• Systemic disadvantage for many: • School standards – too variable ; behaviour & attendance problematic & support beyond the classroom sporadic• Promising but fragmented programmes – Sure Start; Extended Schools; Children’s Fund; Connexions• Inadequate information sharing, multiple assessments, silo based working with capacity and recruitment problems• Incoherent planning, commissioning, accountability – nationally and locally

• JAR Timetable : • 150 Children’s Services – cycle
began in September 2005 ends 2008
• Very different from former LEA Ofsted inspections where the main focus was attainment
• Focus on 5 outcomes plus service capacity
