Sumarna F. Abdurahman is Chairman of BNSP
(Indonesia Professional Certification Authority).
BNSP is a national independent body established by
the Indonesia’s Manpower Law No.13/2003. The
Chairman and Board Members of BNSP are
responsible to the President of Republic of Indonesia.
BNSP has task to carry out competency certification to
Indonesian labors.
Sumarna was businessman who represented the
Indonesia Chamber of Commerce & Industry (Kadin
Indonesia) in BNSP. Since the last 20 years,
Sumarna had been involved in skills training and
certification activities. He became speakers in the
national and international conferences and also skills
training experts for the ADB and World Bank projects
in Indonesia.

Legality of The Competency Based- Manpower Development
• The Manpower Law No.13, 2003:
- Workers have the right to acquire job competencies
- Workers acquire job competencies by training and
professional certification
- Professional certification is conducted by BNSP.
• The Government Regulation No.23, 2004 on BNSP:
- BNSP is an independent body
- Board of BNSP is responsible to the President of Republic of Indonesia.
- BNSP has duty to carry out professional certification for all
sectors or professions with the exception of other professional certification
mandated by the previous law such as the construction services and the international
organization’s professional certification system such as IMO and ICAO.
