Executive Summary This report includes information on students who graduated from a Nevada high school between September 2010 and August 2011 (“recent high school graduates”) and enrolled in at least one remedial math or English course at an NSHE institution in Summer or Fall 2011. The report excludes any data for which a positive match to a Nevada high school could not be made. Statistics on remediation rates are provided by institution, ethnicity, high school, and district.

System‐wide, 33.9 percent of all recent Nevada high school graduates who attended an NSHE institution were enrolled in at least one remedial course in Summer or Fall 2011. Of the 2,623 recent Nevada high school graduates enrolled in remedial courses, 21.7 percent took remedial English only, 55.5 took remedial math only, and 22.7 percent took both remedial mathematics and remedial English. In addition to recent Nevada high school graduates, there are other students who require remediation in order to participate successfully in college‐level courses. NSHE institutions enroll a significant number of older, returning students who require remediation. The majority, 81.5 percent of students enrolled in remediation,

particularly those at the community colleges, are not recent high school students. In placing students in remedial courses, each institution is subject to Board policy as well as institution‐specific policies on remediation. The following table includes the percent of recent high school graduates enrolled in a remedial math or English course at each NSHE institution over the last three reporting years.

Asian students represent the lowest at 23.6 percent. The remediation rate of white students (33.6 percent) is within five percentage points of Hispanic students (38.6 percent) and within 1.5 percentage points of Black/African American students (35.1 percent).

The rate of remediation for students receiving the Millennium Scholarship is lower than that of students who did not receive the Scholarship, 28.4 percent and 39.4 percent respectively. This is to be expected given that the academic requirements for the Millennium Scholarship results in students who are better prepared for postsecondary education. Students first enrolling in remedial English or math courses are less likely to complete a college‐level English or math course (58.1% versus 91.7% in English and 28.4% versus 88.7% in math). Alternative methods of delivering remedial instruction such as bridge courses that combine remedial instruction with college‐level instruction improve the rate of college‐level course completion. Adequate preparation prior to entering postsecondary education allows a student to enter college‐level courses immediately following high school graduation improving the chance of success at completing a college‐level course.

Of the 2004 high school graduates who enrolled at NSHE institutions immediately following graduation, those who enrolled in remedial courses graduated within six years at a much lower rate (27.1%) than those students who did not enroll in remedial courses (40.5%). This is to be expected given the students who did not enroll in remediation were likely better prepared and did not have to dedicate time and resources to completing remedial courses.

Changing the way Students are Remediated at NSHE Institutions NSHE colleges and universities are engaged in a formal ongoing effort to review the assessment, placement and delivery modes of remedial mathematics instruction across the System. The Education Commission of the States (ECS) Getting Past Go initiative is committed to engaging states like Nevada in using policy to improve developmental education and improve college success. As part of that initiative, ECS sponsored a day and a half workshop in February 2011 with NSHE mathematics faculty and key administrators to review models that have proven successful in other states. In October 2011, the math faculty held an all‐day workshop in which ECS and the College Board participated by providing data and information on the latest methods used across the nation in remedial assessment and placement strategies. Issues of course alignment, instructional delivery methods, course content, competency definitions, and placement testing are all emerging as potential areas where improvements can make a significant difference in student success. It is clear from these discussions that a one size fits all approach to remedial instruction where students must enroll in one, two or more semesters of remedial instruction is not effective. Research from the Community College Research Center found that most students who require remedial education do not complete their remedial education sequence within one year. Many do not even enroll in a single remedial course. NSHE data support these same conclusions. National reports on best practices indicate that clearly communicated policies and practices, widely available support services and advisement, assessment that accurately gauges students’ skills and college readiness, cut scores that place students into appropriate courses and are regularly evaluated, and completion standards that determine if students can successfully move from remedial courses to college level course work – are all critical in this effort to promote student success. NSHE institutions continue to engage in and evaluate in a number of emerging models and strategies for successfully redesigning how remedial education is delivered to yield student success. One common theme among these piloting efforts is getting students through the necessary remedial coursework and into a college‐level class as quickly as possible. Currently, Board policy provides benchmark scores for placing students into a college‐level mathematics course using ACT, SAT, Compass or Accuplacer standardized tests (Title 4, Chapter 16, Section 1). The cut‐scores were determined in a number of ways, including using national data and the input of NSHE faculty. In setting the scores, the System committed to review the scores following their implementation (Fall 2010) to determine if the scores were appropriately set. At the June 2011 Board meeting, the Regents authorized NSHE institutions for a period of one academic year (2011‐12) to set alternative scores for placing students into college‐level mathematics if an alternative score is supported by institutional research and is used uniformly by institutions partnering with the same school district. Over the coming year, as NSHE institutions continue to experiment with remedial mathematics pilot programs, System Administration will work with the institutions in refining the Board’s policy on placement into remedial courses as appropriate.

Course Persistence Rates ‐ English The following chart shows the completion rates of remedial English courses and subsequent college‐level English courses within two years of first‐time enrollment at an NSHE institution immediately following high school graduation. This is compared to students whose first English class is bridge English course (100 or 101E) that combines remedial and college‐level instruction, and to students first enrolled in a college‐level course (English 101 or higher).

The remediation rate of 34.1 percent calculated following the initial enrollment at NSHE institutions of the 2009‐10 high school graduates during the summer or fall 2010 semesters increased to 41.5 percent when the subsequent spring semester is included accounting for the full academic year.
