'1. That I would like to draw your Lordship's kind attention to Para ZT of the

Supplementary Report dated 11.3.2CI2} in which I have been directed toidentify 584 employees (in addition to the 71 which have already beenidentified by this Hon'ble committee) for atlocation to Telangana power

Utilities.

3. That out of the remaining employees, actually working with the Andhra

PradeshPowerUtilitieson..QrdertoserveBasis,,'lhaveincompliance

identified 584 employees who need to be allocated to Telangana Power

Utilities in the final list to be endorsed by this Hon',ble comrnittee' A List

of the said 584 employees identified under the directions contained in

Para2TofThisHon,bleCommitteesupplementaryreportdatedll.3.l2lzlisannexedherewithandmarkedasAnnexureR-2'

4.ThattheaforesaidSs4employeeshavebeenidentifiedbytheundersigned by the following principle adumbrated in the working

modalities approved by your lordships for the subcommittee members

on 17-04-2019.

Thelistofincoming65SemptoyeesallocatedtotheAndhra(a)Pradesh Power Utilities:

(i)Theincomingemployeesweresegregatedcadre.wiseandrank wise

(ii) Within each rank, the incoming employees were arranged

in the order of senioritY

(b)Foridentificationoftheoutgoingss4employeesCompanyWiseand rank wise (in addition to the 71 already identified by the

committee):

(i) The 71 employees identified by the committee have beensegregated rank-wise and cadre wise and matched with theincoming list.

(ii) The remaining employees working on "order to serve basis"in Andhra Pradesh Power Utilities have been enumeratedCadre-wise and Rank-wise in order of seniority.

(iii) The employee who has opted for Telangana power Utilitieshave been allotted to the Telangana Utilities rank-wise and

cadre wise and matched with the incoming list.

(iv) The aforesaid identification was continued, in ord&r ofseniority, till those who opted for T$ are exhausted,

(v) Once the list of those who opted for Telangana Utilities wasexhausted, the Junior most employee was allotted on"order to serve ba$is" in that cadrelrank.

5. The aforesaid exercise has been carried out such that:-

a) The process of allocation remains "financially neutral", so that

cadre-wiselrank-wise matching has been done for every rank and

allotment of the 655 employees from Telangana Utilities to

Andhra Pradesh Power Utilities, a similar rank wise balancing

reverse allocation has been done, thus the 655 allotted from

Telangana Utilities to Andhra Pradesh Utilities has been balanced

with a reciprocal allotment of 655 employees from Andhra

Pradesh Utilities to Telangana Utilities.

b) In identification of the 584 to be allotted to Telangana Utilities has

been done only from the employees actually working on "order to

serve basis" in Andhra Pradesh Power Utilities so that the said

identification does not disturb the 655 employees identified and

allotted by the committee from Telangana utilities to Andhra

TO WHOM IT MAY CONCERN

With regard to Implementation of the Hon’ble One Man Committee Final

Report dated 26.12.2019 and the supplementary report dated 11.03.2020 on

Allocation of employees between Power Utilities in States of Andhra Pradesh

and Telangana, it is brought to our notice that some are under the impression

that, List of 71 is the only list published by Justice D M Dharamadhikari and no

other list is supplied. To clarify the same, it is stated that, the Report dated

11.03.2020 entrusted the task of identification of 584 allocable employees to

the Sub Committee member on behalf of AP Power utilities; and the same was

completed on 12.03.2020 and was submitted to the Justice D M

Dharamadhikari, Former Judge, Hon’ble Supreme court of India (and a copy to

all the concerned) with lists of all 655 employees to be relieved from AP power

utilities and to be admitted by TS power utilities as per the Report dated

11.03.2020 and Clarification dated 13.03.2020. To avoid any confusion, the duly

acknowledged letter and list submitted are hereby released for the perusal of

all concerned. It may be specifically noted that the One Man Committee of

Hon’ble Justice DM Dharmadhikari, have duly endorsed the same as “received

copy of the action taken and acknowledged".
