The Empire Institute of Education (EIE) is pursuing the objective of providing quality education in the Vocational Education and Training (VET) sector in accordance with the Australian Qualification Framework (AQF), to aspiring industry candidates. Our VET training courses prepare you for your future career and/or higher education study in IT, business, property services, translation and interpreting. Our ELICOS (English Language Intensive Courses for Overseas Students) courses help you improve your English proficiency to meet your pathway study entry requirements and to benefit you for your future work where English is required. Our training is combined with academic quality and the delivery of hands-on skills required by the relevant industries and the ever-changing world that we live in today.
Caring is the culture of our organization. EIE staff endeavour to offer quality services to our students. The academic staff are dedicated with high academic and training qualifications and extensive and current industry experience, which ensures each student receives quality education and academic support. Our student services officers, learning adviser and welfare counsellor are here for our students with our support services on your study journey with us. Welcome from the RTO Manager Joanna Zhou
It is my pleasure to welcome you to start your learning journey with EIE. EIE was established in February 2016, as a Registered Training Organisation (RTO) under the Australian Skills Quality Authority (ASQA), the national regulator for VET. EIE developed the concept of professionalism, dedication and commitment to the highest possible standards in our day-to-day operations. We will remain committed to ensuring that EIE graduates have the technical skills, knowledge and the ability to apply their skills and knowledge in their chosen occupational industries. Our training courses and the quality of teaching prepare our students with a pathway for their further academic studies. Teamwork, communication and problem-solving skills are viewed as essential skills for all employees and for new graduates entering the workforce. EIE invites VET qualified professionals with industry-relevant experience to train our students to ensure our students have the access to practical knowledge brought directly from the experienced trainers. EIE also embeds in its training courses the ethical and professional conduct to develop students’ ethical awareness and practice that are required in their future work places. The content and teaching methods of our training courses are in line with the up-to-date training packages that reflect the current industry needs and the required pedagogy. Student Responsibilities: It is your responsibility to: 1. Maintain integrity, work hard and treat
others with courtesy and respect. 2. Be aware of the Student Code of Conduct relating to
your responsibilities as a student in the EIE community, including those summarized in this brochure, the Student Handbook and the pre-enrolment information as well as your Visa clauses.
3. Keep yourself informed and keep EIE informed. This includes:
a. providing fair and honest feedback on
training performance and on the content and
presentation of courses.
b. paying all EIE tuition fees and charges for which you are liable, by the set deadlines.
c. providing accurate and updated contact
details (phone number and email address).
d. checking your email regularly throughout the
course. This is the primary means by which EIE
communicates with you (e.g. course progress,
assessment results, outstanding fees).
e. replying in a timely manner to all EIE trainer
and administrative communications to you,
including emails, phone calls and text messages.
f. immediately updating your contact details if
change take place during your study period. You
must provide your current address at all times as
per your visa condition.
4. To be eligible for EIE to issue the qualification, you must successfully complete all the assessment requirements of the course.

The EIE campus is located in the heart of the Melbourne Central Business District (CBD). Public transport
(trains, trams and buses) is accessible to and from the EIE campus 7 days a week. Empire facilities boast
modern classrooms and computer labs, as well as other training facilities that are ideal for you to gain the most
out of your study. All the courses listed in this Prospectus are offered in the EIE Melbourne campus for both
international and domestic students.
The EIE Hobart campus is also located in the heart of Hobart CBD with easy public transport access. The Hobart
campus is offering PSP60816 (Advanced Diploma of Translating) and PSP50916 (Diploma of Interpreting) to
domestic students.
The Academic Staff
EIE trainers and assessors are experienced, enthusiastic and dedicated, they deliver well-prepared and
stimulating lessons for the VET training and ELICOS programs. All trainers and assessors hold a Certificate IV in
Training and Assessment qualification, together with their academic qualifications and vast experience within
the relevant industry. All ELICOS teachers are TESOL or CELTA qualified on top of their academic qualification of
at least at Bachelor level.
Flexible Learning
We provide flexible study options and, where possible, schedule daytime, evening and weekend classes to
meet the all of your needs. All scheduled classes are face-to-face classroom based on the EIE campus in the
Melbourne CBD
Advanced Technology and Resources
Our computer labs are equipped with modern technology and are accessible to you during your studies. You
will have free access to Wi-Fi for personal use (in accordance with policy) during your enrolment with us on
campus.

Support Services
EIE has a range of support services and assistance available to you. All support services on-campus are free of charge.
Student Orientation
You are required to participate in an orientation session prior to the start of your course. During orientation you will be provided with detailed information on life and study in Melbourne and EIE, course information and requirements, the LLN test and the enrolment process to ensure a smooth start to the study period and the course. You will also receive general information on EIE policies, services, student responsibilities, occupational health and safety, transport, banking and postal services.
Complaints and Appeals

Academic Support:
EIE provides academic support for all EIE students. The learning support and academic consultation with the trainers are available on appointment and/or scheduled in the timetable. The EIE Learning Advisor will help you develop your understanding with assessments through individual help sessions and academic workshops.

The Unique Student Identifier (USI) ensures that you have access to all your training records online at any time. It makes life easier for you and your employer. If you are a continuing student in Vocational Education, EIE needs your USI number before issuing any qualification. Language, Literacy and Numeracy (LLN):
EIE expects that you will improve your Language, Literacy and Numeracy skills during your study with us. The skills will enable you to participate more effectively in the labour force and lead to greater gains for you and the society in the long term. EIE conducts LLN tests during the orientation before you commence your study. General English Course Information
Who is this course for? It’s for anyone who would like to improve their
English in a general way! It covers English that is
useful in everyday life. If you want to improve your
English for university, higher education, TAFE or VET
study and your English level is Intermediate and
higher, then please see our EAP course.
What will I learn on the course? The course covers all areas of English: speaking,
listening, writing and reading. To help you with
these skills, there will also be plenty of
vocabulary,
pronunciation and grammar. We focus on the English
that is most important to most people – that is, real life
English.
What are the teaching methods?
At Empire, we believe that people learn best when
they are enjoying themselves, are interested in what
they are learning and when the study is similar to real
life. We also believe that people learn by doing – that
is, to learn to speak English, people have to do a lot of
speaking practice, and to listen more easily, people
have to do lots of listening practice.
Therefore, in your lessons you will do a lot of practice in
real-life situations. There will be a lot of discussions,
role-plays, reading of interesting magazine articles and
websites, writing to communicate with people around
the world, and listening to people with a range of
accents.
Each week has a different topic. Topics are chosen to
be useful to you in real life and to be interesting. From
time to time you will also go outside class to practise
English in the real world.
Will there be any assessment? There will be formative tests, and teachers will also
give you marks for homework and class activities such
as speaking. Assessment will help you to see your
progress, so that teachers can find which areas to give
extra attention to. All assessment is very supportive –
completely different from exams at school!

How will my English be assessed? Continuous assessment is used. Your teachers will give
you marks and feedback for the projects you do, as well
as for work in class and for homework. You will also have
a weekly test covering reading, listening or writing. The
purpose of assessment is for you to see your progress,
and so that teachers can find which areas to give extra
attention to. All assessment is supportive – perhaps very
different from your exams at school! Feedback from
assessment is part of learning: your teacher will help
you to improve for the next task.
What do I get when I finish? When you finish your course, we will give you a
certificate and a report. This shows your grades and the
levels you studied at.

Agent Representative Program (Domestic Student ONLY)
Qualification: Agent Representative course An agent’s representative is an employee of a licensed estate agent who performs any of an estate agent’s functions – for example, a salesperson or property manager – under the authority of that agent. To be employed as an agent’s representative, the learner must have completed the three units of competency. Status: Current Course Duration: 120 hours Entry Requirement: No specific entry requirement for these units. Qualification Description: This unit of competencies specifies the outcomes required to undertake the Real Estate Agent Representative program, a training product within the Real Estate industry. It requires the ability to demonstrate personal awareness of Real Estate industry requirements, and the basic principles of legal and ethical requirements of property management in the Real Estate Industry.
The learner must not have been found guilty of any offence involving fraud, dishonesty, drug trafficking or violence punishable by three months or more imprisonment. Licensing Requirements: Licensing requirements will apply to these units of competencies depending on the regulatory requirements of each jurisdiction. The unit may form part of the licensing requirements for persons engaged in real estate activities in those States and Territories where these are regulated activities. Assessment:

EIE will refund tuition fees in accordance with the provisions of applicable legislation.
The CEO will review the refund schedule annually. The schedule will be included in the student Written Agreement and in this Policy and Procedure.
EIE will make the refund to a prospective, current or former student under this policy or to the student’s authorised education agent in Written Agreement.
Refunds will be made using the same method as was used to make the initial payment. For example, if tuition fees were made by credit card, a refund of those tuition fees will be made by payment to that card.
There are two categories of refund, Student Default and Provider Default.
The student must submit a refund application by completing the Refund Application Form which can be downloaded from the EIE website. Supporting documents must be submitted with the application if applicable.
The RTO Manager will assess the refund application and calculate the refund amount. The application outcome must be provided to student in writing within 10 business days from the receipt of the application.
The refund will be paid to the student’s/nominated agent’s bank account within 20 business days if it is student default and within 14 days if it is provider default.
The refund application form will be archived in the student’s file.
