'Subject: ..Construction of toilet Blocks in Schools underSwachh Bharat-Swachh Vidhyalaya Programme:-

Government of India, Ministry of HRD has approved

construction of 13234 toilets under SSA and 206 under RMSA.

The construction of the Toilet Blocks is to be completed by 31st

of May 2015. In order to ensure the timely completion of Toilet

Blocks the following guide lines are hereby issued.

1) The data regarding the availability of toilets in the Schools

shall be verified by ZEO/s/CEO. The 50/0 check certificate

regarding the same shall be provided to the State Project

Director SSA, instructions already issued, vide no. Edu/Plan-

SE/74/2014-15 Dated 07-02-2015.

2) No new toilet shall be constructed in a school which has

already a dysfunctional toilet. The preference shall be given;

to the operationalization of dysfunctional toilet

3) The new toilets Shall be constructed according to the type

design already circulated by Director SSA vide no.

Edu/SPD/SSA/1820/2197-99/15 dated 21-02-201S.Disposal

system of Septic tank and sewage pit or leach pit shall be

. provided in' the schools. The septic tank or sewage pit

disposal system shall be provided with the prior approval of,l.~-

Engineering Staff for such schools which are located in

thickly built up urban areas, thickly populated rural areas,

and water logged areas, in the remaining areas the leach pit

shall be used.

4) No fresh septic: tank shall. be constructed in those schools

where already/such facility is available with either a boys or

connected with existing septic tank and sewage pit through a.

new man hole.

5) The 2nd priority shall be given to leach pit and the 3rd priority

to construction of septic tank with proper approval of

Engineering staff. The instructions in this behalf has already.\

been issued vide no. Edu/SPD/SSA/CARJD/2212-2234/15

dated 06-03-2015.

6) The MOU with VEC, shall be signed by the Head master- of

the school and get it counter signed by the ZEO. All. the

MaU's regarding the construction of the new toilets shall be

signed by 15th April 2015.'. .

7) The work on the construction of new toilets shall be taken up

in a time bound manner and the report of the progress of

construction intimated to the 'State Project Director SSA. As;

per the format already issued by SPD (SSA) vide his NO.

8) The report of the progress in construction of toilets shall be

submitted school wise on each Friday for onward submission

to MHRD.

9) For dysfunctional toilets, the concerned JEjAE and CEO shall

ensure that the estimate for restoration of dysfunctional

toilet is submitted to SPD, SSA, through Executive Engineer

within a week's time.

Refer to above captioned subject an~' in this connection it is submitted thatduring our meeting with Assistant Engineersj' Junior Engineers of Jammu Division on3rd and 4th of March regardi~g prepar~tion pf qPRs for damaged infrastructure due torecent floods and construction of toilets uw,q~r Swachh Vidyalaya programme tookplace. The following points were discussed anH'pbserved:

and typical estimates for preparatioq 'Of these DPRs and they have verballycommitted that these' DPRs shall Bedhanded over to respective Executive

" Engineer by 9th of March 2015. j'2. A detailed discussion took place between undersigned and technical wing of SSA

for constr~ction of toil~ts and disp~~1f' fystem o~ sewerage (by septic tank ~dsoakage pit or leach PIt). However It Mi''1Salso discussed and accepted that mthose schools where already either: ROys toilet or girls toilet exists andfunctioning properly, the other toilet eilJ;:!~rof boys toilet or girls toilet is neededto be constructed the existing septic tan~' and soakage pit can be utilized.

Thus in order to have cost effective c~n~truction of toilets the priority shall begiven accordingly as per as below: ~ L'

Sub: Monitoring of construction of tOil~~~ - format therefor.

Sir,Target for construction of toilet ha~ wready been intimated to all the

districts. However, all the districts were a~~d to conduct school-wise survey

and i~timate the schools having toilets f~~Wtiesand without toilet facility.\1

The data has been provided by all the 9J,tricts. The construction of new

toilets by now may have been taken up :~f the districts as per the type-

design already circulated by this office. ~f monitoring of construction of1

new toilets, a format has been devised wWph is enclosed herewith. All the

districts shall update the data regardin~ fonstruction of toilets through

email every Friday in accordance with the ~rformat.It may be mentioned here that toilql~;shall be constructed in those

schools where there is no such facility as qn' pate. It may also be made clear. :,! .

that the schools where dysfunctional toilefftexists, no new construction of. "

toilet shall be executed. For dysfunctional ~Hets, the concerned AE / JE as

also the CEO shall ensure that the estimate for restoration of dysfunctional

toilet is submitted .to this office throug~ fxecutive Engineer concerned1 {,

within week's time. In case any district riHls to provide the estimate for, "

dysfunctional toilet, he shall be personally f~~ponsible for the same. It may

also be mentioned here that in case anv district has excess target forl' \

construction of toilets, the same may be in'9m~ted to SPOwithin two days.

Pertinent to mention here that a fO.frnatfor monitoring is enclosedf r~' .

wherein one column contains signing of l'1,9P with VEC. It is made clear

that the Headmaster of the school shall ~Jgn the MOU with VEC andI

thereafter get it countersigned by ZEO. This +~being done to simultaneouslytake up more and more new toilets in a fHne bound manner, which is
