The past fortnight has beenintriguing, frustrating anddisappointing - Not only has theYanchep Active Open Spaceproject been put off, indefinitely,but the Charnwood Parksolution has so many negatives.

Firstly, it can only be seen as astop gap to providing vital localinfrastructure to this region.

Additionally, it will be sodisruptive for the sporting clubs,split between two differentgrounds, parents traipsing backand forward between thedifferent locations.

And it’s taken over five years forthe council to decide to use an

area that was labelled ‘totallyunsuitable’.

I can fully understand thoseresidents that, once again, aresaying ‘The council doesn’t careabout this region, they alwaysforget about us’.

For some reason, I have afeeling this has an internalpolitical angle to it - There arecouncil elections, later this yearand I would not be surprised tosee a candidate from the lastelection trotted out for a secondattempt.

Councils are about the‘numbers game; and having thenumbers to get results.

I will be very interested to seewho decides to stand forelection to represent the NorthWard in October.

The best candidate won’t be anumber’s person, but a personwho wants to represent theregion and make decisions in thebest interest of the community.

I’m guessing the YanchepActive Open Space projectwon’t appear on the radar for atleast five years - This is amassive loss for the community;and whenever the project getssome oxygen, you can bet it willcost at least twice as much tobuild.

Is that good management of ourmoney, that council collects toprovide the community withbasic infrastructure?

I feel the council has done agreat disservice to thecommunity - If Charnwood isokay now, why wasn’t itredeveloped many years ago,instead of being labelled ‘totallyunsuitable’?

Sadly, to date, no one hasprovided any reason or logic forthe enormous backflip - And, Idoubt we will be given thatanswer. I’m guessing this issuehas a long way to run yet!

Remember SuzieLong time former Yanchepresident, Suzie Brown, passedaway on Valentine’s Day inQueensland. Ms Brown workedfor a number of years in theYanchep District High Schoolcanteen and was a member ofthe Yanchep Sports Club.

WarningTwo Rocks resident, BethRussell, 80, smashed herdentures, split her gums andsuffered facial injuries afterwalking into the signpost railingat the entrance to the Two RocksShopping Centre - The sign hadbeen removed due to vandalism,the hazardous steel railing wasunsighted by Ms Russell. Asenseless act of vandalism hascaused much pain and injury forone of our elderly citizens.

Election issue: Lake Nowergup

The ‘Save Lake Nowergup’community action group held apublic rally and informationsession at the Ocean ViewTavern, last Sunday morning.

Spokesperson, Sabine Winton,said the meeting was briefed ofthe group’s recent politicalactivities and forth-comingelection strategy, includingwhether or not it will activelyseek to influence the flow ofpreferences in the very marginalLiberal held seat of Wanneroo.

“We have been evaluating thepros and cons of running anIndependent candidate tostrategically direct preferences,”Ms Winton said.

“We have also looked at otherways to influence both theprimary vote and preferenceflows in Wanneroo and otheradjoining seats.”

“Our community has beencampaigning for more than1,300 days now and eventhough we have the unanimoussupport of the City of Wannerooand science proving the lake

and environs are unique, theState Government has yet tocommit.”

Member of Parliament, JohnQuigley, and Greens candidate,Cameron Poustie, spoke to thehundred plus people at the rally.

Mr Quigley promises a LaborGovernment would protect theLake Nowergup Valley frommining.

Greens candidate for the UpperHouse, Cameron Poustie,promised the Greens wouldeither hold the Labor party toaccount for their promises, orhelp Labor fight Liberal inactionshould Barnett be returned.

No representatives from theLiberal Party attended the rally.Councillors Frank Cvitan andRudi Steffens were the only Cityof Wanneroo councillors toattend the rally.

Pepper tree problems Across Yanchep Two Rocksduring the Alan Bond era,numerous Pepper Trees wereplanted to provide instantgreenery and lush looking shrubs.

Now 30 years on, the rootsystems of these trees areinvading many septic tankssystems, uprooting road kerbsand pathways.

This invasive evergreen treecan grow to 15 metres, up to tenmetres wide and sends outsuckers even further. It hasdrooping fern-like leaves whichare aromatic when crushed.Flowers hang in clusters withmale and female flowers onseparate plants. Flowers on the

female trees develop into brightred berries with a hard stone.

The seed is very hardy andgerminates best when passedthrough the gut of birds. A largenumber of seeds are stored inthe soil.

Mature trees are resistant to fireand drought and are able tosprout from the rootstock ifdamaged.

The City of Wanneroo hasstarted a program of removingPepper Trees from verges andparks. Home owners areresponsible for any PepperTrees on their property; and canbe liable for root damage causedto neighbouring properties.

To kill a Pepper Tree, the treemust be cut and wiped with anappropriate herbicide. If thetrunk of the tree is not wipedwith herbicide straight afterbeing cut, the tree will not dieand can regenerate.

Pulling up the suckers, believingthem to be seedlings, can becounter-productive to removing thetree, because it usually stimulatesmore suckers to emerge.

It is advisable to seek theservices of a professional treelopper to remove the problemtree. People tend to think this isexpensive, but having the jobdone properly may save moneyin the long run.

The Sun City News under-stands that if the council wereable to resolve the Deed ofAgreement, construction ofthe new Yanchep could havestarted nearly immediately.

Local sports groups wereinvited to a ‘informationmeeting’ the day after thecouncil meeting.

Yanchep District JuniorFootball Club president,Derek Best, told the Sun CityNews: “I received an emailwith the press release fromthe Mayor’s office, Wednesdaymorning, it contained theinformation about theCharnwood solution.

“Wednesday night there wasa meeting at Phil RenkinCentre which I attended.

“I believe and stated at themeeting this is not an idealsolution for the club and untilI see earthworks taking place,I won’t be excited.

“For me I just want to see theYanchep open space dealget over the line and have areal club for the people of thecommunity.”

Yanchep Little Athleticsspokesperson, Corinne Parkersaid: “I was shocked to findout at the new ground wasnot going ahead.

“I was surprised that they areplanning to redevelopCharnwood, I think that willbe good for a lot of sports inthe area.

“I was sent an email to informus of the meeting onWednesday, and Craig Bartlettfrom City of Wanneroo rangme on the Wednesdaymorning to fill me in on things.

“As I said to Craig, it wouldhave been better if this plan Bhad been in process from thestart of negotiations with thedevelopers for the new oval.As works could have alreadybeen started and ready forthe new summer season atthe end of the year.

“I see Charnwood Oval as awaisted space the way it is,

and it will be great to have itfully equipped for AFL, cricketand athletics, Just wish thatthe council thought of itsooner.

“And is the same going to bedone at Oldham, as it is wecannot utilise the oval forathletics as it’s not big enough.

“Our families and athleteswere looking forward to thenew oval being developed, soathletics in Yanchep couldfinally have a proper 400metre track to run on and anarea big enough to competein all the events.

“I am worried about storagefacilities for us all in the offseasons and during theseason as well.

“The changes will mean thatour plans to start our owncentre in the area may be puton hold a little longer;depending on time frame forCharnwood to be developed.

“There is a lot to discuss withmy club committee about thefuture and where we stand,and where we will be.”

Yanchep Red Hawks FootballClub president, GrahamHailstones, said: “The first I

heard about this was a phonecall on Wednesday morningfrom Craig Bartlett advising ofa get-to-gether with the DeputyMayor, another councillor, afew directors and facility staffto explain the decision.

“I don’t get shocked orsurprised at anything to dowith provision of reasonablefacilities anymore.

“I think Charnwood willenable two older junior teamsto play at the same time, withus using one or the other ovalon alternate weeks, as is ourarrangement now.

“However, it is unlikely thatthe juniors will get a 17s teamfor this season, which mayease congestion on Oldham,for us at least temporarily.

“Ideally, we would like to bebased at one oval, withYanchep being our preferredarea.”

Comments left on the Sun CityNews Facebook page aboutthe council’s decision included:‘No! So typical’; ‘that sucks’;and ‘Yes, let's develop a parkthat no one uses! Obviouslydecision makers aren't localand know nothing about whatour community needs’.

North Ward councillor andDeputy Mayor, Laura Graytold the Sun City News: “TheYanchep ovals andassociated facilities areincluded in council's draftdeveloper contribution planand community facilities plan for Yanchep and Two Rocks.

“Under those plans, councilwould still collect contri-butions for delivery of theovals and community facilitieswhen the area is subdividedin future.

“Charnwood Park is now thebest option for council toinvestigate in order to providesporting facilities to our localcommunity as soon as possible.”

According to the councilminutes, administration are tourgently investigate designoptions for Charnwood Park,with a report due to council inMarch.

The Sun City News under-stands the council doesn’thave any proposed plan atthis stage, no costings and noassurity of retaining all or anypart of the $975,000Department of Sport andRecreation grant allocated tothe construction of twoplaying fields and two hardcourts with lights at theYanchep Active Open Space.

Councillors Norm Hewer,Stuart MacKenzie and BrettTreby were the only councillorsto vote to retain and urgentlyprogress the Yanchep ActiveOpen Space project.

Quigley takesaction

The Member for Mindarie,John Quigley, told the SunCity News he had lodged aFreedom of Informationrequest for all of the City ofWanneroo’s correspondence,emails and notes related tothe discussions and mattersbetween the council and thedeveloper, Yanchep BeachJoint Venture.

Internationally renowned expert at Two Rocks

Internationally renowned Professor,Barrie Bennett, visited Two RocksPrimary School, twice, duringFebruary.

It was a dynamic day ofprofessional learning with over 80people in attendance. Organisersof the event, Kim Wildish and AlixDavies, said it was a year in themaking.

Kim, the K-2 manager at TwoRocks, is a facilitator ofInstructional Intelligence andworked alongside DeputyPrincipal, Alix Davies, in preparinga detailed scope and sequence.

“It was this document and thepreparatory work that enticed ProfBennett to come to WesternAustralia and present at ourschool” said Kim. At the beginningof the workshop ProfessorBennett said ”Once I saw theamount of work and dedicationKim and Alix put intoimplementing InstructionalIntelligence at a whole schoollevel, I was suitably impressed”.

Prof Bennett publicly acknow-ledged the school’s effort andcomplimented the school’s staffon how Two Rocks Primary isimplementing InstructionalIntelligence - He likened theschool’s strategic plan to anAmerican quilt.

Prof Bennett said: “You are not just apiece of fabric floating in the air, youare actually adding to the tapestry.Your piece of fabric is embeddedwithin the whole and gives meaningto the final work of art.”

Professor Bennett is based atToronto University in Canada, and

works with both doctoral andmaster students.

He is currently writing a book onassessment. Other publicationsby Prof Bennett include: BeyondMonet, Classroom ManagementStrategies, Where Heart MeetsMind and Graphic Intelligence:Possibilities for Assessment.

Professor Bennett came back toTwo Rocks, a week later, to workwith students and demonstratedlessons to the teachers. Heobserved and coached teachersas they implemented the elementsof Instructional Intelligence.

Principal, Elizabeth Widish, said:“There was a huge amount ofinterest shown and we hostedcolleagues from Lancelin, QuinnsBeach and Helena Valley.

“The Melbourne Declarationstates: ‘All young Australiansbecome successful learners,confident and creative individualsand active and informed citizens’.

“As a school, we believe ProfBennett’s philosophy fits perfectly

into achieving that goal and assuch we have incorporated a lotof his strategies into our strategicplanning.”

Mrs Wildish said: “ProfessorBennett’s visit follows anothersuccessful International presenterthat we had in 2012.

“Karen Boyes who is an affiliate ofProfessor Art Costa Habits of theMind also added depth to ourstrategic planning.”

Mrs Wildish added: “Due to thesuccess of having this type ofprofessional learning madeavailable to staff, we are currentlyin the process of inviting morepresenters whose level ofexpertise and sharing of theirknowledge will benefit ourstudents and the schoolcommunity of Two Rocks andsurrounding schools.”

Record numberof students

Yanchep District High School has a record numberof students enrolled this year - Over 860 studentswith 56 teachers and 39 support staff.

School principal, Tony Watson, said in the school’sfirst ‘Yarner’ for 2013: “It is with great excitementand anticipation that we have welcomed backstudents and staff to Yanchep DHS for 2013. Staffand students are already demonstrating thepositive attitude and approach that will ensure it’s avery successful year.”

With the growth in student numbers, and noimprovement in the parking facilities around theschool, the WA State Treasurer, Troy Buswell,believes more students should be walking orcycling to school to help reduce traffic problemsaround all schools.

Earthworks for the new primary school onBeachside Parade, just off Yanchep Beach Roadin the Capricorn Estate have commenced. Theschool was originally planned to be open for thestart of 2014 school year - Currently the openingdate cannot be confirmed.

With the high enrolment numbers at YanchepDistrict High School, it will add to the local problemof the lack of sporting facilities in the district. Whatimpact this will have on school sporting activitieshasn’t been determined this early in the schoolyear. No doubt adjoining Oldham Oval will feel thestrain of over 860 students.

At the time of going to press, student numbers forTwo Rocks Primary School, Lancelin PrimarySchool and Gingin District High School could notbe confirmed.

Earlier this month, Cardno, onbehalf of the Moore RiverCompany held an Open Dayto obtain community input into

the design and planning forthe Foreshore ManagementPlan for the Moore RiverSouth development.

The Moore River Companyowns some 2000 hectares ofland immediately south ofMoore River.

Over the last 25 years the

owners have endeavoured toprogress subdivision of theland consistent with anapproved urban zoning.

During this time the projecthas been subject to extensivestudies and to every checkand balance required by theapproval process.

In 1995, 557 hectares wasrezoned for residentialdevelopment. After years ofextensive planning andenvironmental studies theShire of Gingin and theWAPC adopted the MooreRiver South Outline Develop-ment Plan in 2000.

In June 2009, the Minister forPlanning, John Day, said theState Government wouldacknowledge the existingurban development zoning.

In February/March, 2012,the development was scaledback to approximately 5,000people and the reduceddevelopment should be moresustainable, providing betterservices for the surroundingcommunities.

The region’s heritage-listedMary Lindsay Homestead,located just off CapricornEsplanade in Yanchep is inan awful state of disrepair,despite many promises topreserve, restore and createa useful community space.

In the City of Wanneroo’sWhat’s Happening newsletter(August - October 2008) itstates: “This financial year theCity is investing $100,000 intorefurbishment of the City’siconic Mary LindsayHomestead.”

A couple of communitymeetings were held that yearand after receiving complaintsof concern about the derelictstate of the heritage listedproperty, a fence, lights and asign were erected.

No other work appears tohave been carried out.

In October 2011, localdeveloper, through the newlyformed Two Rocks YanchepArts and Culture Network(TRYCAN) drafted aMemorandum of Under-standing hoping to restore thehomestead.

Earlier in 2011, the City ofWanneroo set aside $20,000in its budget to investigatedesigns and costs to use thehomestead as a shared artspace.

Then, in December 2011, theCity of Wanneroo, in aconfidential report authorisedthe chief executive officer,Daniel Simms, to enter intofurther discussion with DomeCoffees Australia aboutdeveloping a cafe at thehomestead.

Fifteen months later, andearlier this month, when theSun City News enquired whathad transpired sinceDecember 2011, and howmuch money has beenallocated in the 2012/13 andfive year forward planningbudget towards this project?

City of Wanneroo’s deputymayor and North Wardcouncillor, Laura Grayresponded: “Administration iscontinuing to investigateremediation and developmentoptions, including discussions

with Capricorn Village JointVenture.

“The City has $200,000 ofMunicipal Funds allocated tothe project in 2013/14.”

Over the lengthy period oftime this project has beendelayed, held up or forgotten,the homestead continues tobe vandalised and fall deeperinto disrepair - It wouldappear it is only a matter oftime before a report states:‘The facility is beyond repairand should be demolished,with a small plaque to notethe location.’

Help clean up our districtThe recently released KeepAustralia Beautiful ‘Branded LitterStudy’ has recorded the brandsthat feature prominently in litteracross Australia.

Keep Australia Beautiful providesthe only independent national,annual benchmark of littermethodology which has been inplace since 1983. Much of thetrend data has remained similar;however the new trends that haveemerged from the study haveproven to be very interestingindeed.

What the Branded Litter Studyfound most concerning, is thatalcoholic containers on roadsremain very high with more thanhalf of the branded alcoholicbeverage containers and

packaging recorded in the litterstream in 2011/12, followed byCar parks (11.8%, up from 11.2%in 2007/08). When countedacross all sites nationally,alcoholic beverage containersand packaging made up 16.2%,down from 19.5% in 2007/08,which obtained a higher countthan even tobacco by almost half.

The most significant contributor tobranded litter within this domainin WA was Carlton, which wasassociated with almost one sixthof all alcoholic beveragecontainers and packaging.

External research also suggeststhat alcohol related vehiclefatalities have significantlyincreased over the same period,pointing to a concerning trend.

Other trends emerging from theBranded Litter Study is thatsupermarket retailers are rapidlyincreasing their generic brandswhich are being represented inthe branded litter stream.

Supermarket owned brands,known as generic 'house brands',command a 25 per cent marketshare, expected to rise in thefuture.

There is also an increase of bothflavoured milk items, as well asenergy drinks, which didn’t haveas big an impact in the litterstream according to the previoussurveys.

The trend of energy drinks in thebranded litter stream highlightthat 18-35 year old males,students and young revelers are

big litterers as that is the agegroup who predominantlyconsume energy drinks.

Flavoured milk items made up19.6 per cent of all branded litter.

Compared to other states andterritories, home auctions are lesscommon in Western Australia withonly around two per cent ofproperties sold using this method.

By contrast, around 23 per cent ofproperties are auctioned inSydney, 30 per cent inMelbourne, 11 per cent inBrisbane, 27 per cent in Adelaide,16 per cent in Darwin and 10 percent in Canberra.

Across the nation the averagenumber of homes sold by auctionis approximately one out of everyfive.

The main reason behind thelesser auction culture in WesternAustralia, seems to be thesuccess of the ‘Offer andAcceptance’ form developed byREIWA. This reliable documentused for a sale by private treatywould be familiar to most homebuyers, and its simplicity is the

main reason why private treatydominates sales methods here.

However, the strong and fastmarket in Perth during the boomsaw renewed interest in auctionsand one which wasn’t justconfined to the western suburbsor to premium properties whichhad traditionally been the case.

When prices were rising quicklyduring that period, it was oftenhard for agents to determine theright price for a property oranticipate what a purchaser mightbe prepared to pay, so an auctionproved an ideal way to get thebest price for the seller, oftenexceeding their expectations.

Of course, the WA market is nolonger booming and the medianprice is more stable, but an auctionwith its short but high profilemarketing campaign can be veryeffective at bringing out the moreserious buyers on the day.

When there are many propertieslisted for sale and hesitant buyersare spoiled with choice, anauction might be just the thingyou need to give your propertythe edge it needs to attractattention.

Sometimes the media reports thatmany auctions are being passed-in at the fall of the hammer,recording no sale.

However, this fails to illustrate thatvery often West Australian buyerswill approach the auctioneershortly after the conclusion of anauction to negotiate a sale by themore familiar private treatymethod. Again, this seems to bemore a part of WA’s differentauction culture by consumers, butthe process still serves to attractkeen buyers for the seller in ashorter time.

Auctions in WA are undertakenusing a code of practice for theprofession following consultationby REIWA with the AustralianCompetition and ConsumerCommission to ensure the codeaccords to best practice. As aresult, REIWA believes its code ofconduct lifts the benchmark forethical auctioneering practices.

Lenders have cut interest ratesfor the most popular type offixed-rate mortgage to theirlowest levels in more than twodecades, amid bets the cash ratewill fall to a record low as earlyas next month.

As Westpac cut its rate on two-year fixed loans below 5 per centon Thursday, figures fromcomparison website RateCityshowed the average cost of athree-year fixed home loan hasfallen to its lowest level in 23years, at 5.53 per cent.

A spokeswoman at RateCity,Michelle Hutchison, said it hadbecome cheaper for the banks tooffer these mortgages becauseof growing market bets theReserve Bank would cut thecash rate from 3 per cent.

‘‘We have never seen averagethree-year fixed rates this low,’’Ms Hutchison said. ‘‘It cameclose in early 2009 but it didn’treach the average 5.53 per centthat we currently have right now.’’

NAB's three-year fixed loan is5.29 per cent and ANZ, theCommonwealth Bank and

Westpac charge 5.39 per cent,she said.

Westpac cut its two-year fixedrate by 0.4 percentage points to4.99 per cent on Thursday. Thebank now offers the cheapesttwo-year fixed loan among thebig four.

Fixed-rate mortgages are pricedoff bank bill swap rates — whichmeasure market expectations ofmoves in official interest rates.

Investors are betting there is a50 per cent chance the ReserveBank will cut the cash rate to2.75 per cent next month, aftergovernor Glenn Stevens thisweek said there was ‘‘scope toease policy further.’’

The cuts come amid signs agrowing number of borrowersare choosing to fix their homeloan, although most still choosea variable interest rate.

Official figures show about 14per cent of new loans had fixedinterest rates in November, upfrom about 10 per cent sixmonths earlier.

With credit growth remainingsluggish among consumers,banks are also pushing fixed-rate loans as a way to attractmore business.

A recent report confirms whatmany already suspected -Australians are becomingaddicted to their smartphones.

The survey of smartphoneusers by the technologycompany Cisco reveals thatthe daily ritual for GenerationY Australians begin withtexting.

Many of those surveyed admitthey are checking formessages and updates atleast once every thirty minutesand become anxious whentheir phone goes missing.

Nine out of 10 of the surveyed3,800 people under 30 yearsold are addicted to theirsmartphone and, in fact, oneout of five are checking theirsmartphone every tenminutes.

Cisco's report has foundgradual changes in theetiquette surrounding mobilephone use, with more peoplenow using their devices atthe dinner table and in bed.

Three-quarters of the peoplesurveyed use their phone inbed, and the question about

romance and all that sort ofthing comes up.

Cisco's chief technologyofficer, Kevin Bloch, says 46per cent will use theirsmartphone whilst at thedinner table, and if most ofthe table are texting whileyou're trying to eat, I wouldconsider that rude, and withmy family I definitely try tostop it.

"I think it does have a whole lotof negative impacts on yourpersonal life and your personalrelationships, no doubt."

Mr Bloch says people needto re-evaluate their smart-phone use.

"I think people need to take astep back and understandfrom their own personalperspectives how addictedthey are, like any drug, Iguess if I could put ananalogy on it," he advised.

"Because, you know, it couldtouch on or infringe on thingslike your manners, all theway through to your work-lifebalance, all the way throughto your personal safety."
