INTRODUCTION

Dear student of KazGASA,This guidebook will help you to find any information on your rights and duties, rules of Kaz-

GASA students’ behavior, youth and sport organizations in Academy. Here you can quickly get an-swers to the questions that arise in the process of studying at Academy: “Who should I contact if I lose my ID?”, “How can I get to the computer class?”, “How can I receive special grant Scholarships, edu-cational grants from sponsors, material help”, “what circumstances send the students to be retrained and “Retake”?

The guidebook presents information on credit education technology and knowledge assessment in KazGASA. You will find out what conditions you can have for the participation in competitions for international educational grants, get an internship or study at foreign universities cooperating with KazGASA.

The Academy is a founding member and campus of International Educational Corporation (IEC), thus it gives you - students more opportunities to participate in contests for getting high education abroad.

International recognition became one of the most significant events in the life of Academy over the last years: in 2007, KazGASA received a certificate on international accreditation in “Architecture” specialty. In July 2011, UNESCO-ISA-RIBA commis-sion as a result of inspection confirmed international accreditation of “Architecture” (bachelor's de-gree) curriculum of KazGASA for the next 3 years.

staying in Student House, for admission and early passing examination session, etc.) are available at the dean's office of your department. All the problems you need to solve, you must solve with the help

of monitor or adviser in your student group, student dean and the dean of department or the director's office of college.

In case they cannot help you, contact your application to the supervising Vice-rector. Vice-rector will help you to solve problems within his authority. You can apply directly to the final authority of Academy - the President of KazGASA. In the hall of the academy there is a mailbox "Direct commu-nication" where you can leave letters, complaints, questions, notes with concrete proposals, comments on the work of the academy subdivisions addressed to the President of KazGASA.

Reception time of Vice-president of KazGASA (President of IEC) on personal questions- Tuesday from 1100 to 1200a.m.;- Thursday from 1100 to 1200 a.m.; (It is necessary to pre-record for reception).

1 STATE SYMBOLS OF THE REPUBLIC OF KAZAKHSTAN

The State Emblem of the Republic of Kazakhstan is an image of shanyrak (the upper dome-like portion of a yurt), against a sky blue background from which uyks (supports) in the form of sun rays framed by the wings of mythical horses, inspired by Tulpars ra-diate outward . The upper part of emblem has a star and lower part has an inscription “Kazakhstan”The colour version of the national emblem of the Re-public of Kazakhstan consists of two colours: gold and sky blue. The reproduced image of the State Emblem of the Republic of Kazakhstan, regardless of its size, must exactly match the color or black and white images of the standard of the State Emblem of the Republic of Kazakhstan, stored in the President Residence of the Republic of Kazakhstan.

The national flag of the Republic of Kaza-khstan is a rectangular blue cloth with a picture of a sun with rays (the symbol of peace) in its center, under which is a soaring eagle (the symbol of freedom). At the shaft we can see a vertical strip with a national ornament. The im-ages of the sun, rays, eagle and ornament are in gold color. The state flag of the Republic of Kazakhstan  The width of the flag to its length is 1:2.The State flag of the Republic of Kazakhstan and its image, regardless of its size, must ex-actly match the color schematic image of the standard of the State flag of the Republic of Kazakhstan, stored in the President Residence of the Republic of Kazakhstan.

4.2 REGISTRAR’S OFFICE

The registrar’s office (hereinafter referred to RO) is a structural subdivision of KazGASA, which deals with the functions of registering and conducting students’ personal affairs of all academic units of the Academy. The activity of OR is carried out in accordance with the “Law on education” of the Republic of Kazakhstan, Rules for the organization of activities of higher education institutions, Rules of credit education technology, Rules for transfer and restoration of students, Rules of providing academic holidays, approved by the Ministry of Education and Science of the Republic ofKazakhstan, Regulations for admission, certification and graduation of students of KazGASA, Regulations onregis-trar’s office and other normative and legal acts regulating educational process, including knowledge assessment and issuance of documents on education which is received by the students of academy.

The Registrar’s principal directions of activity are:- organization work of Admission Committee;- recording on academic disciplines; - giving ID to the students;- carrying out an entrance assessment of students' knowledge together with DDET-CTC;- control of midterm test;- organization of examination sessions together with DDET-CTC; - restoration, transferring, retraining of students, providing academic holidays;- organization and control of state examinations, defense of diploma projects;- issuance of diplomas (certificates) and addendums to diplomas (certificates).

The RO carries out such types of works as the organization of all types of entrance, midterm and final control of students' knowledge and statistics operations. The classes’ timetable for all forms of education is compiled by RO (except for the classes’ timetable of Lyceum at KazGASA).

The classes’ timetable is compiled until August 30 - for autumn semester of next academic year and for spring semester - 20 days before the beginning of classes.

rooms № 213, 214, 215, 217.Eachdepartment (college, lyceum) has its ownspecialist at registrar’s office. If you have any

problems falling within the competence of registrar’s office, you should contact the specialist as-signed to your department (college, lyceum).

All students’ applications concerning the training in KazGASA are accepted by Registrar's office and registered in special journal (including applications for participation in special grant “Scholar-ships”, getting free attendance of classes), but the applications of parent-employees of Academy, whose children study in KazGASA and students’ parents whose two or more children study in Kaz-GASA apply for getting the appropriate discount for training fee in accordance with Social Package of KazGASA (these applications are accepted by Financial and Economic Department and registered in special journal).

* Attention for students: The Registrar's office does not solve the questions of payment for training and rating control. On these the questions, you need to apply to the dean's office of your de-

For bachelors and undergraduates, the total cost of the semester is established (according to the year), in accordance with the Tariffs approved for the current academic year, in which the student has again started the graduation project and the final state certification.3.2. For the students of the College at KazGASA, half of the price for a semester (half-year) is established, in accordance with the Tariffs approved for the current academic year, in which the student has again started the graduation project and the passing of the final state accredita-tion.

4. Tuition fees in the Lyceum at KazGASA include the following services:-use of the Internet in the process of study, cultural-educational and sports-festive events;- one meal a day in the dining room - at lunchtime.

Deadline:5.1. for full-time, correspondence, distance learning students of IEC, KazGASA: During the fall semester-5.1.1.for newly admitted students, students of a repetition rate, after the academic admission, credited in the order of transfer or restoration - within 3 days after the release of the relevant order;5.1.2. for the passing contingent - July 15 of the upcoming academic year. During the spring semester-5.1.3. for students of a repetition rate, after academic admission, enrolled in the order of trans-fer or restoration - within 3 days after the release of the relevant order;5.1.4. for the passing contingent - on December 25 of the academic year.5.2. for students in the Lyceum at KazGASA:5.2.1. For enrolled students in the Lyceum at KazGASA during the academic year - during the first three days from the beginning of the course;5.2.2. for the passing contingent - 25 of the previous month.

4.3 DEPARTMENT OF DISTANCE EDUCATION

AND TESTING-COMPUTER AND TECHNICAL CENTER

Department of distance education and testing - computer-technical center (DDE-TCTC) is a structural unit of KazGASA, serves the Academy and IEC departments.

Currently, DDE-TCTC is an educational-auxiliary and scientific-information link of KazGASA, which provides progressive educational services for teaching staff, students of KazGASA through modern information and educational technologies and provides educational, methodological and infor-mation technology assistance in optimizing the educational process of KazGASA, -examination form of knowledge control.

DDE-TCTC provides the educational process with the necessary computer equipment and appli-cation software, the work of computer classes of faculties and all computer and office equipment of the Academy's departments.

DDE-TCTC (rooms № 317-323) are open daily from 830 to 1730. The schedule of computer classes is compiled by the Registrar's Office, according to the schedule of classes computer classes are occupied for up to 1700 hours. From 1500 to 1730 classes are provided for the conduct of the CDS and the work of students, staff and faculty of the Academy.

For each faculty, certain computer classes are assigned, where you can study at the time indi-cated above:

4.4 POSTGRADUATE PREPARATION IN THE MAGISTRACYAND DOCTORAL STUDIES

4.4.1 MAGISTRACY

Postgraduate preparation of scientific and pedagogical specialists is carried out in a magistracy and doctoral studies of higher educational institutions and the scientific organizations and also by the direction of scholars of the international grant of Bolashak on training in foreign higher educational in-stitutions in full-time courses according to the list of specialties which is annually approved in the or-der established by the legislation of the Republic of Kazakhstan.

The people which have finished training in training programs of the higher education with award of the academic degree "bachelor" for receiving the academic degree "master" awarded to the people who have mastered programs of postgraduate education have an opportunity to continue training in a magistracy of KAZGASA in the below-specified specialties by the state order or on a paid basis:

Training in a magistracy is carried out on programmes of post graduate education in two direc-tions:

1) scientific and pedagogical with training term two years;2) profile with training term not less than one year.The program of additional training is provided for graduates of a profile magistracy, who are in-

terested to be engaged in pedagogical activity. The certificate of the state sample is issued after com-pletion of this program.

Requirements for receipt in a magistracy: Reception of applications is carried out from 10th of July till July 30th, entrance examinations – from August 10th to August 20th, transfer is till August 25th. In Admission committee of academy citizens in a magistracy enclose to the application for admission the document on the higher education (the copy certified by the notary), 6 photographs of 3х4 in size, the medical certificate of a form 086-U, the copy of the identity document and also the copy of the receipt on payment for an entrance examination in a foreign language, a personal leaf on registration of personnel and the document confirming work (for the people having seniority), the list of scientific and scientific and methodical works (in case of their existence).

Entering the MA course take entrance examinations in a foreign language (English, French, German) and discipline in the specialty. Entrance examinations in a foreign language are taken in the form of testing in the centers created by the Ministry of Education and Science of RK on the next examinations:

- English language: Test of English as a Foreign Language Institutional Testing Programm (TOEFL of ITP – not less than 460 points), Test of English as a Foreign Language Institutional Testing Programm Internet-based Test (TOEFL of IBT, passing score-not less than 87), (TOEFL passing

score-not less than 560 points), International English Language Tests System (IELTS, passing score-not less than 6.0);

- German: Deutsche Sprachprufung fur den Hochschulzugang (DSH, NiveauC1/urovens1), TestDaF-Prufung (Niveau C1/urovens1);

- French: Test de Franzais International™ (TFI – not below than B1 -level in reading and auding sections), Diplomed'Etudes en Langue franzaise (DELF, B2 level), Diplome Approfondi de Langue franzaise (DALF, C1 level), Test de connaissance du franzais (TCF – not less than scores).

Examination in the discipline in the specialty, in the scope of the programs of the previous stage of higher professional education, is conducted by the Admission Committee of the Academy.

Retake of exams is not allowed. Enrollment in the number of undergraduates is carried out on a competitive basis based on the results of the entrance examinations. When summarizing the results of the contest, preference is given to persons most capable and prepared to master Master's educational programs.

Citizens admitted to the number of entrance examinations for a foreign language and specialties are not admitted to the number of undergraduates under state order: 1) no less than 150 points for the scientific and pedagogical master's degree; 2) no less than 130 points for the profile magistracy (with a 100- for each discipline). In the case of identical scores, citizens who have higher professional educa-tion diplomas with honors have the right of priority when enrolling. Admission to the number of un-dergraduates is conducted by the Admission Committee of the Academy until 25 August.

The trainee who successfully passed the final state certification and publicly defended his mas-ter's thesis is awarded an academic master's degree in the relevant specialty.

4.4.2 DOCTORAL STUDIES

In connection with the completion of the work of the Dissertation Councils, according to the old tradition, and also in accordance with the "State Program for the Development of Education in the Re-public of Kazakhstan for 2002-2010", the structure of higher and postgraduate education is gradually being transformed into a multilevel system of training personnel through bachelor, master and doctoral studies. It assumes the awarding of the doctorate PhD at the final stage of training, which is the final educational level of the training of scientific and pedagogical personnel of the highest qualification.

In the following specialties, persons who have mastered professional training programs of post-graduate education are admitted to the doctoral studies of KazGASA:

4.5 INSTITUTE OF INNOVATION AND ADDITIONAL EDUCATION

The Institute for Innovation and Additional Education (IIAE) is a structural subdivision of the Kazakh Leading Academy of Architecturel and Civil Engineering. The Institute was established with the aim of carrying out scientific activities in the field of innovations in the architectural and construction industry, including educational activities in the programs of additional education.

Training for workers in the professions on KNAUF technologiesIn 2004, the Training Center "KNAUF-KazGASA" was established on the basis of the Kazakh

Leading Academy of Architecture and Civil Engineering under the vocational school. The training center trains students with KNAUF's advanced building technologies, the use of tools, tools and equip-ment that ensure the proper quality and productivity of the work, the study of the basic physical and technical properties of the materials used:

- Finishing of premises using Knauf sheets and Knauf superlists (partitioning, suspended ceilings, wall cladding, prefabricated floor bases)

- Plastering with the use of dry stucco mixes KNAUF (manual method)- Use of high-performance PFT machines for plaster work with gypsum and cement mix-

turesTraining is conducted in workshops equipped with modern tools and materials. To train students,

highly qualified specialists of KNAUF and the faculty of KazGASA are involved.

4.6 LABORATORY OF EDUCOLOGY

The Laboratory of Educology (LE) was established in KazGASA to study innovations in the field of education and development of educational strategies of KazGASA. The main functions of LE are:

- study of educational strategies and positive experience of universities in Kazakhstan and other foreign countries.

We invite to cooperation of initiative students who are able to propose ways of implementing in-novations in KazGASA in order to improve the educational process, as well as interesting topics for conducting sociological surveys on current issues.

4.7 INTERNATIONAL DEPARTMENT

All issues of international activity are regulated and provided by the International Department of KazGASA.

The main activities of the International Department:- The signing up the bilateral academic agreements with related educational institutions abroad,

the implementation of academic mobility programs, internships, etc.;- Students and teachers’ exchanges organization with foreign universities;- Jointly with foreign partners’ organization of conferences and seminars, festivals, students’

works exhibitions and other events;- The organization of foreign guests visits to the Academy;- Foreign students' and guests’ visa support;There is an opportunity to participate in the program "Academic mobility" for all students and

undergraduates of KazGASA. Academic mobility of our students is carried out at the expense of the grant of the Ministry of Education and Science of the Republic of Kazakhstan, within the framework of the program of the European Union Erasmus +, within the framework of the program of the Turkish Republic Mevlana and within the framework of cooperation agreements with partner universities. Stu-dents of KazGASA will be able to study in the 2017-2018 academic years at the following partner uni-versities:

4.7.1 INFORMATION FOR FOREIGN STUDENTS

Citizens of foreign countries, irrespective of race, nationality, sex, language, attitude to religion, are admitted to educational institutions of the Republic of Kazakhstan.

Foreign students have the right to use the full range of educational services provided by the uni-versity, to participate in the research work of the department, college and student scientific societies.

Foreign students are obliged to be guided by the following basic rules of residence and move-ment on the territory of the Republic of Kazakhstan and travel abroad:

1. A foreign student on arrival in KazGASA must submit to the International Department a pass-port for registration in Migration Police Department of the Department of Internal Affairs of Almaty city.

2. Departure for foreign students (students, undergraduates, doctoral students) without the ap-propriate permission of the leadership of the Academy andDepartment of visas and registration (DVR) outside of Almaty city, as well as outside the Republic of Kazakhstan is strictly prohibited!

3. A foreign student leaving the Republic of Kazakhstan for a vacation should not have aca-demic debts.

4. A foreign student must submit an application for the name of the dean (the director of the col-lege) no later than a month before leaving the Republic of Kazakhstan for vacation. The reasons and duration of the trip are specified in the application.

5. Registration of an exit visa upon leaving the Republic of Kazakhstan in a third country is car-ried out in the absence of academic debts and the existence of justification certified by petition of the embassy of the country.

6. The permission to leave during study time is given by the president of KazGASA only in ex-ceptional circumstances.These circumstances must be confirmed by an official notification, a medical certificate, a telegram, etc.A letter of the Embassy or Consulate of the countryis also consideredas an official document. In the letter should be indicated the exact date of the proposed departure and the cir-cumstance authenticity.

7. Persons who received the status of refugee or oralman in the Republic of Kazakhstan in accor-dance with the Law of the Republic of Kazakhstan "On Migration of the Population", take full advan-tage of rights on an equal basis with citizens of the Republic of Kazakhstan. In accordance with the Law of the Republic of Kazakhstan "On Migration of the Population", "On Refugees" persons who re-ceived the status of refugee or oralman have the rights and freedom and bear all the duties established by the Constitution, laws and international treaties of the Republic of Kazakhstan for foreigners and stateless persons.

Documents submitted in foreign languages must be accompanied by a notarized translation into Kazakh or Russian language and provided to the Registrar's office / to the admission com-mittee.

 Documents, issued by foreign educational organizations, undergo process of nostrification in ac-cordance with legislation order straight after admission, during the first semester. Documents are ac-cepted according to Standard of the state service "Recognition and nostrification of educational docu-ments (the decree of the Government of the Republic of KazakhstanNo. 336 of 31.03):

- document confirming completion of appropriate education (must be legally certified) – ori-ginal;

- transcript (diploma supplement) with following information shown: taken academic disciplines with an amount of hours, internships, final grades, course works and final projects, other components of study process  (must be legally certified) – original; 

- a notarized translation of certificate/diploma with supplement into state and/or Russian lan-guage. The translation must be notarized within the territory of the Republic of Kazakhstan or by dip-lomatic service of the RK in a country, which issued the document;

In some cases (e.g. when establishing recognition on precedent) the translation made by the bod-ies of diplomatic service in Kazakhstan of the country, where the document was issued, can be shown;

- a notarized copy of the identity card/passport of educational documents’ owner with the trans-lation into the state and/or Russian language;

- a copy of license and/or certificate of accreditation of the educational institute; except state es-tablished form documents of initial secondary, general secondary education, certified by the stamp of educational institution (with notarized translation into state and/or Russian language if necessary).

Requirements for foreign students of KazGASA on compliance with migration legislation

1. According to the Constitution of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan "On Migration" dated 22.07.2011 No. 477-IV, the law "On the Legal Status of Foreign Citizens in the Republic of Kazakhstan" dated June 19, 1995, No. 2337 as amended on 22.07.2011, ev-ery foreign citizen or stateless person at the entrance to the Republic of Kazakhstan must obtain and complete a migration card. It is completed personally by a foreign citizen legibly in Russian without any corrections. It is allowed to fill in the forms using letters of the Latin alphabet in accordance with the data specified in the passport or other document proving his identity, if foreign citizen does not speak Russian. A migration card should be filled in for each foreign citizen, regardless of age. The pur-pose of an entrance is always marked as “study”.

2. A foreign citizen can enter Kazakhstan and be trained in KazGASA only on a study visa. Invi-tation is issued by the International department of KazGASA in advance. The deadline for submitting the necessary documents to the International Department is no later than 45 days before the proposed entry into the country.

3. A foreign student of KazGASA must submit his documents to passport and visa department of within 5 days from the day of his arrival in Kazakhstan. Reception days of the Department of Mi-gration Police at Department of Internal Affairs of Almaty for migration registration: Tuesday and Fri-day, from 10.00 to 12.00 h.

4. To extend the registration a foreign student must apply to the International Department for 5 days prior to the registration expiration date (if the registration deadline is on September 1, student must apply August 25).

5. Within 1 working day from the moment of crossing the border of the Republic of Kazakhstan, the foreign student is obliged to apply to the International Department (KazGASA: Almaty, Ryskulbekova str., 28, office A16, tel.: +7 727 3096273, e-mail: inter.rel@ kazgasa.kz) and provide the following documents:

If student is staying in the dormitory of KazGASA:a) Original and copy of the passport;b) The original and the copy of the migration card with a mark about crossing the border;c) Certificate of HIV Infection Test;d) Fluorography certificate;e) For the 1st year students, 2 photos, size 3x4cm.

If a student is staying with the private individual / in rental apartment:a)National passport (in the original)b) Copy of the national passportc) Migration card with a note on crossing the border (original + copy);d) Certificate of HIV Infection Test;e) For the 1 year students, 2 photos, size 3x4cm;f) A notarized statement with the consent of the owner of the dwelling for the head of Migration

Police Department of the DIA in Almaty (for staying of a foreign student in the place belonging to said owner and to the migration registration at the address);

i) copy of the House register. 6. Before leaving for winter and summer holidays it is necessary for the international student

from abroad to issue an entry/exit visa. Upon return in Almaty after the summer holidays student shall again undertake a migration registration procedure.

7. The foreign students shall promptly inform the staff of the International Department on all changes relating to the place of residence, contact information, change of status (obtaining a temporary residence permit, residence permit, citizenship of the Republic of Kazakhstan).

8. Upon the exit of the Republic of Kazakhstan during the academic year for other reason, the student must provide to the International Department a statement stating the reason for departure dur-ing study time and a resolution of the Dean (the director of the college) and the President of Kaz-GASA.

ATTENTION!1. The foreign students are not eligible to work in the territory of the Republic of Kazakhstan. Accord-ing to the Administrative Offence Code of the Republic of Kazakhstan, the delayed application of a foreign citizen for migration registration is considered an administrative offence and may be punished with a fine.

2. If you lose your documents, please immediately inform the International Department and the migration police. After receiving a new passport, it is necessary to pass it to the International Depart -ment for re-registration with the migration police.

International Department of KazGASA earnestly asks foreign students not to leave the terri-tory of the Republic of Kazakhstan during the academic year unless absolutely necessary and without appropriate registration.

5 GENERAL RULES ON CREDIT TECHNOLOGY OF TRAINING

The organization of the educational process in KazGASA is carried out by the main educational, training and support units of the Vice-Rector for Academic Affairs (departments, college, lyceum, vo-cational school, Scientific and methodological council, postgraduate and doctorate supervisor, DDET-CTC(Department of distance education and testing, computer-technical center) and the Registrar’s of-fice.

The Registrar’s office is carried out the registration for the academic disciplines, the assessment of quality and the amount of knowledge received by the students.

Advantages of credit technology of training:1. Recognition of national educational system by the world’s developed countries; 2. Increasing of academic mobility of students (both for completing studies in other universities

and in the framework of "included training").3. Evaluation of courses and pedagogical work in credit hours;4. The student is responsible for the results of his own education and gets used to the indepen-

dent work. Increasing motivation for study and personal responsibility of students;5. Steady and equable transfer of knowledge.6. Possibility of obtaining two equal diplomas (Double Major) or primary major diploma and

supplementary minor diploma (Major - Minor).7. Possibility of accelerated training at the expense of summer semesters (trimesters, quarters).8. High variability and flexibility due to the large number of elective courses.9. Tight logical connection of working study plans (Prerequisite, Postrequisite);The organization of the academic process in KazGASA within one academic year is carried out

on the basis of the academic calendar which is approved by the President of the Academy.

The academic year lasts of 34 weeks, 30 weeks for theoretical training (2 semesters for 15 weeks), after the end of the theoretical course 2 sessions of 2 weeks - the final control.The duration of the practice is set at 4 weeks and 1 week for the practice exams. Vacations are given to full-timestu-dents twice a year herewith duration of vacation time 4 weeks. One academic hour for all types of classroom work is equal to 50 minutes.

In KazGASA during the academic period in the form of a semester at 15 weeks 1 credit is equal to 45 academic hours per semester, of which: 15 academic hours of classroom work and 30 hours of student’s independent work, including student’s independent work with a teacher in the form of con-sultations (Office hours).

The main task of the Vice rector and the Registrar’s office (RO) is the organization of the educa-tional process in accordance with the working plans of specialties. The work curricula are compiled on the basis of typical curricula and individual student curricula (IPS), which are formed under the guid-ance of the Registrar’s office in the established form for each academic year with the participation of the trainee and the adviser (instructor). The procedure carried out to determine the educational trajec-tory of each student individually. These plans are approved by the dean of the department in three copies: one is kept at the dean's office and serves as a basis for monitoring the implementation of the curriculum, the second at the Registrar’s office, and the third is given to the student.

The educational process using the credit system of education is organized in the following forms:1) Classroom work: Lectures, practical (seminar or studio) and laboratory classes.1-1) Lectures are classes, conducted mainly "streamed", have an organizing and guiding role in

the learning process. On lectures students should familiarize with the basics of the chosen specialty, develop their ability and need for independent work on practical, laboratory, studio lessons, seminars, and on production practice. The lectures should highlight the most important program material that de-termines the basis for training specialists. Details in the lectures can be omitted and assigned to the learner’s independent work.Lectures should be accompanied by demonstration materials in the form of posters, slides, video presentations, etc.

Lectures are usually conducted by teachers who have a doctorate or candidate degree, working as an academic or associated professor, as well as experienced and scientific workers who work in Kaz-GASA in these positions and have passed the established election procedure.

In some cases, according to the decision of the Academic Council of the Academy, lectures can also be conducted by the assistant professors who have an extensive experience of pedagogical work.

1-2) Practical lessons are the type of classes conducted in student groups, or by subgroups (by decision of the rector), provide for a more in-depth study of lecture courses material. At the same time, part of the program material, which does not require scientific-theoretical studies. In all these cases, the deans’ offices should take care of preserving the system, the methodological integrity of the course, orient the topics of practical training for deep mastering the materials and independent work by the students and at the same time it is necessary to put a new scientific tasks before the students’.

1-3) Laboratory classes are conducted only in a specially equipped room and serve as a link between theory and practice. Laboratory classes allow to deepen and consolidate the theoretical knowl-edge received by students at lectures, to check scientific and theoretical positions by experimental means, to familiarize themselves with equipment, instruments and materials, to study in practice the methods of scientific research. Laboratory classes contribute to the formation of practical skills.

The laboratory classes should be supervised by teachers and develop the students' initiative and independence at the first year of study and especially at senior courses. In accordance with these basic tasks in improving laboratory classes should be:

a) strengthening the link with the theoretical studies and deepen the scientific, ideological and theoretical basis of laboratory work;

b) further approach of laboratory classes to the requirements of continuously developing produc-tion;

c) development of students’ initiative and independence in the process of performing laboratory work.Laboratory classes are conducted by the heads of laboratories, laboratory assistants and in excep-tional cases by the teaching staff.

1-4) Studio classes are classes held in specially equipped classes (studios) in language disci-plines, usually for one student group for the purpose of fixing practical skills on the basis of standard training procedures (using practical devices, computers, etc.), which are illustrated by the teacher for the whole group, and then each student repeats these procedures independently.

2)Extra-curricular activities: student’s independent work, including student’s independent work with a teacher (SIW, SIWT (Office hours)), individual consultations, INTERNET sessions, videoconferences, teleconferences.

Leaner’s individual work with a teacher (Office hours) and masters’ individual work with a teacher of (further - MIWT)–is analogue of "Office Hours” which is a common world practice. The aim of Office hours is making opportunity for students to get individual consultation on class work materials, content of additional topics of LIW and also performing course projects, calculation, graphic and control tasks. The hours of the LIWT and the MIWT are set at 0.5 hours per 1 hour of lecture and practical classes. LIWT are conducted individually with each student or group of students, but no more than three people. In rare cases, the LIWT can be held with the training group in specially designated auditorium. Schedule of the SIWT on the proposal of the teacher is made by the dean of the faculty and posted near the assistants' or professors' auditoriums, and one copy of the timetable is kept by the teacher and at the Registrar’s office (RO). Conducting of the LIWT as an auditorium is registered in the journal of the teacher by the surname and on topics.

Conducting educational and professional practices, research, preparation of the thesis (project), master's, candidate's and doctoral dissertations are also carried out in the framework of extracurricular work under the guidance of teachers, scientific leaders or scientific advisers.

The learning and knowledge assessment processes are divided for enhancing the effectiveness, objectivity and quality of the entire educational technology.

The organization of quality control of leaner’s knowledge is entrusted to the Registrar’s office.All kinds of current control, midterm examination and corresponded assessment of knowledge of

learners (rating control) are conducted by the teacher during the academic year 4 times (on the 8th, 15th, 23rd, 30th week of the theoretical course) after classes. The rating control is completed by the statement and submitted to the Registrar’s office. This estimate is no more than 60% of the total assessment of knowledge on the academic discipline.

If the learner does not agree with the rating scores, within three days after the announcement of the rating results, he submits to the Registrar’s office the application for an appeal of his rating. The application is considered by the permanent acting appellate commission of the department, created by the order of the first vice-rector. Appeals Commission within three days can review the results of the rating, evaluating each student's response, as a result of which makes a reasoned decision to refuse or to satisfy the student's application. In the latter case, an additional statement is given to change the rat-ing.

Intermediate attestation of students is conducted by the Registrar’s office.

5.1 PROCEDURE OF ENROLLMENT

Enrollment is organized by the Registrar’s office with the involvement of the deans of depart-ments and advisors as follows:

1) A leaner receives at the dean's office (directorate) prepared extract from the standard curricu-lum of the first year before the beginning of the training sessions - until August 15. Having consulted with the adviser the learner is recorded on the chosen disciplines indicating the academic period of

their study at the Registrar’s office. Thus, until August 25, an individual curriculum is formed for the academic year, which determines learner’s educational trajectory. Further changes to the learner’s indi-vidual curriculum are not allowed during the academic year.

2) In agreement with the dean's office (directorate), the rectorate establishes the minimum num-ber of learners necessary for studying the discipline, and for each teacher sets the maximum number of students in the academic group.

3) The discipline is will not be opened up and not included into the working curriculum if the number of learners less than the minimum, established for the discipline before June 20. The dean's Office (directorate) makes this announcement on the information stand and on the pages of the depart-ment (institution) in the educational portal (site) of the higher educational institution. Learners enrolled in this discipline must submit applications to the dean's office (directorate) on changes in learner’s in-dividual curriculum by August 25.

4) If the registered number of learners more than the maximum established for the given teacher, the dean's office (directorate) forms the second academic group on this discipline and appoints the teacher of the corresponding qualification. The students are divided into academic groups according to the order of recording.

5) If the learner does not pass his individual curriculum to the dean's office (directorate), the working curriculum of the course is taken on the basis of his training, where the disciplines are estab-lished by dean's office and Registrar’s office.

All possible adjustments during the entire period of study are carried out at the Registrar’s office upon application of the learner.

Individual Curriculum is approved by the Dean of the department after the completion of the recording for the academic disciplines, adjustments in accordance with the established procedure.

On the basis of individual curriculum is compiled the curriculum, which is the basis for the de-velopment of the schedule of classes and payment for education per academic year.

For the first course students, the schedule of classes is approved no later than 20 days and is up-dated no later than three days before the start of the next academic period. The schedule of classes for the second and senior course students is compiled during the period from June 20 to June 30 and can be corrected no later than August 28.

The learner has the right to study individual academic disciplines in other higher education insti-tutions (elective, author's or unique courses not taught in this institution) in agreement with the man-agement of the corporation. At the same time, higher education institutions are recommended to deter-mine the list of educational disciplines, specific higher education institutions and the maximum allow-able number of credits.

5.2 ORGANIZATION OF LEANER’S INDIVIDUAL WORK

Learner’s individual work is an important component of the educational process aimed at im-proving the quality, depth and strength of the resulting knowledge in the study of specific subjects of the curriculum, the formation of student needs to educate themselves, self-development and self-im-provement, in particular, and in the subsequent professional activity.

Leaner’s individual work organization involves establishing its relation with different forms of organization of the educational process, namely:

1) clear definition of the place of LIW in the study of the specific discipline;2) focus of lectures and workshops on the LIW; 3) choice of the form, type and method of LIW;4) working out of guidelines for the implementation of tasks;5) a combination of LIW with different forms of lessons.It should be considered that LIW is the work on a certain list of topics allocated for independent

study, provided with educational and methodical literature and recommendations, controlled in the form of tests, tests, colloquiums, abstracts, essays and reports; depending on the category of students, it

is divided into the LIW – leaner’s independent work, MIW –master’s individual work and DIW – doc-torate’s individual work.

The technology of organization and implementation of LIW includes the following elements: planning of LIW, methodological support, monitoring and evaluation of implementation, analysis and improvement.

LIW should be planned with the allocation of hours for the learner’s individual work with a teacher (Office hours) and the learner’s individual work itself.

At the same time, it is recommended that the number of the LIWT hours be not less than the total amount of contact hours of lectures, practical classes, seminars and studio sessions allocated to each discipline. A tutor should confirm the rest of hours of individual work by tasks and daily require from learner.

Leaner’s individual work with a teacher is entered in the schedule of classes indicating the hours. LIWT is conducted after lunch break in specially assigned auditoriums.

Planned types of LIW, its labor intensity in hours, the form and term of control are reflected in the relevant sections of the work curriculum for the teacher on each academic discipline, as well as in other educational and methodological documentation as in the work plan of the department, in the teacher’s individual work plan.

The choice of forms and types of LIW is recommended to be carried out in accordance with the goals and objectives of studying the academic discipline, a level of training, a number of hours which are allocated for individual work.

The introduction of colloquiums, control, course, computational, graphic, semester and other types of work is mandatory in the LIWT.

LIW for each academic discipline is conducted on the basis of the schedule approved by the dean of the department.

It is recommended in schedule to reflect the timing of the consultations, the content and dead-lines for LIW assignments, the form of LIW control, the method of evaluation.

The LIW is registered in journal for all academic disciplines at the faculties, and the LIWT hours are reflected in the tutor's journal.

Control of the LIW is advisable to carry out both the entrance control and the control at the out-put, which is carried out according to the schedule of the Leaner’s individual work with a teacher (LIWT).

The evaluation of the LIW is carried out according to the methodical guidelines on the policy of evaluation on the basis of the credit system of education, which are independently developed by higher education institutions.

Free attendance of classes can be allowed to the learners only in exceptional cases (i.e. fulfill-ment of all the requirements provided by working curriculum for the disciplines under study on an in-dividual schedule agreed with teachers and approved by the dean of the department). Free attendance of classes is given to the learners who have GPA not less than 2,5 for the previous examination ses-sions, engaged in public work of corporation (at the request of the student youth committee), as well as for health reasons and family circumstances (with documentary evidence).

The number of persons who can be allowed free attendance of classes is determined by the con-tingent of full-time students and is not more than 3%.

The Registrar’s office issues an order for free attendance of classes on the basis of leaner’s appli-cation approved by dean of the department and decisions of the training meeting.

Learners who are given a free attendance of classes must:- to attend at least 25% of classroom activities for each discipline, while reporting on each

practical lesson in accordance with the approved individual schedule;- successfully pass the rating control;- to pass in time all the control tasks provided by working curriculum (semester, laboratory,

calculation and graphic, control works, course projects (works), etc.);

Leaners who did not fulfill the established requirements within one month may be denied a free attendance of classes on the basis teachers’ reports on the results of the rating.

Leaners who miss classes (more than 7%) laboratory and semester (coursework) works that are not fulfilled in time, are worked off on a paid base (Retake). Leaners who are late for classes three times (more than 10-15 minutes) are equated to one absence without a good reason.

Working off all missed classes is controlled by the dean's office and recorded in a special jour-nal.

Students in full-time education who missed more than 25% of classroom hours in all academic disciplines are represented by the dean of the department to expulsion from institution.

For part time students, in case of impossibility to attend classes during the examination session, they must notify the dean's office in advance and provide documentary evidence of the reason for non-attendance or absence of classes.

Part time students, who missed classes in the period examination session, have the right to re-examine these disciplines on a fee-paying basis.

Retake on a paid basis is organized during the period of winter vacations and summer production practice in a period not exceeding one month.

Retake is established for leaners if they:- having the rating "F" on the results of the examination session; - having GPA, is not sufficient for transfer to the next course;- failed to comply with a program of professional practice evaluation or having "F" on the re-

sults of the examination session on practice;- having more than 7% of absence on training classes.The main document that testifies learner’s academic debt is the examination-rating register.The main document that identifies learner's absence on training classes is the journal of the

teaching staff.If the curriculum is not fully mastered, the learner has the opportunity to stay on the re-training

of the relevant course on his own application, as well as on the Registrar’s submission.Re-training on the same course is allowed, as an exception, no more than two times for the entire

period of study for all forms of training (with the exception of the externship).The decision to provide the student with the opportunity of re-training is accepted by the presi-

dent of the corporation upon the Registrar’s submission and the consent of the dean of the department if there is a valid reason (illness, family circumstances), documented and issued by order.

Learners who study by the state educational order, left on a repeat course, are further trained only on a paid base.

This transfer is carried out by the order of the president of the corporation.In addition, retraining is provided to learners who:- do not liquidate academic debts on time;- having GPA, is not sufficient for transfer to the next course;- do not improve their knowledge of the language subjects at one level per semester;- received an unsatisfactory assessment on the qualification exam.Note: If learner registers on the retraining course and pays for it within one month after the end of the ex -amination session, he pays only the not scored credits.Otherwise, the payment is for the full course (semester) of training.Persons who do not agree to undergo re-training are subject to deduction.

Persons who are left for re-training, in case of a difference in the curricula of the academic pe-riod in which they started their studies, the dean of the department establishes a list of disciplines that are compulsory for studying on a fee base in accordance with "Tariffs for educational, additional and related IOC services". The deadline for eliminating the difference in the curriculum is established, as a rule, before the beginning of the examination session.

Learners who are left for re-training, it is possible to re-discipline, the final assessment of which from B- to A.

The registrar, following the results of the examination session, forms groups and composes the scheduling of classes (individual consultations) for the re-examination of the disciplines. Training ses-sions (individual consultations) of the re-study of disciplines are organized by deans under the control of the Registrar’s office.

At the end of the re-examination course, the Registrar conducts a final control over the assess-ment of the learners' knowledge in the disciplines, but not later than the beginning of the classes.

5.3 SYSTEM OF CONTROL AND EVALUATION OF EDUCATIONAL ACHIEVEMENTS OF LEARNERS

Control of educational achievements of learner of KazGASA is subdivided into current control, boundary control (Midterm) and final control conducted during the period of intermediate certification (examination session (Final)).

At the beginning of each semester students undergo testing to determine the level of prepared-ness for studying the course of discipline – entrance test of knowledge - on time, established by the Academic calendar.

The form of entrance test is computer testing. Teachers prepare the base of test tasks for entrance test, based on the volume of discipline - 40 questions per credit for lecture (studio, practical) classes. Tasks are formed according to prerequisite disciplines. The list of disciplines is determined by the dean (director).

Current control - acceptance and verification of all control tasks (course projects, course work, control, laboratory, calculation and graphic, semester and practical work, reports, work performed within the framework of SIW), passed within the established schedule, during the academic term - is carried out by the teacher independently.

The course work, calculation and graphic and other types of work provided by syllabus must be protected before the examination session begins. The student presents the completed and fully estab-lished course project (work) to the teacher for obtaining admission to examination by this discipline. If the course project (work) is not admitted to the defence, the teacher writes a detailed review, indicating the downsides and the timing of their elimination. Results of these types of work are taken into account when conducting rating control by the discipline.

Defending of the course project (work) is taken by a commission of 3 people, approved by the order of dean, with the participation of scientific advisor. Defending of the course project (work) is carried out according to the schedule approved by the dean at least two weeks before the examination session begins.

If the discipline, according to syllabus, determines only the course work (project), the evaluation of defending of the course work (project) is the final evaluation of discipline as a whole.

A student who does not defend the course project (work) is not allowed to take an examination only by the discipline according to which the course project (work) is provided.

Deans of departmnets are responsible for organization and carrying out of the midterm examina-tion. Registrar is responsible for organization, carrying out and control of examination session.

Midterm examination of students is divided into the first and second rating controls conducted by teachers on the 8th and 15th weeks of semester in extra-curricular time under the control of deans. During the midterm examination student receives the evaluation of current academic performance in percents by a multi-point letter grading system of knowledge assessment (the table below).

During the midterm examination teacher receives the rating list in the Registrar’s Office on the day the rating points are assessed and gives it back to the Registrar’s Office on the same day (the copy passes to the dean's office and the second leaves with him). Teacher has to introduce each student with a rating score and to get the student's signature.

Students within three days after the rating control, have the right to appeal, conducted by the subject appeal commission which is approved by the dean of department.

Students who did not participate in the rating control for reasonable excuse have the right to pass the rating control individually in the field of study issued by the Registrar.

For students studying by part-time education, midterm examination is carried out once at the end of theoretical course of studying the discipline (M1=Mav.).

The final control – it is an examination which is carried out by all disciplines (except Physical Culture and Valeology for those who receive higher education).

Forms of examination: computer testing, written examination (clausura), oral examination, combined examination (testing and practical part for language dicsiplines). The list of disciplines with the indication of the form of examinations is approved by the Academic council of academy at the be-ginning of each semester in prescribed period.

The results of examinations are confidential and are announced by the adviser or examiner on duty to each student personally.

Each student has a transcript, which reflects the list of disciplines for semesters (autumn, spring), indicating credits and a final grade for the discipline, as well as a GPA (average passing grade). Stu-dents can know the final results for the discipline on the day after the examination by looking at their transcript in the Student personal page on the site of KazGASA, as well as the results of rating controls with teachers’ comments. The password for entering the Student personal page is student’s ID number.

Students are given the opportunity to choose the language of examination (Kazakh, Russian, English).

Oral and written examinations are conducted only with the permission of KazGASA president in limited quantity with the obligatory justification (protocol of the meeting of Methodological council of department). Written examination and computer testing are carried out in a complex, at the same time on 2- 3rd subjects that have a logical match. Examinations may be held at one or four disciplines. The total amount of disciplines included in the comprehensive exam should not exceed 6 credits. The max-imum allowable volume of one comprehensive exam is 7 credits. The first and second year students usually have exams in common flow.

The examination score and average current points for the semester by the results of the first and second ratings (third and fourth for spring semester) are accounted when setting the final grade for the discipline. Weight fractions in the final grade for examination are the following: 60% - the results obtained in the exam, 40% - the results of current academic performance.

The final grade for discipline in percentage F%is determined by:

The final grade in numeric equivalent Fn is transfered from the final grade in percentage F%ac-cording to Table 7.1.

The transcript (student academic card) includes (when applying for an appeal - after it is held) the final grade in letter grading system and percentage.

To assess the knowledge of language disciplines, the grading policy is different from multi-letter grading system of knowledge, taking into account the theoretical and practical training of students.

Gradation of language discipline by levels of training is accepted in IEC, for example:I – ‘Beginner’;II – ‘Pre-intermediate’;III – ‘Intermediate’;IV – ‘Upper-intermediate’;V – ‘Advanced’.In the first semester students are in the group of studies of the second level "Pre-intermediate",

the exception is English – students study the first level “Beginners” (in KAU - the second level).Note: a) in case of language insufficiency for the precisely level (determined at the entrance test of knowledge) the students have to take independently additional courses to achieve necessary “Pre-intermediate” level; b) for those who know the language at a higher level, studying is con-ducted individually in an advisory way.

The exam is held in combined way: computer testing (theoretical part) and orally (practical part).

On computer testing, each student within 20 minutes answers 20 questions that determine the level of his theoretical knowledge. The threshold level is a right answer to 10 questions, below which the grade F. The following assessment is issued in accordance with the multi-letter grading system: D-right answers to 10-12 questions; C- right answers to 13-15 questions; B- right answers to 16-18 ques-tions; A-right answers to 19-20 questions.

In the practical part of examination (oral exam) the student gets a ticket corresponding to his practical training, and includes tasks for four types of speech activity - listening, speaking, reading and writing. The practical part of examination lasts 40 minutes: listening - 5 minutes; speaking - 5 minutes; reading - 20 minutes; writing - 10 minutes. The answer assessment is the percentage equivalent of 0 to 100%. The level of practical language proficiency also is taken into account: (0-20)% - beginners, (21-40)% - pre-intermediate, (41-60)% - intermediate, (61-80)% - upper-intermediate, (81- 100)% - ad-vanced. The oral examination also sets the threshold level - the upper (19-20, 39-40, 59-60, 79-80 - the opportunity to pass the practical part of examination at the next level) and the lower one (21-29, 41-49, 61-69, 81-89 - re-examination to the level below).

Only the assessment of theoretical component of combined examination is taken into account in the formula for calculating the total score of knowledge in language disciplines and the average passing grade GPA of students. At the same time, there is a restriction for transfer from course to course.

For one academic period (semester), student must increase the level of practical language pro-ficiencyby at least one level (up to 20%, in exceptional cases, up to 15%), otherwise RO organizes a re-examination of the discipline on a paid basis, after which there is the final examination. At the same time for the transfer to the next year (for the academic year) it is sufficient to increase the know-ledge of language by one level. Thus, the necessary condition for transferring to the second course is the mastery of language, at least: for Kazakh and Russian – Intermediate; for English – Pre-intermedi-

ate. For transferring from the second to the third: for Kazakh and Russian – Upper-intermediate; for English - Intermediate.

Applications for appeal are personally served by students on the name of Registrar in the fol-lowing terms:

- computer test or an oral exam - on day of the exam;- written exam for the next three days after the exam.Appeal is carried out by the appeal commission of department in oral form strictly by examina-

tion ticket or the variant of computer testing.Retake exam is not allowed on the same subject more than twice.When transferring, reinstatement, enrolling in the contracted educational programs with the ac-

celerated term of studying (after the College by KazGASA and AKS at KAU), a credit transfer of pre-viously studied disciplines is possible. For the credit transfer of previously studied disciplines, the fol-lowing order is defined:

Credit transfer is possible only for disciplines studied at the appropriate level of education with "good" (B) and "excellent" (A) grades.

Documentations for credit transfer of previously issued disciplines of the same name:transcript, official academic transcript or diploma supplement and academic card.

Student applies for credit transfer of the subject (s) to the Registrar's Office. RO specialist ap-plies to the application transcript copy, official academic transcript or diploma supplement, and directs the student to an interview to corresponding dean's office.

After the interview with student, the leading teacher, academic professor and dean set their opin-ion in the application: determine the percentage of assessment for credit transfer; recommend free attendance and / or listening to certain lectures and seminars on a particular discip-line and submit the application to Registrar's Office.

To pass the session to positive assessments is not enough to transfer to the next year (year of study) - IEC establishes an average pass rate GPA (Grade Point Average) for transfer to the following year (year of study):

for Master’s programme: for the second year of study – not less than 2.5;for Bachelor’s programme: for the second year - not less than 2,0; for the third year - not less than 2.5; for the fourth, fifth (with term of education of five years) and sixth course (for extramural form of

study) - is not less than 3.0.for Bachelor’s programme (2 years of study): for the second year - not less than 3,0;for Bachelor’s programme (3 years of study): for the second year - not less than 2,5; for the third year - not less than 3,0;for Bachelor’s programme (4 or 5 years of study): for the second year - not less than 2,0; for the third year - not less than 2,5; for the fourth or fifth year - not less than 3,0.GPA of student for academic year is calculated as a weighted average of the student's achieve-

n - number of subjects studied and passed during the academic year.

Procedure of introduction with GPA: on the first working day after the examination session, RO specialist gives academic passports

of groups with students’ GPA indication to the dean's office, under the signature in the register of issu-ing and receiving academic passports;

adviser in a three-day period observing confidentiality receives students’ signatures in aca-demic passport of group;

office manager of dean's office passes to RO academic passports with students’ signatures about their acquaintance with their assessments (with the registration of transmission date in corres-ponding journal).

Students with insufficient GPA for transfer to the next year are given the right to retake discip-lines on a paid basis in summer semester (after the examination session on practice during the vacation period). The deadline for taking exams is the last week of summer semester.

To retake the exam student in the next academic period or in summer semester again visits all types of training sessions provided by syllabus of discipline, receives ratings and passes finals.

To retake a positive assessment of finals with a view to raising it during the same period of midterm is not permitted.

The main types of state control: external evaluation of educational achievements of students for the 4th course; final state attestation of students, state attestation of education organizations, accredita-tion of education organizations; control over compliance with licensing rules; control over compliance with education organizations of the law of the Republic of Kazakhstan on education.

Instead of defending graduation project, two state examinations by the major subjects of spe-cialty (education program) are allowed, in case the student:

1) is on long-term treatment in a hospital (more than one month) on the basis of a medical certi -ficate about the state of health;

2) has a child under the age of 3 on the basis of a child's birth certificate;3) a disabled person on the basis of a medical certificate of disability.The student submits a motivated application for passing state examinations instead of graduation

projects on the name of the president until the order for appointment of supervisor and direction for pre-diploma practice (except for the paragraph 1 above).

If there are legal reasons for changing the form of the final state attestation in the period of graduation project, student has the opportunity to apply no later than 8 weeks before the work of the State Attestation Commission for defending of the graduation projects (works).

If you violate the deadline for submitting the application, it is recommended to provide an aca-demic leave.

The list of major disciplines of two state exams instead of defending of graduation project (work) is approved by the decision of academic council on the basis of dean’s characterization at the begin-ning of academic year.

State examinations are conducted according to curricula developed in accordance with standard curricula and state compulsory standards of higher education.

The final state examinations by major disciplines (hereinafter - the state examination) should, in addition to the requirements for knowledge of the content of individual disciplines, also take into ac-count the general requirements for the graduate, provided for by the state educational standard in this area (specialty).

Graduates who passed all examinations for "excellent" (A-A) and "good" (B-B +), who have an average GPA score of 3.5 for the entire studying period, passed state examinations and defended graduation project (work) with an assessment of "excellent" (A - A) are awarded a diploma with hon-ors of established form.

The graduate who has had a retake or re-passing the examinations during the studying period does not receive a diploma with honors, despite the compliance with necessary requirements for graduation with honors (except students who did not attend the exam or were removed from the exam).

An international diploma is awarded to graduates applying for diploma with honors (GPA not lower than 3.5), who defended graduation project (master's thesis) in English (but graduation project (master's thesis), can be performed in Kazakh or Russian).

5.4 ORGANIZATION OF STUDENT PRACTICE

In order to consolidate the theoretical knowledge, students do basic practical training on the basis of branches of departments.

Professional practice of students in KazGASA is conducted with the purpose of developing prac-tical skills, knowledge and ability related to the future professional activity of students.

Professional practice is usually held in summer after the summer exam session. Practice lasts four weeks. The types and content of professional practice are determined by working curricula of spe-cialties and specializations, and by programs of practices.

Professional practice is divided into training, productive and pre-graduation.Practical training (introductory practice in measurement, geodetic, plein-air, design, etc.) is con-

ducted at junior courses and is organized in training workshops, laboratories, on test sites of experi -mental farms, other training and support units of KazGASA, as well as at enterprises, research insti-tutes and other sites.

Productive practice (technological, designed, geological, geodetic (for specialty Geodesy and cartography) and etc.) is conducted at enterprises, design institutes and offices, and construction sites.

Training and productive practices can be conducted in the student construction brigade of KazGASA to develop skills in construction professions of construction industry (if this is in agreement with objectives and content of practices defined by the work programs).

Pre-graduation practice is organized according to the specialties of KazGASA, curriculums of which provide defending of graduation project at the final stage of studying. During the pre-graduation practice students collect the necessary material for development of graduation project (work) in re-search institutes, enterprises, design institutes and offices, organizations and other sites.

Students, who study by part-time education, working on the specialty, do pre-graduation practice by the individual plan-task at the work place.

Students, studying by part-time education, who do not work by specialty are sent to pre-gradu-ation practice in accordance with established procedure to other organizations for introduction with working conditions by chosen specialty and the collection of relevant materials for graduation project (work).

The programs of practice are developed by the deans, taking into account the profile of specialty, the nature of enterprise, institution and organization - the object of practice and are approved by the su-pervising vice-rector.

The program of practice should provide for:1) content and deadline of doing individual tasks by students;2) students participation in rationalization and inventive work of enterprise, institution and or-ganization;3) approximate content and timing of excursions;4) procedure of passing examination and the terms of defending students practice reports;5) lecturing and conducting interviews to help students.The head of practice from enterprise in workshop (department, laboratory, etc.) controls the

keeping of diaries and preparation of students’ reports, and gives them professional characteristics that contain materials about the execution of the program of practice and individual tasks.

Students while practice must:1) complete the tasks prescribed by the program of practice, keep a practice diary;

2) follow internal work regulations at the enterprise (in research organization, institution, organ-ization);

3) study and strictly observe the workplace safety rules and industrial sanitation;4) participate in rationalization, inventive and operational work on the assignment of relevant de-

partments;5) submit to the head of practice from KazGASA a written report and a practice diary,

signed by the head of practice from enterprise about the fulfillment of all assignments.Student has the right:1) not to participate in works not provided for in the program of practice;2) if vacancies are available, be employed at the enterprise for paid jobs (positions) correspond-

ing to the specialty profile.At the end of practice student passes examination and report to department commission with the

participation of RO representative. The practice report should contain information about the work per-formed during the period of practice and a brief description of enterprise (workshop, department, laboratory, etc.) and organization of its activities, issues of labor protection, economics, conclusions and proposals.

Exams are passed within a week after the completion of practice.General results of practice are summed up at the Councils of Faculties and Academic Council of

KazGASA, with the participation, if possible, of representatives of practice bases.Student, who has not completed the program of practice, received a negative review about the

work or an unsatisfactory grade in examination is left on re-course.Practice bases are determined on the basis of objectives of various types of professional practice.

Relations between KazGASA and enterprises-bases of practices are regulated by mutually agreed con-tracts. As a rule, the bases of practices are enterprises and organizations associated with KazGASA with partner relations: grantors, branches of KazGASA departments, sponsors that donate laboratory equipment, computers and other types of material assistance to the Academy.

Costs for professional practice are provided by KazGASA and organizations that are the bases of practices. The amount of these expenses is determined by mutually signed agreements.

Expenses for organizing and conducting professional practice of students studying on the basis of the state order are provided by KazGASA within the limits of funds allocated by Authorized body and organizations that are the bases of practice, and for the practice of students on a paid basis - from the funds received as payment for their education.

During the practice period, even if the students get a salary at the place of practice (in case of their employment for vacant positions), they retain the right to receive a scholarship on general grounds.

Students who study by the state order on intramural form, sent by KazGASA to do professional practice in organizations, located outside Almaty, railway, water or road transport is paid by KazGASA funds.

6 RIGHTS AND DUTIES OF STUDENTS6.1 EXTERNAL ACTIVITY

Academy holds activities with the purpose of social protection and spiritual, moral, patriotic, physical education of student youth, aimed at promoting healthy lifestyles, aesthetic development and personality formation, preventing offenses in the student environment.

Students of academy use their rights in full in accordance with the Constitution and legislative acts of the Republic of Kazakhstan. Students’ duties are set out in the Rules of internal regulations of academy, with which they are introduced in the deans' offices, directorate of colleges and Registrar's Office while enrollment.

Rules have been developed for organization of work of academy structures related to educational work and social protection of student youth; ethical norms and rules of behaviour for students of

academy in academic building, house of students, public places and outside the academy; rules for or-ganization of leisure activities for young people; rules for organizing the employment of students dur-ing the vacation period. There was created the structure of student self-government of academy - stu-dent dean's offices of faculties (college).

The Council of KazGASA for educational work is the part that realizes general guidance for edu-cational work carried out at the academy.

Direct external activity (and in terms of social protection) with student youth is carried out by the Student youth committee and the trade union committe of KazGASA together with vice-deans of de-partments.

Vice-deans of departments for external activity and relations are appointed to help the deans of departments to organize scientific and external activity at the department.

Each educational group has an adviser.Student dean's office of department (college) (hereinafter student dean's office) is a structural

unit of Student youth committee of academy in the field of implementation of the state youth policy at the department. Student dean's office is responsible to Student youth committee and the dean's office of department (college) for the state of the sphere of management entrusted to it and effectiveness of activity of the created subdivision.

The most popular and traditional holidays and competitions in KazGASA are: holiday "Student initiation ceremony"; competition "Student of the year"; review competition "Best student group"; re-view competition "The best student room in the house of students"; student competition "Spring in KazGASA"; student competitions "Miss KazGASA", "Zhigit sultany"; interfaculty game KVN. Among them are not only activities aimed at organizing the leisure of student youth, but also activities aimed at attracting attention of student youth to the problems of regional, city and republican scale, to develop desire of student youth to enhance the image of KazGASA.

A special place in academy is given to promoting healthy lifestyle and preventing offenses in the student environment. Special bodies have been set up to oversee the external activity in this direction - Sport club of KazGASA and voluntary national team of KazGASA.

Student construction brigades of KazGASA help students not only earn money, but also get a profession during the vacation period. Headquarters of student construction brigades of KazGASA leads patronage over troubled youth from sponsored school.

Within the Rules of internal regulations of academy, rules of students’ behaviour in academy, outside the academy and in the house of students have been developed.

6.2 STUDENT YOUTH COMMITTEE

Student youth committee of KazGASA is a voluntary association of young people of KazGASA.Student youth committee (hereinafter the Committee) is a public organization representing activ-

ities in the field of youth policy, which organizes creative and public life of KazGASA students. Com-mittee activities are based on the principles of voluntariness, equality, self-government, legality and publicity.

Student youth committee consists of six sectors:- sector for organizational mass work;- cultural and mass sector;- sector of decoration and design;- sector for development of physical culture and sports;- sector of student's career and social protection;- student dean's offices of departments and college.Committee is headed by its chairman, who is appointed to the post by the president of

KazGASA.Committee is located on the 2nd floor, office No. 224, tel. 309-63-13.

Under the guidance of Committee there is a student radio of KazGASA. On KazGASA radio, which works every break, you can place advertising, order a song.

6.3 STUDENT DEAN'S OFFICES OF DAPARTMENTS (COLLEGE)

Student dean's office is guided by decisions and orders of Academy administration and Student youth committee and is in close contact with dean of department (directors of colleges), vice-dean for external activity and international relations and the Registrar's Office.

Student dean's office is headed by the student dean of department (colleges) (hereinafter student dean). The student dean's office includes: monitor of courses of department (college), monitor of groups of all courses of department (college).

Student dean's office was created to provide comprehensive assistance to academic teaching staff in the training of highly qualified specialists and activation the role of student community in solving the issues of improving the quality of study, the student's academic discipline and external activity.

Student dean's office supervises and provides the work of department (college) in the following areas:

- propaganda of ideas of national unity of Kazakhstan citizens in the student’s environment;- formation of Kazakhstan patriotism and civil responsibility in the minds of young people;- development of physical culture and sports;- organization of student's career and social protection of student youth;- control of harmful habits of modern youth, with drug addiction and drug trafficking;- improving the quality of students' training.In its work the student dean's office of departments (colleges) is guided by the Regulations of

student dean's office of department (colleges).

6.4 STUDENT ADAPTATION SERVICE

Student Adaptation Service (hereinafter SAS) is established under the Student youth committee. Activities of Adaptation service are carried out on the basis of annual plan of activities. The main goal of SAS activity is psychological adaptation and information support for new junior students.

The main activity of SAS is aimed at facilitating the adaptation of student youth by:- informing students about the history, structure of KazGASA;- familiarizing students with specifics of credit system of education;- inclusion of students in the public life of KazGASA and the city;- preparation for the publication of brochures, booklets and leaflets containing information ne-

cessary for students' adaptation.SAS is led by the coordinator of Adaptation service (hereinafter coordinator), who is included in

the staff of Student youth committee.The main functions of SAS and coordinator are:- development of long-term and operational plans for SAS;- coordination of activities of vice-deans for external activity and student deans of departments;- organization of activities aimed at adapting the first-year students;- study the first-year students’ conditions of life;- advising students on the protection of their rights;- petition to administration of departments and academy about the material and moral encourage-

ment of first-year students actively engaged in social activities, about material assistance to needy stu-dents;

- informing the deans of departments, public organizations of academy about students’ requests, violations of academic discipline and internal regulations of academy;

- participation in the meetings of Faculty council and Council for educational work of academy on issues related to junior students;

- using of information from the dean's offices and Registrar's Office about the academic progress of students;

- submission of a monthly report on their work to vice-rector for external relations and student affairs; annual report to the president (at the end of academic year, approved by vice-rector for external relations and student affairs).

SAS provides assistance to Academy students in cooperation with departments andsubdivisions of KazGASA in the following forms:

- reading lectures "Introduction to specialty" to the first-year students by academic professors of departments;

- conversations with representatives of the dean’s offices and Registrar’s Office about the tuition fee, rating control of knowledge, schedule of educational process and procedure of examination ses-sions and Retake;

- conversations with library staff about the use of the library fund; with the director of Students House - about the rules of residence; with an employee of medical center of KazGASA - about planned periodic screening of students; with representatives of Student youth committee and student deans - about the public life of students.

6.5 PUBLIC ASSOCIATION “КazGАSА, KAU, IEC MUTUAL AID SOCIETY”

Public association “mutual aid society”, further named "Association", is independent and self-dir-ected noncommercial organization, created by initiative of group of citizens of Republic of Kazakh-stan according to a general decision of the incorporated collective of workers.

The aim of "Association" is an assistance to development of socio-cultural relations, charity, protection of rights and legal interests of the members, permission of spores and conflicts, satisfaction of social and another necessities of members of Association, creation and strengthening financial and another resources of Society on promotion, forming and development of the system of preparation of the social program, and also creation of favorable conditions for satisfaction of necessities and getting privileges workers and students according to social program, helping in realization of different mass measures by the workers of institutions of higher education who created Association.

The subject of Association activity is:- organization of anniversary measures of КаzGАSА, КАU, IEC workers;- congratulation of visible public men, partner organizations on anniversary dates;- organization of corporative measures, new-year performances for the children of workers;- finding and pay off sanatorium-resort grants to the children of workers in health camps;- realization of organizational mass program and social and health activity;- searching of social grants on social health support of scanty means citizens among a number of

members of participants of Association, students of КаzGАSА, КАU, IEC;- preparation of projects - suggestions on searching the grants of state and another sponsor sup-

port of social rehabilitation of persons of retirement age, veterans of labor, veterans of the Great Patri-otic War, rear, from a number of former employees of КаzGASА, КАU, IEC.

6.6 PROVIDING STUDENTS OF GRANTS

To students and post-graduate students on a government order in accordance with the Rules of payment of state grants to the separate categories of students the state grant paid monthly in the set size (the size of grant can be changed under the Law of РК "On a budget" on a corresponding year) is ap-pointed in organizations of education (established by the order of Ministry of Education and Science of the Republic of Kazakhstan № 116 from 17.02.2008). In addition, students of КаzGАSА, in order of

competitive selection a right can be given on the receipt of the special grants(nominal, trustee and Scholarships).

All students, included on a 1st course will have a state educational grants, are appointed in a 1st semester.

Grants on the next educational semesters on a government order are appointed students and paid on results of examination session of a previous semester. Students, transferred from other educational establishments, from one specialty to another in КаzGASА, state grants are appointed and paid after li-quidation of difference in curricula on general grounds. On results of a summer examination session for period of summer vacations a grant is paid totally for two months (July-August), as far as opening of credits (i.e. after the receipt of financial means from the state budget on a clearing account).

Grant is appointed to successful students on a government order, having of the examination ses-sions marks from “B”- including “A”, or according traditional system of marks – (“good” or “excel-lent”), including all forms of knowledge control, and monthly paid from the first number after an ex-amination session.

To the invalids of sight and invalids of a rumor, to orphans and children, remaining without the care of parents, studied on a government educational order, a state grant is paid in de-fault of debt on results of examination session or unsatisfactory estimations on results of midterm at-testation. Students, getting a pension, a state grant is appointed and paid on general grounds. A grant is not extra charged to students, who already have state educational grants, who passed exams out of chart.

To the students and post graduate students, that did not pass exams in the terms set by institution of higher learning, on valid reasons (illness, domestic circumstances, natural calamities), by guidance of КazGASА, after student’s presentation confirmative documents the individual terms of handing over of examinations are set.

Students, that prolonged an examination session on valid reason, also join in the number of pre-tenders on setting of grant and a state grant is paid them in the order set by Rules.

In the period of being students, interns, post graduate students, doctoral students in academic va-cation a state grant is not paid, except for the academic vacations given on the basis of medical conclu-sion (conclusion of doctor consulting commission).

A state grant is paid to students, post graduate students, doctoral students, left on the repeated year of educating on illness, in order set by Rules to the results of next examination session or of inter-mediate attestation of students, on results of a previous semester a curriculum is fulfilled.

To students, post graduate students, who are sick of tuberculosis, at presence of a corresponding medical conclusion, a state grant is paid for the period of disability, but no more than ten months from the day of offensive of disability.

To students, post graduate students, doctoral candidates, on the period of vacation of pregnancy and childbirth, a state grant is paid in the sizes set to going away to vacation on pregnancy and child-birth, during all term set by the current legislation of the Republic of Kazakhstan.

Presenting a sheet about temporal disability in connection with pregnancy and childbirth in the period of academic vacation is interrupted and is recorded vacation on pregnancy and childbirth. In the period of being students, post graduate students and doctoral candidates on leave on the care of child to the achievement to them age of three years a state grant is not paid. Size of special grants determined by the establisher of grants .

Every student a grant is appointed, can apply only on one grant. Thus, an ordinary state grant is not appointed to student included on the special or nominal grant.

6.7 THE ORDER OF GIVING EDUCATIONAL GRANTS SPONSORS AND SPECIAL ACADEMY SCHOLARSHIPS

1) Special grant "Scholarships" is awarded to most gifted students, post graduate students of Каz-

GASА student on requiring payment basis IEC, but by virtue of different circumstances (maritalstatus, state of health, financial problems etc.) not having the opportunity to pay for studies.

2) Grant can be awarded in limits: students getting bachelor degree, students getting masters degree, students of college - no more

than 15% from the incurrence of contingent of students on requiring payment basis of every faculty (specialties), from them: 3% get 100% grant, 6% get 50% grant and 6% get 25% grant;

students of extra mural form - no more than 10% from general contingent of faculty (college, lyceum), from them: 2% get 100% grant and 4% get 50% grant and 4% get 25% grant.

3) Grant is awarded: full-time students - on one educational semester; students of extra mural form of education - on one academic year.

4) Equally with the citizens of the RК grant is awarded to the persons of Kazakh nationality, be-ing the citizens of other states, foreign citizens and persons without citizenship, constantly resident in Republic of Kazakhstan. To other foreign citizens and persons without citizenship grant in order of ex-ception, becoming orphans or getting disability during studying in КаzHABА.

5) For students of day department grant is given no more than twice. For students of extra mural form of education grant is not given twice.

6) Obligatory and necessary condition for awarding 100% grants is: excellent progress on res-ults of the last examination session(estimations not below "A-"); participating in educational-scientific research conferences, and public life of academy; preparation and publishing articles, propaganda of achievements of academy and maintenance of high image of КаzHABA; the deserved authority in a student’s and teaching spheres.

7) 50% grant can be giving on the same criteria, that is the same 100% grant, but only to stu-dents, having on results of the last examination session only one mark "В".

8) 25% grant can be awarded on the same criteria, what 100 – 50% grant, but only student, hav-ing on results the last examination session, as a rule, two estimations of "В".

9) 100%, 50% or 25% grant can be awarded in advance to first year post graduate students, to students of full day form of education in college, lyceum at КаzHABА (5-11 classes) on the first term, getting high points on results of united national, complex entrance testing. On condition of confirma-tion 100% grants by excellent progress in the first examination session with "А", "A -" and 50% grants - by progress no more than one mark of "В", and 25% grants, accordingly, by progress no more than two marks of "В", special grant saved for the last first educational semester. To the otherwise it is necessary for student to recover the overall cost of educating for the last semester (half a year). Univer-sity entrants who get a grant on first term (half a year) in advance and not giving an application on participating in competition on second term (half a year), in spite of results of examination session, not participate in a competition on second semester (half a year).

10) Students from small groups getting grants only in exceptional cases (on the basis of the deci-sion of competitive commission, ratified by the president of IEC).

11) Candidates on awarding of grants write the special form of application to the name of the rector on ratified form in set by calendar of control measures terms with pointing of reasons of finan-cial difficulties.

Forms of statements for participating in a competition on awarding of grant are given out by the responsible specialist of office of Register to all students, being considered suitable on criteria in statute for pretenders and by persons interested to participate in a competition on awarding of grant. Delivery of statements registers oneself in the special magazine. Statements not participating in a com-petition must be returned in office of Register with a mark about of return in the same magazine. De-livery of statements ceases 5 days prior to beginning of meeting of competitive commission. To the statement corresponding documents the minimum list of that is certain in the special form of statement are added without fail. For student in absentia form of educating founding for awarding of grant, be-sides criteria in p.6 of the real statute, there is an absence of permanent or temporal work (confirmation is needed by the certificates of local organs of social defense and employment) or disability, protracted disability etc. Student’s payment for education produces due to organization (productions), students participation in a competition on the appropriation of the special grant.

12) The statements of student are examined by a competitive commission that is headed by the president of IEC. An order about claim of composition of competitive commission becomes firmly es-tablished the order of the president of IEC at the beginning of every new academic year.

13) Meeting of competitive commission is necessarily reported. Decisions are simply made by majority by the majority of members of competitive commission. In case of disagreement of member of competitive commission with a decision on some pretender, the special opinion of member of com-mission is entered in the minutes. The decision of competitive commission inures after signing by the president of IEC order about awarding.

14) Deans of faculties and directors of colleges, lyceum of КаzGASA during two days of getting students to know the decision of competitive commission under signature.

15) Students, didn’t pass on a competition on awarding of grants, determine due date of payment for education - ten days after meeting of competitive commission.

The source of giving special grants are monetary resources of IEC, got as a result of positive bal-ance in accounting and control on results of financial and economic activity of IEC.

6.8 SPORT CLUB

1. A sporting club (further on text - SC) is structural subdivision of faculty of general natural-sci-entific preparation, carrying out all-round activity on development of physical culture and sport among students, teachers, employees of academy and members of their families, providing organization, par-ticipation and realization of athletic-health and sport-mass measures, providing of services in area of physical culture and sport.

2. Activity of sport club is sent to satisfy the varied interests of students, young people in the ar-eas of physical culture and sport, maintenance and strengthening of health of employees, teachers of the Institution of higher learning and members of their families.

3. Assistance in the development of mass physical culture in the academy to improve the system of preparation of sporting backlogs and highly skilled sportsmen.

4. Providing of participation of collapsible students’ teams in regional and international competi-tions.

6.9 STUDENT’S BUILDING DETACHMENTS of KazGASA

Student’s building detachments (further - SBD) were founded on best traditions of student youth of 50th. Development of virgin lands of Kazakhstan, districts of Siberia and Far East, shock Komso-mol building sites, BАМ- here far incomplete list of glorious matters of this movement.

A joint decision about the revival of student’s building detachments was accepted by the presi-dent of КаzGASA and mayor of Bostandyk district of Аlmaty in June, 12, 2000 with the purpose of revival of the best traditions of labor education of young people of Kazakhstan and increase student’s interests in acquisition of working professions and special skills in building.

Student building detachments work out the problems of employment of students in a vacation (summer) period.

A record in student building detachments comes true on the basis of voluntarily will of students and with a conclusion bilateral agreements of students between the staff of SBD and future fighters.

The students of 1-3 courses, passing educational-productive practice in accordance with curric-ula with the purpose of receipt of professional skills of building specialties on the profile of Institution of higher learning, are also included in the number of fighters of SBD.

The students of senior courses are appointed the commanders of detachments of SBD, as a rule.Amount of detachments of SBD is determined the by the pre-set volumes of work and ratified esti-mates.

The fighters of SBD on the period of work in SBD use next privileges:- it is the free providing overalls;- it is free two meal per day;- it is a free residence in a hostel (House of Students);- it is the assured salary;

- it is free medical service;- it is free attendance of lessons to the fighters of SBD, that work in whole-year SBD.In whole-year SBD students are work part times.In every detachment of SBD from a number of professional workers a tutor that teaches the

fighters of SBD to initial skills on next building professions is appointed: plasterer, mason, house-painter, carpenter, roofer, metal worker (plumbing, sewage system, heating-ventilation, hot water-sup-ply).

On results work of SBD to the fighters successfully mastering working professions, certificates are given out.

On results a labor semester the slough-offs of student building detachments are conducted, where worked out the totals, successes and defects are marked.

Persons interested to take part in-process SBD can appeal to the commander of SBD staff.

6.10 STUDENT’S SCIENTIFIC SOCIETY

Students’ scientific work consists of bringing in the research work, that allows to use Your cre -ative and labor potentials for the decision of tasks standing before faculties and laboratories on devel-opment of research activity of КаzHABA and helping to the production.

Primary purpose of the system of students’ research work (SRW) - maximally to expose the creative capabilities of student.

Basic types of SRW:а) within the framework of educational process:

- implementation of tasks, laboratory works and course projects, containing the elements of scien-tific researches;

- implementation of individual tasks of research character in the period of productive practices;- a study of theoretical bases of raising, organization and implementation of scientific researches;- study of bases of methodology and technique of experiment, planning of experiment and method-

ology of collection of initial information for a decision the set problem;- participating in the scientific seminars and conferences, organized in an academy, in other institu-

tions of higher learning and scientific organizations;- registration and defense of experimental diploma work with a technical, technological and eco-

nomic mathematical substantiation.б) within the framework of productive activity:

- work in designer and project students’ bureaus;- participating in implementation of cost contracts and budgetary themes;- processing of the data got on the topic of research, productive verification and applying in industry

of achievements of science and front-rank experience.Public measures of SRW:

- students’ scientific conferences;- exhibitions of scientific and technical work of students;- competitions on the best organization of SRW of faculty, КаzGASA;- evident agitation of SRW (wall newspapers, stands etc.);- Olympiads and other.

Students participating in research work use equipment, computing engineering and materials of faculties, laboratories, experimental base of КаzGASA.

Students participating in implementation of research works, at their good progress, can be in-cluded on permanent positions in the Student designer bureau (SDB) and "Scientific center" (SC) with the remuneration of labor in accordance with established procedure.

For every faculty accountable for realization SRW is assigned. In September the plan of SRW of faculty is developed and becomes firmly established with pointing of responsible person, type of SRW, terms of execution.

On the basis of plans of research work of faculty developed and becomes firmly established SRW of the academy.

Student scientific conference (further –student’s conference) is conducted with the purpose of el-evating mind, acquisition of skills of scientific and research activity of students.

A student conference is conducted annually in accordance with Calendar of control measures of КаzGASA.

The faculty advisors of faculty, coming from the subjects developed on faculties, the list of basic themes of research work of students determines.

The best (deserving) students’ works are taken away in December and become firmly established on meeting of faculty. On the extended council-board made decision about consideration of students’ works on the plenary meeting.

Notification about realization of students’ conference comes true 20 days prior to beginning of conference.

Work of student’s conference comes true on the program ratified by a pro-rector on OC and SQ 20 days prior to beginning of conference.

The student research work appears in an organizational committee 2 weeks prior to beginning of realization of student’s conference.

Requirement on registration of lectures correspond to list of publication of results of researches, operating in the academy.

On the plenary meeting of KazGASA an organizational committee is determine the best stu-dents' works that will get a right on a publication and participating in between higher educational insti-tutions, republican and international scientific conferences.

On all questions, concerning the advanced study, to apply in the "Scientific center", room № 207.

6.11 PROJECT - COSTRUCTIONAL BUREAU

A project-constructional bureau (PCB) is one of subdivisions of the academy and called to bring over talented student young people to research, productive and creative work.

In the complement of PCB enter: an architectural - project bureau: project workshop, advertisement workshop, paint shop,

photographic studio, design-studio etc.; design-engineering bureau: calculation and planning of constructions of building, engineer-

geodesic and engineer-geological researches, production of building constructions and wares etc.; a consulting bureau: audit, record-keeping, development of business plans etc.; an electronic-computer bureau: computer services, global network the Internet etc.; an engineer-ecological bureau: heating, ventilation, conditioning, water-supply, cleaning of

waters, cold supply, electric illumination, low-current devices.Students with high progress and active working in PCB can execute semester, course, diploma

projects, pass productive practices on individual plans.Students-members of PCB, showing propensity to the advanced study, can be recommended for

entering post graduate course.Students accountable for execution of works can be included on technical positions with the re-

muneration of labour.

7. INFORMATION FOR STUDENTS OF PART TIME EDUCA-TION

For students of part time education educational -examinational session is set up:- Period of distance learning (inter-session);- Educational-examination session in January.

A dean's office sends a certificate-call to every external student on educational and examination session, therefore in ОR and dean's office of your faculty it is necessary to report about the change of domestic address (addresses of residence).

On arrival on a session it is necessary to register in the dean's office about arrival. It is necessary to have ID (identification document), as an admission system operates in the academy. In a dean's of-fice you must know, who is a monitor of your group. The monitor will communicate with you during all term of education in the academy. From him you can know all information you are interested. At the beginning of educational session you must get the plan-chart of educational process of your course that can be got in ОR, library or dean's office.

In the plan of educational process is indicated:1) terms of passing of educational-examination session;2) list of disciplines with pointing of amount of control and course works, S.N.P. of teachers.

Admitting to the examination session external students get only after handing over of control and course works. In order of exception, at presence of circumstances (a productive necessity of other good reasons) impedimental to the timely visit of examination session, you have a right, at processing of corresponding documents, to solicit about the pre-schedule handing over of examinations or extension of session.

Amount of examinations in the academic year is determined the by the amount of disciplines.At the ending of educational-examination session and handing over of all examinations it is nec-

essary in the dean's office to put a mark in a certificate-call about completion of session and passing to the next course (if you have no debts on payment for education).

If on productive or some other good reason you are not laid in an examination session, writing a statement and, attaching a solicitor from job, you can prolong the term of handing over of examina-tions with permission from the Register.

Also you can (on productive or valid reason) hand over a session before the appointed time with permission of the President of КаzHABA. Standards over of statements are brought at the end of guide-book.

Translating from a course into a course comes true during a month after completion of session.There is a term of recovering the debts in the individual order - week prior to beginning of edu-

cational period. For translation it is necessary to have corresponding GPA.The methodical pointing on implementation of control and course works you will get

in a methodical cabinet for external students at a library.The curricula of employments and examinations are hung out on the special stands in the hall of

ground floor MAB and near the dean's offices. There are telephones of all deans’ offices in a reference book, calling on that, you can specify time of consultations and examinations of teachers.

Entrance to the academy requiring payment basis you must conclude a contract on education in which costs of one year of education is indicated. At payment in one-time for all period of education a privilege is given in accordance with pay rate of basic and additional educational and concomitant ser-vices of КazGASA.

The size of payment for education is set:- when student return from academic vacation - in accordance with pay rate for students that

course on that education will come true;- when student retrain or renewal - in accordance with the pay rate, ratified on a current school

year in that the student began education again.According student’s will additional educational services (elective courses, foreign internships

etc.), and also additional educational materials (train aid, computer programs, distributing material and others), can be offered for an additional pay.

Payment for education (for a school year or first half-year of forthcoming school year) comes true in next terms:

with acceptance on the first year, renewal or transferring - to the exit of corresponding order;for a transitory contingent: - for the first half a year - to July, 15;

- for the second half a year - to December, 25.In case of expiration of payments to student can be given possibility (in decision of guidance of

КаzGASA) to continue education, but no more than during 30 calendar days with payment for every overdue day in size of 1% from the sum of debt for education (for calculation period (term)).

Payment for education with expiration the sum of the charged extra fine is first of all paid off, a remaining sum is included on account of payment of basic debt for education. In case of expiration of payments more than 30 days the student is subject to the contribution.In case of contribution student from КаzHABA by reason of non-payment for education of reference of standard pattern (transcript) not given out to redemption to the debt on payment, including the charged extra fine.

At presence of debt on payment for education Student is not transfer from a course into another, in other institution of higher learning, and inadmissible to the examination session, state examinations and to the defense of diploma project (diploma work).

At the contribution of student’s progress, violations of educational discipline and Rules of inter-nal regulations sum of payment for passing and current educational periods not subject a return. The sum prepaid for future periods of education is subject only a return, to employments in that the student did not yet begin.

The transmission of obligations under the compensation of expenses on education to other per-sons is not allowed.

A statement, after the mark of FED about a size and actual state of payment for education, is marked by the dean of the faculty, Registrar, vice-rector on АQ, by a vice-rector on Finances, legal de-partments passed for the decision-making to the president of КаzHABA. It should be remembered that, before to design such statement, you must pay even the half of cost of education of a year.

8. GENERAL RULES OF USE OF THE ACADEMY LIBRARY

Academy Library disposes a rich universal fund in 488000 units of storage. They are books, dis-sertations, abstracts of thesis, CD- carriers, video audiocassettes, magazines. In the library there are electronic databases: "RIEL", "IPRbooks", "PlenRep", "КаzNEL", "Springer", "Thomson Reuters" and other international bases.

On computers in an electronic and multimedia hall the programs are set for implementation of drafts (AutoCAD et al). Readers get free access to the Internet from 30 computers, service offices ap-pear. In the fund of multimedia hall on electronic carriers the texts of textbooks, train aid, envisaged as obligatory in the programs educational disciplines of working curricula, and also teaching program fa-cilities and electronic textbooks, intended for mastering of knowledge in the conversational mode, are presented.

Library maintenance of readers is organized on two subscriptions and in six reading-rooms. Libraries are located on the 1st floor:

Subscription of the educational literature: the record of readers is produced in the library, served: students of all courses, students’ college, post graduate students, PPS, employees. Educational materials, CSandR, UNandP, are presented in a fund; there is a card index of book guarantee disci-plines. Literature is given out on one semester. Upon termination of autumn semester readers are under an obligation to prolong the terms of the use literature. Upon termination of lend (to July, 1) term - be under an obligation to hand over all present on hands literature. Little copy literature is given out on short space. Types of services are individual service, group service (delivery of complete sets of text-books on

allowing to copy and to unseal by means of chip-card, is set in a reading-room. Students can use appa-ratus themselves.

Hall of catalogues (каб. № 129) - traditional library catalogues are set on all present fund in the library. By means of their man-hunted necessary literature and an order is done on literature.

Libraries are located on the 2nd floors:Department of completing and treatment of literature - room № 244 - provides forming of

fund of the library for an educational process, scientifically-pedagogical and research activity of insti-tution of higher learning. Orders are recorded on new editions on the requests of faculties, subscription is produced on magazines.

A department provides systematization, cataloguing and technical treatment of new receivables, conducts default alphabetical, systematic, official and electronic directories. Types of services - the in-dexes of UDC are filled in on dissertations, reports and publications of PPC and students.

Electronic-multimedia reading room № 3, room No. 243. 30 PCs are connected to the readers' service in the hall which have an access to the Internet. There are electronic bases of ‘RMEB’, ‘IPR-books’, ThomsonReuters, ‘Springer’, ‘Polpred’, ‘KazNEB’, and other international databases, scanner and printer. Readers of the library are provided with PCs for typing texts on the educational process (title pages, abstracts, course papers, theses, etc.) for free. The operating time on the PC is limited, from one to two hours. Types of services - printout of text, drawings, scanning of the material is made for payment, according to the established tariffs. Here you can search for literature on the library's electronic catalog.

Information center and electronic reading room No. 4, room No. 240. There are 9 PCs with Auto CAD-14, Auto CAD-2000, Corel Draw for graphic work by readers. Here you can search for lit-erature on electronic catalog of the library, as well as there are electronic full-text versions of the sci-entific work of teaching staff of the Academy. There is literature on higher education (reference and periodicals), fiction in English, 250 volumes of the beautiful collection ‘Libraries of the Ending Epoch’, the British Encyclopedia in 22 volumes and the American Encyclopedia in 30 volumes. Per-manent exhibition ‘Works of KazGASA teaching staff’ is exhibited at the fund of rare editions.

Reference and information room (room No. 242). In the room for users is provided advice on one-time requests, the implementation of various types of references (thematic, clarifying, oral, writ-ten, factographic, address). There are publications of reference nature, they are encyclopedias, explana-tory and terminological dictionaries, branch reference books.

The hall is provided with access to the modern electronic database ‘Card-index of articles’, a tra-ditional catalog of newspaper and magazine article.

Exhibitions to anniversary and significant dates are regularly organized.on the 3rd floor of the library is located:reading room No. 1 and reading room No. 2 ‘Zimniy sad’ – room No. 341 – reading rooms for

junior students.The literature on social and humanitarian disciplines and legal (history, philosophy, po-litical science, sociology, psychology, cultural science, ethics, an esthetics, religious study, basics of law, legislative bases of economic activity), literature for the general natural-science preparation (mathematics, physics, chemistry), literature on languages: Kazakh, Russian, English, literature on economic disciplines, and periodicals is presented in the reading room. There is fiction, which is given for a period of 20 days, in number of 1-2 books in reading room.

The reading room No. 2 is ‘Zimniy sad’, where there are exotic green plantings, in which vari-ous events are held.

The circulation department for students of the college is at the circulation department of the sci-entific literature, where the students of the college can get the educational literature. 8.1 THE RULES OF USING CIRCULATION DEPARTMENTS

1. By ordering the literature at the circulation departments readers present ID cards, fill in the reader's request and sign on the book form.

2. The period of use of the lending library literature, and the number of lending outpublications at the circulation departments (educational, scientific and fiction) are limited and determined differen-tially by the administration of the library and recorded in the rules for using the library.

3. Readers can extend the period of use of lending library, other works of the press and other ma-terials if they are not in demand from other readers.

8.2 RULES OF USINGREADING HALLS

1. By literature order in reading hall, readers present ID cards; fill in the readers' requirements and, upon receipt of necessary publications, sign on the book form of each publication.

2. Number of books, other works of the press and other materials lent in reading halls is not lim-ited. If there is one-time increased demand, number of books may be limited.

3. Literature given to reading room from the main book depository can be booked for a certain period of time.

4. It is not allowed to enter reading halls with personal and library books, magazines, newspa-pers, cut-outs from printed publications and other printed materials.

5. It is prohibited to take out of literature from reading halls. In case of violation of this rule, readers are deprived of the right to use the library for a period determined by the administration of li-brary and pay a fine.

2. On the first visit reading hall, the user is registered and instructed by the employee of hall ac-cording to the rules of reading hall using and the safety rules.

3. Access to the Internet inelectronic resources hall of and multimedia is carried out by prior ap-pointment. When user is late for more than 15 minutes, his time can be transferred to another person. If there are available seats, users can access the Internet without an appointment.

4. By recording for work on the Internet, the information search topic must be specifiednecessar-ily.

5. Students are given 2 hours a dayto work on the Internet. 6. Users are obliged to treat the equipment with care, in case of a malfunction of the computer

equipment,they should immediately inform the employee of the reading hall.7. Users have right to correspondenceby e-mail for educational and scientific purposes within 15

minutes. Private correspondence is not allowed.8. It’s allowed to use in the halls own audio, video cassettes, CD-ROMs with educational and

scientific materials.

8.4 TERMS OF USING LITERATURE

At the circulation department of educational literature:1. Literature on social sciences is lent for the academic year without limiting the number of

books with sufficient number;If the number of textbooks is limited, then the books are differentially divided into groups.2. Educational and methodical literature is lent for the period of study of the relevant subject

with mandatory reregistration in the prescribed period.3. A single copy is given only to the reading room.

At the circulation department of scientific literature:1. Scientific and special literature is lent for a period of 20 days in the amount of 2-3 books.Lending of individual books for a term of one semester with a sufficient number of copies of

books is provided. 2. Literature of increased demand is lent for 1-2 days for a document (certificate, passport).3. A single copy is given only to the reading room.4. Encyclopedias, certain types of dictionaries and reference books are givento the reading room

for use by readers.Fiction is lent out for no more than 20 days in the amount of 1-2 books.Periodicals of past years are lent out for up to 20 days in the amount of 5 to 6 items.Periodicals of the current year, which are intended for the educational process, are lent out for 1

day, the rest - for 5-7 days.The term of use can be extended if materials are not demanded by the readers, or reduced if the

publications are available in one copy or are in high demand.

8.5PUNISHMENTLIST FOR VIOLATION OF USING LIBRARY RULES

1. For the late delivery of literature to the library, according to the established deadlines, - the deprivation of the right to use the library for a period of up to 2 months.

2. For damaging of printed publications:- marks, underscores, torn sheets, torn off roots - the market value of a damaged book is re-

funded, or its repair is performed at the expense of the reader's resources, or is replaced by a new edi-tion, which is necessary for library.

3. For computers damage, erasure of programs, installation of new software documents - the right to use computer equipment will be disqualified for two months.

9 REGIME OF EDUCATIONAL AND BRINGING-UP PROCESS AT THE ACADEMY AND GENERAL RULES OF STUDENTS’ETIQUETTE

9.1 REGIME OF ACADEMIC ACTIVITY

Classes at the academy are held according to the schedule in accordance with working curricula and syllabuses approved in the established order.

The beginning of classes for higher, post-secondary, technical and postgraduate education (bach-elor's, master's, college from 8.30, for vocational school - from 9.00).

The duration of an academic hour is 50 minutes (for undergraduate, graduate, college) and 45 minutes (in the vocational school). Teachers and students are notified by the ringing of a bellthe begin-ning and end of a lesson. Entry of students to the auditorium after the ringing of the bell is prohibited.

The break between classes for undergraduate, graduate, college students is with duration of 10 minutes. The midday break for the undergraduate, master’s degree students is 40 minutes from 12.20 till 13.00.

The midday break at college is 40 minutes from 11.20 till 12.00. The break between classes at vocational school is established in duration of 5 minutes. The mid-

day breakis 35 minutes from 11:25 till 12:00.9.2 STUDENTS’ BEHAVIOR RULES OF AT THEACADEMY

It is known that in any sphere of communication there are firm rules making behavior ethics which characterize moral shape, ego level, and political culture of a person. Observance of the above-stated schedule of classes according to the approved schedules is the first element of manifestation of students’ culture at the academy.

If the student gains skills of public behavior and activity during study in academy, then it will al-low him to fulfill most effectively further the professional and civic duty already out of walls of acad-

emy.During study in academy the student acquire knowledge and skills competency of future spe-

cialty, at the same time he studies also how independently to get knowledge. In classes and out of them student continues to form the personal qualities of the society person.

The fruitful study of each student depends critically on the proper organization of the day's regime and the culture of the educational process.

The effectiveness of the achievement of the set goal by the Academy's staff both in teaching and in education largely depends on the fulfillment by each student of certain rules of behavior:

1. Strict adherence to the order of the educational process. Delay or failure to attend is a gross vi-olation of the rules adopted at the academy. Every pass of a lesson, failure to attend a collective public event by a valid reason, must be documented. All missed classes by disrespectful reasons are pro-cessed for a fee.

2. Each student should take a place in the classroom 1.5-2 minutes before the ringing of the bell to the lesson and be ready to a lesson and not only actively but efficiently use all 50 minutes of a les-son.

3. Themonitor ofgroupappointson-duty student foreachdayonschedule, whoshouldprepareaudito-riuminadvanceforbeginningofthelesson: wipetheboard, moistentherag, bringchalk, provideseating placesforgroup. The auditorium left by the students should be clean, ready for the next lesson.

4. Studentswelcometheteacherby standingwhenhe/sheenterstheauditorium, and withhis/herper-missiontaketheirplaces.

5. Each student must get prepared honestly for classes; keep qualitative abstracts, not to be dis-tracted by foreign questions and not to distract others at the lessons.

6. During the lesson students must observe the correct seat at the training desk. The implementa-tion of this simple rule promotes the preservation of direct posture and good vision, which affects the health of the student.

7. Studentmust followtherulesregulatingbehaviorin diningroomsandbuffets, student shouldbepo-litewithservicepersonnel, rememberpersonalhygieneandfollowitsnorms, adheretorequirementsoffood-culture.

8.Student needs to be engaged regularly independently work in library for self-education and the professional growth. He/she muststrictly follow the rules, whichestablished in the library.

9. Students take off their headgear entering the room andbefore the beginning of classesouter clothing should be surrendered to the wardrobeby all students.

10. Duringthe breaksbetweenclasses studentsrelaxinthedesignatedareas (squares, halls, etc.). Eachstudentisresponsibleforthesafetyofgreenspaces.

11. Student of the academy must:a) systematically and profoundly master theoretical knowledge and practical skills in the chosen

specialty;b) attend all classes and perform all types of assignments provided by the curriculum and pro-

grams in the established time frame;c) take exams on time;d) actively participate in socially useful work;e) comply with the Internal Regulations, the requirements of the Admission Regulations, the at-

testation and the release of students and the educational process and practice, the Rules of set-tlement and accommodation in the Students' House (hostel) of the Academy;

e) be disciplined and neatly dressed both in the academy and in public places;g) raise and take care of the image of the Academy;h) treat carefully and accurately the inventory, training aids, books, instruments and other equip-

ment of the Academy;i) maintain cleanliness and order in classrooms, laboratories, workshops, offices;j) observe silence during the training;

l) use only own passby entering the building and entering the territory of the academy and not transfer a pass and an ID to the use by other persons.

12. In case of failure to attend classes, students are obliged to inform the dean of the department (directors of the college, lyceum, and vocational schools) not later than the next day.In case of illness the students should provide a certificate of the established model of the relevant medical institution to the dean of the department, to the heads of additional educational institutions (students of full-time form training should provide a certificate from the health center of KazGASA or a student polyclinic, or certified in a student's clinic) no later than 3 days after recovering and start attending classes.

13. At the academy it is forbidden:- to walk along the corridors in outer clothing and headdresses;- to have loud conversations, accompanied by noise;- to play computer games;- to have holiday feastand noisy activities;- to use of drugs, tobacco products, chewing gum and drinking;- employees and other people are not allowed to interrupt the teacher during the class.14. Students of the Academy are not allowed:a) to damage the inventory and interior of the buildings (write, draw on furniture, on the walls of

the premises and buildings of the Academy);b) to take objects and various equipment from laboratories, educational and other buildings, with-

out the corresponding permission of the administration of the Academy;c) to get, store, use, advertise, sell drugs, psychotropic substances, and drinking, and also appear

at the academy and the Students' House in the state of narcotic, toxic, toxicological and alcoholic in-toxication;

d) to get, use, sell, store, carry, advertise firearms and cold steel, ammunition, explosives and ex-plosive devices, electric shock and other weapons of a traumatic nature (for violation of the training, judicial proceedings may be applied in accordance with the Criminal Code of the Republic of Kaza-khstan );

e) to play in gambling;e) touse, advertise, sell chewing gum;g) topurchase, sell, advertise and smoke tobacco products;h) toviolate the educational atmosphere, namely: bring to classes and use objects with sound ef-

fects (players, pagers, mobile phones, etc. sounded objects);i) to take (bring) to the academy domestic and exotic animals, reptiles; arrange fights; behave

rudely and unworthily; use during the educational process any distractions;j) toundermine the image of the academy by disseminating unreliable information about the ac-tivities of the Academy;l) to commit property theft, penetrate into someone else's premises, extort someone else's prop-erty and / or keep silent about similar facts that take place, where students of KazGASA study and live;m) to show all kinds of disrespectful unethical attitude towards teachers and the Academy's man-agement, use obscene and offensive language for human dignity, falsify the signatures of teach-ers, employees, management on any documents;n) to disseminate, either orally or in writing, slanderous or unlawful information (facts) that un-dermine the reputation of the teachers and staff of KazGASA;o) to go outside the territory of the Lyceum during the break without the permission of the cura -

tor. All cases of going outside the territory of the Lyceum are recorded in a special journal at the duty post of the Security Council;

15. For the excellent and good academic performance and active participation in the public life of the academy students the following incentives are established:

a) announcement of gratitude;b) awarding of certificate of honour;

c) bonus;d) entry to the stand ‘Best students of the department’;e) putting on the honor board ‘Best students of KazGASA’;f) provision of preferential or free additional educational and related services;g) representation for encouragement by the Board of Trustees;h) recommendations for the award of personal scholarships or grants (students on state procure-

ment - scholarships of the President of the Republic of Kazakhstan, etc., students on a fee basis - a sponsorship grant from the Board of Trustees).

16. For violation of the academic discipline, the Rules of Internal Regulations, the requirements of the Rules of Admission, certification and graduation of students, the educational process and prac-tice one of the following penalties can be applied to students:

a) a remark;b) areprimand;c) areprimand to be placed in student's academic card;d)a ban from classes;e) a severe reprimand with a warning of expulsion;f) an expulsion from the academy (in the case of expulsion on the grounds specified in subpara-

graphs b), g), k), l), paragraph 71, as well as sub-clause n/n m) paragraph 71, in connection with forgery of signatures on financial documents and submission of forged documents in order to obtain benefits and / or privileges, - the student is not subject to restoration).

17. For the purpose of increase discipline of students system of monetarypenalty for compensa-tion of damage caused by hooligan or other inadequate behavior can be provided. The order and the amount of penalty are approved by the President of KazGASA.

9.3 RULES OF STUDENTS’ BEHAVIOR OUTSIDE THE ACADEMY

Student is the avant-garde of youth, and therefore the student must be an example for the rest of his peers and the younger generation.

Each student is obliged to be an example of model behavior, not to remain indifferent to mani-festations of hooliganism, tactless and rude attitude towards women, the elderly, disabled people, and children. Having witnessed hooligan actions, the student is obliged to render all possible assistance to the relevant state bodies in the establishment of public order. Strong, intelligent, courageous, hand-some in deeds and in all respects, that's what a student of our academy should be.

Wherever the student is, he must follow the culture of his speech as the main means of commu-nication. Always it is necessary to appreciate beauty of the native language. It is always necessary to remember that on behavior of the student (the graduate of academy) society judges not only the per-son, but also that educational institution where he studies or studied. The specialist who graduated from KazGASA is a person who brought new and fresh knowledge from the academy, both in theory and practice, and also in the field of culture.

When the graduate doesn't show either professional, nor humanistic qualities in the activity, doesn't equal the hopes of the highly skilled and highly educated specialist laid on him/her, he/she dis-honors collective, causes a big loss to the academy, its prestige. The student (the graduate of Kaz-GASA) is always and everywhere obliged to be harmoniously comprehensively developed personality. Strict observance of norms and rules in student's years has a huge value for his/her future. All this gains a bigger value because one of long-term priorities of the strategy of development for Kazakhstan "Kazakhstan – 2030" is the professional state that is directly connected with level of specialists train-ing.

9.4 RULES OF STUDENTS’ BEHAVIOR AT THE EXAMINATION

Obligations of students at the examination:

- to be ten minutes before the beginning of the exam near the auditorium, in which the exam will be conducted;

- present the ID to the examiner (during the exam, the ID must be on the desk);- do not go to the exam with bags, books, mobile phones, organizers, headphones, in outer clothing

and other objects (or with the permission of the examination attendant (ED) leave at the entrance inside the classroom);

- do not take exam on the discipline for which there is "non-admission";- at computer testing it is necessary to familiarize with the instruction of test taking (it is attached

on each desk);- in case of technical problems with the computer, immediately inform the specialist of the Com-

puter and Technical Center (CTC) and record this fact in a special journal, then write an applica-tion addressed to the Registrar and return it to the OR;

- on each discipline after taking the exam the test results must be recorded in the examination-sheet, must be put a signature next to the evaluation about acquaintance;

- if there was not enough seats in the auditorium at the beginning of computer testing, then stu-dents wait in the corridor when the seat at the computer is free;

- comply with the rules for filling in the examination sheet and answer sheets with at written exam-ination:

in the examination sheet fill in all the available fields; in the answer sheet indicate only: the name of the discipline, questions and answers to them (in

the answer sheet it is not allowed to enter extraneous records, namely: surname, name, group and other signs);

for each discipline to fill in a separate sheet of answers, but not more than two (when filling in more than one answer sheet for the discipline, the sheets must be numbered);

- at the examination it is forbidden: to change from place to place;; to exchange exam materials with other students; touse electronic notepads, corrective fluids, mobile phones, pagers, reference literature (except

authorized by teachers); to talk, notto cheat; during the written exam, leave the classroom at the first and last hour of the exam (the rest of the

time it is permitted the simultaneous exit of not more than two students); send a ‘figurehead’ to the exam; in case of detection of a fact, this violation is counted as a viola-

tion of the Rules of internal regulations of KazGASA; by fixing a violation the rules of the examination, students should sign about familiarization in

the relevant act.

9.5 RULES OF STUDENTS’ BEHAVIOR IN STUDENT HOUSE

Student House is a place where the formation of personality of a young person continues for four to five years. Student House becomes the constant house, and the students, who live in it, become members of one family. The new house becomes the place where active creative recreation and hard independent work on acquisition of comprehensive knowledge is continued. For the vast majority of students here for the first time begins multidimensional, various joint lives in the manifestation s and problems with companions.

Since 2005 within implementation of the Concept of development of KazGASA and for the pur-pose of improvement of a social status of employees and students of academy the social package of KazGASA has been approved. One of important points of realization of a social package is that we have refused the unified concept ‘hostel’. The dormitory after the carried-out major repairsis called ‘Student House’ now. Besides cozy rooms there are reading, computer halls, and restrooms, room for preparation meal, rooms for domestic needs (washing, ironing of clothes, etc.), buffet.

Accommodation in the Student House is carried out in accordance with the procedure approved in the Academy.

Students are settled on the basis of the application.The authorized representative of Student House draws up the documents necessary for settle-

ment, namely issues a warrant for the settlement of the living room and concludes a contract for the rent of accommodation unit.

Director of StudentHouse on the basis of the warrant makes the student's checking in the living room.

Controversial issues arising between tenants and the management of the Student House are con-sidered by the supervising Vice-Rector of the Academy (Vice-Rector for Finance or Vice-Rector for SA&EA, depending on nature of t issues being questioned). In case of failure to reach an agreement, disputed issues are resolved by the Vice-President of the Academy.

The accommodation of nonresident students in Student House is free of charge.Accommodation of undergraduates and graduate students in Student House is paid.Residents live in a living room on the basis of a warrant.Residents are financially responsible for temporary possession of the property entrusted to them,

as evidenced by the contract on full liability and the act of acceptance and transfer of residential prop-erty.

Residentsmust follow the internal regulations of Student House, decisions of the student council and other management services; conscientiously fulfill their duties in all types of duty.

Life in Student House differs significantly from the work in building of academy. Here the moral qualities of a well-bred person are evident: honesty and truthfulness, simplicity and modesty, polite-ness and tact, etc. StudentHouse reveals ample opportunities for the manifestation of humanity, atten-tion and respect for human.

Despite the fact that the behavior of a student, who lives in Student House coincides with the rules of behavior at academy, there are some specific features and peculiarities:

1. Each of the students, who lives in Student House must strictly observe the internal schedule, the decisions of the student council and other leading services, in full and conscientiously fulfill their duties in all types of duty for the Students' House.

2. In Student House should be created optimal conditions for the fruitful work and cultural rest of the student’s life. When student works independently work it is forbidden to interruptwith extraneous conversations, music, and noisy behavior.

3. Different questions in a room should be solved by the students in a polite manner, yielding to each other, and unceremonious behavior, loud conversation, running around, etc. are a violation of the elementary rules of good taste.

4. In relationships with roommates, sections, and floors, students need to be polite, help each other with word and deed (not in words, but in specific cases of mutual assistance).

5. Students must respect the work of the administration of Student House and their comrades. Useful work has always been respected by society as the greatest achievement of human culture. It is the duty of every student to treat with great respect the work of those who create and provide comfort and coziness in hostels, maintain order, facilitate the activities and bodies of student self-government.

6. In StudentHouse students must keep their room and public facilities in a clean and proper sani-tary and hygienic state. Slovenliness of a student is unacceptable. Absolutely inadmissible appearance in the House of students in a state of intoxication and drinking is strictly prohibited.

7. Students must constantly and actively take care of the beautification and aesthetic design of all premises, take care of furniture and household equipment, not to damage the property, observe the measure and aesthetic taste in the design of rooms.

8. Every resident of Student House actively participates in the contest ‘The best room in Student House’.

Entrance to Student House is carried out by passes from 6.00 to 23.00.; entry of outsiders - strictly with presentation of identity documents at a specified time. Accommodation of visiting rela-

tives in Student House is prohibited. Relatives and guests have the right of temporary accommodation in Academy’s hotel with payment for accommodation at the established rate.

Residents of Student House who violate the Rules of Accommodation, as well as students who are expelled from the Academy are subject to eviction. Eviction of students can be carried out on the following grounds:

- by systematic and malicious violation of the internal regulations of Student House and disobe-dience to the decisions of student council and other leading services within 24 hours after drawing up the act on the behavior of the student by the employees of Student House;

- when the student is expelled from academy within 7 calendar days after the signing of the cor-responding order;

- in the presence of debt for payment for accommodation (undergraduates and graduate students) for more than 3 months within 7 calendar days after the decision of the president.

Exemption of occupied living space is carried out upon completion of the students’ studies and expiration of the warrant.

9.6 STUDENT HOUSE COUNCIL

The Council of the Students House is a public association and is aimed at implementing the for-mation of social and economic conditions of life and leisure of KazGASA students.

The tasks of the SH Council are:- improvement of living, living and leisure conditions of KazGASA students;- strengthening the responsibility of students for the state of law and order in the House of students

and sanitary conditions of residence;- Creation of conditions for the maximum realization of the creative activity of the student contin-

gent.SH Council:

- considers the issues of living of students in the Students' House with the right to make recommen-dations on these issues;

- Elects from among its members, the head of the SH Council with approval at the KSS meeting;- informs KSS and the Administration of KazGASA about the main problems of students living in

the Students' House;- considers conflict situations arising between students and employees of the Student House;- puts before the Administration of KazGASA the issue of dismissing employees of the Students'

House in case of systematic violation of their official duties;- determines the main measures of law enforcement in the Student House and on its territory;- together with KSS conducts creative, sports and other out-of-class activities among KAU students;

- SH Council:- The Student Council is elected by the general meeting of students; it is the student self-govern-

ment body representing the interests of the residents, elected at intervals of at least 1 (one) time in the school year. As a result of unsatisfactory work can be re-elected by the decision of the General Meeting of Students during the school year.

- The Student Council includes the chairman, deputy chairman, the head of the floors.- The Student Council coordinates the activities of the stewards of the floors, organizes self-service

work, attracts those who are living to perform public works in the SH and in the adjacent territory, helps the SH Administration in monitoring the safety of material values assigned to the residents, organizes cultural and mass work.

- The Student Council, in agreement with the SH Administration, develops and implements mea-sures for the preservation of living quarters, equipment and furniture, and the fixing of living rooms for residents for the whole period of residence.

- Student Council has the right to bring up for consideration questions about the fixing of living rooms, the resettlement of people living from one room to another, to improve the way of life and work of the Students' House.

- The Chairperson of the Student Council is elected by the General Meeting of Students by open or secret ballot with the use of correspondence or full-time voting.

- holds meetings of the Student Council once a month, organizes general meetings of students;- submits candidatures of his deputies for consideration.- The head of the floor is elected by secret or open ballot with the use of full-time and correspon-

dence form of voting, by students living on each floor. The head of the floor is a member of the Student Council and represents the interests of students living on this floor.

- Head of the floor:- monitors the cautious attitude of residents living in the property, the content of the room (section),

the corridor in a clean and orderly manner, and can also make proposals on issues related to living in the House of Students.

-9.7 THE RULES OF ACCOMODATION AND LIVING IN THE STU-

DENTS’ HOUSE

1 General Provision

1. Accommodation in the Students' House (hereinafter referred to as "SH") is provided free of charge (payment only for utilities) to non-resident students studying in full time form.

2. It is necessary to perform the following procedures for the placement in the Students' House:2.1. The student applies for settlement in the name of the President of the IEC (KazGASA)With the visas of the dean of the faculty (the director of the college), the specialists of the DR,

FED.2.2. The application with visas is handed over to the corresponding dean's office or the manage-

ment of the KazGASA college.3. Responsible Secretaries of Admission commissions are obliged to familiarize the entrants with

the terms and order of settling in the Students' House.4. The SH Director shall provide the dean's office with a list of available places in the Students'

House, taking into account the transferring contingent in the faculty and college section till the proce-dure for issuing residence orders in the Students 'House.

5. The deans and the directorate of the college conduct a meeting of the commission for settling in the Students' House, where all applications are considered on the appointed day (the last week of August before the beginning of the class in the new academic year),.

5.1 The deans, the college director, deputy deans (the directors of the college), the student deans or the chairmen of the student councils, the advisers must be included in the commission for settling in the Students' House at the faculties (in the college).

6. Deans of faculties and the director of the college when considering applications for the com-mission, strictly adhering to the approved criteria for the settlement:

6.1. Commission for settling in the Student's House consider the applications of applicants for re-ceiving the rooms, taking into account the number of places allocated to the faculty (college) in the Students' House and make a decision: "to provide Place in the Students' House "or" refuse "(indicating the reason for the refusal) comprehensively and objectively and in strict accordance with the Criteria for Priority of Placement for Students in the House of IEC Students. In addition, the commission draws up a list of candidates for settling in accordance with the queue.

7. The decision of the commission is approved by the vice-rector for the ICSP and the Military Council in the form of an order.

8. All students (students) who are allowed to get a place in the Students' House, are issued resi-dence orders (hereinafter - the warrant), no later than 5 days after the meeting of the commission by the deans (the director of the college)

8.1 An application for the production of order forms and a work sheet is provided by the S H di-rector.

8.2 The order is issued by the director of the SH to the dean's office (the college directorate) of a certain number and with the numbering, to the signature before the students are moved to the SH.

8.3.Order is registered in the "Order registration journal" in the dean's office of the faculty (the college directorate).

9. accommodation order:9.1 from August 23 to August 28 – accommodation in the rooms in the SH for students

(trainees) 1, 2, 3 queues according to the criteria for ranking of seats (the contingent to September 5);9.2 from August 28 to September 5 - the placement in the rooms in the SH students (learners)

4, 5, 6 queues according to the ranking criteria for the provision of seats.10. Student (trainee), goes to the director of the Students' House to get a room in the room and

check in after receiving the order. The student (trainee) should have:- an application with visas and a decision of the commission;- an order with a stamp and a doctor's signature of the medical center;- a copy of the identity card;- a copy of the receipt for payment for business services for 4 months (at the end of the winter

holidays - a receipt for payment for 5 months);- photo 3x4 cm (4 pcs.).11. The Director of the Students' House registers the populated student on the basis of the war-

rant, gives the keys to the room, explains the conditions and rules for living in the Students' House concludes a contract of material responsibility for the preservation of material values. This contract is annually renewed for use by the act of transfer and acceptance (1 copy of the contract and the certifi-cate is issued to the student).

12. Accommodation into a room occurs in the presence of a SH specialist who compiles a list of material assets in the premises that are transferred to the person who is being populated according to the act of transfer.

13. Deans of the faculties and the director of the college allocate the responsible worker to assist the director of the Students' House during the settlement during the period of the population of students (students) in the SH from among the teaching staff and / or the dean's staff (the faculty).

14. Students, except for foreign students, as well as persons who live with the consent of the President or Vice-President, are obliged to vacate the rooms and move out till December 30 during the winter holidays. The return is from January 19 to January 21.

15. All students residing in the House are required to undergo temporary registration at their place of residence. Registration deadlines are from 05 September to 05 October.

16. Controversial issues arising between tenants and the management of the Students' House are considered by the supervising vice-rector. In case of failure to reach an agreement, disputable issues are resolved by the rector or vice-president.

17. For students and students in correspondence courses, accommodation in the Students' House can be provided on a fee basis, subject to availability.

2 Criteria of accommodation queuein the IEC Student House

18. Members of the commissions should be guided by the following criteria when issuing orders - directions for settling in the Students' House: In order to streamline the process of providing places for non-resident students with full-time education for living in the IEC House of Students.

18.1 Settling in the Student House are carried out to vacant places with fastening of places for students who used to live in it;

18.2 Students (trainees) who have previously lived in the Student House but are evicted due to a violation of the Internal Regulations and excluded from the list of applicants.

18.3 The preference should be given to students - leaders, active participants in the social life of the corporation and the Student House in other things.

19. The deans of faculties and directors of colleges should observe the sequence and terms of is-sue when issuing orders to students (students) for residence in the SH:

20. Upon eviction, the tenants shall hand over, under the act of acceptance and transfer, all goods and materials transferred to them

Eviction of tenants can be carried out on the following grounds:• in case of violation of the Internal Regulations and Rules of Residence in the Students' House- within 24 hours after drawing up the act;• at the expulsion of a student from the number of students of the IEC (KazGASA) for any rea-

sons, incl. if there is an outstanding payment for tuition - within 3 calendar days after the signing of the corresponding order;

• when moving from room to room without the permission of the director of the SH;• in case of non-residence without justifiable reason in a fixed room of one week in accordance

with the acts of the raid check;21.1The director of the SH sends information about the eviction with an indication of the reason

to the president's reception desk and the corresponding dean's office (the college's directorate) upon eviction of the student (s) during the academic year. Dean (director) issues a warrant for settlement in order of priority from the number of candidates for settlement.

22. The residents may be evicted in the presence of their parents until they arrive on a paid basis, at the approved tariffs In case of malicious violations of the Rules by minors (students of the college) and 1 year of undergraduate studies requiring eviction from the SH.

23. The tenants perform cosmetic repairs in the rooms (painting, whitewashing, general cleaning) and vacate the occupied residential area within 3 working days after the expiry of the warrant period.

24. Tenants live in a living room on the basis of an order.25. According to the Rules for Registration and Withdrawal of Citizens of the Republic of Kaza-

khstan (Order №631 of the Ministry of Internal Affairs of the Republic of Kazakhstan dated 28.11.2011), students residing in the SH are required to register at the place of temporary residence un-til the first of October. For non-registered students in the SH from the first of October living on a paid basis for a month, then eviction (from November 1).

26. Residents are financially liable for temporary possession of the property entrusted to them, as evidenced by the contract on full liability and the act of acceptance and transfer of the property of the living room and joint responsibility for the safety of public property.

27. Residents are obliged to comply with the Internal Regulations of the Students' House, the de-cisions of the Student Council and other management services, in full and conscientiously fulfill their duties in all types of duty.

28. Tenants living in the House of Students are required to keep their room and public facilities in a clean and proper sanitary and hygienic state.

31. The administration has the right to transfer materials to the appropriate law enforcement bod-ies in case of detection of actions specified in paragraphs 3 to 4 of paragraph 30 of the Rules.

32. In case of damage to the property of the Students' House and failure to identify the violator, collective (joint) damage compensation (room, section, floor) should be established. In some cases, punishment may be applied in the form of paid residence, the decision on which and the number of days of paid accommodation is taken at the administration.
