The countycovers an area of 6,600 square miles in the northwest section of the State bordering California and Oregon. Washoe County is borderedby Humboldt, Pershing and Churchill Counties on the east and Storey County and Carson City to the south. (Please see Attachment 2 -Washoe County Location Map.) The State of Nevada is the third most seismically active state in the U.S. and Washoe County is locatedin one the most seismically active areas in Nevada. The most hazardous fault zones in Washoe County are the Mount Rose fault zone,West Tahoe fault and Pyramid Lake fault. Additionally, dozens of smaller faults are located in areas throughout the county. As recent as11-25-18, the Nevada Seismological Lab reported at 2.2 magnitude earthquake near the Hobart Reservoir Dam. Please see Attachment 3-Earthquakes in Nevada, Attachment 3.1 - 11-25-18 Nevada Seismological Lab, Attachment 4 - Fault Zones near Hobart Reservoir Dam,and Attachment 5 - Earthquakes in Nevada Presentation.) The Hobart Reservoir Dam is an earthen-filled dam on Hobart Creek inWashoe County and is one of the major components of the Marlette Lake Water system which was constructed in the 1870s to supporttimber operations and supply water to Virginia City, Nevada. Outflow from the dam continues downstream in Franktown Creek. The Damwas repaired in 1956 after being breeched. The elevation of the top of the dam is 7,557 feet and the elevation of the toe is 7,533 feet,resulting in a measured dam height of 24 feet. There is one spillway on the north side of the dam and two manual outlet valves withcontrol on the top of the dam. The dam is normally unattended, and is also inaccessible most of the winter due to deep snow. The lakesurface is frozen over most of the winter, and the spillway is the primary level control for the lake. The spillway and the outlet valves bothempty into Franktown Creek which runs downstream to the diversion at Red House and then continues downstream and empties intoWashoe Lake. (Please see Attachment 6-Hobart Reservoir Dam Location, Attachment 7-Map of Marlette Water System Components, andAttachment 8-Photos of Hobart Reservoir Dam.) The dam is on Nevada State Property managed by Nevada State Parks and StateBuilding and Grounds Division. Today, the Marlette Water System is the primary drinking water source for Virginia City and the town ofGold Hill in Storey County, and Silver City in Lyon County, Nevada and a secondary drinking water supply to Carson City, Nevada. HobartReservoir Dam is classified by the Nevada Division of Dam Safety as a significant hazard dam due to downstream development. Previousstudies including the Hobart Emergency Action Plan have indicated the high probability of a dam breach due to a seismic event or severestorm event. Describe the geographic area(s) to be covered by the planning activity:Hobart Reservoir Dam is located on the east side of Lake Tahoe within Section 5 of Township 15 North, Range 18 East. The dam andFranktown Creek are located in Washoe County, Nevada. Please see Attachment 12 - Hobart Dam Reservoir Topo Map and Attachment13 - Hobart Dam Reservoir Topo Map - Zoomed. Areas at risk in an emergency event involving the Hobart Dam include: the dam itself,the Franktown Creek Bed from the dam downstream to the diversion at Red House, the creek bed downstream to University of Nevada,Renos Whittell Forest and Wildlife Area/Little Valley Field Station, the creek bed downstream to Alternate US395 and Franktown Road,both alternate US 395 and Franktown Road themselves, Franktown Creek continuing downstream to I580, I580 and Franktown Creekcontinuing downstream to where it empties into Washoe Lake. Describe the process for implementing this planning activity, including the following plan developmentrequirements: 1) participation of agencies, stakeholders and the public; 2) hazard identification andrisk/vulnerability assessment; 3) mitigation strategy; 4) plan adoption; and 5) plan maintenance:The Hobart Reservoir Dam Advanced Assistance planning activity will result in the evaluation and analysis of the Hobart Reservoir Damin order to develop feasible mitigation actions and alternatives to reduce the risk of a dam failure in the event of an earthquake or severestorm event. The purpose of the project is to develop the data for the analysis and prepare design documents for the future submittal of aPDM grant in order to implement the project. The proposed project will protect critical infrastructure and reduce risk to life and property inthe event of an earthquake or severe storm. If awarded funding to complete the Hobart Reservoir Dam Advanced Assistance planningactivity, State Public Works Division will oversee and administer the project. State Public Works Division will solicit and procureengineering and design consultants to complete the tasks as outlined in the attached Scope of Work. Once selected the consultant willbegin to review geologic maps, geotechnical reports, and geotechnical and geologic information to identify the presence of documentedgeologic hazards at/or near the site and review, as well as as-built and construction plans, monitoring, inspection, and/or repair recordswill be reviewed to improve our understanding of the history and construction of the existing dam. The consultant will perform fieldexploration of the project site to collect data and prepare for a topographic survey. Once the topographic survey is complete, theconsultant will begin preparation of design documents. During each phase of the design, subsurface field exploration, laboratory testing,and geotechnical engineering analysis will continue to identify existing dam deficiencies and potential design solutions. Also through eachphase of the design an Independent Quality Assurance Expert will provide seismic analysis and review to determine compliance withcurrent standards of practice as well as dam standards. At 90% design, key stakeholders and State Public Works along with theconsultants will determine the preferred alternative for the dam retrofit or rebuild solution. After the final analysis, the consultant will workto prepare construction documents and the benefit cost analysis. Available as-built and construction plans, monitoring, inspection, and repair records will be reviewed to improve understanding of thehistory and construction of the existing dam. This review will assist with guiding the geologic field inspections and exploration. New datawill be collected through dam observation, a topographic survey, subsurface field exploration, and laboratory testing. After review ofexisting documents, surface and subsurface investigation, a Geotechnical Baseline Data Report will be prepared which will discussgeologic hazards and seismic parameters, as well as critical design issues and a summary of dam deficiencies. This information will beused to analyze mitigation actions and alternatives for dam retrofit or rebuild solutions, as well as prepare a benefit cost analysis for afuture mitigation grant application.What staff and resources will be used to implement this planning activity?State Public Works will solicit and procure engineering and design consultants capable of providing professional services and technicalassistance needed in order to evaluate feasible mitigation actions and alternatives to reduce the risk of a dam failure in the event of anearthquake or severe storm even as outlined in the attached Scope of Work. State Public Works requested a preliminary cost estimatefrom a Professional Engineer who has performed similar projects. Based on his professional opinion, the project will require a ProjectManager, Project Engineer, Project Designer/Field Technician, Clerical/Drafter, and an independent third party review for QualityAssurance/Quality Control. (Please see Attachment 14 - Hobart Reservoir Dam Advanced Assistance Scope of Work and Attachment 16 -Hobart Reservoir Dam Advanced Assistance Cost Estimate.) State Public Works staff will provide Project Administration.If you would like to make any comments, please enter them below:This Advanced Assistance planning project was selected because a dam breach at Hobart Reservoir Dam has both a high vulnerabilityand a high potential and will result in an extended duration of loss of water service, damage to property, damage to critical infrastructure(roadways: Alternate US395, Franktown Road and I580), injury to the public, and potential loss of life. The Marlette Lake Water System islocated in a high seismic area. Previous studies including the Hobart Emergency Action Plan have indicated the high probability of a dambreach due to a seismic event or severe storm event. (Please see Attachment 9 - Hobart Emergency Action Plan, specifically Pages 46-49 for inundation mapping.) Over the last year, the State Public Works Division has activelysolicited the input and partnership of the Legislative Committeefor Review and Oversight of the Tahoe Regional PlanningAgency and the Marlette Lake Water System; State Office ofGrant Procurement, Coordination and Management; NevadaDivision of Emergency Management; Nevada Division of StateLands; State Dams and Safety Division; State WaterResources; Tahoe Regional Planning Agency; Washoe County;Storey County; Carson City; Lyon County; Nevada Division ofParks; Nevada Division of Wildlife and the Carson WaterSubconservancy District to conceptualize this proposed projectfor Advanced Assistance. Three public meetings were heldthrough the Legislative Committee for Review and Oversight ofthe Tahoe Regional Planning Agency and the Marlette LakeWater System. (Please see Attachment 18 - Public Meetings.)Several field visits to the project site were held with thestakeholders. And over a dozen individual and small groupmeetings were held to discuss the scope of this project. Theseproject partners have expressed their support of the projectwhich will help to determine the future eligibility of damupgrades for a future Hazard Mitigation Grant Programapplication. (Please see Attachment 19 - Letters of Supportfrom Governor Sandoval, the Legislative Oversight ReviewCommittee, Nevada Division of State Lands, Washoe County,Storey County, Carson City, Lyon County, Nevada Division ofState Parks, Nevada Division of Wildlife, and the Carson WaterSubconservancy District.) If this request for AdvancedAssistance is approved, State Public Works will continue toleverage these partnerships to determine the best possibleproject to eliminate potential danger to homes and criticalinfrastructure (roadways) located downstream of the HobartReservoir Dam and ensure long term operation and full functionof the Marlette Water System.

Describe how this planning activity will benefit your community and howthe plan/data will be used to promote resiliency?

The Marlette Water System is the primary drinking water sourcefor Virginia City and the town of Gold Hill in Storey County, andSilver City in Lyon County, Nevada and a secondary drinkingwater supply to Carson City, Nevada. Storey County currentlyhas 835 service connections (including both residential andbusiness). Loss of water service to Storey County alone wouldresult in enormous impacts. This Advanced Assistance planningproject was selected because a dam breach has both a highvulnerability and a high potential for an extended duration ofloss of water service. Additionally, a dam breach would affectresidential properties downstream resulting in loss of property,injury, and potential loss of life. Lack of water would impederecovery and the long-term loss of water supply could lead tobusiness failure. Hobart Reservoir Dam must be maintained at alevel that ensures a reliable water supply and public safety inthe event of an earthquake or severe storm event. Upgrades tothe Hobart Reservoir Dam will protect the lives of residents,protect the drinking water, protect the economy of thecommunities, and prepare the communities and the State torecover quickly from an earthquake or severe storm event.

Comments:Washoe County participates in the Community Rating System and their CRS is 7. Carson City participates in the Community RatingSystem and their CRS is 6. Storey County participates in the Community Rating System and their CRS is 8. Lyon County participates inthe Community Rating System and their CRS is 10. The State of Nevada Division of Emergency Management is a Cooperating TechnicalPartner with FEMA. The Nevada Division of Forestry coordinates the Firewise Community Program for the State of Nevada. WashoeCounty, Carson City, Storey County, Lyon County and the State of Nevada have adopted building codes consistent with InternationalBuilding Codes. Washoe County, Carson City, and Storey County building codes have been assessed on the Building Code EffectivenessGrading Schedule. The Washoe County, Carson City and Storey County are rated 2.
