    AbstractThis in-depth analysis summarises the results obtained from EU budget resourcesdedicated to the EU Globalisation Adjustment Fund (EGF) and the role of the EuropeanParliament in making such resources available.

    EGF supports workers losing their jobs as a result of major structural changes in worldtrade patterns, providing them with one-off, finite support. Since 2007, 146 applicationshave been received from the MS, requesting funds which total EUR 545.3 million for 119980 workers, of which EUR 454.2 million has already been paid out.

    INTRODUCTION AND SUMMARYThis note summarises the results achieved from EU budget resources devoted to the EU GlobalisationAdjustment Fund, and describes the role played by the EP in making such resources made available. TheEuropean Parliament has been instrumental in the creation and maintenance of the fund designed tohelp workers made redundant as a result of globalisation. Reports already received covering 60 of the 146applications for help submitted to date, show that of the 28 662 redundant workers who have receivedhelp, 14 333 are back at work and further 1 069 are in education or training. A list of all applicationsreceived to date may be found in the Annex.

    1. AIMS OF THE EU GLOBALISATION ADJUSTMENT FUNDThe European Globalisation Adjustment Fund (EGF) was introduced in 20071. It provides support topeople losing their jobs as a result of major structural changes in world trade patterns leading to seriouseconomic disruption, the rapid decline of the EU market share or delocalisation to third countries.EGF cannot provide support to companies or institutions, nor co-finance social protection measures. EGFis different from, and complementary to EU Structural and Investment Funds which take a strategic, longterm perspective, whereas EGF provides workers with one-off and finite support in cases when:

    a) at least 500 redundancies over a period of four months in an enterprise in a Member State,including workers made redundant in its downstream producers

    b) at least 500 redundancies over a period of nine months, particularly in small or medium-sizedenterprises

    c) In small labour markets or in exceptional circumstances, where duly substantiated by theMember State concerned, an application for a contribution from the EGF may be consideredadmissible even if the intervention criteria laid down in points a) and b) are not entirely met.

    (The regulation was amended in 20092 to allow support for Member States in their responses to thenegative impact on employment of the global financial and economic crisis. This temporary 'crisisderogation' lapsed on 31.12.2011.)

    The new EGF regulation covering the current MFF period (2014-2020)3 increases eligibility and simplifiesprocedures. More specifically, it reintroduces the crisis mobilisation criterion, increases the Unionfinancial contribution to 60 % of the total estimated cost of proposed measures, increases efficiency inthe treatment of EGF applications by shortening the time of assessment and approval, widens eligibleactions and beneficiaries to include self-employed persons and young people and places ceiling onincentives for setting up businesses.

    2. EU BUDGET RESOURCES FOR THE EU GLOBALISATION ADJUSTMENT FUND2.1. OVERALL

    During 2007-2013, the fund was limited to EUR 500 million per year. The current EGF regulation allows upto EUR 150 million per year for the period 2014-2020.

    Since 2007, 146 applications for aid for workers made redundant as a result of changes in world tradepatterns and the global financial and economic crisis have been received from the Member States. Funds

    requested total EUR 545.3 million, for 119 980 workers, of which EUR 454.2 million has so far been paid out. The tables below summarise allocations of the European Globalisation Adjustment Fund per Member State since 2007. The greatest numbers of requests for aid have come from France, followed by Ireland, Denmark and Italy, whereas France, Spain, Italy Germany and Ireland have targeted the greatest numbers of workers. Eight Member States have not so far used the fund: Estonia, Cyprus, Latvia, Luxembourg, Hungary, Slovakia, the United Kingdom, and Croatia.     2.2. ROLE PLAYED BY THE EP Following the European Council agreement to create the EGF in December 20054 the European Parliament welcomed the fund5 and approved its establishment for the 2007-2013 financial framework period. For the 2014-2020 financial framework period the European Parliament insisted that the EGF should be maintained, but that procedures for drawing on the fund should be simplified, allowing greater take-up6. The Council could not initially muster a qualified majority for the continuation of the EGF after 20137. The EP reaffirmed its position in favour of the EGF in its resolution of 13 June 20128, and the new EGF regulation covering the period 2014-2020 was adopted on 17.12.2013.

    3. RESULTS ACHIEVED

    The first part of this section provides information on the overall results achieved by the EGF, and the second part gives some specific examples.

    3.1. OVERALL By the end of 2012, Member States had submitted reports detailing the results achieved by the EGF in respect of 60 of the 110 applications submitted to date9. According to these reports 14 333 workers (50% of the 28 662 workers who benefited from EGF assistance) had found new jobs or were self-employed by the end of the EGF implementation period. The Commission points out that the workers supported by EGF co-funded measures are usually among those with the greatest difficulties in the labour market and therefore considers this a good result. A further 1 069 workers (3.7%) were still in education or training, while 12 816 (44.7%) were unemployed or inactive for personal reasons. The midterm evaluation of the EGF published in 201110 demonstrates these main conclusions regarding its performance and value: The EGF has delivered significant added value ... According to a stakeholder survey with 59 participants, 56% per cent of the interviewees stated that only some or hardly any of the results could have been achieved without EGF funding. Furthermore, 24% were of the opinion that at least half of the results can be attributed to the help provided by EGF funding. Beneficiaries significantly increased in confidence and improved their qualifications ... Stakeholders report that, to a large extent, beneficiaries had significantly increased in confidence and upgraded their skills and capacities as a result of taking part in training programs or other types of actions financed with EGF money. The training and qualifications the beneficiaries gained were in many cases a key factor for gaining employment in sectors they were not previously working in, which serves to illustrate that the EGF is fulfilling its primary goal of retraining workers and equipping them with new tools and qualifications to make them employable in different sectors other than the ones they were previously employed in. In the cases where training and new qualifications did not lead to new

    employment, these measures still increased their future prospects for gaining employment in themedium and long term.

    Complementarity towards the ESF ...

    The EGF and the European Social Fund (ESF) serve as complementary policy measures. While theEuropean Social Fund provides long term support with strategic aims and adjustment possibilities, theEGF is a one-time limited and specific response designed to react rapidly to a single situation whereglobalisation has created large redundancies. This model provides the possibility for the Fund to beflexible in the sense that it can be tailored to the needs of the individual workers, often providing intensepersonalised support. Thus, compared to the long-term planning of the ESF, the EGF could adaptspecifically to the labour market situation in the locality and the needs of the beneficiaries.

    3.2. CASE STUDIES11

    FinlandPerlos is a Finnish component supplier for the telecommunications industry established in 1953. Itspecialises in the assembly, design and manufacturing of mechanical and electronic components formobile phones. It followed the typical employment trends in the mobile phone technology sector, withemployment growing steadily throughout the 1990s and reaching its highest level in 2004. In the 1990'sthe majority of employees were working in Finland as all R&D, design and manufacturing was performedthere with only small-scale activities in the UK and the Americas. But by the end of the decade this haddramatically changed, with one quarter of the company's employees employed outside of Finland and by2008 only 2% of the company's employees were working in Finland.

    The incident triggering Finland to apply for funds from the EGF was the decision to stop productionaltogether in Finland and shut down their remaining factories in Joensuu and Kontilahti. This movetriggered the reduction of over 1 100 workers.

    The EGF financial contribution granted amounted to EUR 2 028 538 and active employment measuresincluded:

    occupational guidance, training and retraining, entrepreneurship promotion, mobility allowances, pay subsidy vouchers and vocational skill and competence analysis

    Outcome of measuresEGF funding was considered to be an extremely valuable addition to other funding sources availablenationally. In addition, the workers deemed to have benefitted most from the assistance were thosebelonging to the most vulnerable groups of affected workers, which include: older workers, low-skilledworkers, and women (especially single-mothers).

    redundant workers. In this aspect the EGF funding was crucial as it enabled the hiring of more staff tocope with the demands which the local job centre could not.

    It would not have been possible to implement the types of measures that EGF funding contributed to byusing the ESF as this situation arose in 2007 when the ESF programme was in transition from the old(2000-2006) programme to the new (2007-2013). In addition the ESF, as mentioned in the midtermreview, focuses on longer term projects. The Finnish Perlos case thus illustrates how important a flexiblebudget is in order to provide rapid responses to unforeseen events.

    In the Perlos case more than half (57%) of the workers were employed 11 months after being maderedundant. The majority of the workers (68%) found new jobs in the manufacturing industry followed byconstruction (7%), health and social sector (6%), wholesale and retail (5%), transport and warehousing(4%), and other (10%). Another positive effect was the creation of 30-40 new companies in the sameregion by former Perlos employees. These new companies proved to be an important source for newjobs for many of the workers affected by the closure.

    GermanyIn 2005, the Taiwanese company BenQ acquired the mobile phone division of Germanys electronicscompany Siemens. This involved BenQ taking over sites responsible for producing and repairing mobilehandsets. Preceding this sale, Siemens had decided to exit the highly competitive mobile phoneproduction market following years of significant losses. The purchase by BenQ thus generated a greatdeal of hope given that the prime reason for the deal had been the acquirement of a highly trainedworkforce and the possibility of expanding its market share in Europe. However, after one year ofcontinued losses, BenQ decided in late 2006 to withdraw all financial support from its Germansubsidiaries. The repercussions were significant, creating 1 342 redundancies in Munich alone, with 3 303workers being made redundant in total.

    In total the expenditure for employment measures was EUR 20 547 446 and out of this amount, the EGFcontributed with EUR 10 273 723.

    Active employment measures included:

    short time allowance, mobility allowance, training measures, placement, counselling, aftercare

    Outcome of measuresQualification measures funded by the EGF after an assessment of the regional and local labour market toassess skills shortages and adjust the training accordingly, were of particular value. Most of the workersbenefitting from this type of qualification measures managed to find placements. The use of EGF fundingenabled a longer intervention period by the German government and it also enabled the funding ofaftercare for workers who accepted a job in a new professional area.

    Of the 3 303 employees made redundant, 84% had found stable employment by the end of theimplementation period (1 January 2007 to 26 June 2008).
