Administrative History

The United Nations Iraq-Kuwait Observation Mission (UNIKOM) was established 9 April 1991 by means of Security Council resolution 689 (1991). UNIKOM's original mandate was to monitor a newly created demilitarized zone (DMZ) along the Iraq-Kuwait border, which included the determent of boundary violations and observation of hostilities between the territories of Iraq and Kuwait. In addition, UNIKOM maintained contact with and provided support to other United Nations missions in these two countries.

Following a number of incidents along the border in its first two years, on 5 February 1993, per resolution 806 (1993), the UNIKOM mandate was expanded to include the capacity to physically prevent or respond to violations in the DMZ. With the arrival of a mechanized infantry battalion in late 1993, UNIKOM's operations were modified accordingly; on 1 January 1994, the Head of Mission's appointment was changed from Chief Military Observer to Force Commander. On 17 March 2003, with the U.S.-led military campaign in Iraq eminent, the Secretary-General suspended UNIKOM's operations. On 3 July, Security Council extended UNIKOM's mandate for a final six-month period, and on 6 October, UNIKOM was dissolved by resolution 1490 (2003).

S-0939 Force Commander - Correspondence with Iraq, Kuwait and the Gulf Cooperation Council 1991-1999

Scope and Content

Series contains correspondences between UNIKOM and Iraq, Kuwait, and to a lesser extent, the Gulf Cooperation Council (GCC). The principal liaising organ in Iraq was the Coordinating Committee with the United Nations Observer Group (CC), also known as the Higher Committee for Coordination of the Republic of Iraq. UNIKOM also regularly corresponded with Iraq's Ministry of Foreign Affairs and the Senior Iraqi Liaison Officer (SILO), the latter stationed in Umm Qasr. In Kuwait, UNIKOM liaised chiefly with the Ministry of Interior International Organizations Liaison Office and the Ministry of Foreign Affairs Department of International Organizations. Outgoing letters chiefly signed by UNIKOM Chief Military Officer / Force Commander (CMO / FC); others from Deputy Chief Military Officer (DCMO)/Chief of Staff (COS) or Chief Operations Officer (COO). Letters to/from Iraq transmitted via Liaison Office-Baghdad; those sent to/from Kuwait transmitted via Liaison Office-Kuwait (Kuwait City). Subjects covered include: alleged violations of the cease-fire agreement, border crossings, general maintenance issues (construction, post, telephone, electricity, water, radio), demarcation of maritime boundary, oil-for-food programme, mine clearance, smuggling allegations, UNIKOM safety and security, press visits to the DMZ, recovery of property, use of photography in the DMZ, visas, detained foreign nationals, missing persons, and induction of Bangladeshi infantry battalion (BANBAT). Letters grouped by corresponding authority (Iraq, GCC, and Kuwait, in this order), and with the exception of the series' last file, further subdivided into outgoing and incoming correspondence, which are arranged chronologically (NB: exceptions occur regularly). Copies of referenced letters or related documents (memoranda, reports, minutes of meetings, news clippings, situation reports, etc.) follow the principal correspondence. Incoming letters from all authorities in Arabic with English translations provided.

Scope and Content

Series contains chiefly minutes and supporting documents (correspondence, inter-office memoranda, pre-meeting briefs, etc.) of meetings between UNIKOM officials and Iraqi or Kuwaiti authorities. Iraqi authorities include the Ministry of Foreign Affairs (MOFA), the Coordinating Committee with the United Nations Observer Group (CC), the Ministry of Industry and Minerals, the Senior Iraqi Liaison Officer (SILO) in Umm Qasr and the governor of Basra. Kuwaiti authorities include the Ministry of Foreign Affairs (MOFA), the Ministry of Interior International Organizations Liaison Office (IOLO) and the Kuwaiti army. Other records in the series consist of minutes and supporting documents of meetings between UNIKOM or other UN officials and the Gulf Cooperation Council (GCC), foreign government representatives in Iraq, United Nations regional missions, or the International Committee of the Red Cross (ICRC). Scope and Content

Series chiefly consists of files relating to the activities of UNIKOM Liaison Office - Baghdad (LO-B) and Liaison Office - Kuwait (LO-K). Included also are files pertaining to the Iraqi Liaison Office in Umm Qasr, which liaised with UNIKOM's Liaison Team - Umm Qasr (LTQ); UNIKOM's Kheitan Support Centre, to which LO-K was relocated on 29 May 1995; and UNIKOM patrol & observation bases (POBs). Records consist of standard letters, notes verbales, inter-office memoranda, press releases, meeting minutes, situation reports, Board of Inquiry reports, and Force Commander directives. A significant number of correspondences are between Chief Military Officer / Force Commander and Iraqi or Kuwaiti authorities, transmitted via LO-B or LO-K, respectively. Scope and Content

Series contains photographic prints and UNIKOM visitors' book. Photographs, some captioned, document UNIKOM military personnel's work and social life. Subjects include: speeches, Secretary General's visit to UNIKOM, foreign dignitaries' visits to UNIKOM, patrol and observation bases (POBs), farewell dinners and luncheons, explosive ordnance disposal (EOD), plaque presentations, medal parades, hand over parades, memorial services, UN vehicles, sport, and contingent national holiday celebrations. Photographs are arranged by subject in no apparent chronological order. Visitors' book is signed from 14 April 1996 to 20 February 2003.

Scope and Content

Series contains in-house publications, manuals, jpeg images, PowerPoint presentations, Microsoft Word documents, and a videocassette relating to UNIKOM activities and procedures. Publications include: The UNIKOM news (July 1992 - Dec. 2002), Airstrip & airfield diagrams ; Helicopter diagrams (1994), and UNIKOM weather (2001). Manuals consist of operations orders, standard operating procedures (SOPs), security instructions, and fire safety instructions.

Electronic records have been burned onto CD-Rs in box S-0956-0002. Presentations (PowerPoint files) also have been printed out and filed. The original storage media received by ARMS, with data intact, are in box S-0956-0003.

Includes 913 MB of graphic material (189 photographs, 52 presentations, 10 drawings, 1 chart), 6 MB of cartographic material, and 853.3 KB of textual records.
