This Summit is a forum to establish a linkage between the interests of Wisconsin and Illinois for the sustainable use, management and protection of our shared water resources within the Fox River watershed. The program highlights issues of concern – current and emerging – in both states, including a look at several efforts addressing watershed issues today and opportunities to plan for future action.
Dr. Jerome Delli Priscoli, US Army Corps of Engineers, Institute for Water Resources, will be our keynote speaker to help provide insight and guidance on the role and function of river basin organizations in achieving equitable governance of this common resource.

Meeting objectives:
✓ Re-establish the Southeast Fox River Partnership and develop a framework to support ongoing watershed protection.
✓ Begin a dialogue on shared challenges concerning recreation, economics, sustainable flows, surface water/groundwater interactions, sediment and ecosystem services.
✓ Develop relationships/build trust among Illinois and Wisconsin stakeholders.
✓ Identify commonalities, project successes and future challenges facing communities within the watershed.
✓ Create a Declaration of Partnership on key issues between Wisconsin and Illinois.
Who should attend? Interested citizens; Fox River recreational users; property and business owners; developers; lake, river and other environmental organizations; federal, state, county and local units of government; environmental and water resources professionals including scientists, engineers, managers, planners, consultants, educators and attorneys; tourism representatives; economists.
A FOX RIVER DECLARATIONThe formal output of this meeting will be a Declaration of Partnership between stakeholders within the
River basin. This document is intended to highlight shared interests, concerns and commitments including the importance of the Fox River to both states, and the challenges the river faces as both a natural system and a working waterway. It may serve as a platform for further legislative and community-based actions.
Your perspectives on integrating needs and demands across multiple jurisdictions are especially valuable in focusing our discussions and guiding our future efforts and direction.

Submissions will be summarized in a document that will be distributed at the Summit.

Who is Dr. Delli Priscoli?
Jerome Delli Priscoli is a Senior Advisor at the U.S. Army Corps of Engineers’ Institute for Water Resources. For 30 years he has designed and run social assessments, public participation and conflict resolution research and training programs. Dr. Delli Priscoli has been advisor to the World Bank and the UN water related agencies on water policy issues, and he works closely with international government water ministers. He was an original member of the U.S. delegation to the multi-lateral Middle East peace talks on water, and he has played pivotal roles in each of the five world water forums and most of the critical water resources policy meetings over the last 15 years. He serves on the Bureau and Board of Governors of the World Water Council. The American Water Resources Association awarded him the Icko Iben award for achievement in cross-disciplinary communications in water in 2005.
He is the Editor in Chief of the peer-reviewed journal Water Policy and the author of numerous books and publications on the socio-economic dimension of water and water policy including: Managing and Transforming Water Conflicts, Participation, Consensus Building, and Conflict Management Training Course (PDF) and Water and Civilization: Using History to Reframe Water Policy Debates and to Build a New Ecological Realism.
