Moved that the SSBPPE recommend that the City Council forward $250,000 to Berkeley Unified School District to ensure that total school site programming offered to students through the Cooking and Gardening Program for 2015-16 exceeds that which was supported by the District in 2014-15, with the requirement that the District provide a written yearend report that includes 1) how these funds enhanced the program, and 2) how the nutrition curriculum incorporates the health impacts of sugary drinks.

Program The SSBPPE has forwarded to the Berkeley City Council a recommendation that an immediate allocation of $250,000 be made to BUSD to support the Cooking and Gardening program in the District. After careful additional consideration, the SSBPPE has voted to request that the City Council advise BUSD of the following:

This initial allocation is unique in that the SSBPPE funding recommendation criteria has not yet been fully developed.

For future funding BUSD will be expected to participate in the funding allocation

process that is currently being developed by the SSBPPE, and

Future funding recommendations will include a requirement that grantees implement an evaluation component. The SSBPPE may define evaluation measures for any such evaluation component, including, but not limited to, measures such as the following: how grant dollars were used, numbers and demographic breakdown of children served, and numbers and demographic breakdown of children reporting an increase in knowledge, an acquired or increased skill, and/or a changed attitude toward healthy foods and beverages directly resulting from participating in the funded activity.

Proposal to advise the City Council on how and to what extent the City should establish and/or fund programs to reduce the consumption of

sugar-sweetened beverages in Berkeley and to address the effects of such consumption.

Submitted to SSBPE July 16, 2015

In 1999 the COB Department of Health Services Health Status report “revealed a disparity in mortality for Berkeley residents based on race. African Americans in Berkeley have shorter life spans as a whole than do Whites in Berkeley. Our health data shows that African Americans in Berkeley have significantly higher death rates for preventable or manageable diseases such as heart disease, stroke and diabetes. As a result of these findings, new programs have been developed and ongoing services have been focused on eliminating disparities. Two of these new Public Health programs directly address low birth weight births. These are: the Black Infant Health Program and the Centering Pregnancy Program. Further, Community Action Teams (CATs) in South and West Berkeley are bringing residents together to understand the root causes of these health disparities and to look at solutions proposed by the community. Our ultimate goal, and perhaps the single most important element of our work, is to develop and implement strategies to eliminate inequities in health outcomes so that all Berkeley residents can enjoy long, healthy and productive lives.” Based on the report and subsequent work by the COB Dept. of Health Services (DHS), I propose we advise the COB Council to (1) Expand existing COB DHS chronic disease prevention outreach and programs, with an emphasis on training youth from most affected neighborhoods to inform and educate residents on the hazards and health effects of over consumption of sugar sweetened beverages, and to encourage and teach people the importance of and how to drink water. (2) Open a COB DHS grant process to youth and family oriented “not for profit” community organizations and churches with a proven track record of nutrition outreach and education to train youth to present sugar demos, videos and workshops to inform and educate residents on the hazards and health effects of over consumption of sugar sweetened beverages, and to encourage and teach people the importance of and how to drink water. The COB DHS has had the responsibility to prevent chronic disease, many caused by over consumption of SSB, and has developed strategies, and infra-structure to help reduce the consumption of SSB. They have been specifically working on this issue since 2000. Additionally COB DHS has the capacity to study and report the efficacy of the programs, expanded and/or developed, and develop a model that can be duplicated by other communities. Furthermore the COB DHS receives some funding to prevent chronic disease and those funds could be leveraged with additional SSB Tax funds to expand, restore and/or create effective strategies and programs to help us significantly reduce consumption of SSB.
