Creating healthy lives The Health Foundation has published Creating healthy lives: a whole-government approach to long-term investment in the nation’s health. This paper makes the case for an ambitious, whole-government approach to long-term investment in the nation’s health. It includes five big shifts needed to embed a shared goal to improve health across the whole of government.

Drugs policy and medicinal cannabis The Department of Health and Social Care has published Government response to the Health and Social Care Select Committee report on drugs policy: medicinal cannabis. This paper sets out the government’s response to the recommendations made in Drugs policy: medicinal cannabis.

Essential nutrition actions The World Health Organisation has published Essential Nutrition Actions: mainstreaming nutrition throughout the life course. This document aims to provide a compilation of actions to address malnutrition in all its forms, to help in decision-making processes for integration of nutrition interventions in national health policies, strategies and plans based on country-specific needs and global priorities.

Integrated volunteering approaches in STPs / ICSs Programme NHS England and NHS Improvement have launched a programme to explore integrated volunteering approaches across Sustainability and Transformation Partnerships (STP)/Integrated Care Systems (ICS). These documents provide details about the programme.

A manifesto for children The Children’s Commissioner has published A manifesto for children. The manifesto calls on Britain’s political parties to include a six-point plan in their election manifestos to transform the life chances for disadvantaged children and to help children to thrive. The key themes are: supporting stronger families; providing decent places for children to live; helping children to have healthy minds; keeping children active; providing SEND support for those who need it; and creating safer streets and play areas.

Public health apprenticeships Public Health England has launched a consultation asking for feedback from employers and front-line workers to inform the development of a public health apprenticeship for community-centred roles. The consultation closes on 1

st November 2019.

Stoptober campaign Public Health England has launched this year’s Stoptober stop smoking campaign. PHE is encouraging all smokers to join in with the nation’s biggest quit attempt, which begins on 1

st October 2019. The campaign will target all smokers with new creative

content highlighting the benefits of ‘breaking up’, urging them to re-evaluate their bad relationship with smoking and ‘split up’. New data from a national smoking study indicates adult smoking rates fell 2.2% from January to July 2019 - equivalent to 200 fewer smokers every hour. Support for survivors of female genital mutilation NHS England has announced the launch of a network of NHS ‘one stop shop’ clinics for survivors of female genital mutilation. More than 1,300 women over 18 are expected to benefit from the highly specialised FGM support being rolled out to eight new centres across England as part of the NHS Long Term Plan.

Gambling-related harm reduction The Association of Directors of Public Health Yorkshire and Humber Problem Gambling Working Group has published Public health framework for gambling related harm reduction. This framework offers a menu of possible interventions to reduce gambling-related harm.

Health profile for England Public Health England has published Health profile for England: 2019. This third annual report combines data and knowledge with information from other sources to give a broad picture of the health of people in England in 2019. The contents include population, trends in mortality, trends in morbidity and behavioural risk factors, children and young people, inequalities in health, wider determinants of health, and health protection issues.

Cancer: National Cancer Patient Experience Survey NHS England has published National Cancer Patient Experience Survey 2018 – national and local data. This survey covers all adult patients with a confirmed primary diagnosis of cancer who were admitted to hospital as inpatients or who were seen as day case patients for cancer-related treatment, and were discharged between the months of April, May or June 2018. The local level reports summarise data covering trusts, CCGs and Cancer Alliances.

Health Inequalities: European Health Equity Status Report WHO Europe has published Healthy, prosperous lives for all: the European Health Equity Status Report. The report shows that health inequities in many of the 53 countries in the WHO European Region remain either the same or have worsened despite governments’ attempts to address them. The report identifies five key risk factors that are holding people back from achieving good health and leading safe and decent lives.

Healthy Eating and Obesity: Childhood obesity The Royal Society for Public Health has published Routing out childhood obesity. This report outlines recommendations for transforming the street environment, particularly around schools, with the ambition that all children should have access to a healthy route home.

Healthier weight conversations Public Health England has published, Supporting professionals to have healthier weight conversations; consensus statement. This statement outlines the shared commitment of professional organisations working together to support the public health workforce to have healthier weight conversations.

Infection Control and Immunisation: Hepatitis C Public Health England has published reports on Hepatitis C in England and the UK, which present the latest data on the hepatitis C virus. These reports summarise the scale of the problem and are intended to support focused action. They are accompanied by slidesets and infographics.

Long-term Conditions: Diabetes Prevention Programme NHS England has published Diabetes Prevention Programme – Information Governance and Data Flows Framework. This guidance updates previous guidance to support organisations participating in the NHS Diabetes Prevention Programme in meeting their legal and contractual requirements relating to information governance. National Paediatric Diabetes Audit The Healthcare Quality Improvement Partnership has published two spotlight reports focusing on specific aspects of paediatric diabetes care. The reports are:

The workforce in paediatric diabetes units 2017-18 - provides an analysis of data submitted by all paediatric diabetes teams in England and Wales about staffing resources, practices around transition to adult diabetes services, and access to specialist diabetes advice

Diabetes-related technologies 2017-18 - provides evidence of the real improvements in diabetes management offered by use of insulin pumps and continuous glucose monitoring, while demonstrating huge variation in technology-related diabetes outcomes between different clinics.

Mental Health: Mental health and the journey to parenthood Healthwatch has published Mental health and the journey to parenthood. This report shares what parents have said about their experiences of mental health problems during and after pregnancy, and calls on services to give people more opportunities to talk about their mental wellbeing.

Mental healthcare for young people and young adults The Healthcare Quality Improvement Partnership has published Mental healthcare in young people and young adults. This review looks in detail at the mental healthcare provided to young people from the unique perspective of the overlap between physical and mental healthcare, the quality of physical and mental healthcare provided and how patients with mental health conditions use healthcare services. The aim of this study was to identify areas of care that can be improved for all patients aged between 11 and 25 years.

Physical Activity: Physical activity guidelines The Department of Health and Social Care has published UK Chief Medical Officers’ physical activity guidelines. This report draws upon global evidence to present guidelines for different age groups, covering the volume, duration, frequency and type of physical activity required across the life course to achieve health benefits. The guidelines are designed to aid health professionals and others to provide individuals and communities with information on the type and amount of physical activity that they should undertake to improve their health.

Stroke and CVD: Atrial Fibrillation High Impact Intervention Toolkit NHS RightCare has launched the Atrial Fibrillation High Impact Intervention Tool. The toolkit is an interactive dashboard that aims to support local health systems to measure the value of identifying and treating patients with Atrial Fibrillation (AF), including the impact of screening and treatment-based interventions. The toolkit is accompanied by a user guide.

Additional link: NHS England press release Cardiovascular disease prevention Public Health England and the Association of Directors of Public Health have published What good cardiovascular disease prevention looks like. This publication sets out the core guiding principles and features of what a good quality cardiovascular disease prevention programme looks like in any defined place. It synthesises existing evidence, examples of best practice, practitioners’ experiences and consensus expert opinions. It is intended to serve as a guide and will be iterative with regular reviews and updates when new evidence and insights emerge. National Cardiac Audit Programme The Healthcare Quality Improvement Partnership has published National Cardiac Audit Programme: 2019 NCAP Annual Report: improving cardiovascular outcomes. This report covers over 300,000 records across five clinical areas and highlights quality improvement opportunities under the themes of: the need for timely care; the need for specialised care; and the need for evidence-based care delivered equitably. Substance Use: Alcohol consumption in Europe The World Health Organisation has published Status report on alcohol consumption, harm and policy responses in 30 European countries 2019. This report provides a snapshot of alcohol consumption, alcohol-related harm and alcohol policy responses in 30 European countries. The report also summarises changes in alcohol consumption and alcohol-related harm between 2010 and 2016.

Additional link: WHO press release Homeless people and drugs The Ministry of Housing, Communities & Local Government has published Drug-related harms in homeless populations and how they can be reduced. This document sets out the government’s response to the Advisory Council on the Misuse of Drugs (ACMD) report on reducing drug-related harms in homeless populations, and includes a letter from the Minister for Local Government and Homelessness to the ACMD. Creating healthy places The King’s Fund has published Creating healthy places: perspectives from NHS England’s Healthy New Towns programme. This report features a collection of essays providing insights from those involved in the Healthy New Towns programme which illustrate how powerful a coherent local approach to improving population health can be. The report highlights there is significant potential to improve population health through place-making and community development and stresses the need for the NHS to be closely involved in major housing developments and regeneration programmes in order to improve health and care outcomes.

General: Developing new approaches to care The Care Quality Commission is inviting innovators and services to explore how they can work with them as they develop new approaches to care. This second wave of ‘sandboxing’ will include two rounds running side-by-side, exploring community care at home teams (supporting personal assistants) and AI and its use in radiology and diagnostic services. The map brings together the key guidance and models to support effective corporate governance within the NHS. This update provides links to new items, including guidance on strategic planning, system governance and workforce. NHS regulation NHS Providers has published NHS regulation and oversight: a time of transition. This report sets out the findings from an annual survey exploring trusts’ experiences of regulation over the last 12 months and their views on the future of regulation, and trends over time. It indicates optimism among trust leaders about the move to closer working between NHS England and NHS Improvement but highlights the tension between the current system of regulation which focuses on organisations and ambition to move towards an approach which takes system working into account.

Place-based leadership development programme The Social Care Institute for Excellence has published Place-based leadership development programmes. This Highlights briefing is a case study commissioned by the NHS Leadership Academy of the impact of two innovative programmes which aim to develop systems leaders and place-based collaborative forms of leadership.

Prescribed medicines review Public Health England has published Prescribed medicines review. This evidence review assesses the scale and distribution of prescribed medicines and makes recommendations for better monitoring, treatment and support for patients. The report is accompanied by a summary document, a guide for patients, an infographics slidepack and a set of prescribing data for each CCG in England.

Unrelieved pain in palliative care The Office of Health Economics has published Unrelieved pain in palliative care in England. This study estimates the number of palliative care patients who would have their pain relieved if ‘best practice’ was adopted across all care settings and some projections of how these numbers may change over time.

Health Education England business plan Health Education England has published its Business Plan 2019/20. The business plan sets out how HEE will respond to the challenges facing the NHS outlined in the Long Term Plan and interim People Plan.

Adult Social Care: The financialisation of social care IPPR has published Who cares? The financialisation of adult social care. This briefing paper examines social care’s reliance on private bed provision and identifies three factors that can lead to lower quality care from private providers, especially those backed by private equity: workforce, instability and size. The report calls for the state to build and operate new residential care homes, and establish new financial regulator to oversee private providers.

Children and Young People: National Child Measurement Programme Public Health England has published National Child Measurement Programme: operational guidance 2019. This document provides guidance for local commissioners, providers and schools on running the national child measurement programme (NCMP).

Data and Technology: Digital transformation Nesta has published A brief introduction to digital transformation. This report aims to help public sector leaders understand how digital technologies, and the ways of working they enable, can help reform their organisations and deliver better public services.

Integrated Care: Achieving integrated care The Social Care Institute for Excellence and the Local Government Association have published Achieving integrated care: 15 best practice actions. This practical resource supports local systems in fulfilling their ambition of integration. The fifteen actions prioritised in this resource draw on evidence about what works from international research, emerging best practices and engagement with stakeholders and partners.

Learning Disability: Services and support for people with autism The National Autistic Society has published The Autism Act, 10 years on: a report from the All Party Parliamentary Group on Autism on understanding, services and support for autistic people and their families in England. This report is the result of a wide-ranging inquiry across all the areas the autism strategy covers and the issues that matter most to autistic people and their families. The Act has led to welcome improvements in some areas of support and there has been an increasing recognition of autism among commissioners and the public. However, there is still considerable unmet need.

NHS and Social Care Finances: CCG funding allocations The House of Commons Library has published NHS funding allocations: Clinical Commissioning Groups. This briefing paper and accompanying Excel file gives details of funding allocations for each CCG in England from 2013/14 to 2020/21. The briefing paper also gives details of the process used to allocate the funds. Medicines bill savings NHS England has announced the NHS has saved more than £700 million from the annual medicines bill as part of its campaign supporting patient and doctors to maximise the use of ‘generic’ and best value ‘biologic’ treatments. This news release contains a list of the savings delivered by the uptake of best value medicines. NHS capital investment IPPR has published The ‘make do and mend’ health service: solving the NHS capital crisis. This report explores the levels of capital investment in the NHS and indicates that there is still £55 billion of debt outstanding from Private Finance Initiatives. This report recommends a new settlement to fund capital and support transformation totalling £5.6 billion per year and indicates that the PFI legacy must be urgently addressed, through a ‘right to enfranchisement’ for the NHS, which would bring those that represent bad deals back into public ownership. Social care funding and mental health The Centre for Mental Health has published Social care funding and mental health. This policy briefing explores what a fair and sustainable funding settlement for social care needs to look like in order to deliver parity of esteem for mental health and sufficient funding to support people of working age as well as those in later life. Spending Round 2019 HM Treasury has published Spending Round 2019 which sets out the government’s spending plans for 2020-2021. The Department of Health and Social Care’s resource budget will rise by 3.1% in real terms. This settlement gives the NHS a cash increase of £33.9 billion a year by 2023-24 compared to 2018-19 budgets, as well as boosting other budgets to deliver better health outcomes for patients and the public.

This long-read takes a look at the key numbers mentioned in the Spending Round (and those that weren’t), how they add up, and the implications they have for health and social care. UK healthcare spending The Office for National Statistics has published, How does UK healthcare spending compare with other countries? This report analyses UK healthcare spending relative to comparable countries, using data produced to the international definitions of the System of Health Accounts (SHA 2011).

Older People: Homes for older people Homes for Later Living have published Healthier and happier: an analysis of the fiscal and wellbeing benefits of building more homes for later living. This report explores the wellbeing benefits of living in properties for later living and the significant fiscal savings they can deliver to the NHS and social care system.

Policy and Strategy: Friends and Family Test guidance NHS England and NHS Improvement have published Using the Friends and Family Test to improve patient experience. This guidance is intended to support all provider organisations to deliver the Friends and Family Test. It will also be of use to commissioners. It replaces all previous implementation guidance for the patient-focused FFT. These revisions are effective from 1

st April 2020.

Government outsourcing The Institute for Government has published Government outsourcing: what has worked and what needs reform? This report assesses where outsourcing has worked and where it has not, and why, and makes recommendations on how to improve the way government contracts out services. It includes some case studies relating to health care. Innovation in government Nesta has published 20 tools for innovating in government. This handbook covers 20 evidence-based tools designed to help bring bold ideas to life to change lives from within government. This includes tools that uncover new insights and generate ideas, to tools for developing and testing, or tools that support system change. Each section explains what the tool is and provides case studies to inspire government innovators as well as links to additional resources. Managing conflicts of interest NHS Providers has published Managing conflicts of interest. This document argues that while there is no reason to believe that the NHS has a problem with conflicts of interest, it is important to demonstrate that potential conflicts are being identified and properly managed. It includes a case study on learning from Leeds Teaching Hospitals and their use of supportive technology to register staff interests. Tackling fraud, bribery and corruption NHS England has published Tackling fraud, bribery and corruption: economic crime strategy 2018-2021. This document provides the strategic direction regarding tackling fraud, bribery, corruption and economic crime and is intended to articulate NHS England’s response to economic crime until 2021.

Pregnancy and Maternity Services: Avoidable brain injuries at birth NHS Resolution has published The Early Notification scheme progress report: collaboration and improved experience for families. This report provides an overview of the first year of a scheme to drive improvements in maternity and neonatal services and to ensure that families whose babies suffer rare, but avoidable, brain injuries at birth are better supported. National Maternity and Perinatal Audit The Healthcare Quality Improvement Partnership has published National Maternity and Perinatal Audit Clinical Report 2019. This report presents measures of maternity and perinatal care based on births in English, Welsh and Scottish NHS services between 1

st April 2016 and 31

st March 2017. The report also provides contextual information describing the characteristics of

women and babies cared for by NHS maternity services during this time period.

Primary Care and Community Services: Digital-First Primary Care NHS England and NHS Improvement have published Digital-First Primary Care: Response to policy consultation on patient registration, funding and contracting rules. NHS England and NHS Improvement recently sought views on options and proposals to change patient registration, payment and contracting rules. Following a review of the feedback received, this is the response to the consultation. General practice digital services NHS England and NHS Improvement have published Securing excellence in primary care (GP) digital services. This document sets out the revised operating model for the provision of high quality general practice digital services. It is accompanied by the following documents:

GP IT specification commissioning support pack - sets out the key considerations when re-procuring GP IT services and a recommended process to support CCGs to tailor local GP IT specifications

GP IT Data Capture Service Schedule – this is a data collection template. Online consultations in primary care NHS England and NHS Improvement have published Using online consultations in primary care: implementation toolkit. This online consultation toolkit is an interactive document that provides a range of ideas and options for different professionals, including clinicians, at different points in their implementation of an online consultations journey.

Primary Care Networks and Community Pharmacists The Royal Pharmaceutical Society, BMA and Royal College of General Practitioners have published Primary Care Networks and Community Pharmacists. This statement sets out the opportunities for community pharmacists and Primary Care Networks to work together effectively. Primary Care Networks update NHS England has issued a letter for commissioners, which provides an update on future developments for the Network Contract Direct Enhanced Service (DES). This briefing is the second of a series looking at how services delivered in the community add value to both the patient and the wider health and care economy. Quality and Safety: Creating a learning culture in social care Healthwatch has published Creating a learning culture in social care: what can we learn from local authority complaints reports? This briefing summaries findings from a desk-based audit of local authority annual complaints reports and encourages local authorities to handle complaints with openness and transparency, treating complaints reports as an opportunity to tell a powerful story of learning and improvement. Palliative and end of life care Public Health England has produced a webpage collating links to its resources on palliative and end of life care. The information and resources are aimed at health and social care professionals to help them improve the quality of services and reduce inequalities in care. Patient safety plan The Academic Health Sciences Network has published Patient safety in partnership: our plan for a safer future 2019-2025. This document demonstrates the AHSN’s commitment to support the NHS patient safety strategy and how greater collaboration is needed to make it a success. Perioperative Quality Improvement Programme The Perioperative Quality Improvement Programme (PQIP) has published its Annual report 2018-19. The PQIP works towards reducing the risk of complications after major surgery through ensuring the patients get the best possible care throughout their perioperative pathway. Pharmacy inspections The General Pharmaceutical Council has published Analysis of inspection reports. This report presents the findings of a quantitative analysis of a data set of 14,650 GPhC inspection reports and a qualitative analysis of a sample of 249 inspection reports to identify the key patterns, trends and themes in pharmacy inspection reports from November 2013 to August 2018. Service user experience Healthwatch England has published What people have told us about health and social care. This briefing outlines feedback Healthwatch England has received from users of health and social care services between April and June 2019. It also sets out how Healthwatch England is using this information to shape health and social care policy and practice.

Workforce, Education and Training: Automation of health care jobs The Health Foundation has published a chart, Which healthcare jobs are the most likely to be affected by automation? The Office for National Statistics analysis estimates that medical practitioners have an 18% probability of automation, compared to over 50% probability for care workers and home carers. However, there is optimism about opportunities that technology could bring too, such as creating new roles.

Physical activity and health – aimed at GPs, nurses and other healthcare professionals to support them to champion physical activity with patients.

National Bereavement Care Pathway: Supporting Parents for Pregnancy and Neonatal Loss – the first two sessions of this e-learning programme are now available to help healthcare professionals understand the important elements of excellent bereavement care.

Inclusive recruitment NHS Employers has produced How to recruit and support disabled staff in the NHS: an interactive toolkit. This toolkit is designed to help employers attract and retain disabled talent in their organisations. The toolkit features a suite of four new case study videos which support the understanding of the benefits of ensuring robust and reasonable workplace adjustments for staff. September Social care workers The All-Party Parliamentary Group on Social Care has published Elevation, registration & standardisation: the professionalization of social care workers. This inquiry gathered evidence from care workers, employers and sector organisations and charities and found that vital roles are being undervalued and underinvested. Social prescribing link workers NHS England has produced a Social prescribing link worker welcome pack. The welcome pack includes useful information to help link workers in primary care networks find out more about their role and what support is available. Workforce Race Equality Standard NHS England has published Evaluation of the NHS Workforce Race Equality Standard (WRES). This document is an interim report detailing the first six months of an evaluation of the WRES. TEL News Health Education England has published the August 2019 edition of its Technology Enhanced Learning (TEL) News.

NICE surveillance reports: NICE has published the Surveillance Reports below. These provide a summary of new evidence published related to a NICE guideline and include the decision that NICE has taken about the need to update the guideline.
