General Program Information
Introduction
TheFirefighter(FF)1&2StudentGuidecontainstheprogramspecificpoliciesandproceduresineffectforacademicyear2015-2016.Itisthestudent’sresponsibilitytobefamiliarwiththecontentintheFFStudentGuide.ThestudentwillbeheldaccountableformeetingtheexpectationsoutlinedintheFFStudentGuide,CollegeCatalog,andCollegeStudentHandbook.TheFFProgramreservestherighttomodifyanyinformationcontainedintheFFStudentGuideinaStudentGuideAddendum.
TheFirefighter1&2Programprovides:
• TrainingforConnecticutfirefightersinpartnershipwiththeNewHavenFireTrainingCenter.ThisprogramisdesignedtopreparestudentstobeeligibletoapplyfortheStateofConnecticutFirefighterIandIIcertificationexam.StudentsmustsatisfytherequirementssetforthinNFPA1001andConnecticutStateFireStatues.Thisprogramrunsfor9months.
• TrainingforEMTcertificationexampreparationisprovided.Theprogramdoesnotoffercertificationexamsaspartofthecurriculum.ThewrittenandskillcertificationexamsforFF1andFF2willbeavailableforstudentsthatwishtopayandtaketheexams.InordertoreceivefullcertificationafterpassingFFIandFFIIcertificationexams,astudentmustapplyandbeacceptedasanAssociateorVolunteeratafirestation.

Firefighter 1 & 2 Program Mission Statement
The mission of the Firefighter 1&2 Program is to prepare graduates with entry-level skills, competence, and flexibility to compete successfully for employment as Firefighter 1, emergency responder or volunteer.
Every day in this country firefighters serve the community by responding to emergencies. These firefighters work or volunteer in communities large and small, in rural and urban settings, and offer fire protection to everything from traffic accidents to forests. They respond to structure fires, vehicle accidents, and emergency medical calls. Firefighters are often the first step in preventing or controlling disasters.
Firefighting in Connecticut and Program Goals
A career in Firefighting provides the opportunity to work as part of a team, utilize unique skills and provide life safety. On any given day, firefighters may be called upon to search burning buildings for trapped parties, rescue patients from a vehicle with the Jaws of Life, or raise ladders to a window to help a victim escape the flames. These highly trained firefighters work in action-oriented environments where they can impact the lives of the community they serve. By using their firefighter training, equipment and experience, firefighters have the opportunity to make a difference every day.
The Gateway Community College Firefighter 1&2 Program employs experienced professionals from throughout the metro area to provide the highest quality training available. In collaboration with many area departments, Gateway offers courses for someone who is considering a fire service or emergency response career.
Students will learn about the educational requirements for a career in Fire & Emergency Service and will receive tangible advice on steps to prepare and position someone for a successful career in the field of Fire & Emergency Service.

Student Attendance Policy
Poorattendancewillaffectthestudent’sinsurancecoverage,willcausethestudenttofailthecourse,andwillpreventgraduationthereforeaffectingtheabilitytotaketheFF1&2certificationexams(Thecertificationexamsarenotpartofthe(Firefighter1&2Program).
Leave of Absence
Incasesofextenuatingcircumstancessuchasextensiveillness,hardshiporemergency,astudentmayrequestaLeaveofAbsencefromtheProgram. ThisrequestmustbemadeinwritingtotheProgramDirector.StudentsonLeavewhowishtore-enrollmustcomplywiththefollowingcriteria:
• PetitiontheProgramDirectorforreadmission,
• Thelengthofabsencewilldeterminethestudent’sProgram/coursestatusuponreturn,
• TheassessmentisatthediscretionoftheProgramDirector,
• Thestudentmayberequiredtoretakeacourse(s)iftheleaveofabsenceisgreaterthan5years;thestudentmayberequiredtotakeacomprehensiveexamforpreviouslytakencoursesandmustscoreaminimumof75%topass.
• Thestudentwhohaswithdrawnorbeendismissedduetoacademicdeficiencieswillberequiredtotakeacomprehensiveexamforpreviouslytakencourses,andmustscoreaminimumof75%topass.

Firefighterstudentsareenteringaprofessionthatrequiresacademichonestyandintegrity.ThedisciplineofFFandEMTrespondersrequirespersonalresponsibilityandethicalbehaviorinallsettings.Studentsareexpectedtoconductthemselvesinamannerconsistentwiththestandardsofprofessionalbehavioratalltimes.AnyviolationofconductwillbedealtwithaccordingtothepoliciesoutlinedinthisStudentGuide,theCollegeStudentHandbook,andthePolicyManualoftheBoardofTrusteesoftheConnecticutCommunity-TechnicalCollegesavailableatwww.ct.edu/files/pdfs/ccc-policy-manual.pdf.
Studentsareexpectedtoabidebythesestandardsofprofessionalbehavioratalltimes.Anystudentfoundtobeinviolationofthesepoliciesmaybedismissedfromtheprogram.
Theuseofcellphones/smartphones/blackberriesorelectronicdevicesformakingcallsortextmessagingisnotpermittedduringclasses.Thedevicescanbeusedduringbreakorlunchtime.Ifthestudentdisruptsotherstudents,facultyorstaffwiththeuseofthesedevicesorusesthesedevicesinappropriately,thestudentmaybesubjecttodisciplinaryactionpercollegepolicy.TurnyourphoneOFFduringclass.
FFstudentsareremindedthatpoststoanyandallsocialnetworkingorsocialmedia(includingpersonalFacebook,Twitter,personalblogs,andothertypesofsocialmediaaccounts)mustreflectthesamebehavioralstandardsofhonesty,respect,considerationandprofessionalismthatareexpectedincollegeenvironment.Inanysocialmediapostsorcommunications,studentsmustadheretothesamerestrictionsrelatedtoprivacyforfellowstudents,faculty,andclientsastheydoinaclassroomorfield.Inappropriateuseofsocialmediabyuserswithregardtothecollege,itsfaculty,orstudentsissubjecttodisciplinaryaction.
ThelistofgeneralrulesofstudentbehaviorintheGCCStudentHandbookisbynomeansadefinitiveorexhaustiveoneanddoesnotprecludeastudentfrombeingrequiredtocomplywithadditionalrulesandstandardsasrequiredbytheProgramCoordinatorandfaculty. InterventionPlan
Whenastudent’sperformancedoesnotmeetexamorskillobjectives,anInterventionPlan(IP–AppendixC)hastobedevelopedbytheinstructor,facultymember,andstudenttopromotestudentsuccess.Theplanistimelimitedanddesignedtoassistthestudenttomeetcourseobjectives.TheinstructormustdocumentintheActionPlanFollow-upform(AppendixD)thatthestudenthassuccessfullycompletedtheoutcomesoftheinterventionplan(IP).

BehavioralPlan
ThereisaGatewayStudenthandbookandtheBORCodeofConductthatcontainpoliciesthatallstudentsareexpectedtofollow.Ifanyinstructorhasbehaviorissueswithastudent,theywilldevelopabehaviorPlanwiththestudent.Anytimethereisaconductissue,yourinstructorwillfileaconductreportwiththeOfficeofStudentDevelopment.Ifinterventionisneeded,theinstructorwillaskthestudenttomeetwithStudentDevelopment.
AstudentwillbeplacedonBehavioralPlanwhenhe/shefailstomeetthebehaviorrequirementsofacourse(s).TheBehavioralPlanhappensforasingleseriousoccurrence.Astudentmaybeplacedontheplanatanytimeduringthesemester.Theinstructormakestherecommendation.Thestudentwillbeadvisedofhis/herstatusinwritingincludingastatementofthecourseobjectives/competencies,whichthestudentperformedunsatisfactorilyorinconsistently.

If,intheprofessionaljudgmentoftheFFfaculty/instructor,astudentdemonstratesinappropriate,unethical,orunsafebehaviorsorplacesoneselfinimminentdangerduringskillpracticeortesting,thestudentmaybedismissedfromtheFFprogramwithoutapriorwarning.Thestudentmayrequestameetingtodiscusstheincidentwiththecoursefacultywithin48hours.TheFFfacultywillmakeadecisionconcerningthestudent’sstatus,andthestudentwillbenotifiedinwritingwithinfive(5)workingdaysfromtheincidentand/ormeeting.Thestudenthastherighttorequestanappointmentwiththecoursefacultytodiscusshis/herstatuswithinfiveworkingdaysofreceiptofletter.
StudentAppealProcess
AnystudenthastherighttoappealadecisionoftheFFfaculty.
StepOne:ThestudentisadvisedtodiscusstheconcernwiththeFFfacultymemberwithinfive(5)businessdaysoftheincident.
StepTwo:IfthestudentisnotsatisfiedwiththeresolutionatStepOne,thestudentisadvisedtobringtheconcerntotheFFProgramDirectorwithinfive(5)businessdays.IfthefacultymemberinvolvedistheProgramDirector.
IfthestudentisnotsatisfiedwiththedecisionoftheProgramChair,thestudentcaninitiatethecollegestudentgrievanceprocedureasoutlinedintheCollegeStudentHandbook.
Inmattersofseveremisconduct,theProgramCoordinatorreservestherighttosuspendtheabovedisciplinaryprocedureandrecommendtotheCollegetheimmediatedismissalofastudentfromtheProgramwhosehealth,attendanceorconductdoesnotremainincompliancewiththeGatewayCommunityCollegeStudentHandbookandProgramGuidepolicies.
AstudentwhoisremovedfromtheFFProgrambytheProgramCoordinatorwillnotbeeligibleforre-admittancetotheProgramatanytime.

Academic Standards
TheFF1&2ProgramrequiresaminimumgradeofC(73%)ineachandallscienceandProgramspecificcoursestocontinueintheProgram. Further,thestudentwillsuccessfullycompletealloftheProgram’spublishedcompetenciesandcourseobjectivesforeachgivensemester,aswellaspasstaskobjectivesforeachcourse.

Studentswhoarerequestingaletterofrecommendationforaprospectiveemployer,orforcollegeorscholarshipapplicationarerequiredtocompleteafacultyrecommendationrequestformandsubmitittothefacultymemberwhowillwritetherecommendation,percollegepolicy.AformthatshouldbeusedforthispurposeiscontainedinAppendixF.

Firefighter 1 & 2 Technical Standards
TheGatewayCommunityCollegeFirefighter1&2ProgramhasestablishedtechnicalstandardsthatmustbemetbythestudentsintheProgram. Eachstudentmustbeabletomeetthefollowingskillsandknowledge:
FireFighterStandards
GeneralSkillRequirements.
• Theabilitytodresspersonalprotectiveclothingwithinoneminute;undresspersonalprotectiveclothingandprepareforreuse;lifttoolsandequipmentusingropesandthecorrectknot;tieabowline,clovehitch,figureeightonabight,halfhitch,becketorsheetbend,andsafetyknots;andlocateinformationindepartmentaldocumentsandstandardorcodematerials.
• UseSCBA(cylinderandmaskaslistedintheneededequipmentandexpenses)duringemergency
operations,givenSCBAandotherpersonalprotectiveequipment,sothattheSCBAiscorrectlydonnedandactivatedwithinoneminute,theSCBAiscorrectlyworn,controlledbreathingtechniquesareused,

emergencyproceduresareenactediftheSCBAfails,alllow-airwarningsarerecognized,respiratoryprotectionisnotintentionallycompromised,andhazardousareasareexitedpriortoairdepletion.YouwillbetrainedtousethisgearandequipmentatGatewayandattheNewHavenFireAcademy.

• Conditionsthatrequirerespiratoryprotection,uses,andlimitationsofSCBA,componentsofSCBA,donningprocedures,breathingtechniques,indicationsforandemergencyproceduresusedwithSCBA,andphysicalrequirementsoftheSCBAwearer.

• Theabilitytocontrolbreathing,replaceSCBAaircylinders,useSCBAtoexitthroughrestrictedpassages,initiateandcompleteemergencyproceduresintheeventofSCBAfailureorairdepletion,andcompletedressingprocedures.
• Cleanandcheckladders,ventilationequipment,self-containedbreathingapparatus(SCBA),ropes,salvageequipment,andhandtools,givencleaningtools,cleaningsupplies,andanassignment,sothatequipmentiscleanandmaintainedaccordingtothemanufacturer’sordepartmentalguidelines,maintenanceisrecorded,andequipmentisplacedinareadystateorreportedotherwise.
Verification of Program Completion
UponsuccessfulcompletionofallcertificatecoursesandgraduationfromGatewayCommunityCollegethestudentwillbeeligibletotakecertificationexams.ThecertificationexamsarenotpartoftheFFProgram.ThecertificationexamsareanadditionalseriesofexamsthatGatewaywillorganizeanditisthestudent’sresponsibilitytomakearrangementstoprepare,payfor,andtaketheexams.
Insurance
1.Accident
Allfull-andpart-timestudentsareautomaticallycoveredundertheSchool-Time-OnlyAccidentInsurancePlanforaccidentsincurredduringschooltimeorintraveltoandfromrequiredschoolactivitiessuchasskillpracticeanddrillsattheNewHavenFireAcademy. Optional24-houraccidentandsicknesscoverageisavailableforpurchase.Studentsarerequiredtobringproofofanyothermedicalinsurancecoveragepriortothestartfieldexperience.

2. ProfessionalLiability
Studentsarecoveredforprofessionalliabilityaslongastheyarematriculatedanddoingrequiredcourseworkforcredit,eveniftheyaredoingtheworkonaholidayoratatimewhenschoolisnotnormallyinsession.ThisliabilitystatementwasoriginallydescribedinPublicAct78-54(AnActConcerningLiabilityforStudentsinFieldPlacementPrograms),andupdatedintheConnecticutGeneralStatutes(Vol.3,1989,Section10-235).
Studentsarerequiredtopay$15.00peryeartocovertheirprofessionalliabilityinsurance.Thisisduepriortobeginninganyoff-campusexperience.
3.OtherInsurance
StudentsarecoveredforliabilityinsurancethroughMaginnisandAssociatesfor$1,000,000/$3,000,000.Studentsarerequiredtopay$15.00forthisliabilityinsurance,whichismandatedbythefacilitiesatthetimeofregistration. ThecheckmustbemadeouttoGatewayCommunityCollegeandincludethestudent’sbanneridentificationorsocialsecuritynumber.
Health and Safety Training
InjuryandSicknessInsurance
AllmatriculatedstudentsareautomaticallyenrolledintheSchoolTimeInjuryOnlyInsurancePlan.SchooltimeisdefinedasthetimeastudentisattendingclassesorparticipatinginandtravelingdirectlytoorfromanactivitysponsoredbytheCollege.AdditionaloptionalInjuryandSicknessInsuranceisalsoavailable.ForadditionalinformationonInjuryandSicknessInsurance,seetheCollegeStudentHandbook.
IncidentFollow-Up
Anystudentwhosustainsaninjuryorexposuretobodyfluidsinthecollegepremisesoroff-sitefacilitywillfollowthepoliciesoftheinstitution.ThestudentmustreporttotheFFfacultyimmediatelyandcompleteappropriateforms.
