Last Summer the Jewish Representative Council proposed the concept of a Manchester Jewish Arts Festival and has subsequently obtained the support of Manchester City Council for this venture, now to be called the ” which will take place across the City from Sunday 2nd July till Sunday 9th July. The event was attended by 25 Councillorsfrom around the North West. As well asintroducing them to the Jewish community andits leading organisations, the Councillors hadthe opportunity to attend a number of sessionson issues as diverse as antisemitism in the UK,the Jewish community’s bond with Israel,social care in the community and education.

Participants were addressed by Sir HowardBernstein, Chief Executive of Manchester CityCouncil, and Ivan Lewis, MP for Bury South.

Jonny Wineberg, Chair of JRC Executive,said: “The event was a constructive forum forCouncillors to learn about issues in the Jewishcommunity and an opportunity for thecommunity’s local organisations andrepresentatives to build relationships withCouncillors, which we hope will continue toblossom for many years to come.”

Gillian Merron, Chief Executive of the Boardof Deputies of British Jews, said: “This seminarwas part of a series of events we are runningfor local Councillors across the UK. Our aim isto ensure that as many Councillors as possibleunderstand the Jewish community’s interestsand concerns, and support our causes in TownHalls up and down the country.”

Whether they voted for Mr Burnham or not, an audience of 150 membersof the Jewish community had plenty of opportunity to quiz five of theMayoral candidates at a ‘Hustings’ organised by the JRC and the Jewish

The Hustings was held at King David HighSchool just a few weeks before the electionand was ably chaired by JLC Chief Executive,Simon Johnson. Head Boy, Nathan Boroder,gave an amusing introduction to thecandidates after which they were invited topresent their case as to why they should beelected. The audience was then given anopportunity to question the candidates’attitudes towards a range of topics includingBrexit, hate crime and antisemitism,

The Dean of Manchester warmly welcomedeveryone to the Cathedral and then handedover to BBC Radio Manchester's, Mike Shaft,to compere the event, which was officially

opened by the Lord Mayor of Manchester. Inhis speech the Lord Mayor shared some of hisown personal experiences of hate crime andhe encouraged others to report any suchincidents.

The programme continued with an updateof hate crime statistics by Chief SuperintendentGMP, Wasim Chaudhry, before Martin Hill(Crown Prosecution Services) explained to theaudience how cases of hate crime areprosecuted. The audience was then invited toparticipate in an interactive dance workshopled by Prajyoti Madhusudan before lightrefreshments were served (catering for allFaiths)

Members of the Challenging Hate Forumshared their positive experiences of buildingfriendships between diverse communitiesbefore a stirring keynote speech by CouncillorNigel Murphy. The Lord Lieutenant of GreaterManchester spoke of the importance offriendship and kindness to others and hepraised the work of the Forum.

The event closed with the award-winningManchester Inspirational Voices Choir.

The Group, chaired by Rabbi Warren Elf,met in February with 'Solutions not Sides' (partof One Voice) under the FODIP umbrella. Wewere given the opportunity to listen to twoyoung men, one Palestinian and One Israeli,who were hoping to be part of those who workto make a positive difference for the future ofthe two nations. Yasser and Sheffy wereinspirational and have both been involved ingreat work and many different projects toincrease understanding amongst Palestiniansand Israelis and encourage grass roots effortstowards a peaceful solution to the conflict.

Jacky Buchsbaum explained that thisWorking Group has been developing adatabase of people with expertise in thecommuni ty to improve our use ofspokespeople in the media. He requesteddelegates and others to inform the JRC ofappropriate people who are best able torepresent the community in specific areas. TheGroup also supports the Yom HaShoahCommittee in organising the annual YomHaShoah Event which, this year, was held attheAudacious Hall in Central Manchester.

Filis Rosenberg handed out copies of theJRC’s newsletter “RepPresents” whosepriority is to promote the work of the JRC and toinform the Community about the work of theCouncil. 4,500 copies are distributed vias c h o o l s , s y n a g o g u e s , s h o ps a n dsupermarkets as well as by email to allcontacts and affiliates. Filis invited members ofthe Community to submit news items andphotographs about any events that they haveattended for inclusion in future editions ofRepPresents.

Rabbi Becomes CouncillorRabbi Arnold Saunders, minister of Higher

Crumpsall and Higher Broughton Synagogue,won the Council election held in March, tobecome Conservative Councillor for Kersal.Rabbi Saunders proved that perseverance can

pay off, having tried on three previousoccasions to succeed. This time he received850 vo tes w i th a ma jo r i t y o f 297 .Congratulations from all your friends atthe Jewish Representative Council.

The Group has also produced a leaflet withinformation on the JRC’s achievements andactivities. The intention is for the leaflet to beupdated regularly with JRC news, events andphotographs.

Jay Charara spoke about the work of theAntisemitism & Human Rights Working Group.In conjunction with the Publicity WorkingGroup, the Group delivered a Media TrainingWorkshop to encourage people to becomemore active online and counter online bias.

In the future, the Group is hoping to furtherpromote online work, education, and representthe views of the Community wherever they can.

Susan Isaacs updated the council on thework of the Fundraising Working Group. TheGroup’s main priorities are to organise theannual Community Challenge Quiz and publishthe JRC Yearbook. A Variety event held inFebruary was a great success and StevenPearlman was thanked for all his hard workorganising this event.

The Group is currently organising an artcompetition for school-aged children as part ofthe “Jewish Arts Festival For All” with thewinning works to be printed in the Year Bookand in RepPresents.

Jeremy Michelson shared information onthe work of Jewish representatives who attendStanding Advisory Councils for ReligiousEducation (SACRE) and the fact thatWarrington, Blackburn, and Rochdale SACREsstill need Jewish representatives. He invitedanyone who is interested to contact him via theJRC Office for further information.

Members of the Working Group take anactive part in developing Holocaust MemorialDay commemorations and this January helpedseveral local authorities to organise theseevents for their communities.

The Group is reaching out to smaller Jewishcommunities and has held talks with RabbiGut tentag f rom St . Anne’s HebrewCongregation, which now has a Jewish Socialand Cultural Affairs Programme. The Group islooking to work together with the LiverpoolRepresentative Council to help other smallcommunities such as Southport.

Developments around Jewish schools thathave been rejected for Free School status arebeing monitored by the Group. The reasongiven initially was that the schools’ curriculumcontained ‘too much emphasis on Jewishstudies’, and the Group was concerned that thismight cause problems for established Jewishschools. The Group is in communications with

the Department of Education about clarifyingthe situation.

The Group organises the CommunitySherman Lecture in collaboration with theCentre for Jewish Studies and the ManchesterJewish Museum which this year was given byProfessorAbigail Green.

D a v i d L e w i s t a l k e d a b o u t t h eachievements of the Youth and CommunityWorking Group. The Big Neighbourhood Bashin December was a great success with manypeople participating in the event. TheChristmas Day Transport scheme was verywell received by Churches and the peopleinvolved. 29 volunteers drove people of theChristian faith to lunches on Christmas Day.

In partnership with the JLC and King DavidHigh School the Group hosted a well attendedMayoral Hustings for the Greater ManchesterMayoral Election.

The ‘Youth’ aspect of the Group remains animportant part of its role. Members have metwith the head boys and girls from King DavidHigh School and Yavneh and are in discussionwith young people about starting a JewishYouth Forum. A youth worker is a clearrequirement to make this a success.

The Group is aiming to source funding sothat the community can better support youngpeople around issues such as mental healthand bullying, and ensure that young people areaware of Jewish youth activities aroundManchester.

Tony Lloyd, Acting Mayor, and Jim Battle, Deputy Police & CrimeCommissioner, hosted over 100 community activists at GreaterManchester Police Headquarters to celebrate what they had achieved intheir term of office, reports , Chair of JRC Executive.Jonny Wineberg

Tony and Jim stressed the importance oflocal neighbourhood policing on which GMPhave been congratulated for maintaining byHer Majesty’s Inspectorate of Constabulary.Equally important are partnerships withcommunities, as exhibited by the support ofthose at this event.

When the two leaders took up post, one ofthe most dangerous places was in the home inthe form of domestic violence. They have donea great deal of work to address this issue butmore is still to be done.

A great deal of work on mental health hasalso been undertaken, led by Jim Battle whohas chaired the GM Mental Health StrategicBoard. As a result of this work, people are nowreceiving the appropriate form of care at anearlier stage of their illness.

Work has also been undertaken to preventpeople from re-offending when they leaveprison by continuing work started inside prisonand supporting them after their release. There

has also been specific work to support womenoffenders by addressing the root causes suchas as chaotic lives and drugs use. The cross-over between these issues and mental health isvery apparent.

GMP is currently rated as a “good PoliceForce”. They are now looking to improverecruitment to better reflect the make up of theGreater Manchester community and deliveringtraining that also reflects the changing society.

When Tony and Jim took up their roles, theyfound that they had to address issues they hadnot expected, such as modern day slavery,cyber crime and online grooming. Thiscontinues to be an ongoing challenge for GMP.

Thanks were given to all those present atthe event for their contribution to the successesthat had been achieved over the last few years.This was followed by syndicate work thatexamined what has worked, what should bekept and what else needs to be done.

Secondly, Britain was also acting in its ownbest interest. Today Britain and Israel arefriends and allies. This is not only good forrelations and business but also for securitycooperation which is saving British lives.

On the economic side, Israel is a worldinnovation and technology centre. Israel'srecent £2.2 billion bond, launched through theLondon Stock Exchange, was 4 times over-subscribed - a huge vote of confidence inIsrael’s economy.

Thirdly, Britain stood up for democracy andplayed a crucial role through the BalfourDeclaration in establishing the only truedemocracy in the Middle East.

In signing the Balfour Declaration LordBalfour established for the Jewish people onceagain to have a national right to self-determination in its historic homeland. Balfourrecognised that; he did not create it!

The event afforded an opportunity to viewthe exhibition of the ten shortlisted designs. Allfeedback captured at the event will be sharedwith the ‘Jury’ before they make their finaldecision in May.

The Memorial and accompanying LearningCentre will stand in the shadow of Parliament,in Victoria Tower Gardens. The striking newstructure will honour victims and survivors ofNazi persecution, educate future generationsabout the dangers of where prejudice andhatred can lead and serve as a powerfulstatement of our nation’s values.

The evening was introduced by RosieHalpern following the blowing of a shofar byJoey Goldblatt and a moving violin recital of‘Schindler’s List’ by Helen Tonge. Mrs Halpernexplained how this year’s event was focusingon the “choices” that people made in the lastwar. Whilst some would risk their lives to save aJewish chi ld; others would have no

compunction in killing babies just because theywere Jewish.

Survivors Manya Stern, Sam Laskier, IcekAlterman, Peter Kurer, Adash Bulwa, SusieSalomon and Shalom Goldblatt lit the memorialcandles in memory of the 6 million Jews whodied in the Holocaust.

Ruth Lachs described how she hadsurvived as a young girl in Holland under Nazioccupation after she and her family had fledthere from Hamburg. She described how localpeople had protected her from the Nazis andhow she had coped alone in a strange countryand always in danger.

Guest speaker was Laurence Rees, whohas made a number of TV series about theNazis. Mr Rees described some of theinterviews he had held with war criminals andwhat he felt were the forces that turned ordinarymen into animals capable of carrying outatrocities without pity for their victims. He alsodescribed his interviews with survivors and howthey had managed to live through their terribleordeals in the concentration camps.

The Hale Boys Choir conducted by YoniLevy and Den Salon sang Esa Eini. Thirdgeneration Avrom Aronson recited Kel MaaleRachamin, while Adash Bulwa read theSurvivors Legacy and Suzanne Levy recitedThe Pledge of the Second and ThirdGeneration. Kaddish was recited by StuartFerster, son of Chaim Ferster, who died earlierthis year.

Sixth formers Gabi Black, Jake DelmonteJonny Rose and Mel Verby brought the eveningto a close recounting their experiences whenthey visited some of the camps in Poland withKD and Aish, and their commitment to keepalive the memories of those who had perishedduring those terrible years.

Crime is LowerWhere Communitiesare Stronger

Mr Shewan addressed the Council on thesubject of community and institutionalresponsibility in countering hate crime andantisemitism and strongly confirmed hiscommitment to ensuring the safety of theJewish community. He explained that in recentyears the level of hate crime has been risingacross every category, not just antisemitism.

UK Holocaust MemorialConsultation

The UK’s decision to leave the EuropeanUnion and other global events have meant achange in the way people interact with eachother worldwide. No longer solely driven byconflicts in the Middle East, antisemitism,along with other forms of hate crime, is on therise because of questions about what it meansto be British; debates about immigration; and afocus on localisation and nationalism, ratherthan globalism. This has resulted in a lack oftolerance across the globe towards minoritygroups and a marked increase in the amount ofhateful rhetoric.

In his 30 years on the police force, Mr.Shewan has noticed the important role thatenthusiasm for multiculturalism plays inensuring a community’s safety. Wherecommunities are strong, crime is lower. Wherecommunities work together, they are stronger.Mr. Shewan stated that there is no strongercommunity in Greater Manchester than theJewish Community itself.

Mr. Shewan promised that the GreaterManchester Police will stand up and say no tohate crime, and do whatever it can to tackleantisemitism. But links with the community arevital, since the law alone is not always the rightway to tackle hate crime, particularly that whichoriginates from ignorance. He stressed theimportance of strong communities with strongcommitments standing together against allforms of hate.

Mr Shewan finished by stressing that whilstwe are much safer in the UK than elsewhere,there is still a need for high levels of vigilanceby the population in order to protect us fromthose who mean us harm.

Mr. Shewan was thanked for all he hasdone for the community, and was presentedwith a gift.

Tony Lloyd Says‘Thank You’Filis Rosenberg, JRC Executive Member, reports on her meeting withTony Lloyd at the Manchester Jewish Museum (MJM).

Sharon Bannister, Barbara Goldstone and Iwere invited by Tony Lloyd to join him for afarewell meeting at the MJM as he approachedhis 'end of term' as Police and CrimeCommissioner for Greater Manchester.

Mr Lloyd expressed his appreciation for ourwork within the Jewish and wider communities,and looked back on what he had achieved andhis hopes for the future.

He also took time out to tour the exhibition

Former Sky News Man OptimisticAbout Israel-Arab RelationsGuest speaker Tim Marshall, former foreign affairs editor of Sky News,addressed a packed audience at the Sir Sidney and Lady HamburgerAnnual Memorial Lecture in March on the subject of Israel's relationshipwith its Arab neighbours, reports JRC PublicityOfficer.

The event, jointly organised by the JewishRepresentative Council and the Zionist CentralCouncil, was held at Prestwich HebrewCongregation and also included movingtributes to the late Sir Sidney Hamburger fromhis granddaughter, Victoria Portnoy, and fromJoy Wolfe MBE, Life President, ZCC.

The theme of Mr Marshall's lecture struck arealistic tone as he believes that the Israel-Palestinian conflict will never be overtly solved,but that it can be managed, and to a certainextent, is already being managed. Beneath theveil of Arab antipathy towards Israel, MrMarshall reported that there is much secretactivity and discussion between Israel andsome of itsArab neighbours.

He cited as an example the fact that Dubairecently appointed Israel with a secret contractto install a new security system, involving alarge number of Israeli technicians working inSaudiArabia.

The Theme is ‘ Jewish Manchester’ and weare looking for creativity across the wholeplatform of art including drawings, paintings,craft, ceramics, sculpture, modern digital, etc.Aselection of the art work will be photographedand reproduced in the Jewish RepresentativeCouncil’sAnnual Year Book, 2018

and was very interested in the wide variety ofpanoramic photographs depicting images ofthe various religions and cultures that flourishwithin the Cheetham Hill Road area adjacent tothe Museum.

The diversity of this community is widelyrecognised throughout the United Kingdom.Schools, places of worship, businesses and theemergency services were all represented in theexhibition.

General Election HustingsGeneral Election Hustings for the Jewishcommunity are being run in four seats by theJewish Representative Council in partnershipwith The Jewish Leadership Council, TheBoard of Deputies of British Jews and Holy LawSouth Broughton Synagogue, Heaton ParkHebrew Congregation, Yeshurun HebrewCongregation and the Bowdon Synagogue.

The Jewish Community has beenencouraged to attend in order to question thecandidates and to make their voice heard.

The first two Hustings have been held priorto going to press. Both attracted largeaudiences and proved to be most informativeevents with considerable interaction betweenthe candidates and the audiences over a widerange of topics with emphasis placed on Health& Social Care, Brexit and Israel.
