The Campus Hungary programme aims at promoting,supportingandenhancinginternationalstudentmobilityinHungary,withaview tohavingagrowingnumberofinternational students studying in Hungary and moreHungarian students studying abroad. The programmeaimstohelpincomingandoutgoingstudents,andalsotoprovidethemwithrelatedinformation.CampusHungaryispartoftheNationalExcellenceProgramme,whichwaslaunchedin2012tomotivateandpromoterecognitionofthequalityofHungary’shighereducation.TheCampusHungaryProgrammeOfficeisadepartmentoftheBalassiInstitute.Theprogrammeissupervisedby theMinistryofHumanResourcesandbytheMinistryofPublicAffairsandJustice.

THE ARTSThere is a long list of noted Hungarian composers,painters and other artists, among them Zoltán Kodály,Béla Bartók and Victor Vasarely – just to name a fewwhohavesignificantlycontributedtotheintellectualandculturalheritageoftheworld.• Ferenc Liszt (1811-1886), the 19th-century composer

andpianist,isoneofthegreatsinthecanonofclassical music.Lisztalsoestablishedanacademyofmusic in

Budapest.• Béla Bartók (1881-1945) derived inspiration from the

traditionalfolkmusicoftheregionforhiscompositionsduringtheearly20thcentury.

• Zoltán Kodály (1882-1967)was similarly drawn to theworldof folksongs.Hecreatedauniqueandradical

2.1 About Hungarian higher education in general

Hungarian higher education has a long history, datingback to the 14th century. The country’s first universitywas founded in1367 inPécs,around thesametimeasother central European universities, such as those inPrague, Krakow and Vienna. Due to the expansion ofhighereducationinthelasttwodecades,thenumberofenrolledstudentsandthecapacityoftheinstitutionshaveincreasedconsiderably.From1990 to2010 thestudentpopulationinhighereducationquadrupled,from90,000toaround400,000.

2.2 Universities and colleges

Todaythereare66highereducationinstitutions(HEIs)inHungarythatarerecognisedandaccreditedbythestate– including state, church and private universities andcolleges.Outofthe66highereducationinstitutionsthereare19stateuniversities,ninestatecolleges,sevennon-stateuniversities and 31 non-state colleges. The list of thehighereducationinstitutionsaccreditedbytheHungarianAccreditation Committee can be found on the CampusHungary portal. All Hungarian universities are locatedeither in the capital or in traditional university towns,eachofwhichboastsalivelyinternationalandextremelyvivid,multicultural student life. ThismakesHungary amagnificentdestinationforstudentsinhighereducation.

2.3 Diploma

Hungariandiplomashaveahighprestigethroughouttheworld.Theforeignlanguagecoursesareofhighstandardwith tuition fees quite favourable by internationalcomparison.These,combinedwithreasonablylowlivingcosts,provideoptimalconditionsforstudentswishingtocometoHungary.

2.4 Degree structure

In accordance with the common European highereducationprinciples,Hungaryintroducedthethreecycledegreestructurein2006(BA/BSc,MA/MSc,PhD/DLA).Within the framework of the multi-cycle system, BA/BSccoursesleadtoafirstdegree,whereasthemaster-levelcoursesrequirea firstdegreeas theiradmissioncriterion. There are a few fields of tertiary education(e.g. law and medical studies) where undivided longcourses have remained the standard form of study(10 to12semesters) leading toa firstdegree,which isequivalenttoanMA/MSc.AllBAandMAdegreesgrantaccess to the labourmarket. In addition to full degreecourses,HEIsalsooffershorterprogrammes,suchassummeruniversitiesandpartialtraining.

Some examples of university-industry cooperation

• TheHungarianOil andGasPublicLimitedCompany,MOL has established a strategic partnership witheight Hungarian and four Slovak higher education

institutionsinordertoimprovetheknowledgeofmotorvehicle industry professionals regarding lubricants.

• TheBoschGroupprovides itssponsoreduniversitiesand colleges with development projects and offers

internships to students of technological universities.• Cooperationwiththecarindustry:

- Audi is a rolemodel for such cooperation, having establishedastandalonedepartmentattheSzéchenyi IstvánUniversityinGyőr.- TheMercedes production plant in Kecskemét has

establishedstrategiccooperationinordertolaunchdualtrainingatcollegewiththeaimofprovidingtheplantwithprofessionals.

• CooperationwiththeICTindustry- Ericsson founded its first competence centre in Budapest, which has become one of the most importantscientificworkshopsoftelecommunications research.

• Cooperationwiththehealthcareindustry- The Gedeon Richter Group has been operating in

thepharmaceuticalsectorandhasestablishedfirm cooperation with higher education institutions offeringpharmaceuticaltraining.- The Hungarian Academy of Sciences, the EGIS

GroupandothercompaniesteameduptoestablishtheNeurobiologicalRegionalUniversityKnowledgeCentreintheSouthernGreatHungarianPlainwherenew,efficientmoleculesanddiagnosticsarebeingdevelopedtotreatcerebrospinaldiseases.

2.5 Academic year

Theacademicyearisdividedintotwosemestersinvolving14-15 weeks of lectures and seminars followed by a6-weekexaminationperiod.

2.6 Quality and competitiveness

Keeping up in the international competition poses achallengeforuniversities.Animportantaimistofurtherdevelopthequalityoftheinstitutionsinordertoimprovethe international recognition of Hungarian universitiesand colleges, increase their competitiveness andstrengthentheirroleintheEuropeanHigherEducationArea.

StudentsacquiringdegreesfromHungarianuniversitiesas well as professors and researchers of the countryareacknowledgedattheinternationallevel,justliketheeducation institutions and study programmes themselves.Eachyearthereisalargenumberofstudents,professorsand researchers joining Hungarian universities andresearch centres in order to extend their knowledge,acquireaqualificationorconductresearch.

In order to ensure high international standards, strictquality control measures are in place. The HungarianAccreditationCommitteeconductscontinuousinstitutionaland programme accreditation processes andmonitorsthequalityofeducationalactivityaccordingtotheEuropeanStandardsandGuidelines.

2.7 University-industry cooperation

Thedevelopmentofuniversity-industrycooperationplaysacrucialrole in themodernisationofHungary’shighereducation. There is a special programme supportingnewly launched, cooperative research in the researchcentres of the Hungarian Academy of Sciences and atuniversities. Furthermore, this programme also offersthe possibility of inviting foreign researchers who areamongthebestintheworld.Thereareseveraloutstandingexamples of these partnerships, where the training ispractice-orientedandfocusesonresearchandinnovation.

3.1 Doctoral, PhD studies in Hungary

The strength of Hungarian higher education lies in itsdoctoral PhD programmes and research projects. ThedoctoraldegreesgrantedbyHungarianuniversitiesenjoygreatinternationalreputation.

3.2 Joining international networks

In the field of academic and applied research, thereis much international R&D cooperation. We believethat the exchange of practices and strengtheninginternational networking with potential partnerorganisationsandinstitutesareextremelyimportant.Hungarianresearch institutions takepart in internationalresearchprogrammes.

3.3 Excellence in Hungarian research

AmeasureoftheHungariansuccessincontributingtotheintellectualheritageoftheworldisthefactthatHungaryhas 13 Nobel Laureates to date, while there have beenother famous Hungarians who invented such everydayobjects as the ballpoint pen, phosphorous matches,theelectrictrainandthebasisofthetelephoneexchange.

HUNGARIAN EXCELLENCE IN RESEARCH FROM RECENT YEARS:

Outstanding research projects and centres

• Wigner Centre (CERN).TheWignerCentreforPhysical Researchwill host the data centre ofCERNcapable

of receiving concentrated calculation capacities. It ensures indirect access to the latest technology for

aboutfiftyresearchers.• Extreme Light Infrastructure (ELI). ELI (one of the

EU’s most important scientific large investments) iscurrently (2013) in construction phase in Szeged. TheHungarianlaserresearchcommunityhasplayeda

pioneeringroleinthelastthreedecadesintheresearchthatservedasthebasisofELI,aimingfortheconstruction

ofaresearchsuper-laserthatisathousandtimesmorepowerfulthanthelargestcurrentlyexistinglaser.

• Centre of Bionics. One of the outstanding results ofHungarian higher education is the development of

bionics,themostdynamichigh-techindustry,andtheintersectionofbiotechnologyandelectronic-information

technology.TwelveHungarianresearchcentreshavejointly established the virtual research centre of

HungarianInfobionicsConsortia.

Outstanding research results

• TheworkofmathematicianEndre Szemerédi (b.1940) was acknowledged in 2012 with the Abel Prize. Theprize represents the international recognitionof

mathematical sciences of the highest rank, equal tothe Nobel Prize. Szemerédi gained an international

professionalreputationwithhisresultsincombinatorics, theoryofnumbersandalgorithms.• Academician László Lovász (b. 1948) was awarded

the‘JapaneseNobelPrize’(KyotoPrize)in2010inthe category of basic sciences for his “research in the

fieldofdiscreetstructures”.Heestablishedrelations betweenthedifferentbranchesofmathematics,which

hadasignificanteffectonallscientificfieldsbasedonmathematics.

• Three Hungarian brain researchers were awardedtheBrainPrize in2011.TheworkofGyörgy Buzsáki,Tamás FreundandPéter Somogyi wasacknowledgedby the international prize for their discovery of the

nervous networks that play a key role in memory processes. All three researchers deal with how nervous networks process information in the brain.• MASAT-1:Atthebeginningof2012thefirstHungarian

satellite – developed by a group of solelyHungarian engineers – was launched into orbit. Nothing could

better demonstrate that Hungarian engineering research, development and education has entered a

newchapter.MASAT-1wasbornastheresultofjointefforts and the cooperation of students, doctoral

candidatesandteachers.• Energy-saving car: The Shell Eco-marathon Europe

race of 2012 witnessed a Hungarian success: the automobile of a group of university students and

their teachers managed to cover 2,696 kilometres consuming just one litre of fuel. This outstanding resultofthegroupmeritedasilvermedal.

A WIDE RANGE OF STUDY OPPORTUNITIES FOR INTERNATIONAL STUDENTSHungarian higher education institutions offer a widerangeofstudyopportunities for internationalstudents,includingshortstudyvisits,exchangeandshortcourses,aswellas fulldegreecourses inallscientific fields. Inadditiontodegreecourses,highereducationinstitutionsalsooffernon-degreecoursesforinternationalstudents,such as higher-level vocational training, postgraduatespecialist training courses based on a first or seconddegree, as well as summer universities and partialtraininginthespiritoflifelonglearning.

HungarianHEIsofferawidevarietyofstudyandresearchprogrammesinforeignlanguages(onBA,MAandPhDlevel).Inthe2012/2013academicyearHEIsofferedmorethan400foreignlanguagecourses.85%oftheseareinEnglish and 11% are in German. TRANSFERABLE CREDITS AND CREDIT RECOGNITIONAs Hungary has been the member of the EuropeanUnionsince2004,itshighereducationinstitutionsarepartoftheEuropeanHigherEducationArea,andthecreditsanddegreesgainedinHungaryaretransferabletootherEuropean institutions. The ECTS, European Credit TransferSystem,wasintroducedinHungaryinSeptember2003tobeappliedinallhighereducationinstitutions.The main objective of the introduction of the creditsystem was to harmonise different education systemsand to facilitate student mobility. As a result of thisprocess,highereducation institutions inEurope recognisecreditsearnedinHungarianinstitutionsandviceversa.

QUALITY ASSURANCE AND ACCREDITATIONHungarianhighereducationinstitutionsandcoursesareaccredited by the Hungarian Accreditation Committee(HAC).TheHACisan independentagencyandmemberof the International Network for Quality AssuranceAgenciesinHigherEducation(INQAAHE).HACisresponsibleforaccrediting institutionsandcourses,andevaluatingthe quality of teaching and research carried out inthe HEIs. Quality assurance is based on a periodicallyrepeatedassessmentofthecurricula,therequirements,andthequalificationoftheacademicstaffineachstudyprogrammeofthevariousinstitutions.

ADMISSION REQUIREMENTS AND QUALIFICATIONS NEEDED FOR ADMISSION TO HUNGARIAN HIGHER EDUCATIONAccordingtotherelevantLaw,admissiontothefull-timeBachelor’s degree (BA) coursesandunified, undivided,long-termMaster’sdegreecoursesisselective.Thepre-requisiteofadmission toanystudyprogrammeme inahighereducationinstitutionis(a)aHungariansecondaryschool leaving certificate, or (b) its foreign equivalent,or (c)adegreeobtained inhighereducationaccreditedor recognized in Hungary. There are a few courseswherepracticalexaminationsoraptitudetestsarealsorequired.Studyprogrammes in the fieldsofmusicandarts require applicants to demonstrate their particularartisticabilities.IfyouwishtoobtainaPhDdegreeinHungary,thebasicrequirement is to hold a university degree which isequivalenttoanMAdegree.TheprerequisiteforenteringdoctoralcoursesisanMA/MScdegree.

The Hungarian Equivalence and Information Centre(HEIC)–adepartmentoftheEducationAuthority–dealswiththerecognitionofcertificatesanddegreesobtainedabroad, and also issues certificates about Hungarianqualificationstobeusedabroad.

4.2 Tuition fee

Higher education institutions – irrespective of beingstate-ownedorprivate–mayofferstate-fundedandfee-payingplacesforapplicants,andtheinstitutionsmayalsooffersomescholarshipsfortheirstudents.Thenumberofstate-fundedplaces foreachcycleandstudy field isdetermined annually by the government. The amountof the tuition fee is determined by higher educationinstitutionsinaccordancewithregulationsstipulatedbygovernmentdecrees.

Tuition fees are considerably lower than in WestEuropean countries. They range from 1,200 euros or1,500 US dollars per semester. Medical studies – thetuition fees of which are among the highest – are, forexample,around3,000-5,000eurospersemester.

4.3 International students in Hungary

In 2012/2013 20,500 international students studied inHungary, most of them participating in study coursesofferedinforeignlanguages.Accordingtoasurveycarriedout by the Academic Cooperation Association (ACA),HungaryisamongthemostpopulardestinationsinEuropeintermsofstudyprogrammesprovidedinEnglish.

5. PRACTICAL INFORMATION

5.1 Hungarian language

DoIneedtospeakfluentHungarian?No,becauseHEIsoffer a large variety of Bachelor, Master and doctoralstudy courses in foreign languages,mainly in English,GermanandFrench.The foreign languagecoursesareusuallyentirelyinthegivenforeignlanguage.(Howevertherearecertainforeignlanguagecourses,wheresomeHungarianknowledgeisnecessaryforthepracticalpartof the course. For example, in the case of thehospitalpractice part ofmedical studies, some communicationwithpatientsisrequired.)

LEARNING HUNGARIANNevertheless,youmaylearnHungarianeitherforprivateeverydayuseforthetimeyoustayinHungaryorinordertojoinauniversitycourseinHungarian.IfyouchooseHungarianasthelanguageofyourstudies,youwillberequiredtoproveyourproficiencyinHungarianbeforehand you start your studies. Candidates have theoption of learning Hungarian at the Balassi Institute.Inaddition,aone-yearcourse isprovided for thosewhoneed it as a preparatory course before they start theirhigher level studies in Hungarian. The Balassi Instituteorganises Hungarian language courses on all levelsallyearroundforinternationalstudents.

5.2 Visas

VISA REGULATIONS FOR STUDENTS FROM THE EUROPEAN UNION AND THE EUROPEAN ECONOMIC AREAStudentsfromtheEuropeanUnionortheEuropeanEconomicArea,andstudentswhoarecitizensofcountrieslistedinthe539/2001/ECcouncil regulationAnnex IImay traveltoHungarywithoutavisa.Theymayapplydirectlyforaresidence permit upon arrival in Hungary if theiranticipatedstayexceedstheperiodof90days.Toapplyfor a residence permit, please follow the sameprocedureasdescribedbelow.

VISA REGULATIONS FOR INTERNATIONAL STUDENTS FROM OUTSIDE THE EUROPEAN UNION

Foreign students from outside the European Union,and thosewhoarenotcitizensofcountries listed in the539/2001/EC council regulation Annex II are requiredtoapply fora visa.Theapplicationmaybesubmittedatthe Hungarian diplomatic mission or consular post inthe country of your permanent or habitual residence. Ifthereisnosuchmissionthere,youcanturntoanyotherHungarian diplomatic mission or consular post. Whenapplyingforavisa,youarerequiredtosubmitacertificateofyourstudentstatus.Theprocessofissuingthevisamaytakeonemonth.

5.3 Residence permit

Onceyouhaveavalidvisa,youwillalsoneedaresidencepermit. For residence permit application you shouldsubmitthevisa,aletterofacceptancefromtheHungarianHEIyouwishtoattend,attestationoftheschoolthattheapplicantisexemptfromthepaymentofschoolfeesorthathe/shehasalreadypaidthetuitionfees,adocumentcertifying occupancy in Hungary, documents certifyingmeans of subsistence in Hungary and a certificate ofhealth insurance.Notethattheprocessmaytakeuptotwomonths.

5.4 Living costs

Youwill needat least 150,000Hungarian forints (approx.520euros;690USdollars)permonthtocoverthecostsof accommodation including utilities, pay for localtransport, and even go out occasionally. This amountshould cover the costs of rent, utilities, shoppingfor everyday items and local transport – though notthe tuition fee. As the rent constitutes a significantpart of your total expenditure, the final amount willdependonwhetheryourentaroom,aflat,orwhetheryouareaccommodatedinastudenthostel.Therearesmallregional differences in this amount: life in BudapestismoreexpensivethaninotherHungariancities.

5.5 Accommodation

Youhave several options to choose fromwhen lookingforpublicorprivateaccommodationinuniversitytowns.Youmaystay in thedormitoryof theuniversityyouareattending,rentaroom,shareaflat,orrentawholeflatonyourown.Sincetherentmaytakeupmorethanthehalf of your budget, your further financial possibilitieswilldependgreatlyonyourchoice.Note,however, thatdormitoryplaces–meaningusuallytwinbedrooms–arelimitedinnumber.Informationaboutprivateplacesforrentcanbefoundintheclassifiedcolumnsofnewspapers,ontheInternetoronuniversitynoticeboards.Theofficesofinternationalorforeignstudentaffairs,orthecentresforstudentservicesattheuniversities,canhelpyoufindaconvenientplaceto stay. Private apartment rentals are available from50-70,000 forints (180-250 euros; 250-330 US dollars)dependingonthecityandontheparticularlocationoftheflat.Roomsandflatsharingarenaturallycheaper.

5.6 Health insurance

ResidentsofEEA(EuropeanEconomicArea)countriesandSwitzerlandwhoareentitledtohealthcareof thenational health service of their respective countries ofresidence can receive health care free of charge inHungaryonthebasisoftheEuropeanHealthInsuranceCard.ResidentsofcountrieswhichhavesignedbilateralagreementswithHungary are also entitled to receivehealthcarefreeofchargeinurgentcases.Participantsof international student exchange programmes andscholarship holders in Hungary are entitled to freemedicalcareaswell.Residents of third countries have to pay full price forhealth care services in Hungary. Foreign residentsstudying in Hungary may obtain health insurance bysigninganagreementwiththeHungarianNationalHealthInsuranceFund(OEP).Forfurtherdetails,seetheofficialwebsiteoftheHungarianNationalHealthInsuranceFund(www.oep.hu).
