-edly was the only person
in the home when the firestarted. Once the fire was extin-guished, officers took pho-tographs and noted thatit appeared someone hadtampered with fire detec-tors. An obituary for klatthad been written out on atable along with songs forherfuneral. The Eagan fire marshalfoundatleasttwopointsoforigin for the fire and per-haps three additional areaswhereafirewasstartedbutfailedtospread. If convicted,klattcouldfaceup to20years inpris-on. klatt is scheduled toappear in court July 2 inHastings.
