Prince Mohammed bin Zayed, the29-year-old commander of thealmost negligible air force of the

United Arab Emirates, had come toWashington shopping for weapons.

In 1991, in the months after Iraq’s inva-sion of Kuwait, the young prince wantedto buy so much military hardware to pro-tect his own oil-rich monarchy — fromHellfire missiles to Apache helicopters toF-16 jets — that Congress worried hemight destabilise the region.

But the Pentagon, trying to cultivateaccommodating allies in the Gulf, hadidentified Prince Mohammed as a prom-ising partner. The favorite son of thesemi-literate Bedouin who founded theUnited Arab Emirates, PrinceMohammed was a serious-minded,British-trained helicopter pilot who hadpersuaded his father to transfer $4 billioninto the United States Treasury to helppay for the 1991 war in Iraq.

Richard A Clarke, then an assistantsecretary of state, reassured lawmakersthat the young prince would neverbecome “an aggressor.”

“The UAE is not now and never will bea threat to stability or peace in the region,”Clarke said in congressional testimony.“That is very hard to imagine. Indeed, theUAE is a force for peace.”

Thirty years later, Prince Mohammed,now 58, crown prince of Abu Dhabi andde facto ruler of the United ArabEmirates, is arguably the most powerfulleader in the Arab world. He is alsoamong the most influential foreign voic-es in Washington, urging the UnitedStates to adopt his increasingly bellicoseapproach to the region.

Prince Mohammed is almostunknown to the American public and histiny country has fewer citizens thanRhode Island. But he may be the richestman in the world. He controls sovereignwealth funds worth $1.3 trillion, morethan any other country.

His influence operation in Washingtonis legendary (Clarke got rich on his pay-roll). His military is the Arab world’s mostpotent, equipped through its work withthe United States to conduct high-techsurveillance and combat operations farbeyond its borders.

For decades, the prince has been a keyAmerican ally, following Washington’slead, but now he is going his own way.His special forces are active in Yemen,Libya, Somalia and Egypt’s North Sinai.He has worked to thwart democratic tran-sitions in the Middle East, helped installa reliable autocrat in Egypt and boosted aprotégé to power in Saudi Arabia.

At times, the prince has contradictedAmerican policy and destabilized neigh-bors. Rights groups have criticized himfor jailing dissidents at home, for his rolein creating a humanitarian crisis inYemen, and for backing theSaudi prince whose agentskilled the dissident writerJamal Khashoggi.

Yet under the Trumpadministration, his influencein Washington appears greaterthan ever. He has a rapport withPresident Trump, who has fre-quently adopted the prince’sviews on Qatar, Libya and SaudiArabia, even over the advice ofcabinet officials or seniornational security staff.

Western diplomats who know theprince — known as M.B.Z. — say he isobsessed with two enemies, Iran and theMuslim Brotherhood. Mr. Trump hassought to move strongly against bothand last week took steps to bypass con-gressional opposition to keep sellingweapons to both Saudi Arabia and theUnited Arab Emirates.

“MBZ has an extraordinary way oftelling Americans his own interests butmaking it come across as good adviceabout the region,” said Ben Rhodes, adeputy national security adviser underPresident Barack Obama, whose sympa-thy for the Arab Spring and negotiationswith Iran brought blistering criticismfrom the Emirati prince. When it comes toinfluence in Washington, Mr. Rhodesadded, “MBZ is in a class by himself.”

Prince Mohammed worked assidu-ously before the presidential election tocrack Trump’s inner circle, and secured asecret meeting during the transition peri-od with the president’s son-in-law, JaredKushner. The prince also tried to brokertalks between the Trump administrationand Russia, a gambit that later entangledhim in the special counsel’s investigationinto foreign election interference.

Today, at least five people working forPrince Mohammed have been caught upin criminal investigations growing out ofthat inquiry. A regular visitor to theUnited States for three decades, PrinceMohammed has now stayed away for twoyears, in part because he fears prosecutorsmight seek to question him or his aides,according to two people familiar with histhinking. (His brother, the foreign minis-ter, has visited.)

The United Arab Emirates’ Embassy inWashington declined to comment. Theprince’s many American defenders say itis only prudent of him to try to shape

United States policy, as many govern-ments do, and that he sees his interven-tions as an attempt to compensate for anAmerican pullback.

But Prince Mohammed’s critics saythat his rise is a study in unintended con-sequences. The obscure young princewhom Washington adopted as a pliant allyis now fanning his volatile region’s flames.

By arming the United Arab Emirateswith such advanced surveillance tech-nology, commandos and weaponry,argued Tamara Cofman Wittes, a formerState Department official and fellow atthe Brookings Institution. “We have cre-ated a little Frankenstein.”

The Perfect Prince

Most Arab royals are paunchy, long-wind-ed and prone to keep visitors waiting. NotPrince Mohammed.

He graduated at the age of 18 from theBritish officers’ training program atSandhurst. He stays slim and fit, tradestips with visitors about workout machines,and never arrives late for a meeting.

American officials invariably describehim as concise, inquisitive, even humble.He pours his own coffee, and to illustrate

his love for America, some-times tells visitors that he hastaken his grandchildren toDisney World incognito.

He makes time for low-ranking American officialsand greets senior dignitariesat the airport. With a shy, lop-sided smile, he will offer atour of his country, thenclimb into a helicopter to flyhis guest over the skyscrapersand lagoons of Dubai and

Abu Dhabi.“There was always a ‘wow’ factor with

MBZ,” recalled Marcelle Wahba, a formerAmerican ambassador to the United ArabEmirates.

In the capital, Abu Dhabi, he hasoverseen a construction craze that hashidden the former coastline behindman-made islands. One is intended tobecome a financial district akin to WallStreet. Another includes a campus ofNew York University, a franchise of theLouvre and a planned extension of theGuggenheim.

When he meets Americans, PrinceMohammed emphasizes the things thatmake the United Arab Emirates more lib-eral than their neighbors. Women havemore opportunities: A third of the cabinetministers are female.

Unlike Saudi Arabia, the United ArabEmirates allow Christian churches andHindu or Sikh temples, partly to accom-modate a vast foreign work force. (Thecountry is estimated to have nine millionresidents, but fewer than a million citi-zens; the rest are foreign workers.)

To underscore the point, the princelast year created a Ministry of Toleranceand declared this the “Year of Tolerance.”He has hosted the Special Olympics andPope Francis.

“I think he has done admirable worknot just in diversifying the economy but indiversifying the system of thought of thepopulation as well,” said Gen. John R.Allen, former commander of UnitedStates and N.A.T.O. forces in Afghanistan,now president of the BrookingsInstitution. (In between, General Allenwas an adviser to the United ArabEmirates’ Ministry of Defense.)

The United Arab Emirates are a tinyfederation of city-states, yet Abu Dhabialone accounts for 6 percent of the world’sproven oil reserves, making it a tempting

target to a larger neighbor like Iran. In1971, when the U.A.E. gained independ-ence from Britain, the shah of Iran seizedthree disputed Persian Gulf islands.

The Muslim Brotherhood, a 90-year-old Islamist movement founded in Egypt,has become mainstream in many Arabcountries. On that subject, PrinceMohammed says his dread is more per-sonal.

His father assigned a prominentBrotherhood member, Ezzedine Ibrahim,as Prince Mohammed’s tutor, and heattempted an indoctrination that back-fired, the prince often says.

“I am an Arab, I am a Muslim and Ipray. And in the 1970s and early 1980s Iwas one of them,” Prince Mohammed toldvisiting American diplomats in 2007, asthey reported in a classified cable releasedby WikiLeaks. “I believe these guys havean agenda.”

He worries about the appeal of Islamistpolitics to his population. As many as 80percent of the soldiers in his forces wouldanswer the call of “some holy man inMecca,” he once told American diplomats,according to a cable released byWikiLeaks.

For that reason, diplomats say, PrinceMohammed has long argued that theArab world is not ready for democracy.Islamists would win any elections.

“In any Muslim country, you will seethe same result,” he said in a 2007 meet-ing with American officials. “The MiddleEast is not California.”

The United Arab Emirates beganallowing American forces to operate frombases inside the country during thePersian Gulf war of 1991. Since then, theprince’s commandos and air forces havebeen deployed with the Americans inKosovo, Somalia, Afghanistan and Libya,as well as against the Islamic State.

He has recruited American com-manders to run his military and formerspies to set up his intelligence services. Healso acquired more weaponry in the fouryears before 2010 than the other five Gulfmonarchies combined, including 80 F-16fighters, 30 Apache combat helicopters,and 62 French Mirage jets.

Some American officers describe theUnited Arab Emirates as “Little Sparta.”

With advice from former top mili-tary commanders including formerSecretary of Defense James Mattis andGeneral Allen, Prince Mohammed haseven developed an Emirati defenseindustry, producing an amphibiousarmored vehicle known as The Beastand others that he is already supplyingto clients in Libya and Egypt.

The United Arab Emirates are alsopreparing a low-altitude propeller-driv-en bomber for counterinsurgency combat— an idea Mr. Mattis had long recom-mended for the United States, a formerofficer close to him said.

Prince Mohammed has often toldAmerican officials that he saw Israel asan ally against Iran and the MuslimBrotherhood. Israel trusted him enough tosell him upgrades for his F-16s, as well asadvanced mobile phone spyware.

To many in Washington, PrinceMohammed had become America’s bestfriend in the region, a dutiful partner whocould be counted on for tasks from coun-tering Iranian influence in Lebanon tofunding construction in Iraq.

“It was well known that if you neededsomething done in the Middle East,”recalled Richard G. Olson, a former UnitedStates ambassador to Abu Dhabi, “theEmiratis would do it.”©2019 The New York Times News Service
