‘Small’ department takes on huge taskof hosting firefighters’ parade

One of the perks of being presi-dent of the Sullivan CountyVolunteer Firefighters

Association (SCVFA) is that yourdepartment gets first dibs to host theSCVFA’s annual parade.

But it’s a task not taken on lightly.The procession’s a huge undertakingwith lots of hard work, preparation

and responsibility – along withrewards and prestige for the host firecompany and community.

As 2013 SCVFA and NarrowsburgFD President Craig Burkle put it, “It’snot always the case that the presi-dent’s department hosts the parade.”In fact, in 2012 Rock Hill organized itfor the second year in a row when thecompany slated to host the paradehad to decline.

Burkle, Secretary Art Hawker andTreasurer Charlie Knapp Jr. met withRock Hill firefighters soon after lastyear’s parade to get advice and askquestions.

After that, they briefed members oftheir department and, in Burkle’swords, “pondered it for two months”before putting it to a referendum.Members unanimously voted to hold

the parade.A parade committee consisting of

Burkle, Chief Dave Casey, JasonSchroeder and Don Beck was formed.Charlie Knapp Jr. and AnneBuddenhagen made up the journalcommittee.

The last time Narrowsburg hostedthe affair, in 1978, Burkle was 17 yearsold. Heading the SCVFA that year wasRonald Bodens of neighboring Lava.Since its department was even small-er than Narrowsburg’s, the latteragreed to take on the parade instead.

Burkle, head of the namesake insur-ance company once owned by hisfather George (whose death this pastsummer deprived the department ofa 46-year member), noted that theparade route has been changed fivetimes.

A 27-year volunteer firefighter,Burkle served a previous term aspresident and was chief for six yearsand assistant chief for 12.

In addition to the myriad detailsthat go into getting the parade ready,the planners have had to deal withbridge issues – two of them in fact.

one lane closed for construction withtraffic lights at both ends controllingthe flow. Burkle said that there will beelectronic alerts on both sides of theriver warning motorists to seek alter-nate routes.

In any case, the parade willstop twice to let any trafficbacked up before the bridgeon the PA side to proceed(no cars will be allowed tostand on the bridge itselfsince it has lowered itsweight limit to 15tons). Cars onBridge and Kirk Sts.and Erie Ave. wait-ing to use the bridgewill also be allowed topass at this time.

The other issue is therailway overpass on MainSt., which, at 11 feet, doesnot allow the passage of someof the larger ladder trucks. So therewill be a slight deviation to enablethose “queens” of the fire apparatusto take part.

Due to a glitch in scheduling, theparade will be held the same date asthe Orange County one, depriving it

of departments from the neighboringcounty which normally take part.

Several departments from thePennsylvania side are expected toparticipate, including Equinunk,

Shohola, Matamoras (guest ofLumberland) and Honesdale.

The latter will provide theladder truck, along with Cal-

licoon, to hang the hugeAmerican flag that isprominent at many suchoccasions. It is owned by

the county.There will be close

liaison with theState Police and

Sheriff’s Office for trafficcontrol – not to mention

the presence of many firepolice for that task.Bill Lothrop of the Wurts-

“Narrowsburg is a small communi-ty,” said Burkle. “The parade is a bigticket item. It will bring visitors andsome needed revenues to the town.”

Narrowsburg FD:A Brief History

On Tuesday, March 4, 1902, thirtynine concerned citizens of thehamlet of Narrowsburg signed a

petition supporting a proposal to formand organize a Hook and Ladder Compa-ny to protect “Narrowsburg and vicinity”.

Elsworth E. Williams and Nils P. Ras-mussen were voted to the offices of ChiefEngineer and Assistant Chief Engineerrespectively.

• March 14, 1902: Fire Departmentformed, comprised of an engine compa-ny, a hose company, and a hook & laddercompany. The first officers were electedwith Frank Kinne, President, R.F. Rigby,Vice President, John S. Anderson, Secre-tary, and John H. Kirk, Treasurer.

• April 1, 1902: Accepted proposal fromS.F. Hayward Company in New York Cityto purchase a second hand Gleason & Bai-ley Hand Fire Engine for $350.

• April 8, 1902: Constitution and By-Laws were adapted. They provided that“any person of good character and stand-ing” would be eligible for membership.Dues were set at $1 per annum, payable inquarterly installments. The laws also dic-tated that members should not appear ata meeting or on duty “in a state of intoxi-cation,” nor should they be guilty of“using insulting, indecent, or improperlanguage, conduct unbecoming a gentle-man, or otherwise being a disgrace to theDepartment.”

• August 1902: At monthly meeting, itwas reported that the first of many July4th picnics had resulted in a profit to theDepartment of $116.30.

• Dec. 1903: The required law creatingthe Narrowsburg Fire District had beenpassed by the Sullivan County Board ofSupervisors and the Secretary wascharged with notifying the Tusten TownClerk to call a special election for the pur-pose of electing three Fire Commission-ers, with the District Treasurer appropri-ating $2,000 for the purchase of a lot anderection of a firehouse.

• 1904: First firehouse is built.• April 1909: Knapp Brothers Bankers in

Callicoon closed its doors, leaving theDepartment no access to more than twothirds of its total savings of just over $625.

• October 1926: A new firehouse wascompleted, location was not specified.

• December 1933: The third and finalpayment from Knapp Bros. Bankers in theamount of $17.67 was received. Thisbankruptcy had been pending since 1909and cost the Department several hundreddollars in savings and interest. (See April1909)

• January 1938: Movie nights in thecommunity hall are discontinued asmoney is being lost. In June, the NFDsigns a five-year lease with Harvey Eng-lish of Hancock as tenant to operate thetheater for an annual rental fee of $700.

• January 1942: Members view a film ofthe London blitz to learn how to extin-guish incendiary bomb fires, and attend ameeting at the Lava FD to hear about theestablishment of a listening post forenemy aircraft.

• September 1945: Voted to purchase anew truck at a cost of not more than$5000. Another vote was taken as towhom to buy the vehicle from, either JoeHankins (Ford dealer) or Malcolm Dexter(Chevrolet dealer), both of whom weremembers, but it resulted in a tie. Presi-dent Carl W. “Dick” Behling cast thedeciding vote in favor of a Chevrolet

truck.• November 1951: Member William

Meyer was killed in combat in Korea onNovember 7.

• October 1954: Purchased the Narrows-burg airport (currently Lander’s Camp-ground) from Dr. George R. Mills of Calli-coon for $16,000.

• May 1959: New truck was awarded tothe low bidder, Narrowsburg Motor Sales,at $4,795 for the chassis. Members latervoted to expend approximately $9000 fora body manufactured by Maxim FireEquipment.

• February 1964: Members Bill Bergerand Nathaniel “Skip” Feagles undergoSCUBA training in Liberty to become theNFD’s first divers. By 1980, the NFD fieldsa squad of five fully equipped SCUBAdivers.

• October 1965: Grant the DEC a parcelof land on which to build a boat launch.Approve a proposal to purchase the MaryHenz property on Bridge Street for $8,000to store all apparatus.

• November 1965: Ludwig “Uncle Lud “Gebhart, 86, the last remaining chartermember of the Department, died.

• 1969: Tusten Ambulance Corpsformed, 1969 Chevrolet pumper bought.

Callicoon FD welcomes itslatest shiny ‘big toy’

This past spring the Callicoon FireDepartment took delivery of a KMEpumper-tanker, a $460,000 sophis-

ticated piece of state-of-the-art firefight-ing equipment.

This is definitely not your father’sfiretruck, and its acquisition was the endresult of a long, complex and involvedprocess.

It started when department and fire dis-trict leaders realized they had to replace a1979 FMC pumper because it had badlydeteriorated and no longer met NationalFire Protection Association (NFBA) stan-dards.

The NFBA is the governing body thatsets safety standards for fire apparatusand equipment.

In November 2011, the Fire Districtadvertised for bids for a new pumper firetruck with a 1,500 gallon per minutepump and a water capacity of 1,500 gal-

lons to replace the FMC.The lowest bidder that met all specifica-

tions was KME Corporation, based inNesquehoning, PA. A bid for $460,838 wasaccepted by the Fire Commissioners attheir January 2012 meeting.

Next came the funding. The depart-ment donated $115,000 to the CallicoonFire District. This money, according toCommissioner John Schadt, had been setaside for eventual equipment purchaseand is the result of countless fundraisersand donations and generous bequests inthe wills of community members whopassed away. Funds were also provided byDamascus Township, PA, for the fire pro-tection district on the Pennsylvania sideof the Delaware River.

In February 2012 voters approved a ref-erendum by the fire district to use$115,838 in reserve funds. That left about$230,000 to be bonded, and votersapproved this as well.

“Given the costs of these [trucks], mostdepartments have to go through thisprocess,” said Schadt, a retired social stud-ies teacher from Sullivan West. “We werelucky. Half the vehicle was essentially paidfor.”

Schadt was joined on a committee toestablish specifications for the new truck byChief Mark Murphy, Assistant Chief WillieMaxwell, Roy Sumfleth, Frank Hahn andMark Sturdevant.

He recalled that the bid proposal sent outwas about 50 pages. It was the result ofmany months of intensely detailed meet-

ings. What came back from the bidding firms

were three-ring binders “three or four inch-es thick… every bolt and nut that goes intothe truck,” said Schadt. “The amount ofdetail was tremendous.”

Once KME gained the winning bid,Callicoon FD members made several tripsto the Nesquehoning plant and engaged inactive exchanges with the engineers andbuilders.

“They build everything from the chassisup,” Schadt said of KME. “They build a verygood vehicle.”

pumper is dissolving among volunteerfire departments. Many now buy hybridtrucks.

“It’s definitely an emerging thing in thefire services [given] the declining numberof volunteers,” Schadt said. “You can’t[man] all the trucks you have, and theyhave to have multiple functions.”

Between NFBA and federal standards,there has been a quantum change infiretruck construction, specificationsand – especially – costs. Some notablechanges:

• The cab must be air conditioned tohelp firefighters cool off while takingbreaks from a call in hotweather.

• Members must sit in theenclosed cab – no more rid-ing “in the open air”or on theback of the trucks.

• Cabs must have activeseat belt systems. If anyonein the cab is not “belted,” thetruck will not move.

Once the KME was deliv-ered, it took about a monthbefore it was officially put inoperation.

“You need to go out andpractice with the truck.Every truck is different anddrives and reacts different-

ly,” Schadt said. “People have to get toknow how these things operate.”

In addition to the KME, the departmentcurrently operates a 1989 Sutphenpumper, a 1999 Chevrolet Tahoe EMSvehicle, a 1980 Peter Pirsch 85-foot laddertruck and a 2000 International four-wheeldrive pumper.

“We’ve been lucky. It hasn’t been usedon a structure fire,” Schadt said of theKME, though it has gone out on calls.

The useful life of modern firetrucks is25-30 years.

“I feel confident our truck will last thatlong,” Schadt said.

Doug Santoro operates the deck or deluge gun with aremote control. The gun can pour a lot of water on a firewith the initial response until more members arrive. It alsopartly counteracts declining volunteer rolls.

Firefighters’ ‘wet downs’ are occasions for fun and gamesSTORY AND PHOTOS BY ANYA TIKKA

It’s not all about running intoburning structures and savinglives for the firefighters – although

there’s plenty of that, too. But sometimes, they just like to

play. Acquiring and inugurating anew firetruck is as good an excuse asany for a good water fight with theneighboring fire departments whoshow up for the occasion – to “wetdown” or baptize the brand new firetruck.

The Smallwood/Mongaup ValleyFire Department had a “wet down”on a chilly Saturday in mid-September, but that didn’t deter any-one from joining in the hosing fun –regardless of getting thoroughly wetin the process. That’s firefighters;everyone else kept their distance forfear of getting wet in the cold.

Neighboring fire departments fromWhite Lake, Kauneonga Lake,Monticello, and eventually, WhiteSulphur Springs showed up in theirtrucks, and took part in the mockfighting, pulling out their hoses and

spraying across the field to “get” thefire fighters on the other teams.

Some even engaged in one on one,or small group factional fighting, likeSmallwood/Mongaup Valley’syoungest member, Emily Moray, 19,and who reputedly won the fighttogether with longtime member andex-chief Dennis Dietrich.

After the water ran out, everyonecame out to greet each other, withthe occasional fake wrestling andbear hugs to show that there were nohard feelings.

Refreshments were served bymembers of the Ladies Auxiliary inthe firehouse.

Fire Police Officer Mike Denaroexplained those fire departmentswho came often collaborate on areafires.

Fire Police Officer Gene Gallagherexplained, “wet down” is a traditionobserved all over the area. “It’s like abaptism,” he said, adding, “We don’tknow who’s coming. If there’s a fire,that’s a priority. They don’t have timefor games.”
