Welcome Message from the Principal

Dear Students, Since its inception in the year 1979, Rangapara

College is striding ahead in its mission of disseminating higher education among the economically and socially disadvantaged rural students of the state. Spreading in a sprawling and green campus of 40.33 acres, the Col-lege is now equipped with futuristic infrastructure for holistic development of the students. Since my joining in the College in 2018, I’m trying my best to fit up the College with the best resources so that our students can make themselves apt in the national as well as global scenario. At present higher education stands at a transi-tional juncture. New Education Policy is going to be im-plemented recently. Institutions of higher education are keenly awaiting for the implementation of the new pol-icy. In such a point of time I welcome the students to this institution with the anticipation that we shall be able to provide education to make them acceptable to the contemporary world.

Here I am taking the opportunity to put into words my best wishes to all the students.

The College was established to fulfill the following aims and objectives: * To provide quality higher education and make it so-cially relevant and to explore potential of economically and socially backward communities that includes ST, SC, OBC (Bodo Tribes, Tea-Tribes Adivasi, Mishing Tribes) & others. * To explore the local potential of social environment and integrate it to the various courses of study which are done through University Curriculum. * To adopt modern and innovative means of education to make it relevant to social, national and global needs. * To promote among the students the sense of national feeling towards an integrated society which seems to be threatened by domestic and international conspiracy es-pecially in this isolated North Eastern region. * To promote social harmony and economic awareness through field work especially among Tea Tribes, Bodo Tribes & Missing Tribes whose upliftment is necessary for removing regional imbalance which is the result of unplanned economy and human resources. * To promote health awareness and environmental awareness among the members of the society and stu-dent community by engaging professionals as a measure towards a better and healthy society. THE COLLEGE

Established in the year 1979, Rangapara College was affiliated to Gauhati University in the year 1980. The college was brought under deficit grant-in-aid system from 01/01/1987. The college was included under Section 2 (f) & 12 (B) of UGC Act, 1955 from 20/03/1996. In the year 2004, the college was accredited ‘B+’ by National Assessment and Accreditation Council (NAAC) the college was re-accredited ‘B’ grade in 2011. Beginning its humble origin from Rangapara Town Hall on 16th August, 1979, it was shifted to the present sprawling campus of 40.33 acres (122 Bighas) amidst lush green tea gardens in 1983. Since its inception, the expansion of the college has been phenomenal, The faculty strength has increased manifold; there by producing more and more students over the past few years. The Central College Library owns about 30,000 books with a significance number of periodicals and journals. In terms of infrastructure, it is one of the remarkable institu-tions in the region equipped with Digital Class Room, Seminar Room, Meeting Hall and Modern Library. Besides, the college is blessed with a Computer Centre, well furnished separate Hostels for Boys & Girls, Canteen, Gymnasium Hall, Sports Complex and Playground.

It tells all who visit it how it thinks about itself and the way it ex-pects others to judge it.” Rangapara College campus is echo-friendly, green, enormously safe and congenial for students. The college authority has installed CCTV cameras to monitor the campus and to ensure security of the students. CHOICE BASED CREDIT SYSTEM (UG-CBCS)

1. The academic work in each semester will require the student to engage with chosen courses the content of which will be described in detail in the syllabi. 2. Each course will have credits, assigned on the basis of course related activities, which a student will earn through satisfactory fulfillment of the academic requirement of the course. 3. A. An undergraduate degree programme with Honours in a discipline will have a course credit requirement of 148 credits. B. An undergraduate degree programme without Honours will require a student to earn 132 course credits. C. Students in an Honours programme can opt to earn additional credits by undertaking elective courses subject to the condition that the total number of course credit does not exceed 160 credits. 4. The medium of instruction and examination will be English or Assamese, except in lan guage courses. 5. The courses are categorized as core courses, elective courses or ability enhancement courses.

RESERVATION RULES

(i) There is a provision for reservation of seat, as per Govt. of Assam rule (OBC/MOBC-15%, SC-7%, ST ( P) - 10% , ST(H)-5%, Soprts-1%, NCC / NSS-1%, Culture-1% . For all candi-dates belonging to the state of Assam and in this respect caste certificate issued by the competent authority under Govt. of Assam only be valid. There is a provision of reservation of 3% of the total seats for ‘Differently Able’ candidates.

ii) Outstanding sports person / cultural activist who represented the District/State /Country in State/National /International Tournament/Meet will be admitted directly without considering the cut off mark. However the maximum number of seats in a particular class will not enhanced for inclusion of such candidates. iii) Sport persons will be selected from those disciplines which are recognized by SAI/AOC/ IOC and BCCI and also such sports which are included in All India University meets. (iv) In case of Cultural quota, candidates will be selected for their proficiency in the field of Music (Vocal), Drama, Debating and Quiz, Fine Arts and Sculpture. In case of music (instrumental) and Dance, Candidates will have to produce Degree/Diploma certificates from rec-ognized institution. However, if candidates, selected under above mentioned quota, do not participate in the respective events/activities on behalf of Rangapara College, they may forfeit their seats, They will have to give written undertakings in this regard.

GENERAL RULES

• Identity Card : Every bonafide student will be issued a college Identity Card which must be renewed in the beginning of every academic session. Entry to the college will not be allowed without Identity Card.

• Convention: Students admitted to the college must follow the rules and regulations of the col-

lege strictly. Irregular attendance, violation of rules, misconduct in any form, adopting unfair means at the examination, smoking and consuming liquor and drugs will be treated as serious offences leading to suspension or even expulsion from the college.

• Organizations, Societies etc. : Organizations, Societies etc. of the students of Rangapara col-

lege, will function only under the guidance of the college authority. Only the organizations / societies recognized by the college authority will be permitted to use the facilities of the col-lege premises. All the notices desired to be pasted or circulated must be countersigned by the principal.

• Students failing to attend classes for 15 (fifteen) days at a stretch in the first month of com-

mencement of classes shall forfeit their seats. • Mobile phone must be switched off in the plinth area of the college. Before filling up of the forms of final examination student must produce the following docu-ment- i) Clearance certificate from the college office. ii) Clearance certificate from the Librarian. iii) Clearance certificate from the Superintendent of the hostel in case of hostel boarder. iv) Clearance certificate from the HOD of the Department Concerned in case of Honours student at BA/B.Com level. v) Attendance percentage from the HOD of the concerned subject.

ATTENDANCE RULES

Student who does not attend at least 75% of the classes will not be allowed to appear in any

examinations conducted by concern authorities or to contest any post of office bearers of RCSU. Student who fails to attend their classes for a certain period at a stretch on genuine and ac-

ceptable grounds such as serious diseases or accidents and related treatment involving the students themselves and the members of the family, death or near and dear ones academic/ sports/cultural activities approved by the college and effected by nature calamities must apply to the HoD con-cerned for consideration of leave of absence for the period immediately after such absence. Appli-cation must be supported with testimonials/ documents and should be countersigned by Guardian/ Parents. Even for such cases the actual attendance must not be less than 5%.

RAGGING FREE CAMPUS Ragging: Prohibition, Prevention and Punishment

The University Grants Commission vide its letter no F.1-16/2007 (CPP-II) dated June 17, 2009 has reiterated the ban on ragging of students in Institutions of Higher Learning. The students are therefore directed to strictly desist from any kind of ragging.

Forms of Ragging:

Display of noisy, disorderly conduct, teasing, excitement by rough or rude treatment or handling, including rowdy, undisciplined activities which cause or likely to cause annoyance, un-due hardship, physical or psychological harm or raise apprehensive fear in a fresher, or asking the students to do any act or perform something which such a student will not do in the ordinary course and which causes him/her shame or embarrassment or danger to his/her life, etc.

Punishment for Participation in/or Abetment of Ragging: 1. Cancellation of admission. 2. Suspension from attending classes. 3. Withholding/withdrawing scholarship/fellowship and other benefits. 4. Debarring from appearing in any test/examination or other evaluation process. 5. Withholding results. 6. Debarring from representing the institution in any national or international meet, tournament, youth festival, etc. 7. Suspension/expulsion from the hostel. 8. Rustication from the institution for periods varying from 1 to 4 semesters or equivalent period. 9. Expulsion from the institution and consequent debarring from admission to any other institution. 10 Fine up to Rs. 25,000/- Affidavit by students and parents

Each student and his/her parents/ guardian shall have to furnish an affidavit along with the application form to the effect that they will not participate in or abet the act of ragging and that, if found guilty, shall be liable for punishment under the penal law of India. COLLEGE LIBRARY

The College has an excellent library and information centre-one of the central support ser-vices of the in-stitution, which acts as a primary source for information seekers, be it students, fac-ulty or researchers. The library has been carefully designed to maximize natural lightning to the users and provide a comfortable seating and reading environment. The library is well equipped with modern facilities and resources in the form of CD, DVD, online data base, books, journals, e-journals. It is a spacious library comprising an area of 3000 sq feet with a sitting capacity of 50 readers with a collection of about 30,000 text books, reference and other books with 19 no of jour-nals and magazine, 11 news papers in English, Assamese, Hindi, Bengali and Bodo. The Library remains open from 9:00 a.m. to 6:00 p.m. in all working days except on Saturdays. On Saturday it remains open from 9:30 a.m. to 2:00 p.m. Number of Library Cards issued to the students as below - Higher Secondary Classes - 1 UG (Regular) Classes - 2 UG (Honours) Classes – 4 PG Class- 4 A Student is not allowed to keep books for more than 15 days from the date is issue. In case a student fails to return the books within the stipulated period, he/she will be penalized. Books lost, defaced or mutilated in any way shall have to be replaced by the concerned borrower. The library is being modernized and the process of library automation has been completed. The library provides Xerox facilities and book-bank facilities. As part of up gradation, digital in-frastructure is going to be set with the financial help of the state Government. The library is equipped with CCTV Camera for surveillance. Internet facilities for students and N list facilities from INFLIBNET Ahmadabad are also available in the library.

HOSTEL

In campus hostel for Boys & Girls is available and the hostel is well furnished and com-fortable with adequate facili-ties and is indeed an ideal place to stay and study. All the requisite facilities the hostels have been designed to recreate a home like atmosphere for the students. Resi-dent wardens are available to ensure the students’ requirements and to maintain the decorum. Allo-cation of hostel seats will be made strictly on merit cum distance basis. The fees structure for hos-tel admission will be -

1. Admission fee : Rs. 1000/- (Yearly) 2. Security : Rs. 500/- (Refundable one time) 3. Seat Rent : Rs. 4950/- (Yearly) 4. Medical : Rs. 50/- (Yearly) 5. Electricity : Rs. 1000/- (Yearly)

Total : Rs. 7500/- (At the time of New Admission) Rs. 7000/- (for Renewal Admission) All students must pay Rs. 7500/- at the time of Hostel Admission. i. The admitted students are to report to the WARDEN before boarding for the first time. ii. The boarders must maintain a decent, dignified and disciplined hostel life style inside and out-side the hostel. iii. They must abide by the rules and regulations of the hostel as may be prescribed to them by the college authority, violation of which will invite strict disciplinary action amounting to expulsion from the college iv. Boarders must enter into the hostel within the time fixed by the warden and must be present at their respective seats at the time of evening prayer and roll call.

v. Visitors other than legal/local guardians are allowed to meet the inmates of the hostel without the permission of the principal / Superintendent. vi. Boarder must have to pay their mess-dues as may be fixed from month to month by the Mess-Committee within the 10th days of every month. vii. Ill treatment to co-boarders, cooks and other employees of the hostel will be considered as an offence. viii. The use of electrical equipments such as iron, heater etc. is not permitted. ix. The boarders must attend their classes regularly and must appear in all internal examination and other academic activities or the departments of the college. x. Disturbance of any kind during study hours is treated as serious offence. xi. All boarders must abide by the hostel/mess rules prescribed by the college authority and mess-committee respectively. xii. Ragging in any form is strictly prohibited and is legally punishable under the rule. xiii. The boarders are to report the warden in writhing of his permission while leaving the hostel. xiv. Hostel boarders are allowed to leave the hostel for various purposes only for a day in the week fixed by the superintendent. xv. The students leaving for private tuition / coaching classes are to maintain a register showing the signature of their respective tutor/teacher.
