I. COMPOSITION OF THE DELEGATION
The European Parliament decided to send twelve Members to attend, as participants within theEuropean Union Delegation, the High-Level Segment of the 20th session of the Conference ofthe Parties to the United Nations Framework Convention on Climate Change (UNFCCCCOP20) and the 10th session of the Conference of the Parties serving as the meeting of theParties to the Kyoto Protocol (CMP10), held in Lima, Peru, from 8 to 12 December 2014.
The participants were: Mr Giovanni LA VIA (EPP) (Chairman of the delegation), Mr JoLEINEN (S&D) (Vice-Chairman of the delegation), Mr Jerzy BUZEK (EPP), Mr Karl-HeinzFLORENZ (EPP), Ms Elisabetta GARDINI (EPP), Mr Seb DANCE (S&D), Ms KathleenVAN BREMPT (S&D), Mr Ian DUNCAN (ECR), Mr Gerben-Jan GERBRANDY (ALDE),Ms Merja KYLLÖNEN (GUE/NGL), Mr Bas EICKHOUT (GREENS/EFA) and MrValentinas MAZURONIS (EFDD). II. DELEGATION’S ACTIVITIES
1. Preparation
At the constituent meeting of the delegation on 15 October 2014, Mr Giovanni LA VIA (EPP)was elected Chairman and Mr Jo LEINEN (S&D) Vice-Chairman of the European Parliamentdelegation to Lima. At the same time Members proposed topics for the EP side event. Thesecond delegation meeting took place on 26 November 2014 with Commissioner MiguelARIAS CAÑETE. The delegation held an interesting exchange of views with theCommissioner on recent developments and on prospects for the forthcoming COP 20 climateconference. The Commissioner assured to the EP Delegation that the close cooperation wouldcontinue with the daily briefings on the progress of the negotiations which would be providedduring the COP 20 in Lima. In its plenary session on 26 November 2014 the EuropeanParliament adopted a resolution on the climate change conference in Lima, Peru (COP 20).
2. Briefings on the negotiations in Lima
In order to ensure that the European Parliament delegation was well informed, several briefingswere organised during the Conference:
Briefings by the European Commission and the Council of the European Union
In the continued absence of authorisation for Members to attend the daily EU co-ordinationmeetings, the Commission and the Italian Presidency were asked to brief the EuropeanParliament delegation to ensure that the delegation had access to the most up-to-dateinformation on progress in the negotiations.
The delegation was briefed on a daily basis by the Commissioner for Climate Action andEnergy, Mr Miguel ARIAS CAÑETE, who provided the delegation with his assessment of thelatest developments.
From Wednesday 10 to Friday 12 December the delegation also received a separate dailybriefing by the Italian Minister for the Environment, Land and Sea, Mr Gian Luca GALLETTI,on behalf of the Presidency of the Council of the European Union. The briefings took placeright after the daily EU co-ordination meetings to provide the delegation with the Presidency’sview of the latest developments on the negotiation strategies.
Briefing by the Öko-Institut
Before travelling to Lima the delegation received a briefing report by the Öko-Institut, whichwas commissioned by Policy Department A of DG Internal Policies, following a request by theCoordinators of the ENVI Committee. The report provided an overview of recentdevelopments in the negotiations within the UNFCCC since COP19, explained the positions ofthe main Parties and negotiation groups and mentioned the main issues at stake for COP20.Moreover, in the afternoon of Tuesday 9 December, Ms Anke HEROLD from the Öko-Institutbriefed the delegation on the developments that had taken place during the first week of thenegotiations in Lima.

3. Bilateral meetings(See full programme in enclosed Annex I)
Monday 8 December
The activities of the EP delegation started with the participation in the Parliamentary Meetingorganised by the Inter-Parliamentary Union (IPU) and the Congress of the Republic of Peru inthe occasion of the Conference. During this occasion a meeting with Ms Ana MaríaSolórzano Flores, President of the Congress of the Republic of Peru, was arranged.
Tuesday 9 December
In the morning of 9 December, delegation members visited the Pantanos the Villa WildlifeRefuge. The wetlands of the Pantanos de Villa are a world-important site because of their roleas habitat for migratory bird species. The visit was followed by the presentation of differentprojects for the promotion of environmental and social sustainability at the lunch event “Thedrivers for sustainability in Latin America” hosted by ENEL/Endesa.
In the afternoon, the kick-off meeting to discuss where the programme and the mandate tookplace. The delegation was welcomed at the Conference venue by Ms Irene Horejs, EUAmbassador to Peru, who exchanged view with the Members on the main issues of theEU/Peru relations. After the briefing by Ms Anke Herold (Öko-Institut), the delegation metwith Dr Rajendra K. Pachauri, Chair of the Intergovernmental Panel on Climate Change(IPCC), and inquired with him about the scientific findings on climate change in the recentlypublished 5th assessment report of the IPCC.
Wednesday 10 December
On Wednesday 10 December, the activities of the delegation started with a meeting with DrEdmund Hughes, Head of Air Pollution and Energy Efficiency of the International MaritimeOrganization (IMO), to discuss the issue of global maritime emissions in the context of theclimate agreement and exchange views on the recently agreed EU Regulation on monitoringand reporting of maritime CO2 emissions. The delegation then met with a group of localNGOs, in order to acquire a better knowledge of the main climate-related and environmentalissues in Peru. Next, the meeting with Dr Naoko Ishii, CEO of the Global EnvironmentFacility (GEF) was the first occasion for the delegation to discuss the role of finance as a keycomponent of a global climate agreement.
In the early afternoon, the delegation attended the European Parliament Side Event “How tofinance the global climate agreement?” (see below), and then met with representatives ofNGOs from the Climate Action Network (CAN): the meeting was instrumental to betteridentify the main issues at stake in the Conference and to get a better picture of the state of thenegotiations.
Thursday 11 December
The first meeting of Thursday 11 was with Mr Adnan Amin, Director-General of IRENA,who exchanged views with the delegation on the role of renewable energy. The EP delegationthen met with two Parliamentary delegations from other countries, exchanging views first withMembers of the National Congress of Brazil, and then with Members of the Congress of

Mexico, on the potential future international agreement and on the positions of the respectivecountries towards such an agreement.
In the afternoon, the delegation met with Mr Achim Steiner, Executive Director of UNEP,who discussed with the Members inter alia about UN perspectives on the climate talks andabout the role that Parliamentary delegations could play during the Conference. Members thenmet with representatives of the International Emissions Trade Association (IETA). Thefollowing meeting with Members of the Parliament of South Africa was a very fruitfuloccasion to exchange views on the position of the respective countries and on the issue ofdifferentiation between developed and developing countries. Finally, the delegation met withMr Jean Lassalle, MP, President of the “Association des Peuples des Montagnes du Monde”and discussed interparliamentary cooperation with regard to mountainous regions.
Friday 12 December
The first meeting of the delegation on Friday 12, after the morning briefing, was with DrAlexander Berditsky, Head of the delegation of the Russian Federation, who illustrated anddiscussed his country’s perspective on the climate talks. Next, a very extensive exchange ofviews with Ms Christiana Figueres, Executive Secretary of UNFCCC, took place, touchingon several subjects including on climate finance flows and on the issue of the ratification by theEU of the Doha amendment to the Kyoto protocol.
The programme of the afternoon started with a meeting with Ms Rachel Kyte, Vice-Presidentand Special envoy for climate change of the World Bank, who exchanged views with thedelegation on the World Bank’s work on mitigation, adaptation, and disaster risk management.The delegation then met with Dr Justin Lee, Assistant Secretary for Sustainability and ClimateChange, Australia, to exchange views on his country’s positions on the climate agreement.Finally, MEPs met with Ms Héla Cheikhrouhou, Executive Director of the Green ClimateFund (GCF), and discussed the mobilisation of funds for the GCF and other issues related toclimate finance.
4. Side Events
On Wednesday 10 December 2014 the European Parliament organised its own side event. Theevent, entitled “How to finance the global climate agreement?”, aimed to discuss anadequate and predictable mobilisation of climate finance as an essential element for asuccessful international agreement next year at COP21 in Paris, and to explore how can thesignificant investments needed to achieve international climate policy goals be leveraged. Theside event focused in particular on additional, innovative and alternative financial sources,examining for instance the possibility of using revenues from market based instruments and therole of private finance, in addition to public financial sources. The issues of transparentreporting and accountability of such finance and the implementation of relevant social andenvironmental safeguards in this context were also addressed.
The programme included several high-level presentations, followed by a discussion with theaudience (see full programme in enclosed Annex II).
On 12 December the delegation also participated in the Side Event organised by the EuropeanEconomic and Social Committee, by the Italian Council Presidency and by the InternationalLabour Organisation entitled “Climate change and employment”. Mr LA VIA was in thepanel and gave a presentation.

5. Communication activities
Media
Pre-Lima media work included a press alert on 4 December 2014 (composition, some agendaelements and press contacts) and a press release when the delegation arrived in Peru thefollowing day, detailing the expectations of delegation chair and vice-chair.
The main media event was the joint press conference with the European Commission (Mr LAVIA and Mr ARIAS CAÑETE) on 10 December. Around 50 journalists were present. An EPpress release was distributed on site and by email. Several journalists interviewed Mr LA VIAimmediately afterwards and quotes and clips were used in Global media outlets.
Other communication actions on Twitter highlighted the participation and activities of thedelegation and promoting the EP side event. A press release in English, French and Spanish onthe outcome of the conference was published on 14 December, including comments by thedelegation Chair and Vice-Chair. Separate interviews were arranged where possible (e.g.ANSA, CCTV, DPA, Bloomberg, Andina, TV Peru, and Euronews with the Chair).
The overall media take-up of quotes included: International newswires: DPA, EFE, AFP, ANSA European press: Focus, La Repubblica, 20 minutes, El Mundo, RTL, Tagblatt,
Handelsblatt, La Dernière Heure, Euractiv, Le Figaro International press: People Daily (China), Bloomberg, and many Latin-American
publications.
A separate press conference was also organised on the 11th, with Euro-Latin AmericanParliamentary assembly's Women forum co-Chairs Elisabetta Gardini (European Parliament),Hilaria Supa (Andean Parliament) and Isabel Recavarren, Eurolat women’s forum coordinator.A press alert was sent to the media and distributed on-site ahead of the conference.
Audiovisual
Audiovisual material was prepared with the support of contracted staff. A selection of morethan 100 photos and videos was uploaded to the EP audiovisual website(http://audiovisual.europarl.europa.eu), searchable by "Lima" and other tags. Icons for 'video''picture' or 'sound' help to select media type.
7 EbS videos were published and EuroparlTV also made 3 stories on their daily news using ourmaterial.
Audiovisual support included help with media issues, notably arranging the Euronewsinterview with the Chair.

A Facebook item was published on December 9 (the EP has over 1.620 000 “Likes”) Press unitTwitter accounts highlighted the delegation's participation and helped to promote the pressconference.
The Webmaster unit also provided graphic design support to help create a poster to promote theEP side event.
III. COP 20 NEGOTIATIONS AND OUTCOME
The Lima Conference included not only the COP20 session to the UNFCCC and the CMP10session to the Kyoto Protocol, but also three subsidiary bodies (SBs) sessions: the 41st sessionsof the Subsidiary Body for Scientific and Technological Advice (SBSTA41) and the SubsidiaryBody for Implementation (SBI41), and the seventh part of the second session of the Ad HocWorking Group on the Durban Platform for Enhanced Action (ADP). It brought together over11000 participants, including approximately 6300 government officials, 4000 representativesfrom UN bodies and agencies, intergovernmental organizations and civil society organizations,and 900 members of the media.
Negotiations in Lima focused on outcomes under the ADP necessary to advance towards anagreement in Paris at COP 21 in 2015, including elaboration of the information, and process,required for submission of intended nationally determined contributions (INDCs) as early aspossible in 2015 and progress on elements of a draft negotiating text. Following lengthynegotiations on a draft decision for advancing the ADP, which was the part attracting mostinterested from the European Parliament delegation, COP 20 adopted the “Lima Call forClimate Action”, which sets in motion the negotiations in the coming year towards a 2015agreement, the process for submitting and reviewing INDCs, and enhancing pre-2020 ambition.
During the Lima Conference, new commitments were made to the Green Climate Fund thattook it past the 10 billion dollars mark (almost 50% have been pledged by the EU Memberstates), however this amount falls below developing countries’ expectations and what waspromised them in the Copenhagen Accord.
Parties also adopted 19 decisions, 17 under the COP20 and 2 under the CMP11 that: helpoperationalize the Warsaw International Mechanism for Loss and Damage; establish the Limawork programme on gender; and adopt the Lima Declaration on Education and AwarenessRaising. The Lima Conference was able to lay the groundwork for Paris next year, by capturingprogress made in elaborating the elements of a draft negotiating text for the 2015 agreementand adopting a decision on INDCs, including their scope, upfront information, and steps to betaken after their submission.
The key outcome from Lima, the decision on Advancing the Durban Platform and its annexcontaining elements for a draft negotiating text, may have served to move the process forwardand create a shared feeling of achievement and confidence in the process. However, keypolitical issues, including differentiation and finance, remained unresolved for the next yearnegotiations towards Paris COP21.

An adequate and predictable mobilisation of climate finance will be essential for asuccessful international agreement next year at COP21 in Paris: how can the significantinvestments needed to achieve international climate policy goals be leveraged? The sideevent will focus in particular on additional, innovative and alternative financial sources,examining for instance the possibility of using revenues from market based instrumentsand the role of private finance, in addition to public financial sources. The issues oftransparent reporting and accountability of such finance and the implementation ofrelevant social and environmental safeguards in this context will also be discussed.Final Programme
